Police told us there was an armed person barricaded in a home. Neighbors told us somebody started shooting in the air in the middle of the night. Police say nobody was hurt during that standoff. Still trying to get more details about suspect who has been arrested all tall, the man or kate 8 school. They were forced to cancel classes because of that shelter in place. Meantime, santa cruz, a man is in jail because Police Believe he murdered his 21 yearold girlfriend at a beach. Police found several stone next to her body and seabright state beach on friday. She got to the hospital after being strangled at the beach. According to investigators, she was a student at uc santa cruz. Were still also used to a 10 stone is being charged with one count of homicide. To the north bay now or santa rosa, police are looking for this man they say is wanted for attempted homicide. 21 yearold nathan hoagland, according to police shot a man in the shoulder after he and a group of friends got into argument with another group. It happened back on february 18th on barman avenue. The victim is expected to survive. Police say the shooting in their view is gangrelated. They believe hoagland is armed and dangerous. So if you see him, they dont want you to approach him. They wanted to call police instead. Except treatment or be arrested. So these are 2 options. A San Francisco mayoral candidate is now proposing to offer to illegal drug use are now weve got daniel lurie announcing this plan on monday. And while. I expect smallcaps mid caps really outperformed the market. After the fed starts cutting Interest Rates until then. Texans be the as long as as well financial services. Macys up 5 today. According to last years numbers, right . Whats the detail on that . Discouraging. I think i have a dozen loser today because if you dont own a home, its a struggle. If you own a home, youre happy. But in the bay area are still seeing price drops in cities like San Francisco. For the nation come home. Prices are up 6. 1 in december, the whole year of 2023. Up 5. 5 . Thats higher than the average 35 year average on how much home prices move. Historically home prices moved 4 a year. So 5. 5 pretty high. The average home or the median home. Theres a difference. The median home sold 42 before 20,700. I think i you know, im a spit like that one because it has the number for 20 in it. On top of that 2021, saw homes up 19 , which is crazy. Loco and 2020 home prices are up 10 to the pandemic. La detroit and san diego with the huge winners, a la and san diego, california champa bay serious about 8, 3, 8, 0, 3, 8. 5 . And portland and dallas and denver where underperformance, but they were still up 0 in 2 and a half percent. Okay. And then on the flip side of that, weve car prices. Coming down when it was going nuts here for awhile, especially with supply shortages and step of the pandemic, used car prices were going through. The roof was kind of wacky, but things are starting to settle now. Yeah. Prepandemic cars. New car will cost you 37,000. Now its 47,000. But last year was 50,000. With a higher Interest Rates and higher car cost payments on a new car. 33 higher than they were 3 years ago. Analysts expect price of the car prices drop another 3 from current levels. So from 47,000 to about 45,500 by the end of the year of know, if youre an investor, this is important news. I dont invest an auto company. Is prepandemic . We sold about 17. 5 million cars per year. Last year was about 15. 5 million. So were moving in the right direction because the year before we get back to normal Companies Like ford, gm and tesla will have very good years ahead. The white house will be investing billions of dollars now to replace chinesemade cranes at ports across the country. This also includes the port of oakland problems. Michael thomas is live with the details on that. So, michael, what are you learning . Hi, good morning, everyone. What we know that President Biden and his administration say that essentially these chinese based port cranes theyre made from there and they say that they are a Cyber Threats moving forward all ports across the country when they do need to get a new crane, they need to make sure that those cranes are made right here on american soil. So lets look into some videos you can see this is the port of oakland and this all started with a government report that was put out. They say that the cranes are currently meeting in china. Theyre made by a Company Called the pmc. And currently they say that they do have the ability to monitor us shipping and could potentially disrupt and even shut down an entire system at any point in any given time from overseas. So right now, hundreds of these ship to shore cranes are implemented at ports across the u. S. And as we mentioned it right here in the city of oakland. So the president s executive order to change. This is a 5 year process costing around 20 billion dollars and will call for pace co which is a u. S. Based company. 2 on shore. The u. S. Manufacturing capacity for crane production and supply them moving forward. Essentially going back to what the u. S. Did back in the early days of the ports as this is the same company that used to build cranes for the u. S. Up until the late 80s. Now, its important to note that the executive order does not affect any existing chinesemade cranes that are already installed at the american ports. Only future ones that are to come. The Biden Administration says the goal of this 20 billion dollar executive order is to strengthen cybersecurity at u. S. Ports, secure the countrys supply chain and also strengthen the industrial base. Now i did reach out to the open ports to ask for an update this morning as to how many of those actual cranes from china we have here. In the bay area. I have not heard back as of yet. I also asked if they have any that are on order because we did get reports that other ports across the country have already ordered several of these cranes that are still set to come in. Well, California Lawmakers are now doubling down to fight organized retail theft and theyre also trying to tackle the states opioid force capitol correspondent Eytan Wallace reporting. Democrats and republicans. Were going to build a safer california. Thats the message. Senate president pro tempore mike mcguire hammered home as he joined the democratic and Republican Leaders to announce more than a dozen bills on Public Safety specifically on retail theft. And californias fentanyl crisis. Senate democrats and Senate Republicans are setting aside politics coming together coming to together to advance a data driven policies. Solution package. Were calling a safer california plan on the issue of opioids and specifically fentanyl. One of the bill seeks to exploit the creation or those experiencing Substance Use disorders. Another 6 to increase pencil testing strip. Stay wide. Doing the right thing is 100 . What we need to do in this case. And the right thing is to look at the problem of Substance Abuse is a whole and build support systems for those. Who are suffering. The new emerging drug xylazine is also mentioned in the package of bills, often called tranq or tranq dope. Xylazine is a horse tranquilizer not approved for human use, but it has become more prevalent on the streets. And has been known to cause major flash eating wounds, sedation and death place and seeks to increase penalties for trying traffickers. On the issue of retail theft. One of the bills targets, the sale of stolen goods online by requiring thirdparty sellers to be certified. Another bill will increase penalties for those involved in organized retail theft and illegal resale schemes. But exact details still need to be worked out. We must hold repeat, professional thieves accountable. Well, were still reviewing the specifics of the legislative package. Were optimistic about the proposals here today, but not included in the bill. A proposal to repeal prop. 47 passed by california voters in 2014. The law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than 950. Supporters argue that would help reduce californias prison over population and lead to criminal justice reform. Mass incarceration. Simply isnt the answer. I do not believe at this state needs to tuch prop 47 to be able to help make our community safer. Full stop. But opponents including republican on the number tom lackey say prop 47 emboldened criminals to take part in certain crimes like retail theft, with little to no punishment, property heavily contributed to the problem. And so in order to find a solution to have to first address the problem. And front. 47 and you may recall Assembly Speaker robert remus previously announced his own retail theft legislation targeting thieves and supporting diversion programs. Mcguire says that bill will move forward and will complement the bills introduced. Reporting at the state capitol, a tom wallace kron. 4 news. 9. 35. The time police have charged oakland man now in connection with a string of business burglaries. That happened last month in brentwood officers arrested. 49 yearold Marcus Palacios during a traffic stop back on february. 17th and during the search, police say they found more than 4 ounces of meth and fentanyl that were reportedly prepared for sale and more evidence related to burglaries, too. He also found that a grenade launcher in his car. Palace ios is in custody right now pending a preliminary hearing. Well take a look at this because bart police say they found a gun nearly a pound of marijuana. The working scaled 1200 in cash and they arrested a fair of 8 or the arrest was made sunday night in oaklands coliseum station. Police say a records check revealed gun and been reported stolen. And investigation is underway into a 3 car crash in francisco. The crash happened around 3 monday afternoon on to 80 just south of the geneva avenue. Onramp several southbound lanes had to be temporarily blocked, according to chp. That crash might have involved a wrongway driver came from john daly drive the number of people in the cars and the severity of injuries. We dont know at this time. We do know some people had to be taken to the hospital in this. Former Oakland Police chief Leronne Armstrong has been awarded person of the year by the coalition for a better oakland. They recognize the former chiefs leadership and service in tackling rampant crime in the city which they say has only skyrocketed since the city and the mayor sheng thao wrongfully in their mind, lawsuit against the city of oakland and the Mayors Office alleging he was illegally fired last year. The lawsuit alleges armstrongs firing violated California Law and his First Amendment right in connection to mayor taos decision to fire him last february. San francisco workers will be rallying today as Contract Negotiation talks continue between them and the city. This is a picture from the rally in january. The contracts for nearly 30,000 city workers are set to expire in june. Union Officials Say the city has a staffing crisis right now with more than 3500 jobs that need to be filled. Theyre also concerned with potential budget cuts, especially given to public jobs. Theyre worried that the citys deficit is going to lead to more firings. Theyre asking the city right now to fill vacancies with permanent jobs and to stop what they considered to be wasteful spending on contracting out. The rally will start at noon. Well, the john muir in Walnut Creek Medical Center opened a new patient cancer center. The Ucsf John Muir Health center for Health Cancer network is a onestop location now for cancer patients. It has disease specific treatment capabilities and expanded Clinical Trial enrollment. They offer help with navigating nurses, survivorship programs, genetic counseling, nutrition, and a whole lot more. Its all part of a comprehensive cancer care program. They say a reason for building the center is growing demand for cancer care as well as an aging population and an increase in the number of cancer survivors. A leader is questioning pg e about why there been so many frequent Power Outages on related to storms. Supervisor myrna melgar says in january before the storms or outages in neighborhoods lasting beyond 48 hours, some up to even 7 days pg and e says many are due to improving the infrastructure so they resented his grass saying before the storms this year, there were more than 150 outages. A planned 70 on plan out of those unplanned outagew. 25 had to do with the power pole lines about 12 or under crown. But the pg e representatives didnt give us specifics on the 21 unknown outages.
