Les clifford kron, 4 news. Charles, thank you so much. Pg e is working quickly to get the power back on this afternoon for people in Santa Clara County. Heres a live look now at the utilitys outage map. And we can see less than 1000 customers do not have power this morning. That number was more than 23,000 customers is unclear what caused the outages. There does not appear to be any major outages across the bay area right now. And we just new video now into our news room of an overturned solo big rig truck. This was a collision at blocked all the lanes eastbound on 80 just east of donner lake near that interchange there. Theres the truck there on the side. The driver has minor injuries and the caltrans district 3 posted on x saying, please take it slow once traffic is released, try to avoid mountain travel. This is only the beginning of a storm and the worst is yet to come. And were just learning now that a popular tahoe ski resort is going to be closed because of the storm. Sierra at tahoe sending out this message about the closure. It started at noon. So not that long ago. And with feet of snow expected there resort will made closed tomorrow as well. So lets talk about that storm in our local forecast here as were taking this live look outside right now at whats going on here in tahoe. Some. I dont know snow or rain, but some things coming down already kyla. So whats going on . Yeah, is whethe it it is snow. Snow. Snow is starting to happen there now. You can see it there at the areas in blue just as were starting to get some of this moisture rolling in. This is all ahead of a cold front is going to be tracking through. So right now in the bay area as we take a live look here at the embarcadero, cant quite see the weather here are a little too zoomedin, you can see that it is relatively dry here in San Francisco. But we are seeing some sprinkles up in the north bay already some light showers. These are the rain totals over the next 5 days, which is to say one to 2 inches for most and higher numbers in the coastal mountains. And this is a multiday event. So thursday, friday, saturday into the first part of sunday, were going to see some pretty heavy rain, particularly as we get into friday and friday night. Here is a low pressure system. You can see it right up here in the northwest. And this is a very defined line of moisture that you can see right here. That is the actual front thats going to be passing through once that passes us by some very cold air is going to start rushing in and thats going to help to increase the intensity of whats going to happen here. And also in the sierra. So right now, its just some light showers. You can see them falling in the north bay. Certainly just a little bit here. And there are enough to make those roads a little slick along the peninsula down in the south and a little bit trickling into the east bay as well. But obviously very light. But as i mentioned, if youre out on the roads, youre going to notice they were already getting some of that moisture there. Temperatures not bad, mostly 50s out there, but 63 in san jose where we got up to 70 degrees yesterday. Wind is picking up. So its going to start to be a little unpleasant, some of our bridges as well. You can see 21 Miles Per Hour there at Half Moon Bay. 25 in fairfield highs today will be about where we should be this time of year. A little bit cooler in most spots, mostly looking at more 50s that we are 60s. Obviously yesterday it was a very warm day as we track through today. Expect these heavier lines of showers to roll through when its all said and done about a quarter to a half an inch of rain today. But a lot more to come. Well have more details on a comeback in a bit about that. Kron. 4 is your local election headquarters and now were just 5 days away from primary election day and now we have an exclusive new inside california politics and Emerson College poll. Which shows the race for californias open u. S. Senate seat is very close. Our capitol correspondent Eytan Wallace breaks down the results. Democrat adam schiff, thank you, everybody. Republican steve garvey. And democrat katie porter. Youre looking at the 3 leading candidates in the race for californias open u. S. Senate seat. That is according to this new inside california politics. Emerson college poll showing ship in the lead with 28 and garvey in second with 20 in 3rd place. But within the margin of error in reach of second places. Porter with 17 democrat barbara lee rounds out the top 4 at 8 . While all other candidates pulled the 2 or lower. I think the main takeaway here is that shift is likely to take that number one spot. But that second place that is up for matt taglia helped to organize and conduct a poll. He says its important to remember this race is part of the states top 2 primary system, meaning the top 2 vote getters will advance to compete in the november general election all the more. So i taglia notes. Much of the attention is now on porter and garvey as they do it out for runnerup. We see a real tightening per second place. So i think thats thats the headline here. He also says something to watch closely is this 17 of voters say they are still undecided. When asked who theyre leaning toward 19 of the undecided point to barb early with shift and porter just behind it. But even if you factor that in the poll finds ship would still be in the lead with garvey importer behind him. As for lee, without that baseline of supports, it might just be too little too late in the race for the white house. The poll found a joe biden and donald trump will easily win their respective primaries in california. A state where voters say their top issues include the economy, housing, affordability and as for governor Gavin Newsoms ballot measure known as proposition won, the poll found its likely to pass the proposal asks voters to approve a 6. 3, 8 billion dollar bond to fund more than 11,000 Behavioral Health beds. And 27,000 treatment unit statewide for people experiencing Substance Use disorders. And Mental Illness for the poor results. 69 of voters say they will vote yes, seeing support close to 70 . Suggest that there is still widespread concern among californians that were not doing enough take on this issue. That was Eytan Wallace reporting. And as for governor newsoms approval rating, the poll shows and stands at 49 while his disapproval rating is at 39 . That is a significant number. Given the new recall effort that Just Launched this week with the goal too, pushing out of office. Just a reminder here. Kron 4 is your local election headquarters. So join us on election day tuesday, march 5th for a live Election Results for all around the bay area. Well have coverage all day long. But one person whos not going to be there is mayor sheng thao kron fours. Dan kerman explains why. Cincinnati Police Department Lieutenant Colonel lisa davis, new york assistant deputy mayor for public safety. Louis molina, former San Leandro Police chief Abdul Pridgen and retired lubbock, texas police chief Floyd Mitchell are all candidates for Oakland Police chief and now the Oakland Police commission has selected them to answer questions at a Community Forum thursday. But mayor sheng thao says this public forum is making top candidates withdraw their names from consideration. And this letter to the Police Commission tell says oakland city charter does not require a public form to select the Oakland Police chief hosting a public forum is detrimental to attracting the best candidates. I will not participate in the forum for these reasons. The chief election help. That we had from. We dont have a public. There was a public from civil rights attorney. John burris is closely watching the process. Position on this, although theres some legitimacy to i just dont know that overrides the Public Interest to know where these people are before they selected. I think thats the overriding consideration. Former San Francisco police chief tony rivera says the current list lacks any internal candidates. He says oakland could benefit from someone who knows the department and the Community Problems are always going come up with your teeth. Look at a problem in in a specific community and its nice to to know a couple of leaders in that community that you can call up on a personal basis and saying, hey, i have a problem here. What do you think . And it really gives you some firsthand knowledge that. I think its very advantageous. Former Oakland Police chief Anne Kirkpatrick says shes also disappointed theres no internal candidate. And she says whoever is chosen, they must be someone who can make peace among all the factions fractures between the commission. And the mayors pressure between the mayor and the city council fracture between the community and all the politics. That place fractured. And yet you have a great Police Department that just really hungry for the right person who could be a peacemaker. I think between all of these different factions. How this all plays out remains to be seen. But civil rights attorney jim chanin says the mayor and the Police Commission need to stop the infighting. They have to get themselves together. Whether we have a public hearing or not, it is not to be by not what people want, but but bucks best for the people of oakland. And thats clearly not happening. That Candidate Forum will take place thursday evening at 6. 30, at city hall and online. Dan kerman kron. 4 news. I wanted to start with a look at the month since were on the last day of the month. It is our leap year. Taking santa rosa as an example. Weve had a pretty below average month. Temperature wise could see 16 days below average 3 at normal and 8 above in. Many of them have been really in the last week that weve seen the warmer temperatures, rain wise. Theyve gotten over 9 inches of rain than normal is 6. 6 7. So the point is weve had a relatively, you know, pretty good rain season so far for looking back to october. First, were still above average of the north bay, San Francisco. A little bit below average in oakland. But you can see san jose 127 of normal. So weve done pretty good. In addition to that tomorrow, were also going to be dealing with some danger. The coast, a High Surf Advisory starting at 10 00am tomorrow and going through the afternoon on friday as well. So this whole system is going to be rolling through bringing several different dangers. One of them certainly sneaker waves. And so you want to just be careful. Were going to get into it a little bit today with about a quarter of an inch to half an inch of rain. And thats starting to fall now. But tomorrow, the heavier rain is coming in. Back to you. A crewed mission lasting 10 days traveling roughly 685,000 miles around the moon just a few hours ago were floating around in the front porch in the middle of the ocean at night with a helicopter hovering over us. All pretty inspiring. Pumped up with space program. But would you see it when you see all the sailors on the ship working together . I mean, you just like. Gives you faith in humanity. We can do some extraordinary things. Nasa and the department of defense making waves in the pacific testing procedures and tools that will ultimately be used to retrieve the astronauts after their long journey. So here it is. The orion spacecraft, at least a test module. Heat shields have actually been to space in those windows. Thats what these astronauts are we looking out when theyre going by the moon . We explore because thats what we do as humans. Christina cook a mission specialist. Part of too, is a trailblazer setting the record for longest single spaceflight by a woman at 328 days in space. The space flight will be the very first for nashs Kristina Cooke with nasas Artemis Campaign should be the first woman to step foot on the moon. And victor glover, who has a storied career of self will be the first person of color on the lunar surface. It doesnt matter if youre a first theres no second thursday force. And so thats really what i think about is making sure that we do the best of our job. So that the American People and our International Partners continue to have faith in their public space agencies so that we can keep going and its going for were going to talk a little baseball right now and go to arizona because the giants and the as faced off for the first time this spring. The as offense got off to a quick start in the first inning. Zach showed his power going the other way, all the way to right to give the as an early lead. And that they never let go of it. Oakland as 74 as the giants have yet to win a game this spring, the as manager talked about the importance of having a veteran back burnin. The as rotation this year. What do i see in peter dixon . I see my husband. The father of our girls. I see a public servant. A man who served under secretary clinton in the state department. Where he took on the epidemic of violence against women in the congo. I see a fighter, a tenacious problemsolver. Who will go to congress and protect abortion rights and our democracy. Because he sees a Better Future for all of us. Im peter dixon and i approved this message. All right. Lets talk now about the city of oakland searching for a new police chief. Theres a new batch of candidates that are going to be introduced to the general public tonight as theres outcry from residents to get the seat filled. Theres even a recall effort now and infighting between the citys Police Commission and the mayors office, which is why were speaking live now with oakland mayor sheng thao here during kron for news this afternoon. Thank you for joining us. Thank you for having me. So lets start with the search for a new police chief for one year. Plus, without one. And tonight, theres a chance for the public to actually meet these 4 candidates of virtually the where they can. They vote had a chance to submit some questions will get to meet them here a little bit about them. Theyll introduce themselves. But you dont want to have any part of this. Can you explain why . Absolutely. Well, first and you know, having under this new process rights, a newish process around how we find our next police shape. That is that through the polic commission which isnt all appointed civilian commission that has full authority you know, to actually work with the farm to find out who the candidates could be in the interview them and then they will do their Due Diligence to send me at least 3 names. And so this process has only happened once before. And also take over a year to actually find the police chief under this new process. And so i want to make that part clear that this is not a unique situation where its taking over a year under this new process. And i also know that the Oakland Police chief, they he leave where she leads a critical component of my comprehensive Community Safety strategy. I am very grateful to interim allison. However, this candidate im invested in finding exceptional candidates for oakland. However, a public forum does not help recruit the best candidate a form identifying candidates places. Those individuals, strong individuals who may have lied to the city of oaklands actually helped lead the department that they may have issues there in Current Employers, right . So vision, a world where youre currently a deputy chief for a chief in a different city and you have may have all the skills talents to lead the department and the experience. But theres no way that your name could be out in the public. Open me, you know, because that actually causes different multiple different things, including a premature bidding war or you can the people that they are managing feel as if theyre be left behind. And so again, i dont believe that this is a Good Environment to actually or a good way to hire the next chief. We need to get the best of the best. And this is not the way to do it, ok, but this is the process that were dealing with. Is there any theres no way now to like go and change how this all happens. I mean, were like a year now into this. The police theyve already submitted candidates to. You said no, you didnt like any of them. They have these new candidates. The way the Police Commission, which is how its been decided in the city of oakland. This is how we hire police chief is its done by the Police Commission, not buy you. I know that youve had some discussions that you want to like kind of take this over because youre the coo of of the city. You want to have that authority, but theyre going to have this open discussion with these candidates. I kind of get those like if youre interviewing for a new job, you would want your Current Employer to know about it because it could jeopardized and how you can get your new job. I understand some of that. But this is the process t now to get a police chief. And you dont want to meet or talk to any of these people before beforehand. Well, let me be very clear that this is the Police Commissions process. I was invited last minute on friday to join them and i declined because, again, these 4 candidates, theyre not the finalists actually, theyre going through this forum where they publicly announced all of the names, the potentials and then i dont know out of the 4. I dont get a say. But then i will have a say in it once theyd send me a list. Still send me a list at least. And its the requirement is to me, at least 3 means it could be all for it could be just 3 names. And then from that 3 list, i can then did michael interviews. I can didnt do my one on ones and pick from those 3 and the from that list. And so i you know, i again, i dont believe in this form. The form is not part of the charter. They do not need to do this for him. It is not part of any formal process nowhere. Does it say that this war and needs to be done . And again, i think this forum is going to hurt. It has hurt the process of finding a very good police chief. You know, i know that there have been 2 potential and strong candidates who actually applied pulled out because of this candidate for him. And theres no internal candidates. Did you have opinion about that . Well, i heard right, because when you apply, i do not receive the applicant applications. I do not even get to see who actually applies. But what i have heard is that there are internal candidates who have applied but the commission will not lift their names so these or not, there are not the only ones that apply. Its list, a long list of candidates that have apply. I dont know who they are because im not privy to that. But it is my understanding that i have heard that there are individuals within the Police Department that would be viable candidates. But the volice commission did not live up their names. So head. Are you aware of the 4 candidates that they are part of this form tonight that they have selected . Well, you once you all found out who they were, thats when i found out who they were at the same time. And so i will be given a packet of their interview documents and and all of that you know, the Police Commission sense to me that list. And that was will not be sent to me until probably the end of their meeting. So maybe friday morning is the earliest they could send it to me. But again, till then i do not have any, you know, ive learned about these candidates at the same time as the public, because, again, that is the process. This is a process that i do not agree with. It was voted on by the voters many years ago. But with any new systems put in place, you know, you have to have lessons learned. You have to be able to go back you know, make says that actually doesnt actually work in practice. And this is one of those. And so im hopeful and look forward to amending the charter in regards to how we in the november ballot. So are you going to reject all the candidates that they give you and just try to wait until november to you can make a change about this. Are you going to pick a chief from the people that the Police Commission gives you know, that is too early to to say, of course, i want im going to have to re. Im going to read through, you know, the resumes. You know what . Im going to invite them for interviews with myself. You know. So its too early to say again, i just received the list when you all received a list. And so i still have to do my Due Diligence. Im not saying that, you know, no one from this list of people will be lifted to the top. What i am saying is that this is a huge hendren says public forum that did not need to happen is a huge hindrance in actually obtaining the best of the you know, as application people for me to choose from. And so, you know, go through the you know, review the applications and i go through interview process. And do you have a timeline for that . If they do give you these names come friday, which was always the day that they had kind of said march 1st was kind of a. A number put out there day put out there. What is your time line for them making a decision. So their timeline was march 1st that they would actually send me at least those top 3 names. And so once they get those top 3 names on that, i do my Due Diligence and really do my own research and have my interviews. And so im committed to the process into ensuring that we do get. You know, a strong candidate to be the next chief lent. And so i dont think that there is a strong timeline regards allow have to make the decision by the speaker. What have you . I will take my time to do my Due Diligence to ensure that oakland gets a fair shot at getting a strong leader and why you have these names in front of you when youre doing the interviews and the research and there still is no police chief, would you declare a state of emergency within that timers . The process move far enough along that you feel that theres some confidence that you will get someone in place by the end of the year. Well, im going to push back a little bit on that. We do have a police chief. We have interim chief allison, who has had over 20 years within opd. And when hes not the interim hes actually the assistant chief. And so hes been the assistant chief multiple times the the interim chief multiple times prior to this time. And so we are running our strategy and our strategy is up through the operation. Ceasefire strategy that we have talked about previously. And what were seeing is that the strategy that we will we are implementing and will implement no matter who is in that sheet position. And that is actually drawing out good numbers. Were seeing that the homicides and property crimes are going down relative to last year. So were going to continue to do that strategy so any notion of like there is no chief in place. Thats a false notion. And any notion that there is no public strategy in place, that is a false notion. We have a full strategy. We did an audit. We diagnose issue last year and now were in Implementation Phase and were already reaping the benefits of this strategy that we know is data driven and that has worked in the past and we have resurrected were seeing the fruit of that labor right now. Yes, no, no disrespect their to the interim chief. It all. We do understand he is a stepped in this position. And has been working to make sure oakland is safe. Dont notice disrespect there, but finding a permanent person i think is the goal that the city is looking for. Oakland mayor sheng thao, thank you so much for joining us here this afternoon. Appreciate your time. Thank for having play. Thats up from the newsroom. Well send things over to live in the bay. Thank you so much, justine. We have an incredible show lined up for
