Thank you for joining us here on kron. 4 news of 2, im justine waltman and we will begin with yet another big company blaming theft and organized retail crime for its departure target announcing today it is closing several stores over safety concerns. Some of those stores are here in the bay area. Kron fours to joins us now live to breakdown this big announcements which stores are closing. There are 3 stores here in the bay area. Justine, you may recall this viral video from earlier this year. It was taken inside the target on folsom street in San Francisco showing aisles and aisles of product locked up. Behind security glass at the time. A Company Spokesperson told us the glass was a proactive measure to try and deter theft. But today we learned this is one of the 3 target stores in the bay area that will be closing next month. Here are the other 2, the target store on broadway and 27th in oakland and the location at the Century Plaza Shopping Center in pittsburgh. These are the only stores in california that will be closing due to crime. The company justifying these closures with this statement writing in part, quote, we cannot continue operating these stores because theft and organized retail crime are threatening the safety of our team and guests and contributing to unsustainable business performance. They went on to say we know our stores serve an Important Role in their communities, but we can only be successful if the working and shopping environment is safe for all now outside of the bay area. The company is closing 6 other locations, 3 of them are in portland to our in seattle. And theres one store in new york city thats going to be closing the last day of operation for all of these stores will be october. 21st now target claims it did not make this decision lightly. They say theyve invested and better security measures and technology to try and prevent retail crime and theyre going to continue to take those steps at locations that are staying open. Just seen. It happened overnight here Chestnut Street in the citys marina district. A spot its of concerned. Residents walking by who pulled out their cell phone cameras to take photos of the destruction. They say this isnt the first time this business has been targeted. I was shocked to see that for the second time in about 6 or 7 months. Guys got rams by a car. Obviously someone broke in and stole a bunch of sunglasses as the shame smashandgrabs. They continue especially here. And then palace of fine arts and other tourist areas like the wharf and stuff, you its its just a. Security gate held somewhat. You see sunglasses still did the display case inside the store. But judging from this, if display section, it appears the gate didnt completely prevent the burglary. Yeah. I mean, its a concern. Sunglass hut, businesses are known targets for burglars across the city. This location in the castro closed down last year due to crime paw basco as the owner of luka delicatessen. He says the owner of this camera shop across the street also installed in exterior security gate, hoping to prevent breakins and theyve had to remove all of their product from the windows and they put him in a safe. Police were able to track down the suspect and arrest them. And then the east bay Business Owners oakland close their doors this morning to protest what they say is a growing crime problem all across the city. Kron 4 Charles Clifford has the latest. Well, here in oakland on tuesday, as many as 200 businesses may have closed their doors this morning from 10 to noon to send a message that theyre not happy with where the city is headed specifically in regards to Business Owners held a rally in downtown oakland on Tuesday Morning saying that theyre very concerned about burglaries at their businesses. Theyre worried about their customers being robbed out on the sidewalk. Theyre worried about car breakins and theyre worried about violent crime, which sometimes happens even in downtown oakland. Another rally was held in front of shove, all which is a longrunning, a vietnamese restaurant here in oakland, which has announced that its going to close down by the end of the month because they say crime in the neighborhood has impacted their business too much and they cant keep operating the other Business Owners here are calling on the city to do more about crime because they do not want to suffer the same fate open has been known as a city that is okay with violence and crime not at all these people here. Some changes are also asking the state and federal government to provide additional safety funding for the city. Now, the city of oakland has a 360 Million Dollar budget deficit, which could make it difficult for them to hire additional officers and make a lot of these changes. But for now in the east bay, Charles Clifford kron, 4 news. San Francisco Mayor london breed is taking a different approach to encourage sobriety. She announced plans today that would require people who suffer from drug addiction. To be screened and treated before they can receive more money from the city. So justine mayor breed calls this a tough love approach that still rooted in compassion, yet shifting towards more accountability. The Human Services agency that oversees the Financial Assistance program explains that this applies only to single adults between 18 and 65 years old. And right now about 5200 people are receiving the Cash Payments anywhere between 10700 per month. But at this time, people qualify for that money by self declaring that they are suffering from Substance Abuse disorder. So the mayors plan would change a few things. It would require people to be screened to prove their addiction to drugs. That process has yet to be determined and they would have to get into treatment. Mayor breed says that far too many people are refusing available help and were dying from drug overdoses. So its time for this new approach. It should not be. More. The strike could mean the thousands of teachers. Janitors, School Nurses and other workers will walk off the job. The vote coming as contract negotiations remain stalled between the unions and the district. Both unions will seek their members approval to strike in the coming weeks recently, teachers have been vocal about their frustrations with include low pay large classroom sizes and ongoing payroll issues that date back now, almost 2 years. If the strike is authorized, it will affect 50,000 students across 132 schools in the city. More than 60,000 kaiser permanente. Workers are set to go on strike if they do not reach a new contract by the end of the weekend workers, including nurses and support staff, say their salaries have not kept up with inflation. Governor newsom has signed Assembly Bill 10, 78, which bans book bans in schools. It also prohibits the censorship of instructional materials and reinforces a state law requiring schools to provide students with access to textbooks that teach about the states diverse communities. The bill will now require School Boards to have a twothirds vote to remove books or instructional materials, School Districts that do not comply could face financial penalties. And then as we look ahead, there is a chance, a very slight chance of a little offshore wind. You can have some pretty nice weather and then you start to see this low pressure system tracking down to the inside of california. Its called an inside slider. And that happens. Its light to the inside of california lines up with this High Pressure off the coast. That creates a bit of a gradient which can produce a little offshore wind now not locked in on this yet, but we know were going get a little bit of something coming our way. So keep an eye on and fire season. Of course, we want to make sure were ahead of that with any offshore wind. But heres that system as it rolls in. And it looks like as we get into the weekend, maybe a little rain for the sierra and then as we move into saturday, notice even a few snowflakes possibly falling in parts of the central sierra, i know scares. We happy to see that. But again, for us, it would be the wind. That would be the concern. I would keep an eye on that next couple days and well talk about it as we go throughout the week. That money will be used to eliminate street level crossings at intersections by reducing the crossings. The High Speed Rail Authority hopes to reduce crashes and trying to make the railways safer. The funding is part of a 1. 4 billion dollar bipartisan infrastructure law that was passed in 2021, the california highspeed rail is set to open in 2030. Investigators and the das office is cold case unit sent dna from stoners autopsy to a forensic lab which exonerated melton and matched with cain who is 69 years old. Now. He was tracked down in oregon and taken into custody last week, charged with murder with special circumstances. With respect to kidnapping, sodomy and lewd acts on a child, he will also appear in court for sodomy and Rape Convictions from the case back in 1979, jeremy, back. A daycare worker in San Francisco has now been sentenced to 25 years in federal prison for producing and distributing child. Jace wong pleaded guilty to producing and distributing child involving toddlers. Investigators discovered some of the videos that he made were taken at the day care where he was employed. Wong was taken into custody in april of 2021. He had worked at other day care facilities, including one in livermore. The legal battle of the homeless enforcement in San Francisco continues this afternoon. The judge with the 9th Circuit Court of appeals. Now says the city can sweep encampments, but only if the an house person refuses shelter. So San Francisco now is in the middle of an ongoing legal battle over homeless encampments. The coalition on homelessness sued the city last year accusing it of cleaning encampments without offering shelter a federal court that issued an injunction that has restricted San Francisco from relocating some people who live on the streets. City attorney david chiu says a judge just clarification eases. Now some of the obstacles that the city was facing. He says this injunction has made it difficult for the city to clean up city, sidewalks and streets for the last 9 months. However, the collission says they still have some doubts that the city is offering housing to all people on the streets. We see after 3 years of data is that time and again on a daily basis, there is not nearly enough shelter for the people that i have. That chance is going cease to forcibly displaced. We know or have heard that individuals have shelter somewhere within our system, but they choose to maintain a tent on the streets. In other instances when they turned us down, there are different reasons. But we also hear that their attorneys have advised him to turn it down during this litigation. The coalition has denied advising anyone to decline shelter. He says people refusing housing. Its a narrative that the city has been pushing from the start. This lawsuit is pending and that injunction remains in place. Police in livermore are offering people the chance to have their catalytic converters marked with a traceable id number. Its happening. The goal is to make catalytic converters less attractive to thieves and easier to trace if they are stolen in 2021, about 1600 of them were reported stolen each month in california.
