This is off the charts in terms of weather and historical flooding. Houston has over 2 Million People and they have almost two feet of rain last night in some places. We will get to that. For us we have the heat advisory. That is because we have strong High Pressure center that has not given up. It sticks around. It has fog and produced fog at the coast. That is not extending far inland. You will not see the big heat. You wont see the heat at the coast. Inland you will. Current temperatures, a great indicator of how the day will go. Its 65 in concord. It will be 105 in the inland bay areas. Its running 7 degrees warmer in hayward, 7 warmer in concord. As you look at the warnings and watches, there is the excessive heat warning. That is in read for areas obviously the inland valleys, right. Its fort hills above 1,000 feet because the marine influence cant get in there. That orange is a heat advisory which stays in effect for most bay area cities. That is san jose. That is San FranciscoSan Francisco is not included but oakland is included in the heat advisory. They have been asking people not to show up for the rally today but counterprotestors say they will be there and police are preparing. The protest was scheduled for Berkeley Center part but the city denied a permit. City leaders say they are hoping to avoid scenes similar to last april when protestors and counter demonstrators clashed at the park. There was violence between the conflicting demonstrations and several people went to the hospital including a person that got stabbed. We have ktvu allie rasmus live at Civic Center Park. Yesterday fences went up in alamo square. Looks like you have barricades behind you. Reporter a lot of barricades. Crisscrossing the park there are cement barricades. On the other side, i believe that is center street, those are blocked off to cars. So, even though the organizer of the no to marxism in america rally said she was canceling the event, police, counter demonstrators arent buying it. They are prepared anyway. A short time ago we saw a group of people who are counter demonstrating the event. They got up on these trees and they are putting up a large banner above the park. It says bay area stands against hate and white supremacy. The Organizer Says her event has been misconstrued, misrepresented by the city. She didnt want White Supremacists at her event. But city officials and Berkeley Police warned in the past there were problems at Civic Center Park between left and right wing groups. Clashes so they are prepared in case anything happens. The no to markism rally was supposed to start at 1 00 this afternoon. In response there are counter demonstrations planned throughout the city of berkeley with various groups planning to meet here. You see a lot of police. Earlier this morning we saw a lot of Law Enforcement officers inside the old Berkeley City Hall meeting and gathering for a briefing that we are told to prepare for the days events. Counter demonstrators are prepared. We put up a banner a short time ago but in the days ahead of this planned protest, people came out and started writing things, messages in chalk on the sidewalk for give peace a chance, no to hate. Its clear people on all sides are preparing for an event to happen here. When it gets started, it isnt clear. The initial rally was supposed to happen at 1 00. It has officially been canceled. As you mentioned, some of the supporters of that initial event plan to show up here this afternoon anyway. We will see what happens. Back to you guys. I have been talking to Berkeley Police officers who say they came in early at o dark 100 this morning and talking about the rules and weapons and sticks out. Can you tell in terms of the barricades that this is away they are bringing people in in a way to check everyone that comes in the park . Reporter we dont see anything like metal detectors or anything like that. But the orange barricades in the middle of the park then rentable cement barricades around the perimeter of the park. They are boarding up the front doors. Hopefully it looks like in anticipation of some sort of conflict happening today. Joey gibson posted this on his Facebook Page. It says, quote the group Patriot Prayer has been changing plans since he announced that the rally would not happen and he would hold a News Conference at alamo square in the city. Then we told you that he canceled the News Conference then later in the day moved it to pacifica. I have to go from spot to spot unannounced. Otherwise we will have a thousand ninjas show up trying to kill me. Gibson said he and his group are misunderstood by government officials, public and media. He said its wrong to call them White Supremacists even though there are some White Supremacists drawn to his past event. My message is simple. Its about love, peace and freedom. There is no president , no leader that can fix our problem at a grass roots level. It has to be amongst us. Gibson said the goal was to provide a platform for people to speak out. We will head to berkeley today. He is planning on rallies in portland, oregon. When gibson changed his plans, people that disagreed with him said they would make sure that their voices were heard. What city, our city. Thousands of demonstrators converged in the city. Police were prepared for trouble. They brought in barricades and officers. Patriot prayer demonstrators never showed up. As a white person, i feel like i have to be at the front standing up against hate. Next week it will be another corner then another corner. You know, if we let a little bit of hate speech, nazis in, they will spread and kill our people. After the music, all the speeches and what the marchers called a big group hug, Police Escorted them to mission and 24th streets. As that was happening, thousands of other marchers headed to the Civic Center Plaza. You can see from high above there. Police say there was one arrest for public intoxication. A Piedmont City Council will hold a special meeting tomorrow to consider demoting the mayor over comments he made on facebook. According to the east bay times, he posted that transgender people are mentally ill, liberals are unamerican and black lives Matter Movement encourages cop killing. The mayors Facebook Page is now private. Some people confronted the mayor about the comments at the city council meeting. Allow me to suggest your ideology does not represent most piedmonters. At least two deaths in texas are being blamed on hurricane cane harvey. Catastrophic flooding is a major concern. The storm hit the texas coast as a category 4 hurricane. Winds of 130 miles per hour. It was then downgraded to a category 1 and is now a Tropical Storm. Texas Governor Greg Abbott visited people at an evacuation shelter in austin yesterday. This shows the typical texas response to tragedy. People come together in a bipartisan way to support our fellow texans in need. The concern is heavy rain that is expected to continue into the middle of the week. Some areas getting up to 40 inches. We have Team Coverage of the effects of harvey on the state of texas. Reporter the coast guard says it has received 300 requests for search and rescue in the houston area after flooding from harvey. Officials are warning about more flooding as harvey moves deeper into texas. Homes and businesses have received the brunt of the storm ranging from downed trees to collapsed buildings. In houston, crews are working to help people stranded inside flooded homes. Authorities urged stranded families to get to the rooftops to be rescued. Cell phone video is appearing to show a tornado forming in cypress, texas. Many people spent the night at storm shelters. Fema says that crews are organizing relief efforts. We have several search and rescue, federal search and rescue teams that we put down there. We have several thousand liters of water positioned down there, blankets, cots, prepositioned down there waiting for the state to ask for the resources. Reporter President Trump is saying that he will be traveling to texas as soon as that trip can be made without causing disruption in the wake of harvey. Berkeley police are preparing fordham mon striations at civic for demonstrations at Civic Center Park even though the organizer said dont come to the event. As you mentioned earlier this morning, the organizers of the Patriot Prayer rally ultimately canceled in San Francisco, he said to his facebook followers he was going to be out here today. Counter demonstrators havent canceled. Police are prepared. You can see behind us a heavy police presence, Law Enforcement presence. We saw almeda sheriffs officers out here, k9s were sniffing out here. We saw police on motorcycles. I spoke to some of the officers about the situation with the barricades in the middle of Civic Center Park. The officers say they are not trying to keep any particular group on one side of the barricade, not like an organization to this group goes here and another group goings there but they wanted to put barricades up in the middle to prevent any big brawls or conflicts from happening. Earlier this morning a group of activists and Community Groups came together to put up this banner that you see out here. Earlier than that, we saw berkeley public works crews boarding up the front entrance to the city of Berkeley Office that is here adjacent to Civic Center Park. You can see this video shows activists unfurling the banner in the middle of the park. So, the no to marxism rally which has been characterized as a right wing rally that was supposed to happen at 1 00 this afternoon as you mentioned, the organizer of it says she wanted to cancel her event. She doesnt want anyone to show up. All sides seem to indicate that they are expecting people to show up anyway. They are expecting some sort of gathering here. The hope is that it is not violent, not confrontations. You can see from the barricades everyone is getting prepared. Back to you guys. The gathering at Civic Center Plaza was peaceful. It accomplished their goal of bringing the community together. San Francisco Mayor ed lee thanked the people of the city who came together in peaceful demonstrations. He said they peacefully united to reject hate and violence. A search for a missing person in the water near the San FranciscoFerry Building turned out empty. A kayaker saw a person struggling in the water before 12 30 yesterday afternoon. According to the chronicle, the kayaker tried to reach the person but couldnt. Crews searched by boat and helicopter but they didnt find anybody. Police say a suspect in an attempted Sexual Assault is in custody. Mario hills was arrested friday. He is suspected of attacking a woman jogging about 6 30 Tuesday Morning in the area of stockton avenue. The womans screams brought out neighbors that came to her rescue. Santa clara water is moving ahead to prevent flood risks in the rock springs neighborhood. It was one of many that was badly damaged when coyote creek flooded last february. Now there will be a 5foot flood barrier on the creek. It will be finished before the end of the year. The district is working with the city of san jose to remove vegetation along the creek, especially near watson and olander park. The folks in houston went to bed saying we will get 4, 5 inches of rain which is not good but bearable. They got in parts of houston, they got 20 inches of rain in six hours. Here is the thing i want you to note. Look at the eye wall. Not an eye wall any more but the center of the storm. This is 12 hours. How much has it moved . It hasnt. The forecast, i have to move it up to 36 hours. This is the last 36 hours. How much has that eye wall moved. That is 36 hours. It hasnt moved. It wont move. That is the story. This moisture continues as you look at 36 hours. What is going on here. It is forecast to move but toward the early part of next week, not today, not tomorrow but kind of down to wednesday and thursday. Houston is in the direct eye. If you take a look at some of the live cameras which we have in the houston area, you can see what the flooding has done. Its bigger than, hey, there are a few people being rescued. There is millions of people in this city, two Million People. You see how shut down it is. Its rescue after rescue with this kind of flooding. Its epic flooding. It will keep flooding. Thats what the big problem here. As we look at the live cameras and the satellite loop, that is the problem. We can see galveston is getting hit. There was a storm surge in this area. There watts strong winds, wind gusts up to 130 miles per hour. The story with harvey will be all the significant rainfall. In a place like houston that has a ton of concrete, they have really bad drain major in houston because there is so much building. Since the 50s houston has grown like 650 . The city is huge. Let me see if i can pull some of this radar off of here. Get the clouds off and we will get the area we are talking about here. The houston metropolitan area there is 2 Million People that leave in the zone and they are inundated with heavy rain that is not letting up and it will continue to go. Thats the story with harvey. Its not a hurricane. It is going to continue to leave its mark. This is beyond this is epic flooding, historical flooding. A plan to prevent major flooding on coyote creek, the city is working to keep it under control in case we have another week of wet weather. We will explain what will be done to try to protect the areas to surround coyote creek so that never happens again. No barriers could hold back the furry of Hurricane Harvey. The storm is moving inland into texas. It has been downgraded again to a Tropical Storm but catostrophic flooding is a major concern. Bill martin has been watching it all morning. Counter demonstrators are preparing for the people, the supporters to show up even though the callie is canceled the rally is canceled. They got out here this morning and put up this banner. Also we have seen some public works crews with the city of berkeley boarding up the office buildings, City Office Buildings that are around the perimeter of this park. To give you an idea, Civic Center Park, Law Enforcement presence around the perimeter. There are barricades in the park and around the park. Ac transit says there are detours to some of the routes because there are two major streets that are closed. This is alston at Martin Luther king junior and center between Martin Luther king closed to traffic this morning. We have seen Law Enforcement officers out here with k9 units checking the perimeter to make sure there is nothing suspicious ahead of the planned rallies that were then canceled but it appears there will be some sort of activity happening later this afternoon, i should say, anyway. 1 00 is when the no to markism rally was supposed to happen even though it was canceled. Some supporters of that event said on social Media Channels that they plan to be out here anyway. Its confusing. I know at 1 00, 1 30 there was another rally that didnt get a permit that was supposed to be at 10 30. I think we are in the same position as yesterday we are waiting and seeing because without permits we cant predict anything. Right. Its clear from the barricades that you see out here and the heavy Law Enforcement presence that everyone is pre is preparing for something to happen. They want to be overprepared. If nothing comes of it, no confrontation, no violence between any groups, that obviously is the best case scenario. I think the city and Law Enforcement officers are being prepared just in case. The post says i will be dropping in and out of Downtown Berkeley all day tomorrow in hopes of talking to, quote, unquote, normal people. They have been constantly changing plans since friday afternoon when gibson announced that the permitted rally in San Francisco would not happen. Instead, he would hold a News Conference at alamo square, more in the downtown area of the city. Then as we told you yesterday, he canceled the News Conference then later in the day he moved it to pacifica. I have to go from spot to spot unannounced. Otherwise well will have a thousand ninjas showing up to try to kill me. Gibson says he and his group have been misunderstood by government officials, the public and media. They say its wrong to call patriots of prayer White Supremacists even though there are some that have been drawn to his past events. My message is simple, its about bringing this country together. Its about love, peace and freedom. There is no president , no leader that can fix our problem at a grass roots level. It has to be amongst us. Gibson says his goal in San Francisco was to provide a platform for moderate democrats to speak out. He said frequently the public only hears from the far left and far right. Thousands of demonstrators converged in the city. Patriot prayer supporters never showed up but the demonstrators worked out a deal with police to allow a peaceful rally and march. Two deaths in texas are being blamed on Tropical Storm harvey. Crews continue to search flooded homes for people that may be trapped. The storm hit the texas coast friday night. It was a category 4 hurricane then. It has been downgraded. The head of fema says the agency will be in the areas that are worst affected for years. A sheriff spokesman in houston says the flooding is so widespread that its difficult to pinpoint the worst area. Texas Governor Greg Abbott visited people at an evacuation shelter in austin yesterday. This shows typical texas response to trading. People come together in a bipartisan way to support our fellow texans in need. Heavy rain is expected to continue into the middle of the week with some areas getting up to 40 inches. Houstons mayor is saying that there have been 2,000 calls forest discuss after flooding from harvey. The citys Convention Center will be used as a shelter. Officials are warning people about more flooding in houston. Crews have been working to try to help people stranded inside flooded homes. Authorities have urged stranded families to get to their rooftops in order to be rescued. That is an indication of how desperate the situation is. Bay area teams are stepping in to lend a helping hand. We know there are six teams that are deployed in texas, providing assistance. We understand they will be asking for more. We are trying to do what we call forward lean. Crews from the bay area expect to be gone from two to three weeks. We have heard another crew from men low park is on standby as well. As it moves less and less or barely moves see all the moisture. This is bazillions of cubic feet of water being pushed on shore over the houston metropolitan area. We are trying to find out if they are searching people who come in the park for any weapons or anything like that. We know that counter demonstrators are prepared for activity to happen. The event that was supposed to happen at 1 30 this afternoon, billed as a no to markism in in america event, city leaders were concerned that it would attract White Supremacists, nationalists and there would be confrontation with issues before and violence before at this park between left and right wing groups that have come out to battle it out. So, counterprotestors are planning and expecting some of the supporters of the no to markism rally to show up anyway. They set up a banner that you can see in the distance. I think we have video of them setting up the banner earlier this morning. It stays bay area stands against hate and white supremacy. We saw berkeley city public works crews boarding up the windows at the Civic Center Office buildings. Because of the barricades, two streets are closed off to traffic next to the park. Martin luther king junior boulevard and alston and center are closed off. Transit rerouted some of the bus routes because of some of the events today. Now, as you mentioned, permits for the vent were never granted. They were denied. The organizer of the no to markism in america rally canceled her event. She doesnt want people to show up.
