Lets hear more on what could be still there are restrictions coming now from the Public Health officer doctor sara cody. Unfortunately i think our trends are not headed in the favorable direction for us. And similar to in march when we had a rapid increase in cases. We may be needing to take additional restrictions quickly. We are watching our data extraordinarily carefully. We are working closely with our colleagues across the bay area and to the greatest extent we can we are acting for the benefit of the public. Doctor coney says most of the new cases seem to be in the 25 to 34 age range East San Jose and continue to be hot spots here in Santa Clara County, although doctor cody says theyre now starting to see increases in other communities as well. One week from tuesday. Things continue to go in the wrong direction live in walnut creek Dan Kerman Kron 4 news. Thank you so much dan now on the state level california is now working with neighboring states to issue a travel advisory ahead of the busy travel season. Our capitol reporter Ashley Zavala joins us now live from sacramento with details ashleigh whats going on here. Yeah justine will since the start of the pandemic state leaders have really waved off any kind of mandatory quarantine for travelers but that changes now with the recommendation again the states Top Health Official clarifying that this is only a recommendation but for now. It is an up and it is a restriction this is an advisory as of friday california is asking all travelers coming into the state to selfisolate for 14 days, the advisory aims to discourage Holiday Travel. It does not was concerned for any specific states regions or countries, oregon and washington announced a similar move if theres any indication that the travel advisory needs to be strength and we will consider that in the days and weeks to come what could be strengthened the states restrictions on the economy doctor galley made it clear california will not return to a full statewide stayathome order for now but more rules to the states reopening tier system could be coming including for the most restrictive tier purple widespread Health Leaders are also considering having counties fall back in tears faster today really have counties move back just one tear at a time that may not be appropriate to get the kind of response that we need to blunt that rate of rise. Now on that travel advisory to make the quarantine mandatory would likely have to be done by the governors executive order. But as weve been reporting a Centre County judge actually put a limit on the governors executive order power for now during this pandemic state leaders would not say whether that played a part in this only being a recommendation. Reporting live in sacramento, Ashley Zavala kron 4 news. Thank you so much actually and governor Gavin Newsome is also apologizing today for attending a Birthday Dinner for a friend in napa county. The governor for months has been asking everyone in california to stay home and avoid gatherings. And next just heard from President Trump for the first time in more than a week. What he just said about the timing of a Coronavirus Vaccine and is the u. S. Ready to concede President Trump gave an update this afternoon on the ongoing effort to get a covid19 vaccine, but he didnt take any questions and hes still not conceding the race to joe biden Catherine Heenan the host of inside bay area politics is here now with more this is the first time weve heard for the president in about a week yeah, in days just saying we havent heard anything which is not particularly typical of this president. He was adamant about not returning the nation to lockdown status even though covid cases continue to climb. And in doing so he seem to at least acknowledge that the next administration might not be according to some estimates a National Lockdown cost 50 billion dollars a day. And hundreds of thousands of jobs every single day. Ideally we wont go to a lockdown i will not go this administration will not be going to a lockdown hopefully the whatever happens in the future who knows which administration will be i guess time will tell but i can tell you this administration will not go to a lockdown they want. The necessity lockdowns cost lives and they cost a lot of problems the cure. Can not be. You got to remember cannot be worse than the problem itself. Well among the people watching and listening this afternoon our political analyst David Mckeown i asked him what he thought. The president seems somewhat subdued from his normal hes been quite the fighter via twitter and really on the campaign trail and all year long about the impact of covid and the pandemic on his presidency, it did point to the upturn in economic numbers for the Current Quarter and what that looks like and and what the administration likes to talk about as a vshaped recovery, its probably more of a k shaped recovery high workers doing okay lowwage workers still waiting and and worried about that, but the president and then turning over the microphone to to folks who are running the vaccinations and the development of operation warp speed what that looks like the president really in some ways seem like he was turning a page on himself despite the of nations nature of what hes been doing through social media in arguing that hes still going to be president. Into a Second Administration it was an interesting if subdued contrast to where hes been say the past 6 months or the past year. And we will hear more from mckeown at 5, 6 including his reaction to the fact a lot of former public Officials Say the Trump Administration must allow the biden team access to intelligence briefings. They say the continued refusal to do that is a risk to National Security justine thank you so much katherine will see tonight at 5, 6, now convicted murderer Scott Peterson spoke during his Court Appearance today in redwood city. Kron fours call was there and has details on the future of petersons case. At least for the time being convicted murderer Scott Peterson will remain on death row at san quentin state prison. The only person to physically appear in the courtroom at the hall of justice in redwood city was the superior court judge. Peter saying his defense and prosecutors all joined virtually at issue was whether or not the court would order peterson to be relocated from prison to the San Mateo County jail to allow him and his lawyers, easier access to one another ahead of future hearings. But the defense stated they were pleased with the access they have to their client on death row and that a transfer would be an unnecessary risk while covid19 continues to spread. The judge decided peterson can stay in prison. Legal analyst paula canny reacts its completely appropriate nothing is going to happen anytime soon in his case, the court hasnt made many important decisions. Like is the only next thing going to be a penalty phase or is court going rule on the haiti and ultimately decide that Scott Peterson is entitled to a new trial based on juror misconduct. So. Its completely appropriate that scott stay on death row peterson also waived his right to a speedy trial and reiterated his complete confidence in defense attorney pat harris adding that he had lost all faith in his original attorneys mark geragos. In august, the state Supreme Court overturned petersons death sentence because jurors who opposed Capital Punishment were improperly dismissed before the trial. His conviction was upheld but prosecutors have committed to re seek the Death Penalty in 2005 peterson was found guilty of killing his wife lacy and unborn child at some future point lets say there is a whole new trial. Scott peterson law being moved to the San Mateo County jail and throughout the pendency of the proceeding Scott Peterson will stay in the San Mateo County jail, the next scheduled court date is january 21st. A welcome sight for sure if long as youre prepared our meteorologist Mabrisa Rodriguez is here now with a look at where its raining right now and where that rain is moving murray, some haters just see yeah we are noticing scattered showers parts of the bay area but first lets take a quick check of your sierra forecast because we are tracking right now not only blanket of snow covering the roads but gusty winds as well shaking the camera out there right Donner Summit. Not only do we have a Winter Weather advisory in effect there, but also a high wind warning but heres a look at those scattered showers out there right now in the bay area starting to dry out throughout the northwest portion for those of you in the north bay with light scattered hit or miss showers everywhere else as the storm starts to move to the south and east but we are noticing some snow flurries right now blanketing not just South Lake Tahoe, but even the highest peak, so we do have a Winter Weather advisory for elevations above 6,000 feet you could get up to 10 inches of fresh powder throughout tonight and gusty winds as well through Early Saturday Morning so we could see wind gusts. Thank you so much and now we do have a nother look here at highway 80 as youre heading towards lake tahoe, heres 88 king veil. It is snowing right now and chp truckee has put out an advisory about chains needed on 80. The snow is coming down the roads are slick. And we want to find out if you do plan on going there what you need to know was funny the chp truckee tweeted this that slowdown or your car will go boom the boom in the did she ditch. I got a good laugh out of that one today. So with thanksgiving less than 2 weeks away a lot of people plan on heading to tahoe. Despite an increase in covid19 numbers, many people are still planning to head out for a getaway weekend. Well go now to kron 4 tahernia she is live for us now in the newsroom with more on how to stay safe. Even at the lake good afternoon to not i just seen in addition said you know not bumi booming and ending up in the ditch ditch staying sick covid safe. And taking a family chip or 2 things that you can do together you can definitely get away for a few days with people. That are within your household and still protect yourself and those around you from coronavirus a popular destination this Holiday Season has just seen was talking about is especially with the several ski resorts. Opening the week of thanksgiving and even getting a nice amount of fresh snow late hall officials arent asking visitors to really do anything out of the ordinary just stick to the basics wear your mask, wash your hands and socially distanced herself from people that are not in your household. If you love to a whole and you respect i hope youll do the things you need and youre right. Its just as simple as washing your hands and putting on a mask and stay away from people, you dont know. I mean its just that simple just because were over covid19 doesnt mean covid is over us right, its not over. Christie r e went on to say that each resort has its own safety protocols in place so be sure to call ahead and see what extra steps you may need to take and a reminder. Lake tahoe does have a mask mandate that carries a 500 fine for each violation just seen. You like the bumi do booming in the the i all right also lot more on this story coming tonight during kron 4 news at 5. Also chp truckee said that theyre working on multiple spinouts all throughout the 80 corridor so be careful if youre going in that direction now speaking of travel california, oregon and washington have issued a travel advisory today asking residents to stay close to home and for visitors and those returning home from out of state to quarantine for 2 weeks once they arrive this is voluntary not mandatory, but its coming as the pandemic is getting worse not only here in our state but also in several other spots across the country kron fours kelly little unsettling marine. Yeah thats right justine this advisory comes just as were about to enter what would be in a typical year the Holiday Travel season. It got things got christmas new years eve. But is everyone knows 2020 is anything but typical which could be why the im talking to. Its a people who touched down in california to quarantine for 2 weeks. Not reasonable. This california resident coming back from georgia was already planning to isolate once he gets home to have a covid test scheduled for the 17th of november. He was traveling because of a family matter wearing a face shield goggles and to masks and thinks the governor asking travelers entering the golden state to quarantine for 2 weeks and requesting that residents stay close to home and avoid nonessential travel. It is not unreasonable he is the governor of the states and the leadership is not easy you have to make. You have to ask your citizen all you have to ask the residents of the state sometimes to do tough things. And quite frankly we have to. If well get through this sooner if we all kind of cooperates. Rather than think salt be selfish and think about doing things only for benefits. Another traveler headed to utah for a family visit says he has no problem with the idea of quarantining once he comes home, i would do it. That will benefit me and my family and benefit others so i have no problem with coming home and you know stay home. So snow problem. He also supports the idea of asking residents not to travel for non essential reasons but also likes that this advisory is just voluntary we you know covid19 spike here in california, you know its like everybody has to play a role. On trying to stop but at the same time. Still have to freedom. Everybody has the right to travel on to whatever they want so the one man i spoke to off to visit friends says if this advisory had come out before he booked his trip. Hes still be flying today, its the holidays right now with. Everything going on being around our loved ones or friends is really important and you know again its just about respecting each others boundaries. So my friends are comfortable with all of us getting together for a small gathering of 6 people or less with our mask on then you know were going to that. Fo spokesperson passenger traffic is 25 of normal right now, and he also said its just too uncertain to forecast what is going to be like here. This Holiday Season. Reporting morning morning. Thank you maureen now today, the Golden Gate Bridge directors voted. To lay off 146 bus and ferry employees instead of raising told prices and this is coming after a dramatic drop in the number of people commuting which is all part of the fallout from the pandemic. The director and the district are saying its down 2 Million Dollars a week because of low ridership on buses and Bridge Crossings and thats now created a 48 Million Dollar deficit. But the changes and the layoffs will go into effect. Coming up in january. Now the San Francisco Unified School District says students will not be able to return to class until late january at the earliest and even that timeline could change but theres a lot that needs to happen before then kron fours charles joins us live now from San Francisco. He has the details on the huge task but the District Needs to accomplish in order to even get kids back in school by january theres a lot of work that has to happen shock. Yeah, a lot of work that work has been ongoing there is more to do now the School District has a tentative date of january 25th for allowing first graders and below and special Needs Children to return to the classrooms but the x factor here is the coronavirus ive cases get worse here in San Francisco, those plans could change but for the time being the School District its sticking to its timeline. Across San Francisco, the San Francisco Unified School District is doing a deep cleaning inside and out of its 120 schools, theyre making upgrades to the buildings including. Adding social distancing markers and improving the ventilation theyre also working with school staff to come up with a plan for when the kids come back that includes making sure that kids can social distance and that theyre in pods are groups that dont mingle with other groups its a big job and theres a lot of work left to do the School District acknowledges that everyone parents students and teachers. One return to the classroom, but they want to make sure that its safe. We understand none of is ideal and so we were with you as family members who are really desperate to find a way to help your child be in person with learning and connecting with other peers and were definitely focused on that while were also making sure that we can continue to keep everybody safe. All right back live young kids might go to school january 25th at this point its unclear when the older kids may return, but for now in San Francisco Charles Clifford kron 4 news. Thank you so much charles and coming up here at 3 how restaurants that San Francisco will survive a shutdown of Indoor Dining as the weather gets cold theres no bad time to start at amazon. I like the flexibility. It also allows for picking up shifts. Safety comes first, speed comes second. Safety. Safety. Safety. Were making sure that somebody is getting their very important items. And coming up kron fours Mabrisa Rodriguez will track the rain where its moving now and let us happy friday, the 13th it is raining as we take this live look outside along the Golden Gate Bridge slick out there so be careful as youre driving. We want to check in now with our meteorologist Mabrisa Rodriguez to see what the rain has in store with us for the weekend were going continue to see wet weather into saturday and sunday no in fact were going to transition just seem to more summer like or springlike temperatures were going to dry out and warm up this weekend from now until then. Enjoy the wet weather and the below average temperatures certainly looking and feeling like fall out there right now tracking some light scattered showers throughout downtown San Francisco, san mateo starting to dry out for you, but now the wet weather is making its way into the east bay shoreline heading east into the interior valleys as well know pitas drying out for now, but as you can see antioch seeing some widespread light rain conquered getting a little bit of a break from all of the wet weather that you had throughout today light steady rain so that is great especially for those of you in the north they were all of the recent wildfires have left some dangerous burn scars, there fortunately not tracking any. Flash utter double debris flows on account of that in fact this is the type of rain that we want to see to reduce our fire danger threat and napa tracking some widespread light scattered showers but drying out for those of you. In santa rosa and lets take a look at your microclimate saturday outlook in fact were tracking mostly sunny skies, temperatures warming up into the low 60s for downtown San Francisco son near average highs there even happened they warming up to 57 degrees upper 50s for those of you in millbrae and burlingame wind speeds going to be on the breezy side around 20 Miles Per Hour less than san mateo warming up into the low 60s mid 60s for redwood city at 63 degrees and for those of you in the south bay mid 60s for san jose at 65 degrees, plenty of sunshine there to start and end the day as his livermore 65 degrees with a low to mid 60s throughout the east bay shoreline both oakland and richmond warming up into the mid 60s there walnut creek unconquered pretty uniform numbers at 65 degrees overall looking like a great saturday with near average highs in the forecast 60 degrees and 64 degrees for santa rosa taking a look ahead at your sevenday outlook above average temperatures on sunday. We are going to notice that warming trend continue through monday of this upcoming week slight chance of showers on tuesday night through wednesday bring us some scattered rain but then drying out by thursday of next week back to you just saying thank you so much of reason now citing a steep spike in coronavirus cases, San Francisco has now shut down Indoor Dining that will start at midnight tonight. And right now were joined by laurie thomas, the executive director of the Golden Gate Restaurant Association. She also owns restaurants in San Francisco as well thank you for joining us. Youre welcome. Thank you for having me so what do you think about San Francisco shutting down dining Indoor Dining at midnight tonight. Yeah, well i think its were all very disappointed comes to have this happen and its very stressful and financially and emotionally for a lot of our restaurants earn ploy ease off to people that in just reopened to take advantage of the Indoor Dining thats been available to do in very limited capacity for the 5 weeks, i guess weve had the opportunity to think that the blame for cases spiking up not only in San Francisco but across the bay area is being put 2 much on Indoor Dining and the restaurant or is it fair, yeah, so you know this is a very touchy subject and its been a really rough 3 days for everybody in our industry that the frustration i think is that the for how we were going to stay open is change the state says that even in the red category restaurants could be open at 25 indoor not to exceed a 100. Whatever is your lower amount and and if you guys all follow the state the state is assigned an insulating dad has assigned San Francisco county in the yellow which means were essentially now acting as if were in the purple shutting down Indoor Dining tomorrow morning or at midnight tonight essentially which is plaguing the state 3 tiers and that is where a lot of the frustration is come in the agreement we had had was to lay the state i wont here to be conservative and i totally understand the with the rapid increase in cases. But where were frustrated and concerned in our industry is theres no causal link to a low limited capacity, safe Indoor Dining with of full then with social distancing with mass protocolos sanitation. And were just thinking my concern is that if we shut down the ability to to to dine safely people are going to be pushed to doing it. Indoors and unregulated person all private residences and we know that thats where from Contact Tracing many of these transmissions are coming from. No surprise to anyone today if you look outside its raining which i think would make Outdoor Dining which is now the way restaurants are going to have to operate in San Francisco right even more complicated. And probably not as appealing to people who want to go out to eat so how will restaurants now make Outdoor Dining be something that will make their businesses survive this the next coming. Well, theres theres no way to do it right. I mean were were lucky were not chicago where its you know 28 degrees and snowing but. Yes, your your correct, i mean what everybody has done if they can just put tents or some sort of covering over that the parkland area or an umbrella if you will some people you know a portable heaters. But to be up to code those really are supposed to be 5 feet from any canopy structure thats you know would or fabric. So it is going to be really really tough and this is why you know the question is do we really need to completely close indoor places like new york and boston are looking at implementing curfews so that folks are done earlier so they you know spend a shorter duration of the so theres less of a chance to go in and get drunk and hang out and those types of behaviors that come with so i just continue to work with the mayors staff and doctor eric on and the department of ophouse.
