Thank you for joining us here on kron. 4 news at noon. Im justine waltman and we will start with that escalating fire danger. A majority of the bay area will be under a redflag warning this weekend. The big concern, those strong gusty winds with low humidity. We do have Team Coverage of this weekends fire danger everything that you need to know will start with kron. 4 Charles Clifford. Hes in the live for us in the north bay where fire crews are going to be high alert. But we will first start with our meteorologist kyla grogan who is tracking those conditions for us in the weather center. Good afternoon. Kyler. Hey there. Good afternoon. So todays going to be a lovely day. But by the time we get into the weekend, unfortunately, were going to be under a red flag warning and you can see it is not just the bay area, a good portion. Northern california as we zoom in here, though, you see how pervasive this is. It is only really the base i areas and just a small part of the south bay that are not in this red flag warning saturday and sunday. So let me tell you who is in the morning and when so from 05 00am saturday morning until 05 00pm on sunday, santa cruz in the north bay interior mountains as well as the east bay and east santa clara hills. That is when you are under the red flag warning in the worst conditions will be around. Then when that wind starts coming down into the valleys 05 00pm saturday until 05 00pm sunday, the north and east bay interior valleys, also the north bay coast and the San Francisco peninsula coast. You will also that red flag warning. And here is why wind is set to be, you know, normal. Today. We get a little sea breeze in the afternoon. But as we get into saturday, this is about 2 oclock. See all of that wind coming from the north that will be offshore wind bringing very dry air towards the bay area. You see continue saturday night and even ramps up as we get into the overnight hours saturday to sunday. In fact, i think thats going to be the most dangerous time sunday morning. Still continuing. It really isnt until we get later into the evening on sunday that we should start to get a little bit more of a break. This is the other issue, relative humidity levels right now. No eroblem as we go through tonight. Also no problem. But watch what happens once we get into saturday. Now we are in the 10s and teens. Very dry conditions will be back in a little bit. Well talk more about this and the rest of your friday forecast as well. But first, id like to send it out to Charles Clifford, whose in fairfield charles, its been a minute since weve had to do this. How are people preparing for this where you are . So right now, im actually outside of vacaville here in solano county. This entire areas included in this red flag warning, including the fire a high hazardous fire conditions. Watch. Lets go and take a look at some video here. Now, as you mentioned, the big concern is that starting tomorrow morning, the winds are going to pick up. Were going to see the immunity drop that results in a high fire danger. I called the Vacaville Fire Department fairfield. Theyre well aware that this is happening. Staffing up conditions are dry here across the county also called kyle cal fire earlier today. And they want to remind people that, yes, we had some rain last weekend, but it wasnt enough to end. Fire season are in the fire danger and theyre really asking the people just be cautious over this coming weekend. And the biggest thing is just for the public to be fire safe, that theyre operating outside in conditions. And should there be a fire in your area be aware of it. And like i said before, if youre asked to evacuate in the event of a fire, please do so quickly. All right. And were learning more now about the 18 victims killed today, though, the search for the suspect officially went under water. Kareen wynter reports the divers are searching the area near a dock where the suspects car was found. An intense search continues for the gunman in the deadly main mass shooting. Stricken community clings to hope police will soon find the killer. And that those impacted are to begin healing. Were trained for everyone. Its just 8 miles from houston, where suspect 40 yearold robert card killed 18 people this week and wounded more than a dozen 2 separate shootings. Now to some breaking news overseas right now, the war in israel and hamas is escalating. The Israeli Military says they are expanding ground operations tonight and they have instructed residents. Of gaza city to try to move south. This is following a day of intensive air strikes by the Israeli Defense of force. President biden has called israel to consider a pause on its military offensive and allow aid to enter gaza amid the growing humanitarian crisis. So far, though, israel has rejected those calls nearly 7,000 people, including 2500 children have reportedly died in gaza. Thats according to hamas. More than 1400 people in israel have been killed mostly during the initial hamas attack. Now tonight, San Franciscos Palestinian American Coalition will hold a vigil for peace. Theyre asking for a ceasefire in gaza and an immediate lift on the blockade. There. That rally will be at the leo ryan park amphitheater in foster city. It starts at 6 and runs until 8 tonight. Happening today. The Oakland Police department is launching a new Pilot Program to help stop car break ins as theyre happening. Kron 4 Michael Thomas has those details. Many times with the smashandgrab situations. Thieves are able to break the window to a car, grab everything inside and then get away within 5 to 10 seconds. And weve seen it all over social media. But this weekend, Oakland Police plans to use the idea of those viral videos to help them catch criminals in real time. Starting today. If you see someone breaking into a car in the city of oakland, youll be able to direct message, photos, videos and other information to oakland pd all but using the departments new social media handle at oakland auto berg, it will be on both instagram and x, formerly known as twitter with Oakland Police. On standby of this weekend. Were going to have. Plainclothes teams, decoys air assets, mark units and what were trying to do is catch as many people as we possibly can burglarizing in the carson city. Opd says with the details that come in, its Surveillance Team will be able to catch criminals in real time, possibly and see what areas are being targeted. The most. Gilroy Teachers Association and the City School District have reached a tentative agreement on a new contract this week. Both sides have been negotiating since september of last year. Some highlights of that deal include a 13 ongoing Salary Increase over 2 years, reducing class size ratios to 24 students per teacher for the first through 3rd grades, additional pay for dual immersion teachers and maintaining employee contributions to health and welfare benefits. This tentative agreement will go to a ratification vote starting on november. 1st. San Jose State University wants to partner with public School Districts in Santa Clara County to help find housing for teachers. The university wants to build developments and use a building that they have that they got in twentytwenty to help house their own faculty, staff and graduate students. Plus teachers employees from various School Districts like san jose unified in Alum Rock Union School District. The plan is for the School Districts to sublease the rooms from the university. The board president of the milpitas unified School District says teachers are unable to manage Housing Needs the increases in the cost of living and also the price of gas for their long commutes. Faculty and staff of the city college of San Francisco held a rally for a fair contract last night at the ocean campus. This rally took place outside of the board of Trustees Meeting with people urging the college to staff up participants Holding Signs said theyre demanding better working conditions. It is a Beautiful Day out there. So certainly we enjoy that. But unfortunately, we have not great day coming our way tomorrow as far as fire danger is concerned. You can see all the areas here in red. Shat is where the red flag warnings are. As we head into saturday and sunday expecting winds to be 20 to 30 Miles Per Hour with gusts upwards to about 50 Miles Per Hour. And fortunately, humidity levels really dropping. May be asking, well, why does that happen, right . Why now . And not last week will High Pressure sitting off shore right now. Low pressure. Its called an inside slider because kind of slides to the inside of california. Once those 2 dynamics set up, you get that clockwise circulation with your High Pressure counter clockwise circulation with low pressure and the wind gets driven between them essentially from the northeast to the southwest. That is a dry wind very different than the wind that comes in from the ocean. So we have that wind happening. And then lets talk about why we can get wildfires in these conditions. Dry vegetation. Were near the end of our our summertime. We have had some rain but not a whole lot. Low humidity levels. That wind will cause that is it will dry the air out. And of course, the wind that i talked about. So for fire, you need a heat source that can be human beings who make mistakes, right . Maybe have some kind spark for a tool that youre using or something or maybe you just are being as careful as you should. You need fuel. That would be some of our brush grasses and trees and you need oxygen. Now, if that happens and then a spark sets this off, you get a beginning of a fire and then you get the wind carrying that. And thats when it spreads very quickly. That is why were under this red flag warning because the conditions are such that if a fire starts, it spreads very quickly. If you lived in the bay area for a while, you know exactly how this goes. But heres the thing. 85 of wildfires are unfortunately caused by us by mistakes that we make. So you want to make sure youre being fire safe as we head into saturday and sunday purse. Youre watching the weather. Thats good. That means youre staying informed and you know about whats happening, right . Thats the other part of it live look from the east bay. Pretty nice day out there. We started awfully chilly, but weve got into some nice temperatures right now. 59 degrees in downtown San Francisco hayward about 59 as well. 63 in san jose and were in some of those 50s in spots like santa rosa and napa wind right now. Pretty nice, right . Relatively calm. But right now were still under the influence of the more onshore flow. Its when that wind turns off shore that we start to get that dry air coming towards us. Highs today will be another cool day below average. Looking out for low to mid 60s around the bay. Some of those upper 60s, even potentially a 70 degree or 2 as we head inland. As we take a look at our weekend, its all about that red flag warning. I would like to show you, though, that as we get to halloween on tuesday, looks like were going to have some nice weather for the kiddos. Well, state farm says that thefts of catalytic converters are dropping so far this year. The Insurance Company says the drop is likely thanks to increase Consumer Awareness and prevention. The company says it is seen significantly. Few are claims on catalytic converters compared to last year. This is the first time state farm has seen a drop in these claims since 2019. A north Bay High School was put on lockdown yesterday because of reports of a student who had a knife on campus. Police responded to Piner High School after receiving reports that a 15 yearold had threatened classmates with a knife. Police say it started as an argument between several students at the Schools Library and one of the teens then allegedly threatened the others with a knife and then left campus. Police tracked down the teens and arrested him that teen and arrested him for possession of a weapon on campus. And he was cited and released to his parents. Theres new data suggesting that Food Insecurity could be on the rise. The department of agriculture says an estimated 17 million households reported issues finding enough food to feed their families in 2022. A significant jump from the year before when the government aid helped ease some Economic Issues brought on by the pandemic. Our top story, 12, 30 is a woman and her husband are suing a luxurious Bay Area Hotel claiming that employees serve them a water bottle with his body fluids inside kron 4. Sarah stinson has a closer look at the Court Documents from this case. People pay hundreds of dollars to stay at the ritz carlton in Half Moon Bay. Now the Luxury Resort is facing a lawsuit from 2 of its loyal customers who say they were sexually assaulted by a staff member here. During sunset at the ritz carlton in Half Moon Bay guests can be seen enjoying the property in coastal views. A husband and wife state here one night last november for a restful weekend to celebrate her birthday. But their stay is now being described as causing horror and trauma. Court documents filed this month identified the couple as jane and john doe stating jane drink seem in contaminated water from a water bottle served by ritz carlton staffer. The lawsuit claims once she realized what she ingested, they contacted Hotel Management and filed a report with the San Mateo County sheriffs office. Court documents say the ritz carlton later sent a water bottle to a laboratory for testing and results confirmed it contains seaman in january. However, they say the hotel allegedly refused to provide a copy of the Lab Test Results to the does so they could share them with their medical providers. And the couple claims the hotel refused to work with Law Enforcement as well. The couple says the hotel attempted to compensate for their troubles by offering Marriott Rewards points. The do say the damage goes far beyond that. The wife and husband have both gone to therapy since the incident. The lawsuit seeks to remedy the Emotional Distress caused the 2 on the hotel to pay for damages for battery and negligence as well as the legal costs. Theyre also asking for a jury trial to settle this case. We reached out to ritz carlton and to the San Mateo County sheriffs office. We did not hear back in time for this report. The bay area pilot charged with trying to shut down the engines of an Alaska Airlines jet midflight made his first appearance in federal court on thursday. Joseph emerson faces one charge of interfering with a flight crew. So heres video now of the moment that he was escorted off of the plane. He was off duty and writing in the cockpit at the time of this incident, federal Court Documents reveal emerson told the pilots im not ok before reaching up and grabbing the red fire handles and trying to pull them down. The pilots stopped him and he was escorted to the back of the aircraft. Court documents reveal a Flight Attendant says he later turned down towards an emergency exit door and tried to grab the handle but wasnt stopped. Another Flight Attendant heard him say i messed everything up and that he tried to kill everybody. Despite the statements his Attorney Says emerson never intended to harm himself or other people. Legal experts say a defendants state of mind can affect a trial. Early Mental Health will play a role in the case essentially tampered with the aircraft and what hes describing is an impulsive act. And i think that will be the focus of the defense that this wasnt premeditated. Lets bring down or point. This is someone who acted impulsively in a complete Mental Health breakdown that had been building up to this point, what the prosecution will try to do is say that heat premeditated this, that he planned it and they can show that by what he did leading up to getting into that cockpit. Emerson tonight taking any medication, but he admitted in state Court Documents that he had consumed magic mushrooms about 48 hours before the incident. The single federal charge of interference with a flight crew and attendance can carry up to 20 years in prison. Emerson is also facing 83 counts of Second Degree attempted murder from the state. He remains behind bars and is due back in federal courts on november. 22nd, San Francisco department of Public Health is cracking down on Street Vendors who sell Meat Products without permits. These are photos that the department uploaded on social media taken by health inspectors. The Department Says and permanent vendors lack proper refrigeration and access to clean water for hand washing. They are encouraging you to check for a permit before you buy food from a street vendor. And here its chilly out there. And it looks like winter right now at palisades tahoe. The resort says it summit received 2 inches of snow after a storm on sunday. And as you gear up to head to the sierra the snow season, experts say its never too early to make sure that your car is ready for the mountains have chains a emergency kits. Lets take a look at some of those temperatures this morning because they were impressive to say the least petaluma. Good morning at 30 degrees. That will wake you right up it. 32 today in santa rosa and of auto. 33 this morning in sonoma when they woke up napa 34 rohnert park 34 it was chilly. And guess what . Were going to do it all over again tomorrow. In fact, we have a frost advisory, as you can see for the north bay. It starts at 01 00am in the overnight tonight. So saturday morning until 10 00am so just be ready. And of course, this means if youve got plants out on the patio, if youve youve got to make sure those pets are staying nice and warm as well, bring them in. Im just start to think about those things that we havent thought about in a while what that has to do with is the fact that weve got such clear skies. You can see that as we take a live look right now at stormtracker 4. When you dont have the cloud cover the cloud cover kind of access insulation to the heat of the day when the clouds are gone. All of the heat of the day just escapes very quickly. And that is what happened last night. It will happen again tonight. So these are the temperatures are looking out for, you know, similar to last night where the north bay is going to be down into those low 30s, especially those wind sheltered valleys, right where they dont get a lot of mixing of the air. Thats the one to get really, really chilly. Live. Look out at Half Moon Bay. It is a gorgeous day out there. Some nice sunshine should be pretty nice day to day below average. But of course, everything everyones mind right now is all about the red flag warning that weve got kicking in on saturday and sunday and well talk more about that fire danger. Well, here on kron 4, weve brought you countless stories about the harsh reality of living on the streets in San Francisco, including the issues of drugs and homelessness. Today kron fours Vicki Liviakis is taking us out on to those same streets with the Night Ministry. She is retracing the steps. Kron 4 took nearly 60 years ago to see anythings changed. These are the streets of San Francisco. Some might prefer to avoid in the dead of night. For a lot of people, nighttime is a scary time. Its when the demons come out. Its when loneliness sets and isolation sets in at night is often times when we need some connection. And that in the Night Ministry comes alive the home of the world around like upside down walking the tenderloin north beach, the mission, the castro, and theyve been doing it since 1960. Whole story is about people in trouble. Kron 4 went out onto the streets with San Franciscos first night minister reverend donald. Stuart, this is part of a 1966, documentary called shepherd of the streets. In 3 months, hes contacted 60 potential suicide talk with countless alcoholics procures, prostitutes and drug addicts. Hes broken up numerous fights and been attacked twice for nearly 60 years. The Night Ministry tends to people who inhabit the dark places. The unhoused the drug in distressed the down and and some who just work the graveyard shift. Mister brown is a bouncer and barker at the condors strip club. Seen it all. So ive been on the block like almost 10 with the night. And shes always or not. They dont question i went out with a Night Ministry to see for myself. The streets changed or they need are now. That does seem to be a bit of an edginess last couple of years, especially since the pandemic. So the timing for this, if you are in the Santa Cruz Mountains in north bay interior mountains, the east bay and santa clara hills. This starts saturday morning. Very early at 05 00am and goes all through the day saturday and into sunday at 05 00pm. If you are in the north and east bay, interior valleys and the north bay coast and also the San Francisco peninsula coast. It kicks in for you 05 00pm on saturday to 05 00pm on sunday simply because this wind is coming down from the hills and the mountains.
