Reporter we just moved from Jack London Square to city hall. The Restaurant Owners tell us its just not fair. City officials tell us they want to do something about it. They didnt take action today and the question is when. Reporter for three years, chefs carefully prepped food. They made sure any organic waste went to the compost bin. Not anymore. After the contract with Waste Management kicked in his first bill arrived. The first bill came in where we were paying 500. The bill was for like 1,500. Reporter his other restaurant chop bar had a similar increase. I was prepared for a rate increase. But a three time increase was shocking. Reporter it was hurting his bottom line, so he stopped composting. They are higher than trash rates. It goes against the intention of the contract. Certainly we knew rates were going to go up some. What we heard today is people were being charged beyond what was expected. Reporter the council did not ask instead asking for City Attorney to do more research. Compost is costly, and they argue that they need to pay the workers and cleaner vehicles. The collection of trash and compost so we purchased 86 collection vehicles each cost 330,000. Reporter the city add many min administrator has been on the job less than a month but has promised to make this a priority. How widespread is this. Is there a lot of business affected by this. Reporter theres about 800 businesses that use the composting service. But where theres so much concern. Next year Alameda County is going to mandate that all businesses compost. So the city really wants to get this resolved. Authorities in the east bay are looking for a man who picked up a stolen truck. The man disappeared into a neighborhood. All this happened around 5 30 tonight. Police say the suspect hit a car along the richmond parkway during the chase but no one was injured. The sun has set on a warm and muggy july day. And usual conditions for these parts say moisture from a Tropical Storm off mexico is affecting our bay area weather. Bay area firefighters say they got a bit of a break from Mother Nature today while battling a pair of grass fires in Alameda County. Those fires burned 30 acres along 680 between pleasanton and sonol. Amber lee live at the scene. This grass fire caused quite a scare today. It certainly did julie. Were on a hill overlooking 580. The fire burned next to this vacant multi Million Dollars home. What we noticed is there a lot of trees and plenty of vegetation. Plenty of fuel for the fire. Around 10 00 this morning. Fire crews responded to two fires along 680 about a mile apart. Flames blackened dry vegetation. A total of 30 acres and threatened homes. I saw the smoke. Then they were yelling at me to evacuate. They said you have to evacuate right now. Reporter the homeowner says during her 22 years living here shes never been told to evacuate. Reporter how afraid were you. I was nervous, i was nervous because i was just nervous. Reporter the fire came steps from a home. The threat is from hot embers getting in underneath the tires. Reporter the aggressive aerial assault helped to get the three alarm fire under control in about an hour. Battalion chief john walsh says low visibility and heat made fighting the fire difficult. This is dolores now which has moved north. Its not a hurricane or Tropical Storm at this point. Its just a lot of moisture thats been streaming north. Its created heavy rainfall in southern california. The heaviest rains theyve ever seen in that date on that area. Theyve had flood concerns. And in the west slope brought us thunderstorms. A Severe Thunderstorm Warning south of truckee and out here just showers lingering and out toward groveland. Showers earlier this evening up in clear lake because of this system. The moisture from this storm or from that Tropical Storm has moved into the bay area. Thats why its so humid and unconfidentable. Uncomfortable. Were going to see that humidity shift. Its going to feel a lot different as we move forward. Because todays humidity and moisture felt like dallas or houston. Big changes coming. Martinez was watching him alone. Reporter thats thursday came word it was foul play. He was implicated. Friends of this vigil wonder did cruz know, did martinez know. Was that the trigger to the violence. A babysitter cys friday cruz mentioned normally and mentioned martinez was coming over the next day. He just goes and visits rachel once a month. Its supervised. A construction worker is recovering tonight from injuries he suffered when the roof of a garage he was working on collapsed. The benetia Fire Department responded to a home around 11 15 this morning. Firefighters used air bags and wooden blocks to lift and support the roofs so they could free the injured worker. It took them less than 30 minutes to pull him to safety he was then taken to John Muir Medical Center with mild to moderate injuries. That space was literally only a few inches wide. Officers stopped the man in his car on 64th avenue. But the suspect took off. Officers say he was wanted on a 10,000 warrant and had a pound of marijuana in his car. Police tried cpr but the man was pronounced dead at the hospital. The county coroner is now investigating. Public Health Officials today confirmed the first human death from west nile virus in california this year. The state Health Director says a Senior Citizen in nevado county contracted the disease and died. People over the age of 50 are more likely to develop complications from west nile virus. West nile virus activity is more rampant this year than in years past. 44 counties have reported west nile so far. Thats 44 more than this time last year. For the first time in 44 years the cuban flag is flying in the United States and the Cuban Embassy is open for business. The raising of the cuban flag marks the end of 50 years of severed ties with cuba and a new diplomating beginning with the country. They acknowledged a big step forward but more work ahead. Its right in front of that front door we understand from police that they are investigating this right now. And the chp were the first responders. There is what appears to be a person covered over with a tarp right in front. If you look down the street you can see all of the yellow tape and police blocking this area. There were some people who saw this who tell me that a car was speeding down telegraph, hit the curve and the palm tree across the street and thats when it flipped around into the funeral home. Just on the other side is the chp officer. We understand they were the first responders. But this was a massive section of telegraph that has been blocked off. Were waiting for police to confirm who exactly was involved in this. The witness says there were four people inside the car that ran away. We dont know yet in terms of the victim or who it was. You can kind of see it off in this area here. Its just showing up over the bridge. Its working its way back into the forecast. Thats the system im tracking right there. This system is bringing the moisture into the area. You can see it spinning tropical moisture. Everything is set off with this. You have the heavy rain in l. A. Historical rainfall. The heaviest rain weve seen over there in l. A. And in san diego. And then we had severe thunderstorms in the sierra me have tka. We still have some activity up there all from this moisture. We had a shower up in clear lake and we could see that again tomorrow. Most of the moisture has now moved off. Thats the showers up in the foothills but as we go in time. Were going to see that moisture fill back in overnight tonight. We talked about that and that will increase the humidity again. You may be noticing a little bit of relief from the stickiness. By tomorrow morning its back. How this thing lays out. Heres the storm. Its not a storm anymore. Its just tropical energy. All the characteristics of this have been turning northward. As a matter of fact heres the did you see in coming up here. Thats the subtropical moisture plume. Fog along the coast. Itll be nice and warm in pacifica. Watch the plume and then it starts to kind of starts to go away. It hangs out till 1 00 or 2 00 and then it goes off. That moisture is going to get pushed this way. Get pushed up by the mountains and looks like significant thunderstorms up there tomorrow. And then as we head into your tomorrow night. Starts to die down a little. Wouldnt be hard to get one around here the fields of the north bay. Then wednesday morning were done. Not going to be hot. Not as humid or sticky as it has been. Tomorrow a lot like today.
