In petaluma theresa kron, 4 news. All right. In the studio right now is San Francisco mayor london breed. We have a lot to catch up on since she was here last time. We have a couple topics we want to discuss. May have reached. Thanks for joining here. Lets start with first what happened in the west portal neighborhood with this family that was waiting at this bus stop trying to go to the zoo. Yeah. And a car just plowed right into them. A 70 yearold woman has now been arrested. There are calls now too, make streets safer in San Francisco. Also possibly take away car traffic totally from that area. Just want to get your take on what happened and what you think. Done. Well, its definitely a tragedy. And its, you know, heartbreaking to think of. Im just what happened here to family and how its not only impacted their family, but the surrounding community, our first responders, the merchants that where theyre the people who saw it and call 911. It it just has been devastating for for that community. And for so many people in San Francisco, we definitely need to improve a street conditions in our city as a whole. And what we have done through our vision, 0 efforts is to identify the most challenging intersections in order to make structural to to those particular areas. This is definitely an area where there was a need for improvement, specifically where the entryway is even happen will not where the bus stop is where this happened. But more so where the entryway at west portal is for. Muni. So our our goal is to do everything we can to look at this area as well and to include to the area and to just really as aggressive as we are trying to be to change our state street infrastruclure so cars, bikes and people who walk in wait for the bus are able to do so safely. And and its a matter of changing what San Francisco has always been to what San Francisco needs to be in order to ensure the safety of our streets on that tomorrow, there will be a automated license plate reader installation. I know you have to be part of this. About 100 of them are going to be going up eventually. So where theyre going to go and buy, does the city need them and what are they going to be used for . Are you what you think . Im really going to tell you where they are. Maybe one or 2 while we have about 400 cameras going up in about 100 100 in about 100 intersections throughout San Francisco. And the point is to help us combat crime to deal people who might want to steal cars, car breakins sideshows, all of these things, the ability to have these cameras and to pull up, for example, red corvette and to look up to see where all the red corvettes were, the time, the date, the license plate to be able to use that information if necessary, to combat some of the problems that were having in San Francisco. Its going to be extraordinary. So im looking forward to it. If im driving in the city, we have be able to see them like is it no useable where they are like its not going to be a surprise after the fact. Yeah, you you might notice where they are. So once theyre up, youll be able to tell where they are for the most part. Yes, but but but just so, you know, you may not be paying much attention to catch them . Well, i hope i i hope you dont next up is that the Mission Street vending ban. The moratorium has been extended to know why. Well, because we were able to i mean, it look state law. Makes it challenging for us. Is the city. Impose a lot of restrictions on people who hoard vending in San Francisco. Fencing is a whole nother ball game and were working with our state legislatures to make changes to the policy. But we were able to take the data and to use that as a way to do a moratorium in the first place and to extended as well. While we go through this process to hopefully changed state law so that we can enforce the law against illegal fencing because thats the real problem we have here. The people who are stealing going out selling their goods on the street corners. I mean, the neighborhood has gotten better. Its gotten safer. People feel much more excited about it. But again, theres a state law that prohibits us from banning it entirely. And our goal is to try and make sure that we make adjustments to that law so that people are not selling stolen goods on the streets of San Francisco. Do think it will become permanent. Well, if we wont be able to become permanent unless we change state law okay, what about the sky star will . Is that going to be permanent . A Fishermans Wharf . My play at the plants got moved from. Golden gate park to Fishermans Wharf yet time for a pac and its lease is up. But you want to keep it forever and ever and ever its become a are huge attraction. It was popular in golden gate park. But when we moved to pier 39, its become even more popular. And locals typically locals dont go to pier 39 while locals are going to pier 39, someone comes to visit cnn. And this is just one of those additional reasons why San Francisco is a beautiful captivating and majestic place. So what will it take to get their permanent huzzah . Who do you have . The support of San Francisco is responsible for the property. But right now it looks like they have a really strong interest in staying is doing really well in terms of revenues and as long as we want them and the people go, im sure theyll want to stay there. Marijuana. And thanks for coming in studio today to talk with us to tight timing there. Really tight. She sat down. She walked across the and here we go. Thats live tv. If you are one more question. Willie brown turns 90 tomorrow. What is he doing to celebrate . Now the city of oakland could change the way that Police Respond to alarms under a proposed ordinance. Law enforcement can only respond to an alarm if a crime has been confirmed. Kron fours Michael Thomas has the details. Oakland city Officials Say that this change would allow police to spend more time on actual crimes rather than spending time on false alarms. But Alarm Companies say thats not always the case. Adding that they may even see a spike in crime, which is exactly what happened in other areas when an ordinance like this was passed. So what is a verified alarm system . Well, its a system that requires private Alarm Companies to verify that a crime is actually happening before the police are actually dispatched to the location and its done so by video, audio or other means of confirmation. The new ordinance that set to be finalized today requires that all new alarm installs be verified. Response systems. And it aequires that all existing alarm users with non verified systems convert to a verified system. Once they have 2 or more false alarms, those backing the bill say that the Oakland Police reported at 98 of its alarm responses between the years 2021 to 2022. Were false alarms which resulted in the agency being less available to respond to actual burglaries and emergency calls. Now, the California Alarm Association says that the change punishes people that have invested in protecting themselves and property, adding that this style of policing has been tried in the past and is eventually repealed by cities throughout the country. And thats because citizens have complained about the rising crime rates and overall public safety. That includes places like san jose and 3 other cities in california that have repealed this change. But oakland Officials Say the change did work out for other cities like las vegas. And right now the Association Says it feels about the alarm industry officials and the public should be able to comment and have a discussion about this change before things are finalized tonight did reach out to oakland officials for response regarding the statements made by the Alarm Association and are still waiting for a response. Whos looking out for our children . Tylers mother, given this emotional testimony in front of the Assembly Judiciary committee. As lawmakers took up assembly bill, 21 93 also known as tylers law named for her late son, the legislation seeks to hold public and private universities and Community Colleges in california. Sibley liable for hasan if the institution was found to have direct involvement of the hazing process knew or should have known about hazing taking place or failed to take with the bill language describes as reasonable steps from preventing hazing at organizations affiliated with the institution. This bill will make a difference. I believe it will to hold those responsible accountable. Its a sentiment shared by bill author, pasadena, something member, chris holden. He believes the bill will lead to new preventative policies addressing hazing incidents before they happen. But not everyone supports the legislation in its current the csu system and the association of independent california colleges and universities support with the bill is trying to do. But they made clear they want to see stronger Legal Protections for institutions. We intend to continue working in partnership with the authors office to find language that would be agreeable come to the middle. At which time we will be very glad to remove opposition. Still members of the committee overwhelmingly voted in favor of the bill we expect or universities to act reasonably. In preventing these acts, their california students, most important responsibilities we have as legislatures when tragedies like this happen community to take action, hazing. Is still occurring in our schools we just dont want another family to go through the pain of losing a child to hazing. Its its senseless and preventable. And this is just the beginning for this bill and now heads to the Assembly Education committee reporting at the state capitol. A tom wallace kron. 4 news lets see whats happening outside right now.
