Ahead laura i guys or catch a little bit of a break tonight, we have had some cloud cover move in and that will likely hold the temperatures up a few degrees remember last night we had a freeze warning in effect for a good part of the north and think well see that tonight. Certainly a or frost early tomorrow morning and have little more moisture in the air. So you may see a little more frost out there, but he at the mill valley get a nevada road or park santa rose up to Healdsburg Sonoma play london ap also saying lena also looking at the possibility, some frost early on tomorrow morning so watch out for that early on in the morning and then that should give way to some partly cloudy skies some clearing in the afternoon. But certainly going to be a cold night again as temperatures lot of these running into the 30s in the north bay even in the east bay. You could see some patchy frost in Livermore Valley, youre looking about 36 for overnight low about 37 in concord then inside the bay, not quite as cold as what we early on this morning, but certainly cold enough down into the 40s. We frontal system making its way in the bay area right now that brought with it some clouds you see some patchy fog in the San Francisco right now that has swept inside the bay here comes you see right here beginning to move on in not much energy with a kind of fall apart as it comes through, but again its got a lot of that cold air on the backside of a so thats going to keep these temperatures down across the bay area for tomorrow, right now you see those clouds begin to fill inside the bay not much in the way of wind just a light breeze so that means its going to allow the temperatures to cool off overnight tonight and into tomorrow morning specially the clouds begin to break up. I think late tonight, well really watch as temperatures drop cloud cover out there right now that is holding up the temperatures just a little bit 56 degrees in hayward right now 52 in San Francisco 51 in berkeley 55 and lay on 54 degrees in the napa valley so all around the bay Area Temperatures generally in the 50s but once these clouds begin to break all of a sudden were going allow that heat out the temperatures are going to drop to date numbers running below the average in the San Francisco at 6162 and below normal in oakland 64 degrees in san jose 64 live more as you head inland, those temperatures a little bit warmer 66 in concord and 68 degrees in santa rosa. Tonight, partly cloudy skies clearing out a little bit later on a frosty start your morning tomorrow in parts of the north bay and possibly the east bay to partly cloudy tomorrow and a bit cool and then were going to open the weather system is going to start to roll in toward the bay area one want to get close tomorrow. Although that is going to sag a little further to the south that will bring with it some clouds i think in the afternoon, well catch a little bit of a break a little sunshine about the middle of the day and then we start to see some of those clouds begin wrong late tomorrow afternoon doesnt look like were going to see any rain from the storm system that will be off the coastline tomorrow. But after that weve got a series of storms lining up to keep us wet well into next week, well break that down with your 10 of 10 in a few thank you. Well, another big story that we are following tonight parts of the bay area are taking a step back with reopenings because of a rise in covid19 cases and hospitalization off costa county moved from the orange tier to the more restrictive red tear today and even though San Francisco remains in the yellow tear local Health Officials are preparing for the state to move them back in fact today mayor london breed announced significant rollbacks beginning friday night, the city will eliminate Indoor Dining gyms and theaters will go back to reduced capacity of 25 . And while schools currently open for in Person Learning can remain open. Additional reopening of high schools across San Francisco have been put on hold. Because of the news some students a San Francisco will of course have to study at home for a little longer crawford Jonathan Mccall joins us live from the city with the new timeline to return to class yeah, i can pound right now, its still unknown when that could happen we know that right now only private schools here in San Francisco have been given the green light to reopen a number of those High School Students for those schools were set to return back to class for the first time this school year. Next week. But San Francisco unified schools is working on a plan to try and get their kids back in the class as well, theres still no timeline on when that could be but we got a little bit of a glimpse into what theyre doing to prepare for that tonight. Right now in San Francisco only private schools have been given the allclear to return back to class for in Person Learning. But starting next week High School Students that were set to return to class will have to wait a little while longer. Tuesday mayor london breed announcing plans to roll back certain sectors as covid cases have spiked more than 250 in the city in more than a month. Since august students with San Francisco unified schools have been learning virtually tuesday night as a few sd abating students and parents on its reopening plan. They say progress is being made to move students back into the classroom, but still needs plenty of work. 14 in what would happen if a student does come down with covid if the storms that the schools do open. What is the protocol that will be followed it would be great to have it was something 100 worked on before schools are open. What would happen individual School Facilities working on agreements with teachers and other union members. The districts plan calls for bringing back students in waves with hopes of returning the most vulnerable by january. But 3 commissioners have a plan of their own. Overall its really goes into think to gain presenting what at longer term. District white system looks like with that time train. With its Safety Measures that need to be in place in order for our students and our educators in our staff to be back on site during tuesday nights School Board Meeting the unveiled that resolution. That would provide specific guidelines and dates for students to return back to the classroom. The resolution would also give the district a longterm strategy on testing in protections for students and staff. It would also require superintendent doctor Vincent Matthews to present a plan for reopening Elementary Schools by december in middle and high schools by january. The first round of returns would take place no later than january. And that could all change depending on the number of covid cases that if that number continues to spike as we move through the fall and winter months. Officials say the timeline could be pushed back even further officials also say that when it comes to kids coming back to class. They have no idea on just how many parents would be comfortable enough to allow their children back to return back to school and commissioners were told are expected to hear e hear more about that resolution during a special meeting next tuesday night. Live tonight in San FranciscoJonathan Mccall kron 4 news. Thank you jonathan parents everywhere are wrestling with these issues, some parents in livermore are calling on the district to reopen schools now it has been nearly a month since cooled Alameda County were given the green light to resume in Person Instruction but. The Livermore Valley joint Unified School District does not plan to reopen its campuses until at least january 19th tonight the School Board Discussed 2 options, one transition to a hybrid model of education which would be a mix of in Person Instruction is small staggered groups combined with Distance Learning or 2 remain entirely in Distance Learning with the option of limited in person support cubs until the schools fully reopen the School District also sent out a survey to parents asking them to choose either hybrid or Distance Learning by monday. Meantime a mother of 2 girls says the district is wasting time they are asking for a 67 majority vote from the community before they would even consider opening for a hybrid. Which to me is the most ludicrous thing ive ever heard when has childrens education become a democracy. That mother is circulating a petition to get the district to reopen this year so far she says she has collected more than 300 signatures. After thanksgiving is a time when a lot of people plan on hitting the gym to try to get rid of those holiday pounds but thats about to get tricky in the city, starting friday Fitness Centers in San Francisco will be required to reduce capacity to a maximum of 50 people indoors or less than 25 capacity kron 4 state of psac ii joining us from the city tonight about the changes and concern among gym owners about moving forward taylor. Well these rollbacks will mainly affect the bigger gyms in the city like fitness sf here behind me as for your smaller neighborhood gym. Theyre already operating a smaller capacity with just a handful of people in there so well continue business as usual, however, all of these Business Owners are of course concerned about the rising cases and what that could mean a couple of months, especially as we approach the holidays. San francisco gyms will be required to make capacity changes come friday. The city will require Fitness Centers to reduce capacity to 50 people from 100 they can operate at less than 25 capacity. The rollbacks come as coronavirus cases are increasing we were one of the survivors that. Fortunately could reopen when youre allowed to and you know were finally gaining some momentum in unfortunately, the cases arising director of marketing and fitness sf Trey Mcfarland says their gym locations were rd erring on the side of caution in operating at less than the allowed max capacity. He says the new rollbacks will reduce their capacity to anywhere from 30 to 40 members but is more worried for the restrictions come later, you know, were were trying to do everything we can in our closure would just be devastating and can really put more people out of business and makes 3 fitness owner Dave Carragher shares these concerns everybody has been really really focus on whats going to happen in new years day because thats when new years resolutions kick in. And thats when all of these fitness businesses they really make so much of their annual revenue in those first 3 months of the year so for still going backwards and people dont have the opportunity to go to a gym to live up those new years resolutions are going to be trouble while the new rollbacks one affects smaller gyms with less capacity like his. Course as moving backwards in state reopening tears would which is why he and others asked people in the city to continue to do their part its up to all of us to make sure that. You know we do our job to make sure people feel safe but also that residents do their job to to stay headed in the right direction. Mayor breed said she imposes restrictions on indoor activities like Indoor Dining and indoor gyms because they have a higher risk of transmitting the disease of course she also impose these restrictions so we stopped we put a pause in the rise in cases and hopefully dont have to move back in the states reopening tears that would ultimately cause more businesses to have to close for now live in San FranciscoTaylor Bisacky kron 4 news sometimes for sure thank you taylor also scrambling tonight to survive Restaurant Owners in San Francisco and many of them now need to come up with a way to navigate Outdoor Dining as the weather is getting colder lloyd thomas is with the Golden Gate Restaurant Association she also owns 2 restaurants are self and how hollow. Thomas says so many restaurants are struggling as it is and the upcoming ban on Indoor Dining is just another blow which could have longterm and sweeping effects its not that 25 makes or breaks a restaurant, its just 25 allows you to maybe survive in a few people that couldnt open for outside allows them to open and brought all their staff back. And so its going to have a devastating effect theres going to be an immediate stop layoffs, youre going to see some restaurants that recently reopened number were 6 weeks into the 25 Indoor Dining capacity in addition to take out in addition to deliver a tiny not take out in addition to Outdoor Dining. So were going to see pullbacks and staffing were going to see closures. Health Officials Say the issue of indoor facilities is all about the aerosol component of the virus which is the Science Behind how the virus can spread in the east bay lafayette to is implementing a temporary 15 cap on fees charged by app based food delivery businesses such as Doordash Uber eats and grubhub the Lafayette City Council unanimously approved the measure aimed to help struggling restaurants. The council also agreed on a 10 vendor fee cap on pickup orders. The new ordinance will take effect next monday and remain in place until the covid19 Health Emergency is declared over lafayette of course is in Contra Costa County which actually moved back today from the orange here to the more restrictive red tier kron fours dan kerman explains the restrictions that are coming back just weeks after they were eased everything from Retail Stores to Fitness Centers will be impacted by Contra Costa Countys latest round of rollbacks and its all due to an increase in covid19 weve seen or cases go up about 25 over the last couple weeks in our test go up as well and most concerning weve seen our hospital numbers of patients in the hospital due to covid. More than double from less than 20 patients to more than 40 the move from orange back to red means beginning this friday Retail Stores will be limited to 50 capacity indoor shopping malls and food courts to 25 capacity. Offices must operate remotely Higher Education lectures and student gatherings must be limited to 25 capacity, gyms and Fitness Centers to 10 capacity, indoor pools and bowling alleys and other indoor entprtainment centers must close amusement parks cannot operate and most live outdoor theatrical musical and artistic performances are prohibited. Were hoping by taking these actions. That were not only reducing the risk of transmission in these businesses but also sending out. A signal to the community that we really need to maintain all the steps that gonna numbers in the late summer early fall, these moves come on the heels of restrictions earlier in the month. Limited Indoor Dining, religious services and movie theaters to 25 capacity stepping back now is its just its necessary i guess case numbers are going up and some things you know got to. Keeping restrained while disappointed Contra Costa County residents seem ready to buckle down and comply with the new restrictions i think its a great idea i think we need to do whats necessary to the covid in our county and our state and our country in the world and if thats the measures that need to be taken. You know to to buy this and that but then think thats what we should do Health Officials make it clear these new restrictions do not limit the ability of schools to reopen for indoor instruction. They also make clear that if the covid numbers continue to move in the wrong direction. There will be further restrictions in walnut creek dan kerman kron 4 news. And just weeks before thanksgiving a Bay Area Transportation agency is considering layoffs and the Golden Gate Bridge district will decide on friday whether or not to start cutting jobs. The districts board of directors has 3 options one cut 205 positions mostly bus drivers and ferry employees to avoid layoffs by temporarily raising bridge tolls by 2 dollars and 3rd temporarily raising the told by one 1. 25 and avoid layoffs, but require employees to take one unpaid furlough days a week if the district does decide to try to raise tolls there would have to be a Public Comment period and then the board would have to vote again if the toll increase were to fail then the district would have to move forward with layoffs and pam the district says since the beginning of the pandemic ridership on its buses plummeted by 75 . The number of people writing ferries dropped by 96 and bridge traffic is down 20 . The bay area is losing. Another. Major sporting event. Here we are. Yeah the bay areas losing sadly another major sporting event because of the pandemic this time it is figure skating the u. S. Figure Skating National championships really was scheduled to be held at san joses as a peace center in january but because of the pandemic it is moving to las vegas. The bay area is home to a number of figure skating champions, many skaters and coaches and fans are disappointed, they say they have been looking forward to the nationals happening in san jose. I bought my tickets my whole group of friends. We bought our tickets a year ago. And so in and and its its its almost a party for the skating community. In terms of the economic effect of all of this the change of venue means the loss of 3 to 5,000 hotel rooms alone. New tonight at 10 from incumbents to newcomers there are more incoming let lgbtq elected officials who will represent communities all across the nation. Than in any other time in history. Its a big deal kron 4 Ella Sogomonian talked with the executive director of the San Francisco lgbtq center. For reaction to the historic achievements of their Community Across the country to joins us now live in the studio with. Ken and pam the 2020 elections were historic for so many people in our country there were a ton of first weve seen progress for lgbtq candidates who are either reelected or given their first shot at holding office. Americans showed up and came out bringing pride to the polls in 2020, 308 lgbtq candidates were on the ballot across the United States this election year. And so far 200 of them have won their race according to the victory fund a nonprofit that creates pathways to public service. One of the several who was reelected to their position was San Franciscos bevan dufty chris political career spans 40 years. The voters have decided and he will serve on the bart board of supervisors once again i think its a great time i am so honored to be elected to my term and bart i think that the experiences that we all have lgbt informs how we lead. And we have an understanding of the issues. I think that we understand what it feels like to have doors closed or to have people question your capability or your rights to be a parent. You know, im a dad san franciscans have long embraced and helped pave the way for the lgbtq community. To represent their own in the political sphere since the days of harvey milk, many hurdles have been overcome. And this year cities which are traditionally less progressive have elected newcomers like torry harris, the first openly black man who will become a state representative in tennessee plus the first openly trans elected officials look stephanie byers, a former High School Music teacher who will serve on the state legislature in kansas. Taylor small who will become state senator in vermont, and former journalist evelyn ria stafford in arkansas who will serve as a county judge thats a feat for a group of continues to face adversity in everyday life. I think is tremendously important as uber drivers and station in our elected officials and i think. You know levels discrimination and bias and inequities that transgender people days particularly transgender people color is just phenomenal we see Something Like you know 6 times and the Unemployment Rate for transgender women of color than the general population. It was seen levels of violence and lack of access to health care and discrimination in employment education housing. So the barriers are really a mess and i think have folks who are really able you know i address those barriers to really be successful really being willing to step into these very challenging leadership calls is critically and were back in the bay area there are some first as well like. James coleman who will be the youngest and first openly lgbt member on the south San Francisco city council. And alex lee in the south bay who will be the first openly bisexual member of the California State Legislature and for those who may not be as supportive dufty explains were like everyone else basically want the same things in life are just.
