Joining us on a wednesday, im darya folsom and im James Fletcher weve got lots to cover for you this morning air quality still right there at the top of the list because thats whats impacting all of us once again today, although i have to tell you john yesterday did feel a little bit better outside yeah today even better yet guys if you liked yesterday today going to feel like a dream because its been a long time since weve seen air quality is good as were about to today walnut creek am well its a little bit foggy but its definitely not near as easy as it once was fog is pushed in across the bay and a very welcome sight because this fog is steered in some clean air from the pacific that has really done a number on the poor air quality. If youre not seeing a yellow or orange in your area on this map its because youre good or very close to normal. Those areas that are in yellow light conquered san jose in Mountain View Still Holding on to moderate conditions but a lot better than the orange and red that indicates very pour youre seeing in the Central Valley and down towards the Central Coast. This mornings temperatures, nice and cool with 50s and 60s that dose of fog in a pretty steady breeze from the coast means there is a chill to the air as youre stepping outside. Later today once the fog burns off well be looking at blue skies and really comfortable, nice conditions. Robin. All right. But its picking up so more folks are hitting the road were looking at 8 minutes to make it into San Francisco. We have some construction which has become our new normal every morning around this time we have roadwork wrapping up in downtown oakland. So thats why we have some heavy traffic going south on 8. 80 from 9. 80 up to 5th after 5th, it starts to improve, but if you dont want to deal with the slow traffic. Take 5. 80 instead of the minutes, well check more bridges coming up back to you darya james, thanks a lot rob and 5 02 and the breaking news from overnight is in the south bay where 2 people were killed and 3 others injured in a shooting in san jose fact it happened just a few blocks away from san jose state and thats where kron fours will tran joins us live this morning. With the latest on what happened will. In fact james san jose state is just on the other side of the crime scene on those lights. Beyond that and by the all the vehicles right there that is san jose state thats how close it is to the campus. You can see this is still very much an active scene even though this took place about 7 hours ago you can see detectives with their lights shining on the ground all the evidence markers it looks like theyre focusing on that white car in the middle of the road. Theyre also walking back and forth from the left side of your screen. At that particular location there that house or an apartment building. Right now we do know no arrests in the case let me show you some video of the scene this all went down at around 10 oclock last night at this point they dont know what started this, but we do know that all together 5 people were shot. In fact 2 people died at the scene their names have not been released to the public as theyre still waiting for the Coroners Office to make a positive identification. 3 others rushed to the hospital and at last check. Those 3 people are still alive that this happened. Late last night at around 1010 30 last night when a lot of people were inside obviously with quarantine with the smoky conditions. Not a lot of people outside so those people inside they can clearly hear the gunshots. I heard 5 shots go off. They heard a bunch of screaming. Theres a couples cars skirting and i would tell my wife its kind of like shut the lights off and locked the doors. I mean sadly like kind of typical is there stuff that happens around this im not shocked by it, but its pretty crazy that like. Somebody was shot. And back live right now you can see whole bunch of investigators at the scene just to give you a little bit more of a location this is right off at 2. 80 san jose state is on the other side of this crime scene. We do know that detectives they will remain on the scene for at least another couple of hours to collect evidence hoping to talk to witnesses at this point they dont have a description of the shooter or shooters or a motive behind this double fatality, this double homicide. Back to you. Wow and will i suppose we dont know yet if theres any connection between those people who were shot and san jose state itself. No not at this point and san jose state obviously being at 10 oclock last night the campus was shut down and a lot of activities or online at this particular time so they dont believe it has anything to do with san jose state university. But of course all angles will be checked out this is an area that they hope to have Surveillance Footage or somebody can possibly step forward to let them know exactly what went down at this point again they dont know a motive behind this or even passing a description of the shooter. All right very good. Thank you will. 5 05 at the time right now a big story that were following this morning even though cases of covid are on the rise around the world over the weekend. The Washington Post reported the biggest singleday jump in cases since the pandemic started. And yet still we are reopening phases and here in the bay area new app that will see if this is a sign of things. Heading californias waiver in counties we know moving to tier 2 of the states reopening guidelines meaning that more businesses will soon be able to open indoor operations kron 4 Sarah Stinson live in marin county. With more on that sarah. Thats right after many delays and setbacks marin county does head into tier 2 today, good news for several businesses that have been eager to reopen indoors. Take a look at this map so you can see where else in the bay area is in this tier 2 category it kind of puts it into perspective, not many counties are into to that those counties are in the pink, not only moraine county but also napa San Francisco and santa clara counties bit as you saw there in the pink areas and theyre in a sea of purple dust here is the substantial risk category compared to tier one which is widespread in the states colorcoded system moving into tier 2 means these businesses can reopen indoors, including Retail Stores and indoor malls at 50 capacity restaurants museums places of worship can reopen at 25 capacity, certain personal Care Services like skincare Nail Services they can resume indoors. Well gyms can reopen but as weve learned from San Francisco only at 10 capacity as well as movie theaters but they can reopen at 25 capacity we talked with one movie buff who cant wait to watch a flick on the big screen. However the excited and then we have the plan here we get free spirit taking every month in the effort is to come here but and has been a to done but order to fix it to come there. Well covid19 case numbers continue to fall across california. The state was officially removed from new york, new jersey and connecticuts mandatory 14 day quarantine list for travelers. California was first added to that list back in june. The statewide Positivity Rate is down to 3. 6 over the last 2 weeks and an average rate of 7. 7 cases per 100,000 people and you can see on the graph weve done a great job in bringing that Positivity Rate down over the course of the last couple of months, were also tracking local coronavirus cases as well so far the state has recorded more than 768,000 cases with more than 14,000 deaths across the bay area there are more than 93,000 reported cases in nearly 1300 deaths again associated to covid19 a new ucsf study could help open up businesses that have been closed because of the pandemic. Ucsf doctors created a covid Contact Tracing app called covid seeker doctors are looking for people who have tested positive for coronavirus and for people who have never had the virus to sign up for this app. Were further trying to do here is to understand you know when and where people might have been you know infected to be able to develop no more preventative measures to those areas near with this type of we potentially can capture it in real time and be able to know i doubt those policies and you know based on on these patterns of transmission. See this is interesting because remember fauci was saying just a couple of days ago that they when they looked at all the data it was dining out within the previous 2 weeks that was traced to like double the risk or something a big increase in a risk of having coronavirus so this is the type of thing that this app would help to pinpoint is how people coming into contact with others and getting infected. The one burning in Fresno County has burned more than 220,000 acres now and you can see on the graphic on the right, its now 18 contained other major wildfires burning at the moment in the state include the august complex fires in mendocino and humboldt counties the north complex fires in butte county and the eldorado fire burning in Riverside County closer to home. We have a map showing the fires that are burning in relation to the bay area you can see they really do canvassed the entire state more than 3 million acres in the golden state has burned now with more than 4200 structures destroyed in the fires all across Northern California at least 35 people as well have also died. Now in terms of our local wildfires. We are inching closer to full containment thats the good news, the lnu complex fires in the north bay now 98 contained the scu complex fires in the east and south is also 98 contained this morning. The czu complex fires in san mateo and santa cruz counties or 93 contained and the woodward fire at Point Reyes National seashore in marin county is now 95 contained. Now to breaking news along the gulf coast Hurricane Sally has made landfall. Its a category 2 hurricane. Landing at the Florida Panhandle and South Alabama about a 150,000 homes and businesses dont have electricity. And the right now and you can well see cash that looks. Thats one of the scariest pictures ive seen. Look at how strong the winds are sally rapidly strengthened, as it approached land. With what weve got. Despite the improvement in the air quality there is still a spare the air alert and so this this is the 30th were talking about sending 30 today. Why would there still be a spare the air alert john if the air quality look so much better on the map well its a perspective guys this yeah, its like really good for most of the bay right now, but there are a couple of moderate spots still for inland areas. And anything that were putting up is going to drift into the Central Valley which is still in the midst of some horrible air quality so we dont want to add any more pollutants to the bad situation that theyre still seeing out there. So got to take care of her neighbors to even though we are looking at a much improved situation, San Francisco you are seeing fog this morning that is not smoke but rather that clean fog that pushed in swept down all the smoke, the past 24 hours. Yesterday. We started at the coast today bayside and even some of our inland spots are looking a whole lot better. If you in a yellow orange or red hue its because were good or very very close to good. Well you can also see red and orange for the Central Coast and the Central Valley indicating poor air for some of our neighbors towards the interior the state now why are they still seeing such bad air quality well that delta breeze is helping sacramento out and some of our western end of the Central Valley areas but theyre still wildfires burning in the Sierra Nevada and all that smoke is still settling down, especially into the western slope of the sierra and thats our concern moving forward because we are in the midst of a nice on shore flow that will continue through tomorrow friday but relaxes on saturday and will actually be replaced by an offshore flow bringing that hot dry air and smoky air from our inland valleys back out our direction towards the close of the weekend. So enjoy this break from that poor air quality that we have been seeing as these winds do continue to push in some clean air because it looks like we could be seeing a turn for the not so good come early next week, 60s and 70s for daytime highs in San Francisco and elsewhere right along the coastline today, 70s and 80s for your daytime highs for bayside and our inland areas with Mountain View at 79 today south bay temperatures in the upper 70s to low 80s, san jose 80 degrees. Well 70s from fremont to hayward 80s in Pleasanton Livermore dublin on up to walnut creek and concord berkeley youll be at 72 this afternoon with oakland a very nice 76. And hey you can actually get outside and enjoy that 76 with the much improved air that we have been seeing. Tomorrow and friday temperatures will be a little bit cooler even as we do look at that continued breeze from the pacific helping us out a whole lot with the air and keeping temperatures moderated saturday winds relax so well start to see the window opening for some warmer and drier air as well smoky air from our inland valleys, pushing back out our direction which i anticipate will have an impact on our air quality, especially come sunday and monday. Harris was joined as you can see here by governor Gavin Newsome in her first trip back as the democratic Vice President ial nominee. Her visit comes a day after trump was in the state for briefings on the fires and in that visit the president rejected the Scientific Consensus that Climate Change is exacerbated californias wildfire situation. In contrast. Harris says that we must do more to combat Climate Change it is incumbent on in terms of the leadership of our nation. It takes seriously the extreme changes in our climate. And to do what we can to mitigate against the damage. But also what we must do. That we have inherited from prior generation. Well, heres added that the Climate Crisis cant be detached from the other crises of public health. The economy and systemic racism. Well take a break its 5. 22. The president took questions from people about coronavirus specifically he was asked why he did not support a National Mask mandate. A lot of people dont want to wear masks are a lot of people think the masks are not good. And there are a lot of people that as an those people well ill tell you who those people are. Waiters they come over and they serve you and have a mask and i saw it the other day where they were serving me and theyre playing with a mask, im not blaming that i would just say what happens theyre playing with a mask and so the mask is over and there. A touching it and and then theyre touching the plate and that cant be good. There are a lot of people if you look at doctor fauci is original safe when you look at a lot of people cdc you look at a lot of peoples original statement. They said very strongly george dont wear masks then all of a sudden they want to wear masks. Incorrect they started not knowing that they should wear masks and then the entire medical world upon discovering how the virus spread changed and said definitively that we all Must Wear Masks if were going to stop coronavirus from spreading. But the president went on to discuss the town hall meeting how in his words, he said herd mentality was going to help and they think that he meant herd immunity which would have to be way above. Like 50 of us would have to get it which would mean probably well millions of deaths here in california of course were seeing our numbers start to fall. Well one of the big stories. Were following out of the east bay is that the Berkeley City Council approved a new hiring policy for the citys Police Department in an effort to try and prevent abuse of officers from being hired by the city. Kron fours reyna harvey is live in berkeley with the details rana. And good morning. So why this is so significant is because weve seen similar legislation at the state level fail so what this does is this prevents an officer who maybe was fired. Because of misconduct in one jurisdiction. Not be allowed to be hired by the berkeley Police Department and they really got that inspiration from a resolution out in San Francisco, they were considering that out there as well. Now data shows that rehiring of officers from other agencies who have previously been fired for misconduct is more common than most people realize the resolution is called no police or of all door and unanimously the Council Voted on that overnight. Now the resolution is just one part of a broad effort that the Berkeley City Council has initiated to combat Racial Disparities in policing like i mentioned state why theyve tried to pass similar legislation and that is not been successful so local City Council Members are saying this is a big win for them in a step to stop the revolving door when it comes to policing for now reporting here in Berkeley Marina harvey kron 4 news all right, thank you very much 5. 33 is the time and happening today more businesses are allowed to reopen in Contra Costa County. Personal Care Services that involved close contact can operate outdoors that means things facial and eyebrow waxing tattooing piercing electrolysis. No actually theres tattooing and piercing electrolysis you cant do that. You do personal contact like i guess grooming. Hair salons things like that. Racetracks card rooms they can operate outdoors you cards outdoors music tv film productions. They can resume doing work. And then as we know sports are allowed without anybody watching. So sports can start again in Contra Costa County outdoorsy. Also in the east bay, the city of berkeley has managed to keep positive coronavirus cases low during the pandemic and city leaders say its all do to frequent testing now the city recently opened a drivethru testing site at the North Berkeley bart station and so far more than 1300 people have gotten tested. The city spokesperson says the drivethru system has helped because people do not need to wait outside in the bad air. With air quality one of the things that we liked about the drivethru process is that people can do it within their own car. There was a very minimal amount of air coming in. Well the test is free for all berkeley residents, whether they have Health Insurance or not appointments are booked online and results could be available. They say within just 2 days. The test site will be open until october 2nd. The time San Francisco businesses are continuing to operate indoors. Were not were learning that not all the covid numbers are trending in the right direction, kron fours dan kerman explains. Well calling the reopening of indoor hair salons and gyms a huge step. San Francisco Mayor london breed is warning residents bad behavior will slow further reopening and could lead to the closure of these businesses once again. We dont want to turn back the clock. So i know those businesses are going to be working hard to stay open. Theyre going to be following the guidelines and we need your cooperation to and not only supporting these businesses and following the guidelines within those following the guidelines outside of your everyday life and the mayor has good reason for concern. One key indicator continues to move in the wrong direction. Hospitalizations started declining in august but in september. They started rising again now increasing 29 we will get through it is going to require a lot of each and every one of us. And so i ask you to continue. To do your part. And to remember what you do impacts me when i do impacts to the number of new daily cases is also a concern in San Francisco. While theres been an overall decline since july. The number of new daily cases remains in the red zone, San Francisco averaging 61 new cases a day. For us to continue reopening San Francisco to carefully add limited Indoor Services to bring children back into classrooms to rebuild our economy as safely as possible. I have to remain in our fight against this virus. And city Officials Say that means more handwashing more maskwearing more social distancing and limited outdoor gatherings. And while the news is good that more businesses are allowed to reopen millions of americans remain out of a job relying on unemployment House Speaker nancy pelosi says the house will remain in session and lawmakers are going to get another round of covid relief on the way. Speaker called pelosis comments come as moderate democrat signed on to a proposed one and a half trillion dollar rescue package endorsed by a bipartisan caucus. This package contains many elements of the covid packages devised on both sides of the aisle, but it is 2 trillion package cited by pelosi. The proposed plan could be introduced today. Heres cell phone video of the Fatal Shooting that happened in april officer Jason Fletcher is charged with the killing of stephen taylor. After it was determined that fletcher used Excessive Force officer fletcher was responding to a call for a shoplifter call in that store. Taylor was seen holding a baseball bat. The judge says that officer fletcher can post bail before his next hearing later this month. On the east bay, a man is dead after Highway Patrol says the tried to run across interstate 8. 80 and was hit by a car. That crash happened monday night again on 80 right near 7th street. The exit there in oakland chp says that isaac orton was hit after trying to run from the Center Divider across all lanes of traffic. The driver of the car involved pulled over and called 911 the chp is now asking anyone with information to give them a call.
