We are downshifting on those temperatures for a couple of days. For those of us who still drive a stick shift and downshifting lets take a look at the community. Westbound 580 is going to be slow. That looks like first gear all the way, maybe second gear at most on 580 and 205. You wont actually make it out to regular speeds until you reach the city of livermore and into pleasanton. Looking at interstate 880, traffic is good. Steve mentioned a closure on the bay bridge which was closed about a half an hour ago in both directions for the filming of a movie. Now, all lanes are open. Some parts of texas have been hit with feet of rain and it continues to fall. 30,000 people are in shelters. Another 30,000 are expected to need places to stay as the rain continues. The report sound like a lot of numbers but there are human faces and stories behind each statistic. I plan on staying here for as long as they let us stay here. We are still breathing. But it humbled us. It really did. If nobody is humbled by this, something is wrong. Rescue teams in galveston and houston in the small towns in between are finding stranded people on rooftops, floating on cars and hanging onto trees. Emergency officials do not expect that to change anytime soon. We are just beginning the process of responding to the storm. We are still involved in the search and rescue process. So far there are three confirmed deaths but that number is expected to increase because of a number of unconfirmed reports of people missing. Fema expects to be working with people along the gulf coast for years. President trump flies to texas this morning. He will see the storm damage and response firsthand. He will fly into Corpus Christi and be briefed on relief efforts. From there he will fly to austin to meet with state officials. At the white house yesterday, the president promised texas will get the help it needs. We will get through this. We will come out stronger and, believe me, we will be bigger, better, stronger than ever before. The rebuilding will begin and in the end, it will be something very special. President trump is not expected to go to houston today. He is trying not to interfere with the rescue operations. We do want to check back in with steve who was covering our weather and also keeping an eye on that storm in the rain. You said earlier and moved out into water. The eyewall structure was pretty damaged. There is also a little shear which also knocks it down. Some of it is still overland. It any part the cause over that water, the galveston harbor last week was at 89 degrees, it does not take much even if parts of and out. Some of the storm went off into the golf and that is picking up more and more strip it still raining. I think by tomorrow there should be some good news. Its moving east, southeast a 3 miles an hour. You can see how the track is taking it back out. It lost a lot of it structure but it is still pumping it a lot of moisture. Things have calmed down a lot back toward Corpus Christi and brownsville. Still, gusts of 40 at the hobby. You can see the circulation just south. Its moving. Its on its way but its going to be a very rainy day. It looks like some of that area will see a decrease in rain by tonight, tomorrow. Then we can focus on drying things out a little bit. There still signs of rain coming in and the next 710 days. What about new orleans . Not as much concern because it has lost a lot of that punch. It will rain but not like it did in houston. Its moving. Its moving toward louisiana and onto arkansas. People in those areas were not beheaded nowhere near the rainfall. Every urban rescue task force in the country has been called to texas. That includes firefighters from oakland. They will perform water rescues and provide medical help. 14 members of the menlo park Fire Protection district left on sunday. They will reach their temporary base later today. The state of california sent management personnel to coordinate operations across texas. The teams are expected to be there at least three weeks. Members of the California AirNational Guard base at Moffett Field are heading for texas. 90 members of the 129 and rescuing were called into service yesterday. They packed a cargo plane with two helicopters and supplies. The members are trained in skills ranging from performing minor surgery to sharpshooting. The main focus is saving lives unit members say responding to this emergency is exactly what they train for. Its what we live and breathe for. You cant put a price on a life. When we are tasked out to do these missions, its everything we are called to do and everything we wake up in the morning to do and we are ready to execute. The air guard units based at moffett do not think there will be any other deployments but they say if they are called, they will be proud and ready to go. Today the city of dallas will open and make a shelter. A large evacuation shelter ready to house 5000 people. Busloads of people may arrive today. The parking garage will become part of that shelter. Hundreds of people are staying at three city recreation centers. Nearby private and Public Schools are also creating spots so didnt have a place to go to class. I feel blessed for them to offer our children into their school. I feel good. I dont know how to explain it. We felt like it would be an important thing to bring some normalcy to their world even though its been upended. More Evacuation Centers are due to open in dallas, san antonio and austin. Hurricane harvey is not just hitting texas, the u. S. Economy will also be hurt. He reports say the storm could cause 40 billion in property damage, 7 billion in lost economic output. South texas is one of the top three centers for Oil Refineries in the country. We will all see higher prices at the gas pump. Prices could jump by 0. 25. Entrance experts say a small fraction of the homeowners affected from Hurricane Harvey have flood insurance. The estimates only 20 are covered. Most homes in houston are not located in zones designated as a flood risk. Many will be depending on federal assistance to rebuild. They may need to use savings or go into debt to save their homes. The red cross offices in the bay area have been busy taking calls from people and companies that want to help. Chevron contributed 1 million. Bmc software and santa clara is also pledging donations. Tech Companies Like amazon and google are matching donations. The Salvation ArmySilicon Valley chapter is accepting donations saying they need will continue in the weeks and months ahead. Its horrific. Its one of those uncontrollable tragedies and the need is great already. As the storm goes away, the need will be even greater. It was held last night in richmond for the first time. People talked about white supremacy, the violence in charlottesville and President Trumps reversal of a ban on local police getting surplus military gear. The next forum will be in oakland september 18. Youve heard of, the talk, parents tell the kids about the birds and the bees. Some families of color have a different kind of talk. They talk about power, the police and skin color. Alex and Dewayne Walton say the conversation started after an incident with a Police Officer that left them feeling as though they were racially profiled. That night the couple said the time had come to have the talk with their sons about how to interact with police if or when they are stopped by Law Enforcement. Things like using polite language, never showing frustration and not making any sudden moves so you did not escalate a situation. They were told that society, in some cases the police, we see them as a threat because of their skin color. It was hard because they are our babies. They should be able to be 9 or 10 and play and not have to worry about this type of stuff at that age. These should be adult problems. They also say they know their sons will face discrimination and these talks are about survival. This family is not the only family having tough conversations about race. The mayor of berkeley is asking uc berkeley to cancel free speech week the mayor says the event would bring more violence and problems to the city. Free speech week organized by a Student Group called, berkeley patriot, is expected to host speakers like Milo Yiannopoulos and ann coulter. Both speakers had been scheduled to speak in the past but there were violent protests and their speeches were canceled. The event right now is planned for september 24 through the 27th. The berkeley mayor spoke out against sundays protest saying he is happy that so many were able to protest peacefully. The official rally was canceled but many showed up anyway, denouncing bigotry and hatred. A small number of protrump demonstrators showed up as well. One group set off smoke bombs, knockdown barriers and intimidated people. The mayor said for the most part people exercised their First Amendment rights peacefully. There was a real concern going into sunday there would be a fight. The fact that only six people were injured and thousands of people were not injured and were able to peacefully demonstrate, i think thats an accomplishment. 13 people were arrested and if you were cited for carrying band items into the park. Others face more charges including assault. The Berkeley PoliceDepartment Said new tactics were used to control the crowd. We try to have smaller teams of officers that could intervene in an altercation quickly. We had officers at an access point where people could enter the park. They were there to remind them what the City Ordinance was and what a comfort in what people were not allowed to bring in. Burqa police said they try to enforce regulations concerning band items like pepper spray and sticks. They also put up barricades to protect pedestrians in case someone tried to use a car to run down protesters like what happened in charlottesville. Would you believe 13 for a pack of cigarettes . As you move out to the bay bridge, its a little crowded although traffic is moving along okay. All lanes are open. They were filming something on the bridge earlier. Were heard it was a movie or a commercial. All lanes are now open. The bay bridge is backed up at the toll plaza. The meeting lights are on and traffic is backed up for a 10 15 minute delay. The other top story is north korea fired a Ballistic Missile designed to carry a Nuclear Warhead over japan and into the ocean. It triggered warnings in japan for people on a northern japanese island to take shelter underground. The japanese Prime Minister once the Un Security Council to hold an emergency meeting about the launch. This missile which flew over japan poses an unprecedented serious and great threat and greatly damages Regional Peace and stability. Political observers say this latest launch over a u. S. Ally as a response to the military drills between the u. S. And south korea. The white house released a statement from President Trump. He said in part threatening and destabilizing actions only increase the north korean regimes isolation in the region and among all nations of the world. All options are on the table. A suicide bomber in afghanistan killed five people and injured nine others near the u. S. Embassy. The taliban claimed responsibility. The explosion shattered the entire front of the building. Suicide bomber blew himself up outside a privately owned bank that was busy heading into a long holiday at the end of the week. The taliban has been targeting soldiers and police who were in the bank cashing their paychecks. Bay area Law Enforcement agencies are responding to the announcement by the Trump Administration that it will make surplus military care available to them. Attorney general Jeff Sessions announced that President Trump is overturning an executive order by president obama to restrict the kinds of military a trick equipment provided to police. The Obama Administration order came after the use of equipment during the protests and ferguson, missouri in 2014. Some people complained the use of the military vehicles made local streets seem like a battlefield. It can have some benefit for local agencies. The real debate is how equipment that might be available is used. The gear available includes kevlar vests come helmets and Armored Vehicles and other militarystyle equipment. Redwood city and South San Francisco received military stout equipment a few years ago. Other local law agency say they are not sure if they will use the new program. A new government audit shows many cases of abuse at Nursing Homes are never reported. Federal law requires cases of suspected abuse at Nursing Homes to be reported to the police within two hours. The audit by the department of health and Human Services says between 2015 and 2016, more than one in four cases of possible sexual and physical abuse against patients were not reported to police in 33 states. That includes california. The audit is blaming medicare for not enforcing the law. Medicare says it will make an official response when the audit is complete. The audit is part of a continuing investigation. Unsafe levels of e. Coli bacteria have been found in the American River. Several sites along the river were tested between 2007 and 2014. The regional Quality Control board said three of those sites showed levels higher than the epa standard. The president of they say the American River association blames fighting, waste from homeless camps and old sewage pipes. We had a lot of problems with sewer districts around here. When we had the heavy rains in january and february, the Sacramento Sewer Agency had 400,000 gallons spill. According to the sacramento bee, regulator say they do not know of anyone becoming sick because of the e. Coli in the American River. The city of new york is raising the price of a pack of cigarettes to 13. Theyre trying to get people to stop smoking. Another bill signed by mayor diblasio will slowly reduce the number of licenses issued to retailers to sell Tobacco Products. Right now mayor diblasio says there are more tobacco retailers in new york city than starbucks and pizza shops combined. The new price hike takes effect next summer. Oracle announced it will fill 5000 new jobs in its Cloud Services division. The workers will be engineers,s consultants, sales and support staff. That will more than double the size of its current cloud workforce. Thousands are still stuck in homes, waiting to be rescued as the floodwaters are rising. Even more are walking through floodwaters looking for dry ground. Doug luzader is joining us from the Houston Convention center. Good morning. Thousands of people are seeking shelter where you are. Reporter good morning. This is the dry ground many folks are finding. The problem is the scale of this. The Convention Center is big. They planned on having 5000 people. That number grew considerably overnight. Its now up to 9000 people. That number will probably grow beyond that. There was flooding everywhere. Reporter flooding everywhere in these images show what residents and rescuers are up against. Almost a traffic jam of boats and vehicles as though stranded by harvey make their way to safety. To make i have a lot of friends and family out here. I decided to do something. We loaded up our boats with sandwiches and we came out with cases of water to hand out to people and rescue people where we could. Reporter the rainfall is not letting up as harvey moves back off shore into warm waters and gained a bit of strength. President trump preparing to head to the region today saying the response to the storm revealed the nations character. We are one american family. We heard together. We struggle together. And believe me, we endure together. Reporter harvey is breaking one record after another, promising more rain as the death toll rises and floodwaters begin to top homes, many are uninsured. Parts of louisiana are also facing flooding and evacuation as harvey continues along its maddeningly snow slow path. The good news is over the next couple of days, the speed at which the storm is moving as a whole will increase. That means it will make its way out of here and we will have a better idea of the full extent of the damage. As you can see, the wind has been kicking up this morning. There is a desk where you can go if you lose track of someone inside the shelter, you could try to find them. As far as connecting family members from different parts of the city, that is going to be another issue that they will have to deal with at some point. The remnants of Hurricane Harvey are still affecting cruise ships in the gulf of mexico. Galveston is a popular port but four ships were ordered to stay at sea, away from the port until the storm passes. Three Carnival Cruise ships, one royal caribbean, have been waiting in the gulf of mexico. Were supposed to dock in galveston. There were no head to no woodlands for supplies and guests will be given the option to get off their or wait until they can return to galveston. People who are evacuating the gulf coast are faced with an unusual morning, watch out for floating colonies of fire ants. They can be very serious. The ants cling to each other to escape the water. Thousands come together to form these floating islands. Their bites can be painful and sometimes deadly. Floating ant colonies look like ribbons or blobs on top of the water. They are amazing. Lets get you to where you need to go. Is everyone behaving this morning . For the most part. We do have slow traffic for this time of day. If you are driving the tracy commute, 205 in 580, we call these the super commuters, you will see that traffic is going to be slow onto a five and 580 as well. Once you get to livermore it looks good to dublin. On 238, a little bit of slow traffic. Northbound traffic on 880 looks good into oakland. At the bay bridge, it was a slow start earlier. Earlier we had filming on the bridge. That caused some slowdowns. That is gone but we could still be having an impact from that. My father swears we lived in baton rouge, louisiana at one time. I dont remember. One day i was sitting outside in a started screaming. My mom and dad came out and i was sitting in a pile of fire ants. When you see those doors and yet here you are. I made it through that traumatic experience. They will chew through stuff. As doug luzader said, maddeningly slow. East and southeast of three digit miles an hour. It came back over water. Why isnt it increasing back into hurricane strength . Because the ichor is pretty much shot. That one overland. There is a little bit of sheer that came by, higher wind. That chewed it up a little bit. Plus its lost a lot of its identity. It was overland for a couple of days. It still generating and there are still gusts up to 45 and it still raining. It feeds off that very warm water. They are not done yet. Look at galveston and houston. It is moving ever so slowly but it looks like another day of a steady rain. What is sad is that it does appear to clear out but some of the 10 and 15 day outlooks pump a lot of moisture off the gulf. They may get a break for a few days and then more rain could come in. Its not necessarily a tropical system. Today looks to be the last heavy rain day. There is a big decrease back in Corpus Christi and brownsville. Victoria shows some decent gusts. Almost 40 at houston hobby. Its back out over water and generating and pumping in moisture. The heavier bands have moved to the north and east. It is still over houston and beginning to slowly move. As it lists north, it gets caught in some of those stronger steering currents and that will start to accelerate it. Low clouds in cooler. There is a good breeze for most although not everyone. The fog is making a push north over parts of the San Pablo Bay and vallejo and crockett. Its filling in rapidly on parts of the peninsula and the south bay. It looks like a good onshore breeze will give way to a cooler pattern. 510 degrees. 50s and 60s for the temperatures. Kohler to the north for some. Because of that low cloud cover i think we are stuck. Mid 50s in petaluma. The temperature change from 24 hours a, a little cooler than yesterday. We have low clouds and tropical clouds sneaking in along the sierra. We may see a few clouds to the east. 60s through 90s and a few hundreds. Cooler today and tomorrow. And then it looks really warm. As kathy in pacifica said, when will we get some sun over here . I know its hot but weve been in fog city. There are hints i think that even the coast will warm up this weekend. Some areas have been blazing hot and some of the coast and city, 60s for most of the summer. They kind of like that. If youre on the coast, they now won their sun. They now want their son.
