We begin tonight with a car crashing into the chinese consulate earlier today. The driver killed after being shot by San Francisco police. The u. S. State department is now joining San Francisco police and other agencies to investigate. You can see the tarp over where the car went through the building located on laguna street near japan town. Police say that car ended up inside the lobby of the visa office of the consulate. Police responded to the scene about 3 oclock this afternoon. And were still trying to learn exactly what happened inside. But at one point a Police Officer shot the suspect who later died at the hospital. Police say they can only provide unlimited amount of information at this time because of where the incident occurred inside the consulate. As of now, investigators are asking for help from witnesses. And we do ask that if anyone was a witness, if anyone has a new video, we know theres some cell phone video thats already circulating out there to please contact investigators anything that you can that, you know, led to this would certainly be helpful. Nobody inside the consulate was hurt. San Francisco Police say they plan to hold a town hall within the next 10 days and provide more information about what happened. About a mile and half away from that scene. Police took a man into custody after a standoff at the San Francisco chase bank. Police say the suspect was armed with knives and refused to come out of the bank for several hours. One officer was hurt during all of this kron. 4 Sarah Stinson reports. A tense situation outside a chase bank. San Francisco Police spent nearly 4 hours in a standoff with a man inside the business on fulton street officers and tactical teams blocked off fulton street between masonic and central avenues. Police say they got to the bank around one 40 monday afternoon after getting reports of a man holding knives and yelling at bank employees. Everyone inside eventually got out safely while hostage and Crisis Negotiating Team work to convince the barricaded man to willingly come this capture the attention of those who live in the neighborhood, including paul at brown cable several chances and he wouldnt respond to any of it. So they had to do what they have to do. Police used tear gas bullets to get the man out. But even that was unsuccessful. The smoke got so bad inside the bank. The fire alarm went off. The wind blew the smoke towards bystanders, causing everyone to sneeze and cough brown says shes shocked. He lasted so long inside because we couldnt take it out here. Just standing on the street. This knees and weve done that a watery eyes that i have, you know, so around 5. 15, police carried the suspect in a stretcher to an ambulance. The tear gas must have got to the man because he was screaming in until Mental Health and the screaming. I know hes in a lot of but hes alive. Hes he lives to see another the man was taken to the hospital to be evaluated. His charges are pending, but police say they may include aggravated assault and resisting arrest. Temperatures going to be hovering in the 50s at 06 00am should be mostly dry along the coastline. Still plenty of clouds as we head toward 08 00am but mostly dry 50s and some 60s by 10 skies begin to park just a little bit. But there are more clouds on the way in a chance of rain to. Thousands of rockets launched in the gaza strip have pounded the jewish state more than 1000 people have been killed. And that number is expected to rise. President biden says 11 of those killed are americans. Israeli Officials Say their airstrikes are hitting mosques, hospitals and homes. Hamas. Militant leaders are threatening now to execute civilian hostages. Every time theres an air strike, a professor at stanford spoke about the significance for americans as they take in these developments. One reason why this should epbe of concern to americans th rise prejudice and hostility and at a summit is in general. But another reason is that. This is about. Geopolitics. This is not just about seemingly intractable israel, palestine question. This is about. On one of americas closest allies by iran, one of americas most vicious adversaries, iran that since 1979 has been defined by death to israel, tested death to america chants. Hes also asking police for help. A man is here in the studio with more. The temple hasnt received any direct threats yet. But leaders there say its important to take precautions, but theyre most concerned about at this point is vandalism. As the deadly war rages on in the middle east, people in the bay area say theyre also shaken up incredible sadness and shock. I dont think any of us imagined that. That hamas could actually execute the power that they did and be able to kill so many innocent civilians. Rabbi mark blum has worked at temple. Beth abraham on macarthur boulevard in oakland for 22 years. He says over that time hes learned that problems in israel could have a smaller, but still potentially dangerous affected home. We know historically when their problems in the middle east. Tension rises here as well. And so that has contributed some vandalism at some synagogues in the past. He says the temples members started asking for upgraded Safety Measures as soon as the first attack happened. So temple leaders contacted Oakland Police. Theyre coming. Theyre driving by their staging in our parking lot, doing their work there. Theyve been really helpful cooperative and and kind about the potential of any problem that could come up trying to prevent them before they happen. Rabbi bloom just returned to Temple Beth Abraham after a 4 month sabbatical where he lived in jerusalem from march through july is one of the safest places on the planet. But now it really is unsafe, scary places been and visited. Have been destroyed. He struggles to watch all of this unfold from afar. People i know have lost children, relatives. He was said to be attending a Music Festival near the gaza strip. Thousands of people were attending that festival on saturday when hamas militants opened fire at least 250 people have been confirmed dead on social media site x state senator scott wiener said the man from berkeley had gone to the festival after completing his service in the military. In that we saw on the feed earlier. Were trying to get that video. But again, all the traffic coming from richmond trying to get on sandra fell bridge is being turned around, right there where all the players are in the road. Police chief is down to 7 candidates. Including former chief leronne armstrong, the Oakland Police commissions Staff Committee announced tonight it has identified the 7 finalists among nearly 20 candidates and shared the list with the mayor, the City Administration in the full police commission. Oakland has not had a police chief since mayor sheng thao fired armstrong in february over his handling of officer misconduct incidents. Armstrong appealed his firing and claimed that an arbitrator has cleared him of any wrongdoing. But how likely is that to take a toll on your gas tank in california . We have things like state taxes. California, local laws, environmental laws and fees and things like that. And those also impact the price at the pump. So the price of crude oil is only about half the price of a gallon of gas. Then theres one more factor to consider side from the humanitarian crisis. Im seeing this seasonal decline in gas prices is also very normal at this time of year. So that impact might actually dominate any any mile increase from from crude oil in sacramento were bringing you back to that breaking news. This is a look at the toll plaza on the richmond. Then they have some Major Repairs and looks like based on what were looking at here. Theres some significant damage, which means the toll booths will be operating fully. Dont know if its affecting one or all of the lay of the lanes. So this is going to be a a problem through the night. We just watched as fire crews, Emergency Personnel rescued a person from the vehicle that was on fire at the toll plaza there. This is a live look. You can see smoke coming from the toll plaza, a less flames. Now, at this point, it seems that fire crews are getting a handle on this fire here. And the person was put in that vehicle and that vehicle is it going and left. So that would, you know, speculate that the person in there has has passed. So within the last 20 to 30 minutes there was a twitter feed earlier showing a vehicle in the middle of the toll plaza right at the booth in flames and they shut down 5. 80, getting onto the bridge from richmond and have flared off the lanes and closed those lanes to cause people to turn around and not get on the bridge. Those flames from that vehicle have spread to the toll plaza itself, which when you drive through, it looks like its mostly metal doesnt look like theres much flammable. But the flames were so intense that it did spread and cause a fire in the toll plaza itself. And were not sure if this is affecting every lane here of the toll plaza. Of course, tomorrow morning, folks will be commuting. This is definitely going to cause some issue because obviously how the toll plaza is not going to be operational and some capacity tomorrow. So we are definitely going to continue following this. You want to stick with us here through 11 oclock as well in the morning. The fire killed 22 people and destroyed more than 5500 structures throughout sonoma and napa counties. Paradise, ridge winery in santa rosa was destroyed in the 2017 fire. But since then, the winery has found a way to rebuild and reopen. Feel like our communitys top better cared for sure. Fire. You know, we have a lot more systems in place and we did when the temps fire happened in 2017 in early mornings power shut offs. People listening to what its happening. So feel like their communities, a lot better care. He says hes looking forward to next year, which will be the wineries 30th anniversary. None of the 4 zone forecast as we take a live look at a busy bay bridge tonight. And we have some wet roads out there. We definitely do a lot of people using their windshield wipers tonight, lawrence, whats going pretty slick out there. Some showers moving through the bay area today and some leftover drizzle out there tonight and a little thick fog along the coastline. Of course, were still in the heart of fire season. Nice to get the moisture in town. But were not done by any means. We get a warm up. We get those strong offshore winds. We could still be talking about fire season through october. But right now weve got cloudy skies. A good sight to see is were going to keep fire danger down and also bring the moisture levels up. In fact, pretty wet out toward the Golden Gate Bridge right now. Look at of his out on the bridge as we have some fog moving in there. So about 1800s of an inch of rain in some of the most ive seen around the bay area. So not a huge system rolling on through, but just enough to get things a little bit wet temperatures fairly mild, though, numbers right now, 70 degrees. San jose. 63 in San Francisco. 64 in oakland and 65 degrees right now in napa overnight. Tonight youve got the cloudy skies showers coming to an end. Likely see some drizzle continue, though. And then tomorrow, increasing clouds and then late in the day, another chance of some very light showers rolling on through. And then we warm things up, i think during the middle of the week and thats what were likely to see. The offshore winds kicking in specially to wednesday and thursday. Maybe some gusty winds over the north bay mountains going to watch it closely. Then again, another slight chance of showers on saturday. So the atmosphere kind of transitioning now as were getting ready for some wintry weather. But here it is. You can another storm system developing off the coapt line. First won already fell apart, moving on through. But this one thats going to have mainly north of the bay areas going track make its way up in the Pacific Northwest and kind of catching the trailing edge of that system. So right now were kind of in between those but the front of fell apart just left a lot of moisture in our atmosphere that were sitting with right now. But the system, yeah, its going to move on through behind it. This was going to come swinging in. And so all of a sudden we get another chance of a few scattered light showers, especially north of the Golden Gate Bridge. Temperatures that theyre not going to be bad. Youre looking at 60s into San Francisco, 61 of the sunset, maybe a little wet along the coastline to 50s and 60s there. 67 degrees in burlingame is yet further. South numbers warming up generally in the 60s and then a little warmer in the south bay. Probably some 70s there in the afternoon with some partly cloudy skies. 73 in pleasanton about 73 in walnut creek. 72 in orinda. So some decent weather. But plan on some showers developing late in the day and then begin a stretch down further south as we head through the evening hours. And then as we head in toward the next couple days, return to some sunshine. The winds are going to start to kick up just a bit, though, to the temperatures rising on thursday and friday saturday, another slight chance of a few showers. Then theres a his about the middle of next week. We may be back in the warming trend and some low temperatures moving back in the 80s. But that may be it for the season. The number of resorts have already announced tentative opening dates northstar heavenly boreal and bear valley. Alternatively plan to open up on november. 17th palisades tahoe looking at a november 20nd opening day and sugar bowl planning to open up on november. 24th. Governor gavin newsom has signed a bill that outlaws hidden junk fees in california. That includes many hidden charges associated with concert sport events and booking hotel rooms. Experts estimate that americans spend at least 29 billion dollars a year on junk fees. The new regulation takes effect in july of next year. Meanwhile, the governor vetoed a bill that would allow cannabis cafes. Some measure introduced by San Francisco, 70 at 80 would have allowed weed shops to serve food and coffee and host live music events.
