But the county is edging now towards the purple now it is announced even stricter rollbacks including the end of Indoor Dining on for us dan kerman is joining us live now from walnut creek with details good evening dam. Good evening, you know, its just tuesday. We talked about restrictions that were going in today now today, theyre putting in new restrictions will start on. As each day goes by the data gets more and more Contra Costa CountyHealth Officer doctor Chris Farnitano says the countys covid case rate is now in the most restrictive purple tier and hospitalizations which were at 17 back in september have grown to 50 as a result come tuesday Indoor Dining will be shut down completely in the county. So well Indoor Fitness Centers and gyms and Concession Stands at movie theaters. We can put some of those key restrictions now we can hope lynn that. When a blunt that surge. Keep it from being so big and so long lasting and get us through a winter quicker and with less harm to the community in terms of severe and death seeing San Francisco and chicago and more recently new york and san diego all going back to 0 Indoor Dining. I think most of us here in the area felt it was just a matter of time before we did that in the you know the larger bay area john walls is the managing partner. Vita vea bistro and wine bar in walnut creek. The Indoor Dining shutdown will have less impact on him than many others because the bulk of his seating is outdoors however unlike some restaurants, he no ability to cover those outdoor seats which presents a concern going into november december. And the early months next year. I think it just really is going to depend on the weather you know we will do the best that we can when its a nice day. And when its rainy day then we will just have to live with takeout so got me. Now heres the situation if these numbers continue to go in the wrong direction. Then the state will move this county to the purple tier officially one week from tuesday thats the tuesday before thanksgiving and that means more restrictions will come again county officials are hoping these moves that they are taking will reverse that trend but right now as they said case rates and hospitalizations are going way up and that means that the purple tier is quickly approaching and that could mean even more restrictions than the ones that will go in on tuesday. Live in walnut creek Dan Kerman Kron 4 news. Thank you so much dan and tonight is your last chance to dine indoors in San Francisco for the foreseeable future tonight at midnight Indoor Dining will be banned. And what i want you to know is how steep that curve is it goes straight up. So after a slow drift up. In the month of october. Around november, 3rd or 4th. It started to head straight up in response to the rising numbers Indoor Dining will cease effective next tuesday. In anticipation of the county being rolled back to the red tier under the states reopening framework other restrictions will be imposed as wells as county counsel James WilliamsFitness Centers will be at a capacity limit of 10 . As the holidays approach officials urge people not to eat or gather indoors with anyone outside their own households that every Single Person has to think really carefully about what they do. And whether they are risking getting the virus or spreading the virus. So it means every Single Person has to really dig and maintain their patients for a little bit longer. Theyre right out looks like its going to be a lot longer unless latest surge is brought under control of the Health Officials warn today that not will the county be going back to the red tier next week but theres a very real possibility that in just a few weeks they could go further back to the purple tier live in san jose rob fladeboe kron 4 news. Thank you so much rob. Another big story. Following tonight california is encouraging a 14 day quarantine for travelers and considering even more restrictions within the state has covid19 numbers continue to rise our Capitol Bureau reporter Ashley Zavala explains latest warning from the states Top Health Official. For the entirety of the pandemic state leaders have waved off a quarantine for travelers up until now the states Top Health Official clarifying this is only a recommendation. It is an up and it is a restriction this is an advisory as of friday california is asking all travelers coming into the state to selfisolate for 14 days, the advisory aims to discourage Holiday Travel. It does not was concerned for any specific states regions or countries, oregon and washington announced a similar move if theres any indication that the travel advisory needs to be strengthened and we will consider that in the days and weeks to come what could be strengthened the states restrictions on the economy doctor galley made it clear california will not return to a full statewide stayathome order for now but more rules to the states reopening tier system could be coming including for the most restrictive tier purple widespread Health Leaders are also considering having counties fall back in tears faster today really have counties move back just one period of time that may not be appropriate to get the kind of response that we need to blunt that rate of rise. Now on that travel advisory a mandatory quarantine for travelers would likely have to be done by governors executive order and as weve been reporting a Centre County judge put a limit on the power governor Gavin Newsome can use during this pandemic but state officials would not say whether that had anything to do with this only being a recommendation. Reporting in sacramento, Ashley Zavala kron 4 news, you know this advisory comes as were about to enter what would typically be the Holiday Travel season. Kron fours Maureen Kelly got reaction to the governors recommendations from people taking off from sfo. This california resident coming back from georgia wearing a face shield goggles and 2 masks thinks the governor asking travelers entering the golden state to quarantine for 2 weeks. And requesting that residents stay close to home and avoid nonessential travel. It is not unreasonable he is the governor of the states and the leadership is not easy you have to ask the residents of the state sometimes to do tough things if well get through this sooner if we all kind of cooperates. Rather than think salt be selfish and think about doing things only for our benefit. Another traveler headed to utah for a family visit says he has no problem with the idea of quarantining once he comes home, i would do it. That will benefit me and my family and benefit others, he also supports the idea of asking residents not to travel for non essential reasons but also likes that this advisory is just voluntary you know covid19 spike here in california, you know its like everybody has to play a role on trying to stop but at the same time. Still have to freedom. Everybody has the right to travel on to whatever they want so the one man i spoke to off to visit friends says if this advisory had come out before he booked his trip. Hes still be flying today, its the holidays right now with. Everything going on being around our loved ones or friends is really important and you know again its just about respecting each others boundaries. So my friends are comfortable with all of us getting together for a small gathering of 6 people or less with our mask on. Then you know were going to that spokesperson says its too uncertain to verdict how many people are going to be. Taking off and landing here at sfo this holiday season. Right now passenger traffic is only about 25 of what it was this time last year. Maureen kelly kron 4 news. And now lets talk about our 4 zone forecast it is raining. The first major rain of the season hitting today. Yeah, look how excited well see more of this but stuff right, yeah, i think we are this storm system still kind of working its way through the bay area, heres a neat looking live shot have been able to show you one of these for a long time. This coming from tehran, you see all the raindrops on the lens there were seen that pushing across the bay area now is this cold front kind of sliding on through most of the energy headed up in the Pacific Northwest are kind of kitchen. The trailing southern half of the system some kind of a ragtag cold front coming through the bay area now you see right there moving to the north bay early on and then sliding across the rest the bay area now so yeah if youre in the commute now a kind of a tough out there out on the roads were seen some slick roadways at this time Doppler Radar show most of us just some light amounts of rain beginning to show up around the bay area you can see that now. In along the peninsula, lighter showers toward Half Moon Bay. In the san jose youre seeing some light raindrop stretching up toward milpitas continuing right up near fremont kind of broken a bit in the pleasanton and also Livermore Union city little further north you go, sam ramon youre seeing a couple light raindrop to and more of that on the way continuing in walnut creek clayton conquered also in the boy all around the bay area just kind of broken out there right now and lighter amounts of the north bay but still falling into San Francisco and along the peninsula that will be the case over the next couple of hours that looks like this whole system going to start to wind down so nice to get the rain back in the bay area not a huge storm outside but were starting to see some rain totals piling up well have more on that coming up in a few minutes guys back to you thank you so much and coming up convicted murderer Scott Peterson is back in court and get some words to say about his former allstar defense team. What we learned at his hearing today. And the department of Homeland Security weighs in on the president ial election white says that this was the most secure American Election in history and right after the break we will bring in a local Infectious Disease expert what he has to say about the governors new travel advisory right ahead of the holidays. Well tonight unfortunately covid19 cases are spiking all across the country and even here in the bay area has several bay area counties are now adding more coronavirus safety precautions there is concern about another pending stay at home order and joining us now live via zoom is ucsf doctor, peter chin, hong thank you so much for joining us here tonight, we want to talk about the travel advisory that was put out and also how to stay safe during the thanksgiving holiday and i just want to kind of level with everyone here people are going to gather over thanksgiving whether it is just their families at home or theyre driving or theyre flying. Can you just tell us what is the best way to stay safe people are going to get together i we know that right. To lillian maya proust has always been Risk Mitigation and meeting people where they are not really lecturing them on what to do what not to do per se because theyre different factors that come into consideration so in terms of safety. I think you know we all know that goes is going to be safer than indoors. But i think with the cold a lot of people be migrating indoors and for that you want to be modest as much as possible not to have a lot of pods over maybe wanted to max tracked the window some people have been buying a portable half of them still watch out for the bathroom thats a side of congregation just try not not to bring a lot of noses and together that havent seen each other for a while. Common sense. I doctor we were noticing that the spikes really occurred within days after halloween, do you suspect that this is a result people getting together for that holiday. Thats a great question and i think its kind of hard to tell at this point because 3 many other factors right now. Particularly that whats happening in the rest of the country. And you know with with travel to the bay area regardless of how well were doing where undoubtedly going to be affected by. You know why else is going on and even in the surrounding states. So california oregon and washington of all issued these travel advisories asking people to stay local and then also recommending that if you do travel out of the state to self quarantine for 14 days when you get back is that going to work with our people actually Pay Attention to that recommendation or when they get home they do follow it and they stay home is thats going to help us at all. I think its going to help a little its probably not i mean its going to stop people on the fence from flying or traveling if they were going to do so so in that sense, its good i its not people are going to be tracked with gps and this is going to be in force is really a strong recommendation. I think in my colleagues example, some people who are on the fence they had made plans yet theyre probably going to stay local citing will affect that population so it will have some impact it probably wont have you know, im easing wide reaching impact. Doctor speaking of impact restaurants as of midnight tonight will no longer in San Francisco allowed indoor its pretty much obliterating a mom and pop restaurants. There are some suggestions that that may be that is moderated said this in in a way to follow and boston and new york where there instituting like moratorium, so that places closed down at 10 oclock so people arent mingling so is there in in your view is there any wiggle room here or do you think that this is really the best way to go. So the area help Public Health and political leaders have always been proactive them all this been like nostradamus and seeing the future. So you know its a really tough call. I know its a balance of of all these restaurants that mice my family myself love to death. But you know deming this which is subject to interpretation and if you have a curfew versus shut down the Indoor Dining. All together then you know its really up to them leaders to make that decision. The objective the is that they have several. Outbreaks linked to Indoor Dining and i think thats where you know that recommendations coming from. Doctor Peter Chinhong with ucsf thank you so much for joining us here on kron 4 news tonight. Thanks thank back in with you again. All right 4 zone as we saw in some raindrops here in the city earlier this is here tracking the rain yeah guys you know what that boy you see that rain coming in nice to see finally a late start to the season. Not huge totals were starting to see the rain start to pile up just a little bit now is beginning to move into parts of the south bay, but this was never going to be huge storm so. Yeah, its just nice to get the rain going outside napa checking in not bad 1607 inch of rain santa rosa 41500s in timber on lesser amounts in oakland and just 200 drop in the bucket in the San Francisco in danville checking in at 500s of an inch of rainfall some the mountaintops in the north bay over half an inch so not a bad start and theres more to come weve got this system thats just kind of winding through right now you can see the still up in the Sierra Nevada advisories for that snow up there as well continue to see the rain coming down into parts of San Francisco right now parts of daly city see that rain most of that is very light outside almost heavy drizzle light showers showing up around the bay area continuing in the Half Moon Bay down to Martins Beach also as you make your inside the bay drying out a little bit in the San Francisco now where they just have some rain drops a little further to the north got some more that rain moving into Fremont Pleasanton sunol union city san ramon walnut creek most of this just some very light activity and now drying out in the north bay now overnight tonight things are going to start to wind down showers going to kind of move out of town models may be a little bit slow drag that out of town but tonight looks like things calm down. Weve got a little moisture on the ground though now so tomorrow morning and some of the interior valley, especially in the north bay and maybe in the east bay we have been talking about a whole lot. But we could be talking about some of that to lee fog that dense ground fog developing in the Morning Hours tomorrow and i think we dry out for the weekend but more rain expected next week well talk more about that all right you got to watch that too if i married hard to see on the road. Thanks still ahead, San FranciscoUnified School District says that students wont be able to return in person classes january at the earliest. What we know about that timeline. As the county works to curb covid19 cases the San FranciscoUnified School District now says students well be able to return to class until late january at the earliest and even that timeline could change. I Charles Clifford has details. The San FranciscoUnified School District has proposed letting younger kids first grade and under and also kids with special needs return to the classroom, starting on january 25th now at this point its unclear when older students may be able to return the x factor in all of this is what is happening with coronavirus is from if the number of cases here in San Francisco continues to increase those plans could change but the district is moving forward right now with its proposed timeline. Across San Francisco, the San FranciscoUnified School District is doing a deep cleaning inside and out of its 120 schools, theyre making upgrades to the buildings including. Adding social distancing markers and improving the ventilation theyre also working with school staff to come up with a plan for when the kids come back that includes making sure that kids can social distance and that theyre in pods are groups that dont mingle with other groups its a big job and theres a lot of work left to do. The School District acknowledges that everyone parents students and teachers, one return to the classroom, but they want to make sure that its safe. We understand none of is ideal and so we were with you as family members who are really desperate to find a way to help your child be in person with learning and connecting with other peers and were definitely focused on that while were also making sure that we can continue to keep everybody safe now you might be wondering why they were cleaning the playgrounds when there are no kids at the schools and there are 2 reasons one they would have a clean slate for when the kids come back. And many of the neighbors have been using those playgrounds as recreation space during the pandemic and the School District wants to make sure that that space is clean. But for now in San FranciscoCharles Clifford kron 4 news.
