Is off of 4 communities in the mountain regions of san mateo and santa cruz counties in the south bay, the power is out for People Living along east foot hill of san jose outage then runs up to the hills in alameda and contra costa counties. And finally large portions of the north bay are without power this afternoon as well. So lets check in on the bay area forecast right now the weather thats driving these shut offs with kron 4 meteorologist dave spahr today. Good afternoon sanaas everybody were still with our red flag warning thats been extended a little bit weve got some areas of the north bay this will expire by 5 oclock in some selected areas, but in other pieces of real estate were still going to see it world linger on until tomorrow. Afternoon live shot coming in from walnut creek air plenty of sunshine to dish out of course in the current check and winds while the direction is very clear its offshore whether it from the north of the northeast you can see numbers well double digits up there in the north and looks like thats going continue over the next 48 hours or so live shot of temperatures right now weve got 80 up to napa and santa rosa, more 70s off to the far east bay. And yes, its not your imagination, its actually the warmer today than it was from yesterday, lets give you an idea in future cast winds in terms of what it will look like Going Forward. Those winds will linger a little bit up in the north bay will get a minor break happening. So perhaps late tonight, but by tomorrow morning. They start firing back up again as youll notice up there to napa and solano counties and then as we go further out to the time periods to tomorrow afternoon. Finally we can say goodbye to the winds but not entirely theyll be a little bit of an onshore wind but the heavy stuff will be over by tomorrow afternoon and evening. Now take a look at this this is a look at the winds fanning a fire that broke out overnight at a u haul business in concord fire crews managed to put out the fire and stop it from spreading to a nearby building on monument boulevard. This particular fire. It is an example of how dangerous the winds can spread fires across the bay. Also conquered this was the scene at a familys and their garage driveway, you could see is just scary stuff. And this was the scene off east 14th street and san leandro early this morning. The strong winds there had the trees all over the road. 60,000 people have been evacuated in Orange County due to a fast moving wildfire. The silverado fire broke out shortly after dawn just outside of irvine, california, the fires erupted to 4,000 acres and is currently 0 contained. At one point the water dropping helicopters were grounded because the strong winds made it unsafe to fly. The fires has closed freeways and schools in that area Orange CountyFire Authority says that approximately 20,000 homes have been evacuated and erratic winds in the area can reach 60 to 70 miles per hour. We still dont know the cause of that fire. Impacted by this Public Safety power shutoff this is the first time weve psps in Warren County this year. Last year here in santa and overlooking about 800 residents who are out as well as businesses 3,000 customers in fairfax or out they say its inconvenience but they know what theyve been saying throughout other parts of this region in terms of the fires and for many its a tradeoff that they are willing to take. And switching gears now to talk about the weather as we take a live look along highway, 24 in walnut creek without kron 4 meteorologist dave spahr hes standing by dave, i know the weather is its fast is coming in hard, but it it varies depending on what part of the bay area youre in right. Yeah and thats going to be the case Going Forward to it looks like a little bit soon as were all going to get a little bit of a break Going Forward, but it looks to regenerate again. Into tomorrow afternoon current little snapshot of where we stand its pretty much concentrated in the north bay Solano County napa elsewhere not as intense, but the air is were all clear out of the northeast so its an offshore wind still locked in here as we go forward with this by the futurecast wind gusts we do get a little bit of a break happening overnight except up in the north bay just doesnt let up the direction still stays the same. This is Tuesday Morning can see 5. 45 or so then in the afternoon we a little bit of a surge of wind happening it looks like a variable wind direction but our humidity levels really dont change much and even though later in the forecast period going out even further than this we do see kind of a variable winds shifting around a little bit of an onshore drift ashore. But humidity levels just never recover not to the levels they typically are out so were going to be in this bone dry area. Our sector if you will until things change into the weekend it looks like were fun to get some moisture bubbling up lets go and check out that humidity their courses bone dry right now minor relief by tomorrow morning but typically we would see green around the perimeter of the bay forget about it the green ink is completely retired for this week ahead, its taking a vacation or something look at how low these numbers are teens again. This is wednesday morning, lets go further see if anything happens. No still this tan color all the way out the friday afternoon. No break at all maybe by saturday well get again some of that moisture bubbling up from the south at least to help alleviate the situation a bit as far as the statements are concerned theyve all been extended now up in the north bay will probably start to see some breaks happening here theyll be some expirations going on but then some others will remain as you can see tuesday afternoon. Forecast for tonight is interesting actually because we have clear skies we still have winds that are supporting temperatures. So we dont have much variety. But notice out san jose at 47 we talk about san jose being cooler at night in San Francisco at 52, 54 open this is a little bit more of a recipe we tennessee sometimes during the winter months and this is a little flavor a little bit of that because the dry air is in place. So what youre going to be hearing about a little bit later on this week in the forecast is for folks in the outlying areas. Cold nights coming up ahead with the dry air and we could see some subfreezing temperatures later this week sanaas back to you. Thank you for that. Now to the south bay where Mountain View police need your help finding a suspect accused of stealing nearly 2000 from a bank account take a look at the Surveillance Footage of the suspect on your screen. Police say the suspect withdrew money at the u. S. Bank in Mountain View on june 6th at the san antonio road location. Months later police still have not been able to identify this woman police said the suspect allegedly used the victims, personal ientifying information to confirm the withdrawal. Also in the south bay, the man you see on your screen is accused of sexually assaulting several victims while he was a house manager and hopes sober living in san jose. According to police at least 4 victims have reported assaults allegedly committed by 32 yearold suspect Justin Abraham lopez Police Arrested lopez in sherman oaks california and hes awaiting extradition to Santa Clara County. A man has died after police found him on fire in an alley in San Franciscos south of market neighborhood the citys medical Examiners Office has identified the victim as eric moore and but did not have a city of residence listed for him. Officers were patrolling the area when they were flagged down for assistance regarding a fire in determined that morning was on fire. He was pronounced dead at the scene. The case is being considered a suspicious death. Still ahead on kron 4 news at 3 p jenny has begun restoring power to some areas affected by the power shut offs. Well have a live interview with 3. 45 on where bay area counties stand this and after the break why celebrities are criticizing governor newsome over his pandemic thanksgiving guidelines weve got some breaking news. We want to tell you about a fire sparked over in the east bay Contra Costa CountyFire Protection district tweeted this out saying theres a vegetation fire burning in Solano County and the strong winds are pushing smoke into Contra Costa County. Please please remain rather vigilant for fires please only call 911 if you see flames. This is a developing story and will bring you details and updates as we receive them. And now another news governor Gavin Newsome is being criticized over his strict covid19 guidelines for thanksgiving newsome and the department of Public Health released safety guidelines for all private gatherings on the state that gatherings must be held outside a maximum of 3 households can participate in one celebration. Guests may only go inside to use the bathroom if its sanitize and they Must Wear Masks when not eating while also remaining 6 feet apart, while eating as well singing shouting is strongly discouraged and people should spend no more than 2 hours together several celebrities, including former nbc news and fox news host megyn kelly are among critics calling this restrictions quote insanity. In california restaurants want state and county officials to refund more than a 100 Million Dollars in fees for liquor and health permits and tourism assessments that they say they were charged while their businesses were shut down or partially closed because of coronavirus rules claims filed say governments forced restaurants to close because of the virus. But continued to collect fees establishment say they were threatened with permanent closure if they didnt pay the first step in filing a lawsuit against a Government Agencies to file a claim with the corresponding agency. California officials then have 45 days to respond to the claims. This lawsuit was filed in los angeles the restaurant officials expect additional lawsuits to be filed on behalf of restaurants in San Francisco and fresno soon. Coming up at 3. 30 a list of the east bay parks closed due to the high fire danger and when we might see cooler weather in the bay area. Plus voters across california will soon decide on affirmative action ballot measure what you need know about proposition 6 team. And the u. S. Senate expected to vote today to confirm judge Amy Coney Barrett to the Supreme Court. Just one week before election day. Well have a live repor and now to our top story this monday afternoon thousands in the bay area remain without power. After pg shut off the power to avoid wildfires sparking from the dangerous winds last night. Those winds did cause some destruction in parts of the east bay you can see trees fell on homes and cars and blew into the middle of the street as well terrifying situations, but we believe the scary winds are over for now lets check in with meteorologist dave spahr hes in the Weather Center with dave were we with those winds. Well, theyre still going to be around a little bit for what looks like the next day or so and this red flag warning thing is going to become sort of organic and change a little bit weve been talking about i was supposed to expire this morning and that didnt happen has been extended until 5. But thats today for a good chunk of the real estate but mostly around the perimeter of the bay youre going to see it disappear. Inland the Higher Elevations such as the east bay hills going to stay in place a county going to continue to remain filled are in the lower elevations, it will expire, but the Higher Elevations until tomorrow afternoon. Thats because the continuation of the week is the shot from u c berkeley up on the hills here for example, the winds were remain in place and so with a statement meanwhile down to the east bay shoreline that state will expire in just a couple of hours current winds right now you can see the direction clearly on the northeast in the concentration of the winds in napa and solano counties elsewhere not as aggressive. So lets go ahead forward with that yeah looks like a little the way of a breeze for tonight. And then as we go all the way out to tomorrow morning. Theres like a chunk right up here in the north bay where most of the action remains one of the reasons why Solano County all of it is in it and then the east bay, not as heavy as what weve seen already see youve been through probably the worst already in most of the east bay looks to be in other words, surge winds though coming our way so not completely out of the woods yet. This by tuesday evening, were just left with a light breeze for everybody going on now would be nice to get our continuation of our on shore flow were not going to quite get that will be variable winds throughout the entire real estate it looks like as we finish off the week. And were not really getting any help in terms of getting any moisture in here. We go all the way up tomorrow morning. Theres no green on the board at all as you can see even for wednesday morning still not there, lets just run the whole thing all the way to friday were not and still we get no marine layer coming back to help out at all so were left the bone dry conditions which will actually mean night some chilly conditions when youre not getting the wins windshield and areas youll hear a little bit about by mid week. Those temperatures will start to tumble. Thats going to be very very localized in terms of who gets it but its perhaps possible we could see some subfreezing temperatures lows tonight has got santa rose already popping out there 39, elsewhere, its pretty much 40s with plenty of 50s lining up the east bay shoreline coming up in a bit of course well check into that 7 day forecast for you outside of all of this were talking about with the red flag warning at all not a bad sevenday outside of all so its thank you for that dave. Now because of the strong winds and the increased the fire risk today, several popular parks in the east bay will be closed. Heres a list the parks being shut down by the east bay municipal utility district. Additional rangers will be patrolling these areas to make sure no one goes where theyre not supposed to be several parks operated by the east Bay Regional Park District that were closed sunday because of the fire dangers are expected to remain closed today as well. This is a lift the list of those parks and you want to get a closer look you can find this list on our website at kron 4 dot com. And now some National News this monday Senate Republicans are set to confirm a judge Amy Coney Barrett on capitol hill our washington dc correspondent kelli meyer joins us live with more on that kelly. Good evening. The confirmation looks all but certain at this point with republicans having the votes despite democrats attempting to derail that process. Senate republicans are on the brink of filling a Supreme Court seat star nominee in every single respect Senate Majority leader Mitch Mcconnell let the senate through a rare sunday session. To lock in judge Amy Coney Barrett is confirmation with just days to go until the election donald trump, Mitch Mcconnell and their republican buddies or shoving aside the wishes of the American People in order to steal the Supreme Court seat massachusetts senator Elizabeth Warren and other Senate Democrats stayed on the senate floor overnight calling for republicans to wait until after the election after 30 hours of debate republicans remained on track for the final confirmation vote if you could take the politics out of the place. She would probably have a unanimous vote several of the senators voting are up for reelection including maine, republican Susan Collins who says shell vote no on berets confirmation, North Carolina republican thom tillis term says he expects all other members of his caucus to vote. Yes our members are very confident and the selection for judge aaron i think shes probably going to go down in history as one of the great justice says. And the white house isnt wasting any time if all goes as expected. They plan to swear in the new Justice Barrett immediately following the vote. Reporting in washington, im kelly meyer. Tell you really quick if as you said everything goes as planned and judge barrett is confirmed. Shell be sworn in immediately does that mean shell be taking the bench immediately and if so do we know in the Supreme Court will start reviewing the first case on the docket. Well what democrats have been talking about up here is that the week after the election they are looking at taking up a case on the Affordable Care act. They figure that if Justice Barrett became or judge bear became Justice Barrett i should say she would be on the bench in time to hear that case and also hear any electionrelated cases that of course is now 8 days away. Kelly a very fluid situation, well keep our eye on that thanks for that report. Now this november, california voters will decide on whether to restore affirmative action in as you heard kelly, just mentioned kron 4 Capitol Bureau reporter Ashley Zavala breaks down the details. Prop 16. If voters passed prop 16 a persons race, color ethnicity or National Origin can play a part in government decisionmaking public agencies and programs can hire or contract in schools can admit based on those characteristics they will be oversight from the state california to ensure that people opportunities right here in california, we know that racial quotas have been banned by the Supreme Court for over 30 years there is no way that they would be racial for this and then my 16 in nearly opens up the Playing Field and allows for women people of color to compete for contracts for admission for promotions, but opponents say this could legalize discrimination they note prof 16 reverses an initiative from the 90s called prop 2 09 which banned preferential treatment based on race and if the state california wants to give a little makeup to to to Small Businesses that just got started. Back. That they just cant. And the winners of lewiss letters based race or ethnicity california is one of 9 states that currently bans affirmative action. Analysts say if passed proposition 16 would have no direct financial effects to local and state governments in sacramento, Ashley Zavala kron 4 news. Attention drivers in the east bay, the city of oakland will resume street sweeping and Parking Management starting november 9th. The city resumed enforcing parking meters back in july but held off and on and forcing a street sweeping parking violations Parking Enforcement officials have been distributing warning flyers on car windshields in neighborhoods that will be affected. The city will provide no penalty warning citations through december 31st of this year. The Campaign Offers voters a free ride to the polls and all are in transit local roots supplemental routes and the west marin stagecoach will be fare free from october 31st through november, 3rd. And now to our coronavirus coverage in the South Bay School officials in gilroy urging students to get tested for covid19 after at least one attendee of a large party tested positive kron fours rob fladeboe is live for us in gilroy with more on this story problem. Us racing the story impacts both Gilroy High Schools, im here at Gilroy High School on the west side of town and also the Christopher High School in north side of town School Officials here as well as the Santa Clara CountyHealth Department trying to get to the bottom of a possible outbreak at a private party that was held here in gill ran at a private residence on october 16th, the there are encouraging everybody who was there all and that in other words all students between ages, 1418 to get tested. Through Contact Tracing one individual at that party came forward to say that they had tested positive so but an abundance of caution, Everybody Needs to get tested now i did speak with the county Health Department of the weekend. They told me they had set up a special a coronavirus test center here in gilroy on saturday and they say that approximately people 64 came by to get somebody tested apparently of those individuals had been at the party now. This is concerning to the county parties not supposed to be with that many people attending the rules the state rules which are more strict than the county rules say the the minimum them action rather that you could have party at a private parties 3 extended families. No number associated with that. But they want to get the word out here on this and get these people tested so they can begin Contact Tracing just to find out exactly how many if any other were impacted by this and may have been exposed and ultimately might test positive. Also concerning because when you take a look at case numbers in Santa Clara County. The highest numbers are on the east side of the county the san jose and also in the south county here in gilroy approximately 55,000 people live in gilroy so far 1700 people have tested positive for the virus. So again with halloween coming up the county discouraging private parties large private parties like this one and encouraging anyone who was at this party in gilroy on october 16th to get tested. So thats thats the latest here in gilroy back to you. Rob thank you for that report. Still ahead a live interview with pg and e on when thousands of customers may see their power come back on that we have breaking news that to let you know about out of Solano County where the peterson fire is now burning according to highway patrol. They received reports of a fire along highway 12 near scally road close to Travis Air Force base in fairfield the intersection of scally road and highway 12 has been closed and this is a developing story so stay tuned. Kron 4 news at 5, 6, for the latest information. Now active wildfire burning in Solano County near fairfield thats causing smoke to be blown into central Contra Costa County again this is a developing story. So well provide you with updates as we receive them on kron 4 news at 5, 6, and now onto a big story this monday afternoon thousands of bay area pg and e customers in the dark after a Public Safety power shutoff that began last night about 361,000 customers throughout the state are impacted and now the question is when will that power be turned back on. Were joined by pg e spokesperson our psyche seen with an answer tomorrow with the status for for bay area customers right now that are impacted. Well right now about 91,500 bay area are impacted these customers are primarily in the north bay and east bay however we are happy to report that we have received some weather all clears multiple counties throughout northern and central california. Here in the bay area of those counties alameda, sam, a tail santa clara and sonoma these may be partial allclear us which means there could be areas of these counties that still are going to experience some weather, but this also means that we can start patrolling our making sure that theres no damage or debris and thats one step closer to turning our customers back on. Now i ive spoke ask you this question before when a county gets an all clear for weather. I believe said it could take somewhere you know up to 12 hours to power back on in a particular county. Why does it take that long whats being done in those 12 hours in order to have the power be turned back on. Youre right. Our goal is 12 Daylight Hours from the time that we received an all and this is a process we are going out and before we can turn those power lines back on we have to make sure that theres nothing on the power lines, no branches, no vegetation no damage that could cause a the whole point of this psps is to make sure that we prevent but if we turn the power back on without checking that means that there is that possibility that we could spark a so we certainly dont want to do that and it is a thousands of miles that we are patrolling up by soot. By air with both helicopters and fixed wing and it is all hands on deck making sure that we get out working very diligently to make sure that we can get our customers turned back on in a timely thats our goal 12 Daylight Hours from that weather all clear has mentioned some of these counties have partial all clears that may mean that some portions of the county may get more weather tonight and and we wont be able to do the patrolling of those areas. But its also possible that these areas where we are doing the all clear that means those areas the weather has subsided were able to go through and make sure that i can state that are not customers back on. And just reading reiterate its 12 Daylight Hours. So lets say a county gets an allclear 7 oclock at night have to wait until. Sunrise in order for those i guess hours to start the time to start taking on that right. It is 12 Daylight Hours so as much as we could get in the afternoon or evening before the sun like those down is what we would do and then continue into the morning. Now tomorrow how far along as pg coming with you know the strengthening of its grand, i know we saw huge p s p s is last year at the end of last year. And we continue to see them something that were going to be seeing a guess indefinitely or has pg made. Some progress with regard to the great and strengthening it. We are making significant by hardening or system we are changing out using harder pulls harder material. Coded lines and in some cases and are grounding there are all kinds of ways that we are hardening our system to make this process a ventura you know are from our goal is to harden the system enough so that i its not a concern in the future but this is a longterm projects, this is not something that happened thats why we continue having these Public Safety power shut but we have made a point of making the shut offs shorter smaller and smarter for our there are about 50 shorter this year compared to last year our goal was to have them 30 smaller and we really have seen the difference this year and that is because of the work that weve done since last fall to harden our system. Thats my last question for you with the red flag warning is in effect until tomorrow night what does that mean for you guys. And this point we are continuing to work in in all of our areas where we can patrol we are patrolling where the weather has not subsided we was standing back and waiting for that all but we are looking toward tomorrow evening to have our customers restored. All right tomorrow starts you seen a pge thanks so much for joining us today. Lets talk about our forecast even talking about the wind that red flag warning will take a at downtown San Francisco. It looks clear but its its its breezy out there right dave. Yes, a little breeze. Thats kind of and it still remains out of the offshore direction. You know, the red flag warning here as we talk about is going to kind of expire in stages here the first stage is about to happen the next hour 10 minutes or so around the perimeter of the bay for the most part, although Solano County youre going to remain there until that tuesday deadline. Tomorrow afternoon. Is walnut creek for you youre one of the folks its going to see the expiration about an hour and 10 minutes, however, mount diablo are the Berkeley Hills are going to have wait again until tomorrow afternoon until that expiration there so the concentration is going to remain a war law that is going to be closer to sea level is what it looks like we get out there now this is Tuesday Morning. Theres a little resurgence you see of the winds concentrated up in the north bay. A little bit though in the east bay hills and the direction still is coming from the north and the northeast. There we see a play out all the way until tuesday evening find the winds subside we do have a little bit of a breeze the kind of comes and goes through this time period partially driven by the heating in the cooling of the day and the night going on in they are somewhat variable in terms of the wind directions but nothing that really helps bring in that marine layer best way to check on that as the Morning Hours tomorrow morning. Nothing very dry. Wednesday morning. Nothing remaining dry and it remains that way all the way into the end of the week is what it looks like with these measurements in the teens and the 20s in terms of relative humidities now these low temperatures by the way are going to start tracking downward even though were highs will start maybe building a little bit but the dry air in the lack of winds allow those temperatures to kind of go into a little bit of a freefall want to quickly go through this real quick obviously with the dry air not much is happening here but were hoping by the weekend. A little moisture starts coming up here and a frontal boundary towards our north followed by another one into the early following week will help kind of shake us out of this pattern, not bad though for a fall day outside of all this considering temperatures remain in the 70s for the inland valleys also it looks like for the bay area dont forget the winds help circulate the air masks 60s when you head out towards the coast.
