KSP charges former Owensboro superintendent with sexual solicitation of minors

OWENSBORO, Ky. - Dr. Matthew Constant, former superintendent for Owensboro Public Schools, has been arrested on charges relating to the sexual solicitation of minors, according to the Kentucky State Police.
