Transportation officials face a key deadline this year about the future of a Pilot Program at the richmond, sandra fell bridge. It would limit access for cyclists and pedestrians. Kron fours. Charles, the for joins us live now with more on this. Charles. Well, for the last 4 years, bicyclists and pedestrians that have been able to cross over the upper deck of the richmond, sandra fell bridge basically 24 7. But later this spring, that arrangement could see a change. The metropolitan Transportation Commission says that in may, they along with caltrans, will make a recommendation to the San Francisco bay conservation and Development Commission or bcdc. To only allow cyclists and pedestrians to use this path on weekends friday, saturday and sunday, the rest of the week, the barrier currently in that there are just not enough people using the bike lane during the week to justify keeping it in place. 24 7. On friday. Cyclists crossing the bridge were not excited about the possibility of only having limited access to the path. Well, im not happy with it. Legal and fishman right over the bridge a few times a week. You know, choose to come down middle of the week, its recreation for us. Its a way to get out. Get or into the bay loop. You know, its a good way for us to get in 40, 50 miles and now that were retired trying to stay not im not happy to see it happen. The installation of the bike path was a fouryear Pilot Project commissioned by the bcdc that ended last november. The results of that project are expected to be released later this summer. At this point, its not clear if the bcdc will accept the mtc recommendation. To change the bike path. All right, back live. Now theres also a new study underway to look at the possibility of turning the bike path into a car pool lane. Theres no timeline for when the results of that study might be released. Caltrans is closing a ninemile stretch of southbound 6. 80, this weekend to repave the road. This project was set to start in january, but it got delayed again and again because of the rain. Its set to begin this weekend, starting friday night at 9 and ending monday morning at 4. On 6. 80, in pleasanton signs warning drivers of a major disruption this weekend. Caltrans is shutting down a ninemile stretch of the interstate. To replace worn out lanes. The goal is to fix pesky potholes. Janice morrow with caltrans district 4 says the closure will be a shortterm inconvenience that comes with a longterm fix for will yours girls 6. 80. Will be closed between al costa boulevard in san ramon all the way south to state route 84 in seminole northbound 6. 80, will remain open. Morris says getting it done in one weekend will allow them to reduce the number of nightly closures needed. And in turn allows caltrans to finish the project sooner moving the project to have. Also, so the done in this area. This spring, here are some alternative routes. You can take your coming in from saint tracing from that area. Taking a live look here at san jose where theyre certainly basking in the sun and looking some pretty warm temperatures today, too. A san jose right now, one of the places the wind isnt too bad. About 10 Miles Per Hour. But notice if you are east bay in spots like oakland, if you are north bay, napa, fairfield, even santa were still seeing a lot of that when francisco still seeing some when does. Well, we are going to see that offshore turn to onshore as we get later into the day and into the weekend. But right now, just a touch of a wind advisory left. You can see still in wind warning that is in the sierra and the Sacramento Office still has a Solano County into this this. It wind advisories. You can see here until 5 oclock today. So still expecting some of this gusty wind, you know, honestly, even though were out of the wind advisory, obviously were looking out for some some very windy conditions still to work our way through the afternoon. So this is taking about 2. 45 now notice the east bay, the peninsula in the south bay start to let up. But the north bay really hangs on to that wind until we get later into this afternoon. And then by the time we get to this evening, then its all wrapped up and done. Meanwhile, we are seeing these temperatures soar. Check out santa rosa already. Its 71 degrees. Same story in hayward where its 70 in napa and 66 in downtown San Francisco. Were looking for well above temperatures today. You can see and on average in San Francisco, we should be at 62 looking for 70 degrees. Looking first mid 70s in spots like santa rosa and san jose. Ill be back a little bit. State lawmakers met to address potential Solutions Among the proposals, a tax on some health care services. Prof was a tone. Wallace takes a closer look at the plant. Dabbled in the Assembly Budget committee got straight to work as the state faces a multibillion dollar budget deficit, a deficit, the nonpartisan legislative Analysts Office estimated 73 billion dollars much higher than governor gavin newsoms. More optimistic deficit projection at 38 billion dollars. But regardless of how large the deficit is, those on the Committee Say action is needed now to address these. The budget challenge is in front of us to item discussed at the meeting. A proposed tax increase on some California Health insurers specifically managed Care Organizations ceos who provide services for medical. The states publicly funded Health Care Program for people with low incomes, how it works. The state contracts with them. Ceos like kaiser blue shield and blue cross to provide services for medical patients. Ceos are then reimbursed by the state for their services. Typically the money to reimburse those companies comes out of the states general fund. But should the mco tax proposal be approved . The reimbursement would be matched by the federal government and raised an estimated one and a half billion dollars in revenue. The idea is to free up one and a half billion dollars in the state budget to be used elsewhere from a non partisan point of view, Mcgeorge School of law professor chris mckay lee explains the thinking behind, particularly in the deficit year and drawdown, whatever available federal funds. There are. To help Fund California needs. This is one of those instances where the federal government will give us a dollarfordollar match. Supporters say the proposal is a small but important step to avert budget cuts. Prevent us from having to go our Health Care Space and cutting some programs and other services for our patients. Total nobrainer to go out there and try down these federal funds to help support providing health care to folks here in the state of california. The signatures submitted a petition to recall District Attorney pamela price. The recall effort requires 73,000 signatures to qualify. Organizers of the recall effort said they gather more than 123 1000 signatures. And the open routes in seoul. Soccer teams play their next games at the coliseum next year, that decision announced just earlier this morning. Course, Michael Thomas brings us the details. The oakland roots have finally got that approval to play at the oakland coliseum. And you can catch that first game early next year. This mornings approval will now allow a Licensing Agreement for the oakland roots and so sports club to play at the coliseum from march of 2025. To february of 2026. San francisco is being sued over conditions in the tenderloin again. Kron fours dan kerman spoke with residents and Business Owners who say the city needs to clean up the area. Weve had enough. The we attorney Matthew Davis is talking about. Residents and businesses to live and operate in the tenderloin. Good deals happen in front of their house all hours that day, the sidewalks are black, but selling stolen goods by encampments people who are living on the streets dangerous dogs. The streets are filthy. There are used syringes everywhere. Biohazard says human waste, people light bonfires in front of their home in the city has decided that this is somehow acceptable. Davis has now filed this lawsuit on behalf of the phoenix hotel, the best Western Hotel and 5 residents contending the city is using the tenderloin as a containment zone for illegal drug use, causing harm to those living. There. Were asking the court the city isnt going to do this voluntarily will then they need to be border too, to perform the basic functions of the city, which is to provide safe, clean and accessible sidewalks and public spaces. In a statement the city says while we understand and share the frustration of tenderloin businesses and residents, the city is making progress in reducing crime, disrupting open air drug markets and addressing homelessness all while complying with the preliminary injunction issued in the coalition on homelessness case, the City Attorneys Office is maintained that injunction has tied their hands to enforce certain laws. But attorneys disagree. In the meantime, another tenderloin resident you see law school has filed a motion against the city to force the city to follow a previous ruling about encampments. Primary goal is that the city has to make efforts to reduce. Criminally reduce the number of encampments on the sidewalks in public spaces in the 10 to 0. Thats what we want. The sun really basking down on the drivers out on the roadways right now. Lets check in now with cuyler for more. Hey there. Yeah. You might notice that camera shaking a little bit still there. And while that creek and you see that here on my mount tam cam, if you you might pick that up to and that is the wind. That is certainly the wind thats making things just a little unsettled outside of an absolutely glorious beautiful, very warm day. And part of the reason were warming up. Is that offshore wind is driving some of these temperatures being that kind of dry, warm air are ways you can see already santa rosa, pat. 71 degrees. But even in San Francisco are already at 65 at this early part of the day, the wind is still part of the picture, however, so you can see here that we certainly have some of those numbers that are up above the 20, even up to 25 Miles Per Hour in napa. And just to kind of let you know, napa and everyone else, we are going to see that wind ramped down as we get into the afternoon and evening and then to put a finer point on it by tomorrow, were looking out at some nice calm winds. So we just have to hang with this for a little bit longer. But the sunshine is here. I thought i kind zoom in on san remo where weve got the sunshine and the wind. Wedre looking out for a high of kind of amazing high of 72 degrees. So this is setting us up for an absolutely glorious Holiday Weekend for Saint PatricksDay Festivities in dublin and San Francisco and elsewhere. Were looking at for some upper 60s and low 70s across the weekend. So i think weve already kind of i had the luck on our side there. But the reason this is happening that will see the winds start to relent is that weve got this High Pressure kind retrograding in moving away from the low pressure that will help to weekend that offshore flow. Having said that, High Pressure still in control. And thats whats giving us all of the glorious sunshine. Now, the low pressure is moved over, bringing rain to las vegas snow into parts of utah. And you can even see there in arizona as well from still dramatic weather happening there. But for us, its all about the blue skies and the Beautiful Day that weve got out there and that is going to carry us right into the weekend, even though onshore flow will allow us to cool a little bit saturday and sunday. This is now the second time the group has dealt with reckless drivers causing thousands of dollars in damages. As kron fours, dan thorn reports, the group needs help to get back up and running. Its a devastating blow for east oakland, nonprofit, homies empowerment, their care center on 77th in macarthur heavily damaged after a speeding driver crashed into it. It is very that heartbreaking that here we are both the 2 years. Were at this again Care Center Coordinator vyvianna montana, speaking through a protective mask because of potentially harmful particles floating around inside the building. She says early thursday morning 2 cars were seen speeding down the street and then one of them lost control and slammed into the front of the care center. The car was later towed away, but the driver was nowhere to be found. And were lucky that it didnt happen during the day time where we have. Over 2000 families lined up to food. Or when we have our days that we do the store. This is now the second time the nonprofit has had to deal with reckless drivers smashing into their building in 2022. And out of control street racer struck the center forcing them to stop muchneeded services for 6 months because of the structural damage done to the building this time the center could be closed for much longer. The group will also have to stop providing food and clothing to families while the buildings damage get surveyed. Montano says they need the city to step up with some solutions, kind of upsetting because we have reached out to the city. We have reached out to see if we can get some type of barriers in the front of the facility. Yet nothing has done. Homies empowerment is asking for the community to help them bounce back. We turn now to the crisis in haiti where powerful criminal gangs have attacked prisons in an airport serving the countrys capital. Forcing businesses and schools to close the violence driving at least 15,000 people from their homes. The Prime Minister there announcing plans to resign. We know hundreds of americans are among those trapped. Joining us live now to provide additional context on the situation is kevin pina cal state, east bay lecture and Founding Editor of the haiti information project. Thank you so much, kevin, for being here with us today. Thank you, stephen. So set things up for us. We know that haiti is no stranger to political unrest. How did things get to this boiling point . From my perspective and many of the haitians who im in contact with, this is really the result of u. S. Foreign policy. If you look at the Major Players today, for example, ariel reed, the interim Prime Minister, who the gangs are now not allowing to return to the country. If you go back to the 2004 coup, that was greenlighted by the administration of George W Bush he served on u. S. Appointed counsel called council of the wise to once they do sasha, which then selected another interim Prime Minister. Is your outlook toward tour . If you look at a guy, philippe, the a convicted drug launder who spent 6 and a half years in atlanta, federal penitentiary. He was used by the bush administration. He was armed in the dominican republic, came across the border and help to provide the justification for overthrowing the democratically elected government of Jean Bertrand. Aristide. If you look at claude joseph, who is one of the main rivals of ariel onree for that position. He also goes back to the coup detat, a leader of the Student Movement that provided the justification for the i should say, the impression that there was a movement, a Popular Movement that overthrew Jean Bertrand aristide. So a lot of this is the result. And i know its been 20 years, but all of the main players have their roots in the overthrowing of Jean Bertrand. Jumper turner government 20 years ago again, greenlighted by the administration of then president George W Bush that context there now. Kevin, the acting Prime Minister declared a state of emergency on march. 3rd, we know that the gangs involved in this situation, they are threatening civil war. How did these groups accumulate so much power . Thats a very good question. You can also trace that back to the crew of 2004, but also to the intervention of the United Nations excuse me of the United States and the United Nations. Remember that in that 2004 coup, haitis Democratic Institutions were virtually utterly destroyed. It wasnt just john bertrand, aristide, but more than 7,000, 500 elected officials were forced into hiding, forced into exile or murdered after that u. S. Sponsored cook. The gangs really came into prominence when Michel Martelly. Came to office in 2011 and again, it was another u. S. Intervention. Then secretary of state Hillary Rodham clinton and the organization of american states intervened in those elections and actually shows the way in which the ballots would be calculated and it was that and that alone that allowed Michel Martelly to go to the second round of elections and when against milan money got Michel Martellys a regime was corrupt. We know that billions of dollars was stolen. He then had a handpicked successor jovenel moise. But my point is that Michel Martelli really begin to institute this idea. This concept of working with the local gangs with the using the police to help negotiate that this sort of truce with them. But using them to repress the opposition demonstrations that were going on continually against his regime since the day that he was elected. There were there were issues of fraud ballot stuffing. There are issues of violence at the polling places, which of course, the international community, the European Union and the u. S. Embassy glossed over and declared him the winner and then jovenel moise. Of course it was more than a year of protests against his regime. And really those gangs were used by that ruling party, the ph k which ruled haiti for 10 years to repress those opposition demonstrations. And we have you here, id like to get your additional perspective on the situation thats happening on the ground out there. Im not sure if you could see a moment there. We had a split screen of you as well as some video showing people just fleeing from the chaos and the violence thats happening abroad right now. You mentioned that youve been in touch with some people who are out there. What theyve been telling you. Its very difficult food is scarce. Water is scarce. Medicine is scarce. Very difficult to leave your home to even shopping if there were food. There are moments where maybe the marketplace little marketplace woman called to mush on might open up announce in a couple hours in advance. People rush out of their homes to be able to buy goods just to sustain themselves. The Money Transfer, which most patients rely upon remittances. Remember that haitis gdp over the last 5 years has increasingly been based upon remittances of thousands of family and friends, haitians abroad United States, france and canada sending literally billions of dollars annually to keep their loved ones alive because it really has been no Business Activity in that country for the last 5 years, hes been at a standstill economically. Well, when those Money Transfer offices are closed in, they can operate. Then people subsistence their their ability to get cash is cut off. And then when they can very few times to be able to buy food, its a very, very dangerous, difficult situation. I dont want to underestimate them. But again, these gangs, they they are the result. Again, i would say of u. S. 1foreign policy and the backing of 10 years of a corrupt ph. The kid ministration when their paymasters we for the assassinated in july of 2021, they were set free to prey upon the population. And haitians, of course, have varying views and opinions about whether or not thats directed or not, whether or not that that is being used to displace entire communities throughout the capital in order to reorganize the electoral map should an if 80 ever be allowed to have free and democratic elections. Than you for your perspective on that. Lets talk a bit about the action thats happening from the United States on all of this. The Biden Administration is anticipating whats being described as a mass exodus of haitian migrants into the u. S. We know the Florida Governor desantis has deployed the National Guard and of course, we also know that immigration is a major area of focus for americans, especially this upcoming election season. So how do you see things playing out here . Well, no one has a crystal ball, but i can tell you eric com has been trying to broker whats called the Transitional Council of 7 that will choose another interim Prime Minister that will hopefully stabilize the country, rebuild its Democratic Institutions and allow for free and fair thats a big if, but it doesnt help. When Anthony Blinken shows up in those meetings in his gym, but sing with certain players in haiti going over lists of who theyre pointing to. That council. It gives the wrong impression. It undermines the credibility of the process. The more u. S. Officials get involved, they need to stay back and let this be a purely haitian process, whether it fails, let it fail because theyre responsible for it. The United States should not be involved, should not be canvassing should not be conferring with the players as theyre choosing the members of this council. Thats the big deal here. The u. S. Needs to just sit back and support a purely patients solution. Thats the only solution that has credibility. And thats the only solution that will i believe away or at least point a way out of this crisis. And kevin are less 60 seconds here. What do you see as the best Case Scenario when it comes to finding peace in the region and also how can Community Members here in the u. S. Help with the situation thats happening overseas . Well, several organizations that are doing really for directly in haiti. The Haiti Emergency Relief Fund is a great organization, very credible works with danny glover and several prominent local locals in oakland, california. I think that we need to avoid thinking that this is the result of haitians, inability to rule themselves. We need to also be very careful of racist tropes that teo hoax. That that that that play into that sort of thinking again, if you just look and study at the relationship of u. S. Foreign policy to the current crisis. You can see that this is not homegrown, that this is all tied directly when haitis Democratic Institutions were destroyed in the George W Bush supported administration supported 2004 coup. Its taken 20 years for that to unravel. But here we are today. I ask that people really keep a Historical Perspective of our countrys relationship and involvement in haiti and avoid those racist tropes that patients can rule themselves. Theyve not been given the opportunity to really reclaim their sovereignty since the coup of 2004. All right. We will cool down just a touch as we work our way into saturday and sunday because we are going to that onshore flow, lose the offshore flow, which is kind of pushing that drier, warmer air towards us. Now, the reason that were going to see that that happen and also keep that sunshine as High Pressure. But that High Pressure is certainly pushing away a little bit from low pressure. So that is going to start to weaken our wind gradient which is going to help a force as we head later into today. However, he said he found, quote, the appearance of impropriety, end quote between da willis and wade, who she hired as a special prosecutor to lead the case and with whom she was also romantically involved. The judge said his ruling does not condone the quote, tremendous lapse in judgment, end quote by da willis or her, quote, unprofessional manner and quote, of testimony during a previous evidentiary hearing earlier this year, one of mister trumps Co Defendants filed a motion to disqualify da willis. It alleged she had an inappropriate romantic relationship with wade who she later hired to work on the case against trump. The motion accuses willison way to profiting significantly from the case of the taxpayers expense. Willis and wade both denied that but admitted to the romantic relationship.
