And then i came home and saw this and i started putting two and two together. Reporter Neighborhood Watch captain says there are problem houses on every block but this was not one of them. The best neighbors you could ask for. You know . Always going to tell you hi. Reporter another neighbor says he noticed a change in the man a month ago when someone new moved in with the family. They were smoking dope in front of the house. Which wasnt cool. Never did that before. Mark estrada had new tattoos. When i saw that i said things were different for him. He comes from a good, good home. Reporter during a search of the home investigators found gang paraphernalia and ammunition. He was supposed to go on a fishing trip with him. He enjoyed taking trips to idaho, and montana, loved roping cattal and he was a family cattle and he was a family man. What did officers say about him at work . Reporter the chief called him a warrior for the city of hayward and officers really looked up to him. That was across the board. They think he was funny. The board approved a resolution yesterday that would seek 80 million to put towards a new 384 bed jail. One of the supervisors to vote against this said while the jail needs to be moved out of the hall of justice other factors should be considered. I want to make sure we are building the right size and i want to ensure we are building a component that addresses homelessness and Mental Health issues. The population in the jails declined over the past 10 years. Right now it is at a 33 year low. He voted in favor of the jail, he said, it is wrong to create a false sense of hope for people, that if we do not approve this jail project, that weekend invest the funds in other social services and programs.
