Rain already started today. The heavier rain expected to move in throughout the weekend and we have Live Team Coverage going over the storm for you, including coverage from kron. 4 to call. He is live in the north bay checking in with pg e and keeping an eye on the conditions there. But first, a check in with our meteorologist kyla grogan with what it looks like across the bay area right now. I hey, theyre here we go. Weve got some wet roads out showers are staying relatively light. You can see that the sierra snow has already started kicking. And so far as we take a live look here at sfo, you can see weve gotten a little bit of rain in some canfield over half an inch of rain really cant get quickly in the north day, ben lowman just under half an inch a little over a quarter and marin civic center, santa rosa about a quarter seeing the highest total so far, Half Moon Bay now just over a 10th and San Francisco just over 1, 1, 100th of an inch. So some spots in the east bay and south bay really havent gotten much at all yet. But over the next 5 days, these the totals are looking out for. So, you know, one to 2 inches for most. And then if you head up into the north bay coastal mountains, you can those totals can get even higher and the chances for rain continue not just today, but friday, saturday by sunday. Well start to see things lighten up a little bit. And then by monday, we should get a little bit of a break, but its all courtesy of this low pressure system been watching this very well defined front thats been tracking across behind. It is some very cold air, which is why were going to see that sierra snow really get kicking. So right now, there is the front right there. You and cant really see these. But this one you can. And you can see that cold air rushing in behind it to you. As you look to the north light showers across the north bay at this hour. So definitely roads are going to be slick. If youre headed out and about same story as we come down to the peninsula. Again, some of this is very light and spotty. You can see that over in the east bay. Were not seeing any yellows or oranges, but just enough to make those roads a little bit tricky as we take a live look at the golden gate bridge. And were also getting some wind kicking up with this, too. Temperatures right now mostly in the 50s a few spots like san jose in the low 60s. Here is the wind right now. 22 Miles Per Hour and Half Moon Bay. But 24 napa. 23 in fairfield and oakland in the 20s as well. This is going to be a blustery kind of a day with all the wind rolling through showers set to continue rolling through this afternoon into this evening. Of course, this is just the beginning of this. Weve got to justine and its actually a break right now in the weather was coming down pretty hard about an hour and a half ago, maybe an hour ago. But it simmer down work here at the Service Center in sandra fell for pg where they have actually uploaded a bunch of additional equipment that ehey anticipate may actually be damaged or destroyed during these rounds of storms. Transformers, cross arms pulls. All of that is in the back. And crews are established throughout marin county and Sonoma County prepared for the worst. And if the weather hits and something does go down, the crews will be in position to make repairs once its safe and get people back online. Just think about it earlier this month, there drowns rounds of storms and pg e had to restore power 1. 4 million customers here california up and down the coast. So pg and es meteorologists believe just looking at the skies that the weather is going to be just as bad this round. So they say be prepared if you dont have a generator, make sure you stock up on batteries. Back up your phones. Make sure theyre powered. If you have food in the refrigerator, then you should get a gallon milk jug empty. It put some water into it, freeze it and send it into your refrigerator. And that should buy some time. If you do end up losing power. We were also in nevada earlier today. Were at the nevada rv park outside of that facility. It often floods. And you know the area surrounded by power lines and im told from one resident, his major concern is not losing power. And then the south bay crews have restored power to residents in campbell this morning, there is a reported 22,000 customers without power. There. The man charged in connection to the Half Moon Bay mass shooting appeared in a San Mateo County courtroom this morning. So he was supposed to enter a plea to a grand jury indictment last month. But that did not happen. Thats because the defense asked for more time to review the charges will find out what happened in court today with kron. 4 Charles Clifford is live outside of the courtroom in redwood city. Thanks for joining us. Well, good afternoon. Yeah, this is a case thats move very slowly through the legal system. But today the suspect appeared before a judge entered a plea. On thursday morning, 66 yearold chunli zhao appeared in a San Mateo County courtroom. His attorneys entered a not guilty plea on his behalf joe has been charged with 7 counts of firstdegree murder and one count of attempted murder for allegedly shooting and killing 7 people and wounding one other at 2 Mushroom Farms in Half Moon Bay early last year. He was arrested the same day earlier this year in an effort to speed up the case. The San Mateo CountyDistrict Attorney sot received a grand jury indictment against following thursdays arraignment. His Defense Attorneys requested additional time to review that grand jury indictments. Jello remains in custody without bail and is scheduled to return to court on april 19th. All right, back live now. A couple other points on this case. There is a gag order in place which prevents the Defense Attorneys and the prosecutor from speaking to the media. The original judge in this case has recused himself because says he has a personal friendship with the prosecutor. Theres a new judge handling the legal details on this case. And then finally, the da here wait. Staff has said that he hopes this trial begins this year, but admits that it might not start until 2025, but for now in redwood city, Charles Clifford kron, 4 news. Charles, thank you. Tonight the city of oakland will get to know the finalists were being considered for the citys next Permanent Police form is set to take place at oakland city hall. The 4 finalists will be answering questions from the community. Theyve already been submitted these questions. And yesterday the Police Commission released its list of candidates for this bacon position. They include Cincinnati Police department, Lieutenant Colonel lisa davis, york assistant des deputy mayor for public safety. Louis molina, former San Leandro Police chief Abdul Pridgen who was one of the 3 candidates previously rejected by the mayor and retired lubbock, texas police chief floyd mitchell. Even though the 4 candidates will be attending tonights forum, the person who will decide whos going to be the next chief is not going to be present. Oakland mayor sheng thao says she believes that hosting a public forum is, quote, detrimental to attracting the best candidates. And earlier today during kron 4 news at noon, i spoke with the mayor about her decision not to attend the event and got her thoughts about the finalists. This is the Police Commissions process. I was invited last minute on friday to join them and i declined because again, these 4 candidates, theyre not the finalists. Actually, theyre going through this forum where they publicly announced all of the names, the potentials and then i dont know out of the 4. I dont get a say. But then i will have a say in it once theyd send me a list. Still send me a list of at least. And its the requirement to send me at least 3 means it could be all for it could be just 3 names. And then from that 3 list, i can then did michael interviews. I can didnt do my one on ones and pick from those are in the from that list. And so i you know, i again, i dont believe in this form. The form is not part of the charter. They do not need to do this for him. It is not part of any formal process. Former Oakland Police chief Anne Kirkpatrick agrees with mayor thao saying a formal prevent future candidates from applying for this position. But she says what stands out the most to her is that there are no internal candidates among the finalists. Fractures between the commission and the Mayors Office of pressure between the mayor and the city council fracture between the community and all the politics. That place fractured. And yet you have a Great Police Department that just really hungry for the right person who could be a peacemaker. I think between all of these different factions. We also spoke with former San Francisco police chief tony rivera who agrees an inhouse candidate who knows the community can be helpful, but he says there are other things to consider. Problems arose can come up with your teeth. Look at a problem in in a specific community and its nice to to know a couple of leaders in that community that you can call up on a personal basis and saying, hey, i have a problem here. What do you think . And it really gives you some firsthand knowledge. I think its very advantageous. The city of oakland has been without a police chief since last february. After long armstrong was fired from the position after being accused of mishandling misconduct charges against a police officer. Tonights public forum begins at 6. 30. Howling winds and frigid temperatures created those brave enough to take the lift to the top of north stars. Pluto mountain on thursday, truckee resident Doug Appleton took this video early in the morning. Wet, rainy. Little bit ago now its turning into some white stuff. Appleton talked with me from his home in truckee. He says for the past few days in anticipation of that major storm residents stocked up with supplies such as food and gas. Weve got our. Ours. That snow blowers fully gassed up and ready to go. You know, are you know its more if the power goes out does is the problem and its windy. It was really windy this morning. The signs around here, you know, the flashy, you digital signs of the saying expect highways, the highway to close blizzard warning in effect. So were getting that message for several hours thursday morning signs alerting travelers said i80 eastbound was closed. Due to this big rig accident around noon time, crews were able to clear and reopen the highway yet a stern warning from caltrans to avoid travel if possible. And take it slow during chain control conditions. Conditions at some resorts are ready to hazardous to stay open. Sierra at tahoe closed at noon and told visitors they would also be closed on friday. Other resorts such as boreal are playing it by ear. Excited for all this snow. It just means that the seasons going to be even better coming out of this storm. But with safety is our number one concern for our guests and our employees here. We want to make sure that the hill is safe and everybody safe getting up here. Coming up to tahoe. The National Weather service is predicting that this will be the most ferocious storm in the last 4 years for appleton who experienced the wicked storms of last year. He says he isnt worried at least not yet. People its like okay. Could it could you know, 6 inches. That could be 10 will take either, you know, or i dont think that were that concerned yet. You know, asked me, ask me tomorrow, i might have a different opinion to recess stasio kron. 4 part. Lets track that storm right now. Were taking a look here at a camera that usually shows us tahoe on the lake there, the mountains, but it looks kind of gloomy. That storm is barreling through right now. Kyle is going to track. It is for us. Were doing it. Its happening. And in fact, were going to be looking at awful lot of snow. How much snow . Check it out. Everybody estimates are, you know, between about 4 to 8 feet, but some spots could get more than that. And notice how far south some of this cold reaches right down to mount saint. And maybe down to Diablo Mountain range. So we could see some of those snowflakes not too far from the bay area. But the bulk of it, of course, is going to be this year. And were already starting to see that now with that moisture rolling right in and very cold air behind this front. And you can kind of get the sense of that. When you look to the north here where that line is, and you can see its just turning right into snow before it even reaches of the sahara. So its going to be a very big system. Its going to help catch up on some snow totals. But it is not where you want to be right now. These roads are going to be treacherous. Visibility is going to be horrible were under a blizzard warning now through sunday morning at 10 00am so highly recommend staying off the roads between now and i would say at least sunday afternoon at that point, you want to check and see how things are going with all the roads multiday event blowing snow and wind wind could be as high 75 Miles Per Hour. Some of the gusts that means winds down the possibility of power outages. So, you know, i just cant say it enough. You want to avoid any mountain travel through sunday afternoon. 0 visibility is likely at some time. So stay safe in my advice is, stay put. If youre not there. You got to wait it out. If you are there, you got to hunker down and just make sure youre being safe. Meanwhile, were going get some rain rolling through the bay area over the next few days to while that sierra storm is kicking. You can see it here taking into friday. Thats what the heavier pushes going to be. Both for rain and for snow. I think friday into friday night here in the bay. Were also going to see that winds start to pick up as we get to friday night. As far as rain totals are concerned. Still looking out for that one to 2 inch total. By the time we get to sunday evening. So that will kind of be the beginning. And the end of all this right now is the beginning and will be sunday afternoon. And so you can see were going to cool it down to saturday and sunday are just going to be a little tough, chilly, rainy days for us here in the bay area. Catch a break on monday. All right. Well, the department of Water Resources has conducted its 3rd snow survey of the season. Today at phillips station, the dwr measured the water content of the Sierra Snowpack. It gives us some insight into the states water supply for the coming year. The survey measured the depths of 47. 5 inches or about 4 feet. And that is 80 of the average where we should be for this time of year and 70 where we want to be by april. 1st. And todays result of reflecting continued improvement in the snowpack since a very slow and dry start to the water year. On average, the Sierra Snowpack supplies about 30 of californias water needs. And keep in mind, they did that before the storm thats in right now. Now to the east bay were bay area. Faith leaders gathered to rally against the recall of alameda County District attorney pamela price today at this event in oakland, this group show their support for price, praising her for what they say is her approach to Holding People accountable for the crimes that they commit. The District Attorney was there at this event. The group advocating for price says she should be allowed to finish out her term. And we believe that prices giving hope. And the dot i 54 hole, its just helping other people excel even if they got in trouble, then united would come with a price that she is someone who stands for peace stands for justice and want to right by our community. The Organization Behind the effort to oust price say they have already have enough signatures to put the recall on the ballot if the signatures are verified, a recall election would take place next june. In the south bay, the Santa Clara City Council unanimously approved a new Housing Project right near the Great America amtrak station. The latest development is a 21 floor. Nearly 200 condominium complex. There is a map here showing us where its going to be as well as an image of what the building is going to look like. The projects architectural review approval will last for about 2 years. And this is all part of the studies trying to re imagining how the tasman east neighborhood is going to be right near levi stadium for the city hopes to add 4500 new homes over the next few years. And the soontobe largest protected rv parking site in san jose is actually going to cost the city about half of what they thought. Mayor matt mahan announcing the 15 Million Dollars in Construction Costs were cut in half after some redesign work from the department of public works. The lot located near coyote creek originally had plans to host 4 buildings that would Service Counseling centers and restrooms. But now the new design only has 2 of them. Mayor matt mahan says the safe side is one example of a faster solution to help people who are experiencing homelessness. We have thousands of people in our city living in tents, living in vehicles as we had into difficult legit. Years. Difficult fiscal circumstances this year. And next were heading to push ourselves to find even lower barrier, lower cost alternatives to encampments. When get people out of our streets out of our create faster and more cost effectively. Officials are saying the original 15 Million Dollar price tag came from some brief pavement work and engineering to give our views electricity and plumbing. Another round of business closures happening across the bay area. More businesses making the announcement today, including. A San Francisco jim. And well start in the east bay where Chevys Fresh Mex outpost on powell street in emeryville is reporting its going to close for good on april 16th. Our reason for the shutdown was not clear. The San FranciscoBusiness Times reports all the staff there are going to lose their jobs. Chevys will continue to run restaurants and union city. A whole and south San Francisco and the applebees and any act right by highway 4 in hillcrest avenue served its last meal this week. Appleby says the closure is part of a broader Business Strategy and employees were given the chance to work at other restaurants in the region. The restaurant first opened up at this location in 1998. And in San Francisco after more than 40 years of business, another local restaurant is shutting its stores. These delhi, a spot known for serving a variety of foods, including breakfast, chinese food sandwiches and sushi. It has now closed all of its remaining locations in the city. The restaurant chain once had 10 locations. But after covid challenges, it transitioned into a catering service. The San FranciscoBusiness Times confirmed the shutdown with the delis owner and we did reach out, but he declined to comment to us. Also in San Francisco, the crunch gym located in the south of market neighborhood announcing its closure this morning. This was the notice put up on its web site in an email to members. A spokesperson says like many downtown businesses, this club has never really been able to recover from the Economic Impacts of the covid19 pandemic, adding that memberships for this location on new montgomery will be transferred to the yerba buena location at 3 53rd street the last day to get a workout in here is going to be march 31st. So well send it over the weather because we can see whats happening out there. So much rain coming. Kind of foreboding. Those clouds out there in San Francisco right now. So it is light showers that we are seeing. However, theyre pretty pervasive right now. And of course, we talked about the sierra snow and it is cranking as we speak. So stay off of their they got to say it again, ok, here we go. Were not doing too badly, but we do have those light showers. Theyre making those roads a little bit slick in the north bay. Its really kind of everywhere right now. You can see a little bit along the peninsula a little bit over there. In the east bay to thankfully just seeing the light showers. But i do think were going to see that pick up as we get into the afternoon. Want take a moment to talk about climatology rates listed since is the last day of the month. And it is our leap year day. Lets look at santa rosa as an example had 16 below average days today, just 3, normal and 8 above in many of e 8 were really in the past week when we that wild, warm weather, rain wise up in the north bay. Weve gotten over 9 inches of rain, not counting what were getting today and normal is about 6. 6 7. So were well over where we should be for the month. And if we take a look, bay area wide of our water year, having started october, first of where we are percentage to normal. In the north bay will 119 . Same story in San Francisco. Little bit less than normal in the east bay. 85 oakland there, but 127 percent and san jose. So that is to say that rain wise, you know, were doing okay. So we are happy to get more. Thats a good thing. But were also you get some wind with that. Were seeing that right now. And as we get into the evening, youre going to see that continue tomorrow, though. I just want to be a heads up. We are under wind advisory tomorrow because check this out by noon. We really start to seeing this pickup and it just gets wild as we get into friday night. Thats also were going to see some very heavy rain coming down as we get to friday night. So we do have that wind advisory for tomorrow. It starts at noon and goes until 10 00am on saturday. Also, its one that, you know really quickly. We also have a High Surf Advisory tomorrow because were going dangerous conditions out at the coast. Sneaker waves are a possibility. So just make sure you are ready for this as we roll into the next. I say about 24 to 48 hours. Were going to have a bit of a tough weather to deal with. Back to all right. Kron 4 is your local election headquarters and were just 5 days away from the primary election day. And today we now have an exclusive new inside california politics and Emerson College poll that shows the race for californias open u. S. Senate seat is very close. Capitol correspondent Eytan Wallace breaks down the results. Democrat adam schiff, thank you, everybody. Republican steve garvey. And democrat katie porter. Youre looking at the 3 leading candidates in the race for californias open u. S. Senate seat. That is according to this new inside california politics. Emerson college poll showing ship in the lead with 28 and garvey in second with 20 in 3rd place. But within the margin of error in reach of second places, porter with 17 democrat barbara lee rounds out the top 4 at 8 . While all other candidates pulled the 2 or lower. I think the main takeaway here is that shift is likely to take that number one spot. But that second place that is up for matt taglia helped to organize and conduct a poll. He says its important to remember this race is part of the states top 2 primary system, meaning the top 2 vote getters will advance to compete in the november general election all the more. So i tag we know its much of the attention is now on porter and garvey as they do it out for runnerup. We see a real tightening per second place. So i think thats thats the headline here. He also says something to watch closely is this 17 of voters say they are still undecided. When asked who theyre leaning toward 19 of the undecided point to barb early with shift and porter just behind it. But even if you factor that in the poll finds ship would still be in the lead with garvey importer behind him. As for lee, without that baseline of supports, it might just be too little too late in the race for the white house. The poll found a joe biden and donald trump will easily win their respective primaries in california. A state where voters say their top issues include the economy, housing, affordability and as for governor Gavin Newsoms ballot measure known as proposition won, the poll found its likely to pass the proposal asks voters to approve a 6. 3, 8 billion dollar bond to fund more than 11,000 Behavioral Health beds. And 27,000 treatment unit statewide for people experiencing Substance Use disorders and Mental Illness for the poor results. 69 of voters say they will vote yes, seeing support close to 70 suggest that there is still widespread concern. Among californians that were not doing enough to take on this issue. That was a town wallace reporting for us. And as governor newsoms Approval Rating as far as that goes, the polls showing it stands at 49 with his disApproval Rating at 39 . And that is significant. Given a new recall effort that lunch just this week with the goal to push him out of office. But our coverage of those results starts at 08 00pm. Uc berkeley leadership is speaking out against a protest that happened on monday night. The University Chancellor says protesters turned violent when they broke into a campus building as they tried to stop an event that was featuring an israeli speaker. Kron fours. Rob nesbitt has reaction from members of the Jewish Community. The israeli speaker and audience had to be evacuated monday night from the zellerbach playhouse out of concerns for their safety. The protest was organized on social media by a group thats calling for an end to the war in gaza. From coit tower to the bay bridge. There have been a number of protests in the bay area calling for a ceasefire on the gaza strip. On monday, around 200 protesters rallied at u c berkeley to stop a speech by ron baryoshafat and israeli attorney and former member of Israeli Defense force alone. We saw the other night was. Harassment, violence and overt antisemitism, ceo of jcrc bay area. Tyler gregory. Heard about the protest from the main Jewish Student Center on campus and says they were to assault against jewish students during the protests in a letter sent to the campus community, the office of the University Chancellor said protesters broke down doors to the zellerbach playhouse, the audience and speaker waiting inside had to be evacuated. But nowhere in that statement, todays mention anything about jews being harassed or use the word antisemitism wants. And so i think there are a lot of Jewish Student Center feeling alienated. The letter called the attack on the building and event attack on the fundamental values of the university and said the event was moved to a more secure location. When it comes to the war in gaza. Gregory says a permanent ceasefire cant happen until hamas is removed from power. And all israeli hostages are returned home. Its horrific. And the Jewish Community mourns the loss of innocent families and children in gaza. Its its horrible. But at the same time, you can expect israel to not defend its own citizens and trying to get those hostages back. I also reached out to the group that uc berkeley that organized the protest on social media but have not heard back reporting in the newsroom. Im rob nesbitt kron. 4 news. State attorney general rob bonta reacting now. He wrote this on ax. Quote on California College campuses. There is a right to assemble right to free speech, right to safety at a right to peaceful discourse. Free of violence and acts of hate. Hate against one community is hate against all of us. We must do better. The man was arrested and held for allegedly trying to have with a minor. He died after a Suicide Attempt will be taken to jail. Investigators say this 50 yearold fairfield resident arranged to meet up with a 13 yearold boy who was actually a detective undercover. That man was arrested last week. And while he was being taken to the martinez detention facility, he tried to hang himself. Thats according to Police Officers drove him to the hospital where he later died. And here now the chp has released this dramatic rescue video from monterey county, a driver on highway one went over a big sur cliff on sunday night swerving to avoid a deer. He fell with his vehicle, some 400 feet before coming to a rest there on the side of the hill as to the carla way down there and then 2 days later, a chp airplane spotted the man and the car. A helicopter crew was able to lift the man to safety. And despite that falling being stranded on a cliff for 2 days, the driver is expected to be okay. This afternoon. We have some new details about a pedestrian hit by a car that shut down a berkeley intersection. This happened in the area of 7th street and himes avenue was shut down yesterday after the crash. Police say a woman in her 50s was in a crosswalk when a driver made a left turn and hit her. So she is currently in the icu at Highland Hospital after suffering a traumatic head injury.
