State senator dave cortese and San Jose City advocates are celebrating a new allowing inmates to wear religious clothing and had where Governor Newsom signing the bill into law last week. Data shows allowing people in prison to wear religious attire, reduces violence and other negative behaviors. Newsom also signed off on changes to californias bottle, recycling law. In an effort to get more drink, bottles, recycled. The bill introduced by senator bill dodd of napa. Well, at containers now of 100 fruit, juice and vegetable juice to the list of things that have to be recycled. Something dodds office says is putting another 200 million or so containers per year into the recycling stream. Governor newsom. His desk is now clear after he took action on more than 1000 bills ahead of last saturdays deadline. 8 on wallace breaks down how many bills he signed compared to how many he vetoed and he shares how californias multibillion dollar deficit played a crucial role in which bills baited through and which did not. After after bill, the governor signed a lot of bills this year ranging all kinds of topics from education to homelessness to guns of the 1046 that made it to his desk. Newsom signed about 85 or 890 bills into law. But much of the attention also has turned to the 156 pieces of legislation or roughly 15 of bills to reach his desk that he according to an analysis by politico, newsom cited cost to the state of california and 64 of his veto message is another 28 of his veto message. Just describe the bills as unnecessary. All of it coming during a year when the state faces an estimated 30 plus billion dollar deficit. Among the bills, newsom vetoed due to budget reasons. One proposal to launch a Pilot Program in select counties. Increasing juror paid 100 per day for low income californians. Another he vetoed would have required all California Public high schools to have condoms readily available for students at no cost to them. He doesnt want to drive the deficit up any further. Obviously, chris mckay lee is a professor at the university of Pacific Mcgeorge school of law. He points out this is the second consecutive year. The governor used many of his veto message is to make a point about spending and the overall budget. No one wants to. Find the state in a major deficit. And so 4 out of every 10 veto messages was based entirely on the budget. Concern that he had. So obviously that is on the top of his mind at this point. And beginning in early january, the process starts all over. Lawmakers will begin to introduce bills and the governor will present his preliminary budget for the next fiscal year at the state capitol. A tom wallace kron. 4 news. All right. I was anchoring and reporting in first assignment was watsonville, Blue Collar Community just a few miles from the epicenter watch some vo look at that house off its foundation. This place was a a shambles when we arrived and one of the first things we noticed just what youre looking at here. People polled sofas and furniture into alleys and 2 yards into parks. They did not want to go back inside. They were cooking outside sharing outside sleeping there. In some people moved into those parks and those temps and would not budge for months, even though theyre being told least in some cases you can go in your house is ok, absolutely would not conduct even children who kind of thought this was an adventure in the beginning, it was rainy at times and they were just miserable. So its just that like the day after days after i will, i was there the day after and i most of what were seeing was already happening right . Its hard because, you know, people think about the earthquake and you think just, you know, San Francisco. But the episode there, not a bill. I mean, you obviously i assume, my mother was visiting. My father was and my father was sitting alone in my santa clara apartment where lived at the time. And my mother and i were often sacramento. It was my day and she wanted to visit friends in sacramento and my darling father was sitting alone and everything came crashing down, you know, Books Television one across the room and ill never forget him. Just saying, well. I figured this is and i thought how say he was just quietly resign dying and we were there. My mother wasnt there to talk to him. No cell phones, no cell phones. And i well, i i think we couldnt reach him on land line, which, you know, that was scary. Hes from the midwest. We have to say that area and start quakes prior. No, no. He there from the midwest where theyre from ireland came to the midwest and he had never, you know that nothing like that. Yeah. But just that resignation of well, and you didnt feel that on sacramento. My mother and i were driving chatting and it wasnt until i turned on kcbs. Quite a ways into the drive. And after the the quake what . So we kept on the rushed home. Stop at a pay phone. Remember, pay phones couldnt get my father. So yeah, but he was ok . Thats a memorable trip for them. To a doctor about that law are over, but certainly scary for for him for so many people. Obviously tragedy but it brings out the best in people, too. Boy, it some thick fog out there toward the Golden Gate Bridge right a dense in spots overnight tonight as weve got High Pressure building in overhead, compressing that marine air down near the surface. And there you go. You see that fog a boy. The bridge is kind of disappearing in the fog. Youre driving across that for tonight. Now temperatures, hey, we warmed up today. Not bad at all.
