Department of Motor Vehicles has suspended crews from operating its driverless taxis in San Francisco. And a man is facing dozens of charges for allegedly tried to stop a planes engine while it was in the we will go live as we continue to learn more about the suspect. From the bay station. Youre watching kron. And news. Thank you for joining us here on kron. 4 news at noon. Im justine waldman. We start with a bombshell announcement from the dmv. Cruz is losing its permit to deploy and test Driverless Cars on public roads, at least for now. This is coming while labor leaders and allies are demanding more regulations for all robot taxis. Kron fours Michael Thomas reports now what led to the suspension. Well, crews Must Immediately stop using their driverless vehicles. The dmv says ultimately its because of safety issues for taking this action. Take a look at your screen. Theres details now specifically. There are 4 criteria for the suspension. The department has determined that the companys vehicles are not safe for public operation. The company has misrepresented information related to the safety of the Driverless Technology on its vehicles and the company or one of its employees has limited information that makes the conduct of driverless vehicle testing on public roads, an unreasonable risk to the public based on this, the dmv has the right to immediately suspend the companys permit in order to ensure the safety of the public roads. Now the dmv also says its proved its provided the San Francisco company with the steps it needs to see to once again allow the company to be permitted to use its Driverless Cars, adding that the decision does not impact the companys permit for testing with a human driver inside of it. And this all comes as members from the teamsters labor leaders and also Public Officials and gathered outside of the cruise San Francisco headquarters to raleigh saying that the cruise robo taxis need to be off the streets completely. Not just temporarily telling kron 4 news not only do the Driverless Cars take away thousands of jobs from people, but also that they are dangerous and it stood in the way of San Francisco fire trucks and allegedly were involved with the death of a pedestrian after blocking an ambulance that was transporting a patient to the hospital. Now in response crews which is owned by general motors, says it has agreed to pause its driverless operations in San Francisco. The company indicates in its statement that the dmv subset suspension is related to an incident 3 weeks ago where a pedestrian was struck and hit. By a driver and then run over and then that was person was propelled into the past of a cruise car. So this is video of the aftermath. There have been several highprofile incidents involving cruise vehicles. The dmv did not mention any of them in its statement, we have reached out to the dmv for further clarification. We should also note that the other Driverless Car Company in San Francisco is not affected by todays announcement. A pilot from Pleasant Hill is now facing 167 charges, including attempted murder. Hes accused of trying to shut down the engines of a commercial plane that was bound for San Francisco while he was offduty kron. 4 Charles Clifford joins now live from Pleasant Hill with the latest. Well, we have been able to review a criminal complaint filed in federal court, which details the fbis investigation into this case, at least a case, at least in part. And what were learning is some new details about what happened in the moments before and after the suspect in this case. Robert emerson allegedly tried to turn off the engines of the plane. In a federal criminal complaint filed against joseph emerson, the fbi says that the pilot and copilot of horizon flight 2, 0, 5, 9, had casually spoken with emerson who was sitting in the cockpit jump seat for several minutes after takeoff and did not initially believe that anything was wrong. They also claim to have never met emerson prior to the flight. But according to the fbi, while the plane was flying over, oregon emerson suddenly said i am not okay. He then allegedly reached up and pulled to read engine, showed off, handles one of the pilots then struggled with emerson for several seconds. While the other pilot declared an inflight emergency turned the autopilot off and change the aircraft course to fly to portland. Emerson then left the cockpit and walked to the back of the plane where he allegedly told a Flight Attendant you need to cuff me right now or its going to be bad. The Flight Attendants then placed handcuffs on him or somebody allegedly tried to grab the handle of a nearby emergency exit and had to be restrained. Emerson was also overheard saying i messed everything up and that he had tried to kill everybody after the plane landed in portland, officers took emerson into custody while being questioned. He told police that he was having a nervous breakdown and had not slept in 40 hours and felt tired and dehydrated. He also allegedly denied taking any medication but said that he had been depressed for several months. He also talked about the use of psychedelic mushrooms and said it was his first time taking mushrooms, according to the Portland Police department. Emerson waived his rights to attorney and said im admitting to what i did. Im not fighting any charges you want to bring against me guys. All right. Back live now. The fbi also says in that court filing. That the plane was just seconds away from becoming a High Altitude gleiter. It was only because of the quick actions by the pilot and the copilot that they were able maintain control. Anderson is expected to appear in court some point later this week. As jenna ellis has become the latest trump lawyer to plead guilty to efforts to overturn Donald Trumps 2020 election loss in georgia, pleaded guilty to a reduced charge and an emotional statement to the court. Some developing news from the east bay because police in oakley are. Working now to track down the person who shot and killed a 16 yearold boy during a house party over the weekend. Police were called to the home for a noise complaint on saturday night. The host told police that she was working to shut it down and did not need their help in doing so. The officers left and later that night shots were fired outside of the home. Joshua lane lives across the street and his doorbell camera captured the sounds of the gunshots. And welcome to the gunshots. And it really realize i woke up to the and i just came outside with a flashlight and a bunch of screaming and commotion. That kind of just seemed like party commotion at first. But i heard someone on the grass over here get asked if they had got shot. Police say the shots were fired after a group of about 30 teenager showed up and tried to get in through a locked front door. They got through the backyard and then the shooting happened shortly afterwards. They say 3 people went to the hospital. They are expected to survive the 16 yearold boy who was killed that end of Liberty High School in brentwood. The police chief says this is an active investigation. So today getting that afternoon, sun breaking through in most spots, i think it will be a little tough at the coast, but also will notice a little bit of a breeze kicking up this afternoon like yesterday tomorrow. Thats when were going to see that cool down. Really kick in with a cloudy day and gust year wind happening. That has a little bit more of a longlasting effect. Overnight. And this is berkeley, for example, that were looking at so well today, 70 degrees for that. You can see it 60s as we head right towards the weekend. So notice in future cast. Pretty nice afternoon. Then tomorrow well start to see the clouds build in that 07 00am. And you see some of these showers becoming kind of close to us in the afternoon. This front is going to cool us down. I felt like nobody cared silenced in cast aside the way tara felt after she says she was sexually abused by a doctor at dixon Family Practice 9 years ago and made me feel embarrassed, ashamed and violated. Tara told a roomful of reporters monday she visited the doctor in november of 2014. To have a medical prescription refilled when he allegedly reached under her shirt and bra and squeezed her 2 different times. I was touched inappropriately. By the that i left immediately after speaking with her mother, the then 26 yearold returned to the clinic in spoke privately with the physicians assistant. Told her what happened to me. Actively encourage the victims not to pursue them further and continue to allow to see female patients unsupervised. Legal attorney Vanessa Raven filed a civil lawsuit in Solano County superior court monday. Claiming the doctor, the dixon Family Practice clinic and Healthcare Network Community Medical centers ignore tear up in at least 2 other abused women and gave the doctor, quote, continued in unfettered access to female patients without any supervision. The suit says he molested an 18 yearold woman and 20 yearold woman between 2014 in 2015. Believe there are several more victims afraid to come forward participating and allowing his behavior to go. Checked for so long in august of this year. Attorney general rob bonta filed allegation on the state medical boards behalf. The complaint cites a reported molestation of a 16 yearold girl in twentytwenty reported to police. The doctor was reportedly terminated shortly after if they would have listened to me. Right after it happened 2014, then this probably would happen to other girls. And i believe theres more. That was mason morrow reporting in the north bay as well. Cotati police are investigating the discovery of a body in a creek on monday. Police say they found the deceased male. On east cotati avenue at 11 in the morning. That person has not been identified. Cotati police are asking anyone with information to contact them. Police in santa rosa arrested 3 Street Vendors and are accusing them of selling cocaine and meth. So here is some of what investigators say that they collected after searching the suspects, the Police Narcotics team began investigating in april and use undercover detective to purchase cocaine from one of the vendors. Investigators say that vendor also sold snacks to neighborhood kids near Abraham Lincoln elementary school. Police arrested 2 other people after a search of a van revealed the drugs inside. Just this month, the department completed 7 miles of new levee embankment along the north side of the sacramento bypassed and the eastern side of the yolo bypass. And youre thinking today to be a lot cooler and i understand why just team, because this is the difference between a 24 hours ago and now that these temperatures are definitely running cooler. But as we get into the afternoon, we should be able to m ke up for a little lost ground there and get some pretty seasonal temps know to santa rosa is actually a little warmer because yesterday they had such a dense fog that it took a really long time to get that warming up to start live. Look now from mount tam. And you can see the clouds are giving us a little break here. San francisco still sitting in the upper 50s low 60s in oakland, mid 60s for san jose livermore. Upper 60s now in concord and santa rosa. Half moon bay still sitting in the clouds. Unfortunately, 57 degrees for you. So the wind is relatively calm right now. But as we get to the afternoon, its going to start kicking again like it did yesterday. And then it gets a little interesting with the take you down to wednesday morning. Notice this picks up and then it kind of stays with us throughout the day on wednesday. Im taking out to thursday and by thursday starting to see a little offshore flow here as we see that northerly direction. That always catches my eye because, of course, that can bring drier, warmer air that can bring us a little bit of fire danger. Now, we have had some rain recently. So im feeling pretty good about that. But just a heads up when we get when we have make sure were being extra fire safe. The reason is because of these low pressure systems are going to be tracking and you see the kind of lined up here and the first one thats bringing some rain to the Pacific Northwest is really just going to bring us some cooler temperatures. So while today were a little bit cooler and you can see that marine layer has been hanging out there. Starting to clear inland, but still definitely very present at the coast tomorrow. Youre going to really feel the difference. So highs today about 64 in San Francisco, some upper 70s to mid 70s as you head inland, lower 70s around the bay. But look what happens. Todays highs compared to whats happening tomorrow. Santa rosa today about 76 tomorrow about 68 San Francisco. Not too far off or a just a degree cooler. Concord dropping almost 10 degrees. Theyre 10, 11 degrees. So san jose youll be dropping from about 77 today to about 70 tomorrow. If theyre seeing their premiums go up 7 , they may have to make a decision as to what they might want to do different next year. And often times you can boil that down to a choice between a high low deductible plan. Meanwhile, Consumer Price data from august shows the cost of Car Insurance is up 19 compared to last year. Part of it is supply chain constraints. Labor costs and inflation. Researchers at the Consumer Federation of america say things like education, zip code, marital status and even your credit score can factor into how much you pay. Our research has found if you are good driver. But you have poor credit. You can get charged 100 sometimes even thousands of dollars. More for auto insurance, even if your driving record perfect. But today, if youre at the coast, you youve already got your jacket because youre sitting in the clouds right now. Everyone else starting a little sunshine around the bay starting to get that marine layer to relent a bit. Wind is relatively calm. Were going to see that pick up as we get into our afternoon tomorrow. Also a little bit breezy, taking a live look from mount tam. You can see we do have some of that cloud cover still out there, but also the sunshine, right, starting starting to get in there. And 58 degrees in San Francisco, some 60s across most of the bay, but certainly a little cooler out of Half Moon Bay where theyre just a 57 degrees because why they have not cleared out at all from the marine layer today. So the areas that are getting the clouds right now and not able to the sun and theyre only looking out for 62 at Half Moon Bay, but you head into conquered antioch, livermore. Were talking upper 70s who should be in those nice mid to upper 70s up in the north bay, too. A south bay should be looking pretty good once we get the sunshine. And so whats happening is that low pressure system bringing that rain to the Pacific Northwest, happening to the north of us. So today were just going to get us come sunshine, kind of a nice day. But tomorrow, once that tracks through, thats when that cool air drops and well have the beginning of the cool down. So the difference between today and tomorrow and why im saying youre going want to take your jacket if you are inland in particular are going to drop like between 8. 10 degrees. So looking at north bay 60s and youll be looking out at south basically like fremont just getting up to about 66 degrees tomorrow. Thats going to be decidedly below average where we should be this time of year. Now, the interesting thing is we dont really look to get any rain. Maybe a few sprinkles in the north bay from the system tomorrow. But it does drop those temperatures down and then notice when we get overnight into thursday, get some clearing thursday should be a brighter day. But because of that clearing heat of the day will escape and check out some of these low temperatures are looking out for thursday and friday for our inland valleys, especially the wind, sheltered valleys. The glass fire. Napa valley destroyed more than 1500 structures. Evacuated thousands of people in cars. Many wineries to close their doors due to damage 3 years later, Sterling Vineyards is ready to welcome back. Wine lovers into its tasting room. The winery says the most damage was done to their wellknown gondola system. The vineyards gonzales were built in 1973. 50 years later, visitors can once again take in the views of napa valley. And while the winery was closed to the Public Health fire got afchance to use the gondola system to practice fire safety. Someone is trapped and we need to rescue.
