And we now know that that person who was trapped in a collapsed trench in San Franciscos lower haight neighborhood has died. This incident was reported at the work site around 10, 30 this morning right near the intersection of turk boulevard and divisadero. Well go now to kron 4 Charles Clifford live at the scene. Hes been there all morning. Charles, whats the latest now . Well, this is still a very active scene. The Fire Department arrived here about 10 oclock this morning. As you mentioned, they spent several hours trying to reach and a rescue him. Unfortunately, it didnt work according to the San FranciscoFire Department, a man working on a sewer line here near the corner of oak and to visit daraa was trapped beneath 8 to 10 feet of dirt and concrete when the trench around him collapsed upon arrival, fire crews immediately launched an effort to dig down and rescue him. It took over 2 hours in over 50 firefighters working together actively reach the individual. The individual for signs of life . Unfortunately, 2 hours into this, its that were naming this a fatal incident. At this point, its unclear why the trench collapsed according to the San Francisco peuc. The victim was a private contractor working on the sewer line for the city. There are now multiple agencies investigating this death. We have inspectors on the scene now that are looking to what happened. With the trench failure during this work project, how is also on the scene investigating. Were doing everything we to cooperate with to find out what happened. As of thursday afternoon, the identity of the victim has not been made public. All right. Back live now in a fire. Are still working on removing the body from the french other corners here as well. The publics pectin or theyre expecting that oak street between to and water. Probably be closed down for the rest of the afternoon here in the area. Keep that in mind. But for now in San Francisco, Charles Clifford kron, central since youve been there all afternoon. At one point. You know, just before noon, it seemed like they were very hopeful. They were going to pull this person out of there alive. What was it like being there as things sort of took this turn for the worse . Well, when i arrived on scene, there was a lot of energy. They were working very fast, moving very quickly. To try to reach, get down and reach. This man was trapped and are there. But there was a moment. Word appear. They realized that this wasnt going to work out and the energy just really disappeared from the scene. And since then, theyve been more focused on recovery rather than a rescue. Justine. So many parents who are struggling to get help for their Adult Children who suffer from psychotic disorders. Want to know if this new Care Court System in San Francisco might be able to help them. Kron fours Ella Sogomonian spoke with one mom who is helpful but still has some concerns. Ella joins us now live with more on their conversation. Pile up. So the mother that i spoke with feels like she is stuck in a cycle of watching her son go between the streets and county jail where he finds himself today. She really wants care court to work, but is still a bit skeptical that it can be effective. Tanya tillman has struggled on the sidelines watching her son roman succumb to symptoms of a psychotic disorder and addiction to drugs. Hes gone from living on the streets to being locked up in San Franciscos county jail. You know, my son keeps im getting to these places relaxing. Because of lack of medication that was and theyre not. Theyre not even treating for. You know hes been diagnosed for, which mainly bipolar, possible, borderline schizophrenia care court could allow tillman to petition her son. To face a judge who would then assess his needs and potentially get him into treatment and housing. The key would be convincing roman because despite any court orders, the program is entirely voluntary tart. So, yes, i hope it does solve the problem for some people. But its not going to for most of those parents care court vows to build trusting relationships with their clients, which could help persuade them into entering the program. Daniel cohen was a case manager for more than 2 decades and knows the challenge firsthand. My response always has to be listen. I cant force the client, mike york with your loved one. My client to do. And you think that they dont want to do. And, you know, in this case, im working as hard as i can to try to build trust with that climate with with your loved one to really try to to make a difference have some influence on their decision making. But there is nothing that i can do. They have their own Self Determination legally they have the right to make decisions for themselves if care court for any reason cant get through to roman. Tillman says that shell have to start a lengthy process to consider conservatorship. Ive told that process takes a long time you know, now thats canal. That comes a time. So tillman says that she is grateful for the governors attention to this pressing issue, but worries that there just isnt the infrastructure in place in San Francisco to reach a large number of people who require this type of care. The alleged killer of a boy in 1987 who was arrested earlier this week is now connected to another cold case, murder of a child in martinez. Kron 4 to call spoke with an investigator who is now examining this case. About a month before 6 yearold Jeremy Stoner was abducted from his home in vallejo and found dead near sacramento in 1987 9 yearold eric coy was discovered stabbed to death. Martinez Junior High School on a science geek. Never go away. Especially 1, 1, involves a child. Boys killer was never found. But lieutenant patrick settlement with the Martinez Police department. Has been working on his case. And earlier this week when fred came, the 3rd was arrested at his home in oregon, charged with store owners murder. Salah mid says cain may be connected to the koi homicide. Mister cain is a person of interest in this case. Corey was killed after leaving his home on Warren Street to visit a Family Member at the time came had ties to martinez and lived close by. The Solano CountyDistrict Attorneys Office says dna evidence links came to the stone or killing. And lieutenant sounded says he is working with the solano and Contra Costa County das office is to bring closure to the cory family that can say anything thats a poignant or important is that not going the death of eric coin. And so we we find a a a solution to this case cain was transported from oregon and booked into custody in Solano County wednesday on murder, kidnapping and sodomy charges. Think its unfortunate that 2 what they sort protest because it does it suggest that they do not want the public to have a voice in the selection of our next exchange some. But whats the point . I its not going to be a full commission is not going to be a that information that is sure to mind is going to be used by the Police Commission next and thereafter until they finally get the 3 names to the mayors kron 4 requested statements from each of the 3 commissioners received one reply from commissioner or desk that reads in part, quote, over the last few months, its been clear that the Commission Leadership has been pushing their own personal agenda, undermining the progress that we have achieved over the last few years and creating Division Within this critically important buddy. We have a low pressure system to our north and west so well today is beautiful and got the sunny skies as we get into friday evening, a particular that fronts going to start to track through. In oakland, 10,000 car thefts. So far just this year. So i asked the mayor issue hearing the concerns of her community. Absolutely. You know, equally frustrated as well to my administration. Were focused on making oakland safer for residents and businesses. You will you will see that theres going to be people brought to justice. But the standard of how how much crime is happening in city of oakland, it is not the standard that i ever ok with. Well, the mayor also told me shes announce more foot patrol officers and Business Districts throughout the city this month on top of support from chp mayor tell also applauding the work of Oakland Police officers who helped arrest more than 130 fugitives in the city as part of a nationwide sting operation. I also asked the mayor about the search for a new police chief. The Police Commission is meeting tonight to discuss potential candidates which could include former chief leronne armstrong. Asked mayor thao she would seriously consider reappointing him to the job. And so for me, its important to have a chief who can come on understand not just the culture of oakland in the community of oakland and be a part of that. But at the same time, hold a standard holder stander of making sure that we create the reforms that are demanded of us by the federal oversight. And so that means that chief must be able to work with the federal monitor and the federal judge. And unfortunately, i dont believe that that would be the case with mister armstrong. And you can see the 80s in the inner east bay and also the north bay looking pretty good. So well, were looking out for these temperatures today. By the time we get to saturday cool down a little bit tomorrow. But the time we get saturday, you can see were dropping about 10 degrees in the north bay. Tomorrow, though, afternoon clouds moving in, temperatures start dropping as we get into our evening because weve got this front tracking through. So lets track it through and show you that friday will start off dry. The clouds moving in the afternoon. A little rain coming later in the evening into the overnight hours into saturday. I think saturday is going to be a little bit rainy for most of us and notice a little sierra snow popping up to now by sunday. Were going to start to get some clearing and then it moves on. So i think youre making plans your day to make your outdoor plans to still sundays going to your best bet. How much rain are we getting . Probably a 10th of an inch or less for most of us. The higher totals down in central california. It looks like a spots like modesto can get about 3 tenths of an inch reading to get about a quarter of an inch. Thousands of people continue to die on the streets of San Francisco due to the fentanyl crisis and the death count this year is on track to break records. Among those on the frontlines of this crisis, the City District attorney Brooke Jenkins kron 4 Stephanie Lin talk with the da about the progress that the office has made so far the challenges she says still stand in the way. We have gone through what i would call multiple years of decriminalizing drug sales in San Francisco. That is how we got to this point. Francisco District AttorneyBrooke Jenkins answering our questions about controlling the growing fentanyl crisis in the city. Why isnt the problem getting any better . This problem did not grow here in our tenderloin area its something that took years to get to this point of the crisis. She says Law Enforcement is doing everything they can. Sheriffs deputies and Police Arrested more than 300 dealers in the last 3 months. According to the city, a crackdown jenkins says thats still not enough. If you have to arrest someone 4 times before the court will hold them in custody. Thats thats a pretty big mountain to climb. As of this month, jenkins says her office has filed nearly 250 motions to hold alleged dealers behind bars. Just 19 of those motions were granted in court. Some are just sitting pending a ruling while these individuals remain out on the street, some of them having 2 or 3 open drug dealing cases. Jenkins office also tracking some 500 suspected dealers with open warrants who failed to show for their Court Appearances after a judge released them wired judicial bench is going to have to be more responsible with the decisions that they make the judges. In your words that are feeling San Francisco, then what is it that needs to change . Or we can only advocate our position and hope that the judge rules in alignment with us now, how we settle cases often times is up to us. And so we do have to take accountability. If we give a plea offer that doesnt reflect accountability. But i have changed that in our office. Move on to sb. 44 in march this year, da jenkins spoke before the states Public Safety committee. The level of death and misery on San Francisco streets as a result of fentanyl. This staggering supporting a proposal that would require judges to formally warned convicted drug dealers that if they deal drugs again and someone dies, they could face homicide charges. I believe that we should be charging them with were not. At a point now in this city we can give that morning in court. Lawmakers did not approve the legislation known as alexandras law citing concerns the move could lead to mass incarceration. A Public Campaign is now underway to get the measure on the 2024 ballot. So i just continue to push for people to urge their all across the bay area to really think hard about that warning the fact that we need to be able to give it winning the war against fentanyl requiring an attack from all sides. Were at a point now where we have to intervene in the situation thats going on again with the intention to connect people to services, even if its in on an involuntary way. We did reach out to the San Francisco superior court for a response to the d a statement. A spokesperson told us the das claims about the judges rulings were, quote, too vague in order to address.
