Welcome everyone thank you for joining us for this special edition of back to school coping during a pandemic im Catherine Heenan teachers and parents, they were blindsided the spring when the coronavirus pandemic hit really there are no plans in place to teach students virtually. Now after months of planning is Online LearningGetting Better with the new school year over the next 30 minutes well talk to educators across the bay area about how parents and teachers are coping with the challenges of the virtual classroom in the east bay, the San Lorenzo Unified School District in Alameda County has handed out thousands of wi fi hotspots to help students stay connected. But as superintendent darryl camp tells us even if you are just minutes away from silicon valley. It does not guarantee its going to be easy to get online. They were there certain than spot out there where. As students are having difficulty connecting because of the dance 5. 10 in our local community, one of the challenges of providing the tech support to multiple families are when the tech person answers, the helpline do they speak anthonys do they think speak spanish do they speak one of the languages of the parent thats calling for technology help. So thats one of the challenges and once again we keep working to overcome those challenges while working to support our families. And you do say and i keep hearing this things are better than spring sounds like it was basically pretty messy so what are some details of whats working superintendent and whats not working. Now another good question what we heard from our families and students in the spring was that there really was a strong desire to have a set schedule for students as we enter this school year. So we learned then we work with our professional associations are classified and certificated staff to develop a set schedule for all of our students know very clearly when theyre expected to log on and when theyre going to be interacting with their teachers another thing that we learned was that i or students told us that there needed to be some learning expectations. Because when we into the school year in spring by and large many School Districts in california. I had a hold harmless agreement if you will with students would not be negatively affected are the great one at the negative we affected as a result of covid19. There are more than 50 schools and the west contra costa Unified School District i talk to superintendent Matthew Duffy about when students might be able to return to the classroom and whether Distance Learning has improved since spring. We a lot more this year so in the spring we were really scrambling to figure out who could teach when in our district we have a much structured schedule every student starts at 10 oclock they go through the day to 2 or 3 oclock every student has a homeroom every teacher hold office hours we have family hour every single friday. So weve given a lot of thought to what our students told us with the families told us to build something that was structured consistent. And really reliable weve been talking about the fact a lot of families are impatient to get children back into the classroom a lot of families back at their jobs. And there are teachers not eager to do that so what is the situation there. The biggest can certainly have really is about our staff and bringing hundreds of staff back together and some of our larger schools and keeping everybody safe. We do actually have a number of our staff were going into our School Buildings to teach from their because its more comfortable for they have more privacy they have a little more space so we do have some teachers using their to ultimately would like to get everybody back when we feel like its as safe as it can be. Superintendent duffy says some students are actually thriving with Virtual Learning that means the district might even use some of the same concepts after schools reopen. In the south bay, the east Side Union High school Santa Clara County will probably continue Distance Learning longer than other schools. Superintendent chris funk says his district has been hit particularly hard by the pandemic. We are 22,000 in the side and the majority of our are either with china or vietnam ease. And when you think about covid19 the highest that are being good or persons of color, particularly which you know an africanamerican which is about 2 and a half percent in our district. And then when you think about those zip codes in Santa Clara County the site has the for highs of codes with the highest cases of covid19 so our approach will be different than most districts now how will it be different what would you do differently. So one thing that people have to remember is we are high School District. So if we worry k 12 or a k eights. We would do a different approach because in the primary grades you to have more stable code words of students where you have a group of 23 to 30 students with one teacher for most of the day most of the week so its easy to keep that stable. But in high school or kids take anywhere from 6 or 7 classes and each teacher has a caseload of about a 155 to 160 students. So you can imagine its impossible most nearly impossible to have stable co words at the high school level. In San Francisco. There is concern for how students will cope mentally and emotionally once they return to the classroom. I talked to San FranciscoUnified School District superintendent Vincent Matthews about whether more counselors are needed. Were going to want and need counselors, you know one of the things i actually talking to a friend about the importance of talking to your childs what theyre feeling. Try to answer their questions the best you can and also be willing to say i just dont have an answer for that some of the stage or asking our young people are asking when are we going to go back and we dont know that so the answer the best answer is we dont know, but i but our students absolutely going to be counseling needs absolutely as as well as adult search, but as you just said, i mean thats easier said than to. Say that schools need counselors i were more counseling needs are going to happen i would absolutely agree other question is funding for that. Learning hubs opened in the city yesterday and mayor London Bridge says she wants all Elementary Schools to open by mid october, kindergarten through 6th grade schools are now allowed to reopen thats if the school applied for safety waivers. In marin county some teachers and parents held a protest before the School Year Began they were demanding stronger Safety Measures before any talk of going back to the classroom. I asked the superintendent of sandra fell city schools about whats being done to ease those concerns. Weve said we want start before october 5th. So thats what were kind of waiting to see were getting our school Site Specific plans all the safety procedures in place and we hope work things out and be able to start up little bit later this fall. All right now, i know a lot of in moran, really concerned about safety. They were protesting earlier this summer even forming their own group. They didnt feel safe here with in person classes so is that part of whats happening now. Yeah, i think that we need that weve hopefully demonstrated weve got plexiglass weve got hand sanitizers weve got you know directional stickers weve got everything in place weve got you are codes. The testing has really improved i think over the last month or so so we think very soon well be ready to go to break apart start bringing students back. Is there lingering concern about kids falling behind during these unusual times. Yeah we are starting to bring in some learning hub. So some of our most at risk kids were trying to bring them in and smaller groups, but yeah, i mean thats a big huge concern is summer English Learners or special education students are they really need to be in school in person and they are definitely falling further behind. He says the single most important thing that parents can do is to communicate the schools about any problems theyre having with Distance Learning. As it relates to any schools that are open of the state to the Governors Office and the office of Emergency Services that provided personal protective equipment for all 10,000 of our schools, i know this because our office work with our county superintendent to get it distributed that just means millions of face costly face hand thermometers touchless thermometers schools have enough personal protective equipment for at least the first 2 months as school gets under you know there are places where 4 schools are still in deciding that are still trying to get computing devices. Again the state has made 5 billion dollars available to our School Districts to get a computing devices. Provide training, educators in the get counselors in you know like any started the school year is a lot of movement is a lot of anxiety, theres a lot of excitement i would say that we have all of that but obviously were dealing with the pandemic theres still a lot of concerns and questions it so were working with our 1000 district to help them understand the rules about how you can open to listening to our doctors and medical experts and theyre helping us figure out how to how to get this all worked out. All right you brought up money the Teachers Union has managed to offend off budget cuts last time i looked, but is that still a concern. Theres no question that the pandemic has impacted our school funding. I mean our economy is just decimated and my heart goes out to all of our Small Businesses and those who are trying to get open again in our economy dries the money that we have for schools and so even though weve found off the teacher our star School Budgets are at really been impacted in their and thats why the money thats been provided from the state produces learning is so it creates a stream of revenue that schools can use for some of the basics that theyre going to for Distance Learning and as our schools get underway that our schools have been provided with personal protective equipment so were trying offset as many of the cost we need more support from federal government if we can ever get to another stimulus package that would go a long way to helping our schools to supporting our Business Community is supporting californias whose work has been impacted by the pandemic. The question of one to return to the classroom has been tied to the development of a required ethnic studies curriculum it sounded like a reaching compromise on that was kind of tough whats the latest on that. Well the latest is theres in the of a new bill passed that would create a graduation requirement for ethnic studies. You know in this time when our nation is gripped with just concerns around racism and Police Brutality we know that ethnic studies provides a way for healing for a young our office put on a mini series just over the last several weeks to introduce students ethnic studies, so that students can see people who look like them so they can learn about contributions of African Americans of latinos of native americans and Asian Americans and Pacific Islanders and the contributions that our students ancestors that made to make california great while we focus on those 4 disciplines ethnic studies is really for everybody its a way of saying that people of color contribute a great deal and it really is an opportunity for us to provide at a time were experiencing incredible a pain in her that stands for racism and bias. And so this is our opportunity and so im grateful that this law has been passed. Im grateful that our office is working a guy if you that all of 1000 school dishes get used to create their own version of ethnic studies a lot of work going into a lot of good conversation things are moving in the right direction and i think its a great thing for our by the way this would be a first in the nation kick studies statewide curriculum again that would be a guide for all of our 1000 School Districts in the state and how they can create their own curriculum.
