Among other allegations, forbes said todays arrests are demonstrative of issues that have plagued the Antioch Police department for decades. And our Team Coverage on the san jose shooting also continues today with a deeper look now into what happened as the investigation continues. Kron fours Michael Thomas reports San Jose Police are calling the shooting an ambush on an officer saying that the gentleman thats now behind bars responsible for this shooting. This is gabriel koreas hes responsible for shooting a San Jose Police woman yesterday around 8 oclock in the morning around 12, 30 yesterday is when he was taken into custody. But lets take you back to the scene yesterday at oconnor park. The sits right in the middle of a housing complex near race street in san jose. This is video of when we arrived around 9. 15, there were multiple Police Agencies that were circling the area along with the helicopter, the swat team in dozens of neighbors that been evacuated from their homes. Officials say 2 officers responded to a home in the complex around 08 00am for a domestic dispute with a woman saying that her husband was drunk and violent. The female officer approached the front door that home that she was ambushed by the husband and then shot the suspect, then barricaded himself. His wife inside the home for hours. The wife was safely released to police around 10 00am and shortly after within the next few hours that convicted felon was arrested. So just a little bit of a breeze, as i mentioned today will feel a little better for those of you inland. But still, you know, a little bit warm in spots like livermore, but some really nice 80s up in the north bay, down in the south bay and around the bay itself. The Police Search continues for the suspect accused of groping women in both millbrae and san bruno. Investigators say at least 5 incidents happened in just the last week. One case happened on sunday on the spur trail in millbrae. A woman was groped by a man who got away on a Black Mountain bike. Another incident happened on tuesday when a woman was groped while walking down poplar avenue with her son. She told police the man came up from behind and touched her inappropriately. Thats when she yelled and the man ran off the San Mateo County sherlffs office releasing these images of the man they believe is responsible. They say he matches the description of the attacker and all 5 cases, the bike hes riding is described as black with a green rack over the rear tire. As you can see there, anybody with information is asked to please get in touch with police. Sheriffs deputies are conducting additional patrols and equally operations in the impacted areas. In San Francisco, a small memorial of flowers marks the crash site near oracle park where a 4 yearold girl was struck and killed by a car tuesday afternoon. Police arrested a suspect accused of hitting a family of 3 as they were walking across the street. There. The crash killed the child and injured her father. Police have not identified the family only saying they were from out of town. The cause of the crash is still under investigation. But people we spoke with in the area say they are not surprised this happened. There are a lot of things that they can be doing to make this at its people friendly with the caltrain station, the Grocery Store that number of Housing Units right here. This is a neighborhood in right now. Its not being treated like a neighborhood is being treated like a freeway. And so were here to change that in our city. Police say they are adding officers in this area to focus on traffic violations and pedestrian safety. Controversy is brewing over a decision made by the San Ramon Valley unified school board involving lgbtq issues. Prop was amanda hari explains what happened. Tensions were high in the First School Board meeting of the new year. And while the board did approve the resolution, it didnt come without hearing arguments from people on both sides of the topic. San ramon Valley Unified School districts board of education kicked off the year with a 4 and a half hour meeting. Most of spent on resolutions. They have not released and out of privacy matters. But we do know that she was a 10 year veteran of the force and the first female Police Officer to be shot in the line of duty. Now she was shot on wednesday as she and a fellow officer. Were going to a condo complex in East San Jose near oconnor park around 8 in the morning. Police are calling the situation there. And and bush, the officer approached the door to the house, answering a domestic 911, call. And she was struck the suspect now in custody as Gabriel Gabriel herreras. He is a felon and prohibited from having a weapon. He is currently in custody. Authorities arrested him after a nearly 4 hour standoff at the house. As for this officer here, we know that she underwent surgery immediately after being hit. San jose police chief mata is applauding the officers. Bravery. Without hesitation or consideration for himself. The officers partner extracted the victim officer from the line of fire. To a place of safety where he began to treat her injuries. Actions that surely contributed. To both of them surviving this deadly attack. Just a couple seconds ago we saw on social media. The chief is sending out that he is asking the community to send their prayers to this officer. Just in a couple minutes ago we had more officers come out here. I can count 1, 2, 3, 4, 5, 6, 6 senate, a Police Officer cruisers out here again, they have been showing up. I we also sound of size. Santa clara sheriffs deputy come as far as Law Enforcement is concerned. Surveillance video shows a man stealing a package in concord just moments after a mail carrier drops it off and as kron fours Ella Sogomonian reports package theft is not the only issue here. Neighbors took to the next door site to post this video of a package thief taking off with the delivery that was just placed on the doorstep of a concord home. They suspect the man seen stealing the box was casing the mail carrier. The United States Postal Service has federal agents who investigate all kinds of crimes and they encourage making reports like these to help catch the thieves. It is a crime. The people who do it are dangerous. When we catch up with mail thieves, they are. Frequently, if not always armed with firearms. But these crimes of opportunity have also extended to theft of mail, keys, assault and violence against mail carriers, too. The reward to nab those criminals even higher. Letter carriers show up around the same time every day. So part of what makes them so reliable also makes it fairly easy to to target. As for protecting your packages. Its a very relaxing thing to get outside. Enjoy a little bit of nice weather. Not so nice weather right now. Sitting down off the coast of mexico. You can see this very welldefined system. This is a hurricane. Hurricane hillarys we look at this yesterday when its a tropical storm. Now it is a category 2 hurricane sustained winds at 105 Miles Per Hour. And you can see it is located just about 500 miles southsoutheast of cabo san lucas. And you can see where they definitely have those watches and warnings that are up getting ready for this storm because it is set to intensify and become not just category 3, but a category 4 hurricane and then start to make its way inland. As we get into that saturday sunday time frame and head up the peninsula. Now, how does that affect our weather . Well, it can send moisture our way. And we basically look at lowpressure and highpressure systems and what they do to steer this. And right now, you know, kind of looks like its going to go right through the center of that as these 2 systems steer this moisture and towards the southwest. Having said that, there is still a little bit of room for things to change over that track to go a little bit either to the east or little bit to the west. Now, right now, this is the european model. And you can see how much rain is trying to bring in the southern california. 3 inches of rain. Not sure if thats going to verify every little too far out. But we, of course, with this particular model will be seeing a lot less rain. Now, again, those models will start to tighten up as we get closer to this for us, it would look to impact us as we get into more of that monday tuesday timeframe. So this would be saturday when we start to see some of that rolling in southern california. Here comes overnight sunday into monday. And then you can see by the time we get to monday, some of that trying to migrate into parts of northern california. Again, it doesnt look like were going to be in the bulls eye of by any stretch of the imagination. But it could bring a certainly some clouds. A federal womens prison in dublin played with an ongoing abuse scandal. Now faces another lawsuit. It was just last month the 2 guards at the fci dublin facility pleaded guilty to sexually abusing women incarcerated. There. But the allegations go all the way back to the mid 90s in this latest lawsuit, 8 women claim they were raped, drugged, extorted and threatened with deportation while they were in prison. So the significance of todays violent is that this is not about a few bad officers. It is not about one bad facility. It is inherent to the way that we incarcerate people today. The suit asks all prison staff accused of abuse be removed from this facility. It also demands more resources for prisoners, including counseling and health care. The bureau of prisons has not publicly responded to this lawsuit. And People Living east oakland neighborhood claim police are ignoring their concerns about crime. One woman shared video of shell casings found in the street. She says the morning after a driveby shooting fours dan thorn has that story. The video is grainy, but the sound is unmistakable. Barrage of gunshots ring out on 100 avenue between cherry and plymouth monday night. The next morning, the zs oakland residents found shell casings all over the street even after police told them they found nothing. The night before Oakland Police department, there was no evidence. Look at here. Every where were pretty used to having a lot of illegal fireworks, occasional gunshot sideshows. We we hear a lot of sometimes here at night, but this was very obviously a gunshot of Charlene Evans says Oakland Police did not seem to take their concerns seriously when neighbors first called about the driveby shooting. Evans says they were told it was just fireworks, but multiple cameras in the neighborhood show differently. I think it was car like shootout battle that just happen to land in evans says after sharing video and tagging oakland city leaders on social media. She finally got a response from oakland city Councilmember Rebecca kaplan, the Council Members saying they talked with the interim chief about the situation and that evans should expect a call. Evans wants to know why it feels like east oaklanders need to jump through hoops. I feel like if we were rock ridge or piedmont or any of those other neighborhoods. There would have Immediate Response and action taken. But i feel like were kind of forgotten over here. And evans is thankful. No one in her neighborhood was hurt during the shooting for her. The Silver Lining of this crime is to get involved and to make sure she and her neighbors have a voice against gun violence. Im ready to get involved reading 10 to help work for solution. Well, as backtoschool season kicks off, Health Experts are offering guidance to help parents understand injuries that might require serious medical attention. Doctors with the Cleveland Clinic say an injury that seems like a spring could actually be a fracture. Thats because childrens ligaments are stronger than their bones, making them more vulnerable to broken bones. She joins us live to talk about potential solutions and other headlines impacting her city. Theyre good to have you join us again. Thank you for having me. All right. So our first question for you is about the oakland back in july, they urged the city to declare a Public Safety emergency. They even followed up with a statement over this past weekend with some concerns that crime has increased in oakland. So in your opinion, is now the time to declare a state of emergency . We know we have to work to do to Work Together to make our city safer. And we can do this in my office has been doing this with their state Regional Community and nonprofit partners. We are one oakland this is how we get the work you calling a state of emergency. You know, thats something that i have. The executive order are ready. To. Governor has been fruitful. And so there has been resources that are now coming to the city of oakland because of my partnership diligence around Public Safety. And i just want to be very clear that Public Safety, it remains my number one top priority. I live in this community. My family lives in this community. Ive been a victim multiple stance, you know, breaking of windows and not just at edge, a burglary where my son wants whats home while it took place. So thats why asked the state to help us in our goals. And again, oakland isnt the unique city that is going through this difficult but we do have california have patrol helping us win that traffic as well as other we also are expanding our capacity will be getting more resources from it. Quest to Leverage Technology like license plate readers, which actually does more than just reading license plates. Its going to be able these are cameras that can actually be able to show the uniqueness each card whether you know, there something that is more unique about it than others. What brand, what make. And so im im very im you know, im very secure that this is going to actually be very helpful. And those list of different initiatives that you just mentioned is out. That all part of Community Safety initiatives that use mentioned before . Oh, absolutely. You of course, all of this means that, you know, we are working with very minimal resources, meaning dollars of the city. And so im very grateful that Governor Newsom is really coming through to help with the resources not just but stay tuned because there are private dollars. Theyre going to come into play as too. This is all hands on deck and this is what it looks like. And so there are many meetings are being that being had it not just that, but were effectively in a short amount of time really putting you know, the resources behind implementation so that we can actually start seeing some results well, mayor the naacp, they also claimed that the rise in crime is tied to your firing of former chief Leronne Armstrong about 7 months ago. They claim that there have been internal disputes between your office and the Police Review commission, which is apparently holding up the search for a new chief. Give any thoughts to that . I take this step that was necessary to keep us on the path of needed reforms while we work to make our community safer. And i think it does a huge disservice to our hardworking officers. The many officers show up to work day in and day out, no matter how hard it is, no matter the limited resources that are given to them and to say that one person gets the credit for the work of everyone in department. That that is bogus and we have a great Leadership Team there now and were all working together for stronger oakland again. Homicide is down in the city of oakland and were working together to ensure that property crimes are actually going down as well, well, you know, given the issues in the city and rising crime numbers in perhaps other facets like car theft for, for example, is there any way you commit to finding a new police chief in oakland by the end of the year . You know that, michael is i could get a new police chief, you know, immediately, however, there is a process and part of that process and it is our charter yet delineate from that is that you know, is that the Police Commission must actually go out and go through a process of their own. And then that the men to myself, the 3 top candidates i wish that the process can move faster. But of course, oakland deserves the best. And that process is under we have seen that the focus process of that process has been completed. And so im hopeful that we can get a new police chief by the end of the year. Ok, so were were hopeful cause. My followup to that is, is it normal for Something Like this to take so long . Is this a normal amount of time to be waiting for a new police chief . So what we have seen in the past under the new charter is that it does take a minimum 6 months to a year to actually fine and appoint a new police chief under the new process because, again, it is you know, that the police chief is appointed just by myself, but i have to wait for the counterpart of the Police Commission. The Police Commission homes holds their own authority. They do not report to me. They are not paid people of the of the city. And you know, i understand there are some delays from the Police Commission at the very but the work is underway. And lets not forget that we have any interim police chief who has been opd force for many, many years and has been the acting police chief at multiple points in time. And so, you i know that we arent looking for them. New police chief that we want to be very cognizant. But the number of officers that we have today, 713, we havent had that many for the last few years. And so im working closely with interim police chief darren allison, to really that we use our race. And thats exactly what we have mayor, we like switch topics real quick here onto the effort to recall Alameda County District Attorney, as pamela price, as you know, that effort took a pretty big step for this week. And this is a local movement some people in the community. Theyre pretty upset about the das approach to crime do you share their concerns here . You know, my my focus is on how we make safer. And thats what im going to be focused you know, i always tell my team and my officers is that we do the work but outside of that, we deliver. We dont actually prosecuted the city of oakland. So we deliver the cases to the District Attorneys office. And again, my north star has always to make up and safer. But for its my understanding that, you know what, were in 7 months in or the election of pamela price. And this wasnt a democratic process. And so you know, im still very much a hopeful to be working with her. And she is currently visiting District Attorney to ensure again, the north star oakland is kept safe. To wrap things up we wanted to check in with you on your recent trip to vietnam. This was a trade mission. You are looking for commercial opportunities with the port of oakland. Walk us through how that went. Im actually going to be holding a press conference in the next week or so. Please stay tuned for that. And the point that i want to be very clear about is that in order to actually have the resources, the money to fund the services are everyday basic Services Like our police department. Like a firefighters, we must create new money. And the only way to great new monies is to get new businesses to invest in oakland and again, i will be announcing some of the winds that i was able to actually achieve. Turned a street mission.
