Probably a good thing here in the winds we are getting a bit on shore which is kind of been the program for a little while well see that heading on into the weekend. As well live shot coming in from timber on there you can see the fog still pretty much firmly in place but its starting to lift elsewhere across the bay. Temperatures are still in the 50s up here the north bay east bay, youre looking at approaching middle 60s, 58 cool degrees for san jose and for comparison, were a little bit warmer in the east bay this morning. Cooler in the north bay. The breakdown for you look at that shot there of the sfo the smoggy look 83 gogos on by high noon at 3 oclock were talking 92 marty. All right dave thanks a lot to start in the east bay this morning, several big stories happening in oakland this week. And that includes demonstrations over the shooting of jacob lake in wisconsin also some businesses will be allowed to reopen starting today and thats big news as well joining us to talk about those and other issues in oakland is oakland mayor libby shaft mayor good morning. Thanks a lot for joining us this morning want to start off with a talking about your response to the protests and the vandalism that occurred on wednesday night in oakland to protest the shooting of jacob lake. Oakland police are blaming outside agitators for much of the vandalism is that your understanding as well. We made several arrests on wednesday and it is true that not one of those people was an oakland resident and lets be clear about what brought people to the streets i share the righteous rage over Police Brutality and racial injustice. But i urge people to channel that anger into activism not vandalism we will continue to not tolerate vandalism we made several arrests on wednesday we will continue to do that. And lets be clear about who suffered from that analysts and Affordable Housing development of our beloved lucas tap room where owner maria already prepares free meals for people who are homebound due to covid even the walgreens where so many of our seniors get their prescription medicine that is not okay, this is our beloved city we will continue to protected and again. Channel that righteous rage into activism we have an election coming up this november. Thats where people need to get involved. With kron 4 interviewed Law Enforcement to following the they essentially said that they were working with one hand tied behind their back because of a federal judge order prohibiting the use rubbercoated stinger grenades things like this whats your response to that. Lets be clear some of those have never been allowed in oakland for years not use rubber bullets but tear gas is a very nonlethal and safe way to control crowds where there is a threat to officer safety and to significant property damage. That is true that recent court action has limited that tool for Oakland Police it does limit our options but we are continuing to change up our tactics because we will not tolerate this type of vandalism were always going to work to hold people accountable and make arrests to people who are going to harm our city. In that same interview we found out there was also no call for mutual aid to whats your response to that decision. That court order has limited our ability to get mutual aid to respond to the city of oakland that is something that has been particularly disappointing about the court order but are police will continue to do their best to protect her persons and property and we again we will facilitate peaceful protest but then the is not free speech and we encourage people to channel that energy into other more productive demonstrations again hats off to the nba and to our oakland as for their demonstrations in support of Racial Justice and we have a big election in november just set fire to the courthouse where the ballots will be counted for this election that is where the registrar of voters is that is not productive we have got to make sure lets get into that courthouse, not that we destroy that courthouse. Lets turn the page and look at ahead to whats going to be a big day for a lot of Business Owners in oakland and Alameda County as health order is going to allow a lot of them to reopen outside. Yes, im so thrilled that many of our Small Businesses can safely reopen and hats off to city staff that you start flex Streets Program to make streets space or hair salons and nail salons barber shops or i can start actually operating outdoors today, lets take advantage of this beautiful weather and also tonight the last night of the chinatown night market please come out and support the Small Businesses wear your masks wash your hands, stay socially distant. But lets support these businesses that have been suffering so much during this pandemic will have to be overjoyed about the news today. But i think in the back of their mind they almost also must be wondering. Are we going to have to shut down again. Well that is part of how this Health Crisis works were constantly watching the medical information and the science were looking at those testing numbers, the hospitalization rate we have seen some improvement and so we are getting rewarded, but we have to be prepared that this roller coaster of a crisis is going to continue i know people are so tired and they really have been suffering through this. But your continued patience and compassion for everyone who needs just stay healthy and safe is truly appreciated. Mayor can you tell us a little bit more about this new county a program that is going to pay residents 1250 for those who have tested positive for covid but they cant work they have to be quarantined. Yes, this is a program from our county officials it is only for residents in the most impacted zip codes in oakland that is west for bail, san antonio and then parts of east oakland. You do have to be has stayed home from work not eligible for unemployment benefits, but this cash is too. Help you be able to afford to stay home get better and not spread coronavirus wheres the money coming from. Its coming from different sources most of it is cares act funding the county allocated 10 Million Dollars to help people shelter at home just huge appreciation to our county board of supervisors. Lets turn our attention now to the Oakland School district because schools been going on for the past couple of weeks can you give us an update on the Laptop Program for its students in the Oakland Unified School district. I mean its called oakland and divided in oakland has come together around making sure that we close that Digital Divide for good and that we ensure all of our children can engage in Distance Learning which is the only way that they are getting their education right now i got to be there as we pass out the first of our 25,000 laptops chromebooks that have come to oakland, we also are providing hot spots, you know Internet Connections as well as Technical Support through tech exchange, a fantastic nonprofit here in oakland. So just does the kids just light up the parents excited about having technology in their homes. This is how oakland comes together and demonstrates that we are and divided when it comes to supporting our kids and our schools. And in friday city council vote, the city Council Voted to purchase a dorm for homeless families tell us more about that. Yeah that vote is about to happen. Its a special meeting that has been called to approve the purchase of what was a dormitory for the California College of arts right in rockbridge were hoping to convert that into a family homeless shelter as well as 2 floors of permanently Affordable Housing for formerly homeless seniors, the council will also be approving purchases and funding for the conversions of 2 other hotels as well as 17 singlefamily homes all possible because of governor Gavin Newsome project home key all these projects have applied for state funds to make them possible all told it would be around 250 units of permanently Affordable Housing for formerly homeless, its a beautiful beautiful program. When you plan to have that open. We have to actually have everything closed off and purchased by the end of this year, some of the short turnaround thats why its so exciting to repurpose existing building to takes too long to build mid new whats so this is a great way to use this empty dorm and underutilized to really provide much needed shelter for homeless, we hope to get people into them as early as the beginning of the new year. And whats been the response from people who live in the rock ridge area. There was a Big Community meeting earlier in the week and everyone was supportive people recognize that we have got to show compassion for our homeless that these are great ways to get people off the streets and to put a roof over their heads particularly our elders were seen unprecedented numbers of firsttime homeless that our seniors and just beautiful support from the rock ridge neighborhood, im very proud of the compassion in this city. Mayor libby shaft thanks a lot for spending a little bit of in your busy morning and be well have a good welcome back everyone its another spare the air day, lets check in with meteorologist dave spahr and see just how this weather shaping up day a good morning robin good morning, everybody im live shot coming in from the golden gate bridge. You guys were talking about earlier too cannot see that hours and quite a bit of fog going on here, but its kind of rearranging itself because the start to clear in other areas of the bay not much in the way of winds going on were basically Single Digits to calm which is good we like that keep the winds down a bit. Lets watch the fog situation here clears up nicely later on this morning. And tomorrow morning doesnt do is much doesnt get quite the kind of progress we looked at today and mixes out a little faster. So hope says maybe down the Santa Cruz Mountains it wont cover up as much as were looking at this morning. So the Major Players going on here is weve got a high off towards our east it will play in late herb or getting a break now lower backyard years providing the fog keeping the temperatures somewhat reduced compare what comes our way early into next week. So we got the morning fog and some clearing. Somewhat will start to do with the smoke as you can see from the shot from sfo and warm to mile depending on your perspective, youre certainly mild. For the beaches in the coast in and around the bay but getting a little warm inland this weekend. We bump that up just slightly and we start to dry out a little bit too and that will be the big issue is we get into early next week with temperatures approaching near about 100 and some of those far east bay reaches for San Francisco today 66 were looking at 73 for oakland, 84 san jose, but well see some 90s and the board today pick in the far east bay, a little bit up the Solano County but most of the north bay will be kind of a mixture of 80s with some 70s, some lower 80s on the east bay shoreline and 84 for san jose coming up in a bit of course what your 4 zone forecast and check into that extended as well marty. Ill take it from here day we have a hot spot to check in on and thats in the east bay, richmond eastbound 5. 80 after maria bay parkway just getting word of an overturned crash looks like the driver of a truck spun out and actually flipped over on its side. Emergency crews responding they have the 2 left lanes closed once again this is eastbound 5. 80 at marina bay parkway in richmond, a Traffic Alert just issued for this overturned crashes quickly backing up behind the scene but eastbound the counter commute direction, so no major delays getting through the westbound side the commute side. Its actually doing fine with no reports of any major delays here heading to the richmond sandra fell bridge. Heres a live look the backup that we have what 20 minutes ago, its gone so a great trip here into the north bay once again youre overturn is eastbound opposite direction. A quick peek at 92 in has also thinned out nicely a little crowded leaving hayward but no big problems only 12 minutes to make your way to the peninsula. Marty. All right robin lets go ahead and give you an update on the wildfires that are burning in the bay area will start with a closer look at the czu lightning complex fire in san mateo and santa cruz counties. The map on your screen shows the areas that have burned in kron fours will tran live at the Cal Fire Base Camp ensconced valley, he has the latest on the firefight and well were hearing some good news. Great news actually be live in Scotts Valley youre probably watching us this morning right from the comfort of your own home as they allow people is Scotts Valley to return late last night. You talked about base camp marty look over my right shoulder look at how busy it is right now theyre throwing. 2000 firefighters at this and they gave a News Conference a little bit earlier this morning. The containment number did go up slightly its 26 containment up from 24 containment. More importantly the acreage did not explode we are now sitting at 82,540 acres and thats only up about a 1000 acres in 24 hour span. So its not exponentially jumping all over the place as they are establishing controlled burns lines trying to get fuel away from the fire. So it does not have a lot to burn as far as the structures destroyed 799 structures. Something very a chilling that they said at the News Conference mardy in robin it seems that we are up to our eyeballs in fire right. I mean its happening all over california. 14,000 firefighters being thrown at the wildfires throughout our state. Keep in mind. Were not even into peak fire season just yet. Remind everybody. That were just moving into our peak fire season here in san mateo santa cruz. And we have an 82,000 acre fire that were going to continue with through that for those that have not done your Defensible Space. Its not too late to start you see because were doing it so you dont spark a new fire. So if you can get out there protect your homes and start toward said that Defensible Space. Isnt that crazy i thought we were already me deep into fire season. No were not even scratching the surface just yet. So reminder Defensible Space as far as the other communities that possibly could be repopulated allowed to return theyre not giving anybody fall so, but i pressed them and press them and they said they are looking for certain communities and felton and along the highway 90 corridor so that could be next, but they say stay on top of the news. Stay on top of cal fires website will let you know and said awaiting around the checkpoints and only to be disappointed and to cause traffic jams for First Responders coming and going as far as the situation right now you can see a lot of fog over us and i can tell you they hope that the fog burns really quickly so they can get the aircraft back up in the air to dump thousands of gallons of water. On this fire that continues to burn in mardy come sunday. It will be 2 full weeks for this fire. Its hard to believe all right well, thanks a lot that live report from the south bay robin. Well to Sonoma County now not everyone is allowed back home there are still plenty of hazards out there on the roadways. This is what it looks like just riding along mill creek road near hills for check this out homes have been destroyed and hazards are just everywhere. Utility lines are down and burned trees to fall in or are ready to come down. Pg e crews have moved damaged equipment off the roadways and inspectors are checking out those charge trees. Pre inspectors are basically looking at the spire damage trees that are adjacent to pg e facilities to determine if they need to be removed. Or trim theres a lot of damage to this area. There was structures are impact in this area and a lot of the infrastructure was destroyed in this area. Well some hazardous trees have already been taken down and cut up, but a lot more will need to be done before its safe to allow residents to return home. And several businesses here in Alameda County are going to be able to open up their doors today. We have a list of well happening today, more businesses will be allowed to reopen in the east bay hair salons barber shops and Wine Tastings are allowed to resume outdoors in Alameda County. It is a big day for Business Owners in these ban kron fours reyna harvey live in alameda this morning with all the details high rain. The morning as you can imagine a lot of excited Business Owners actually have one standing by to talk to me in just a moment, but first i want to show you guys what businesses like a barber shop behind me will be opening their doors today. So like you mentioned, barber shops hair salons nail salons even swimming pools even as cool as it is outside Wine Tastings but thats by appointment. Also non medical massages libraries can offer Curbside Pickup for you and lacks enough services you can also go and do that today. So right now im joined by doctor chynn hes an optometrist right now and hes here on park street, not touch and even here for 25 plus years and for you you actually had to close your door for about 2 months today, the businesses here right to left are going to be opening up today, what are your thoughts. I think its really good idea i know that a lot of Small Business here on park street and even now needed and i think the great for the community. I may be great for business to be great for the city. I believe there actually is a safe way of doing it. To keep a balance between by keeping businesses open as well as keeping everybody safe. For you doctor kind of what has been the most difficult thing about this time for you and a lot of your neighbors right to the right or left of the year. Like im not a public street and you see a rebound take the bus or walk down the to my neighbors say hi to the garden was opening up the new super stand and the russians uncertain where i come down here is pretty lonely not too many beers are open on this block i think maybe just maybe a for business here open. 30 good to see them open again. And the neighbors in the customers and maybe the people that are watching right now and theyre opening back up today would would you like to say to them this morning. Say that a good thing it does keep safe. Thank you so much stock into thank you so much. So again you hear a lot of businesses opening especially youve been open for a few weeks or so now since doctor chen had to shut down behind me, but some of the business concerns, you know theyre going to be outside working you cant offer every service outside in addition to that also the fires that are going on right now have some Business Owners concerned as well about inhaling all of that smoke. So again in just a few hours some of the businesses are going to be opening up and hopefully well be able to talk to them. For now reporting here in alameda Reyna Harvey Kron 4 news. Thank you rain, its nice to see those businesses opening back up but we do have to be very cautious. Thank you marty it sure is. Well also happening more of the same in Contra Costa County is businesses will be allowed to reopen but outdoors thats because theres been a gradual downward trend in cases positivity rates and hospitalizations now those businesses include personal Care Services that dont involve close contact with the face like nail salons and massage parlors gyms and fitness centers, Hotels Motels and Short Term Rentals as well. Were going take a short break, but first well take you outside for from the embarcadero this morning, fog and smoke obscuring the bay bridge there so be extra careful as and its a 29 thanks so much for joining us at the half hour the kron 00 04am morning news, yes, its a little hazy a little smoky out there getting a little bit of everything this morning, lets check of the days far get an update robin marty good morning and good morning, everybody still havent seen the fog clear in the east bay shoreline here we have this live shot coming to you see berkeley, this is really more of the fog involved here but weve been showing shots really of the smoke also involved sfo of course looks like is basically smaug as we got going on future cast for a check out that least fog part of the forecast here will clear up pretty quickly in the next couple of hours. And then tomorrow, it spills back in again, but it doesnt cover quite the territory were seen or stall this morning and seeing even right now so well get some better clearing in the Santa Cruz Mountains perhaps allow some of the flights to go off of you know let do that every teen got the 60s going most the east bay for now 68 for cuts the warmer spot of course, the solar heating helping out we havent moved at all really up in the north bay still in the 50s 54 San Francisco, 58 meanwhile for san jose. For today, this is what i was talking about call up is the smoggy of fog and the smoke on 83 by high noon at 3 oclock at about 92, there is more warming coming our way slightly inland happening this weekend. But we really get a bounce come into early next week well have that extended forecast for you check out of the 4 zone as well robin all right, thank you dave. Now along the peninsula evacuees in San Mateo County there also allowed to come home after leaving because of the czu complex fire kron fours dan thorn has more. Cars filled with evacuees make their way back into their San Mateo County communities signs welcoming the return a week ago the czu lightning complex fire forcing them to leave behind their homes and Property Owners like war zone, you know because you could you get out what you can get back in the hunt a resident ryans weighing is happy to be back just days ago, he was stunned by seeing the large fires burning sending huge plumes of smoke into the sky. Thankfully, nothing of his was damaged or luckily, i got family here in the area but you know i cant even imagine for the people who had to rent a hotel for this past week or the area prides itself on being tight knit sky would trading post is especially glad to see their customers return they rely on this the next business from here is probably 2030 minutes down the road in any direction. So we tried to you know dissipate their needs and take care of worries naas rise grateful. They were spared and appreciates the work. The firefighters are doing this kind of glad that things didnt turn out as bad as. They could have been reporting in woodside dan thorn kron 4 news. To the north bay as more people returned home in Solano County emotions are running high. The county Sheriffs Office says that of the roughly 1000 homes in the affected burn area about a 150 or safe enough to allow reentry. Some residents tell us that they fear their homeless gone only to learn later through firefighter. That was not the case i did the same week not every team we all cried remember van and were hearing all of that because houses was like wow thats great. Yeah, good news, a deep sigh of relief for them. The county set up a Re Entry Center at the Mission Church this is where evacuees approved to return home are given passes that allows them through those checkpoints. The scu lightning complex fires burning in parts of the east and south bay are now over 372,000 acres, 35 containment this morning, 28 structures have been destroyed and more than 20,000 are still threatened. And during the early days of the czu lightning complex fires a few residents ignored the Evacuation Order they stayed to try and stay in their homes. This cell phone video shows been loma native kyler ruskin and his friends pumping water to fight the flames in bonny doon ruskin says he and 7 others spent 5 days using whatever equipment they could find to help create a perimeter and douse the flames. They were able to save his friends house and a lot more as well but still its been a heartbreaking week for them so the water pumped in and start battling that you think you have one house out you can look back on my god and. Same house the working on for hours up in flames in the arms around 20 minutes and you know again that all been prevented by. Well ruskin says some of his crew are off duty firefighters and they were even to able to help supply water to cal fire crews who are also working in the area. The santa cruz the Sheriffs Office arrested a man who confessed to stealing a firefighters wallet and draining his bank account. Santa cruz county sheriffs say that Brian Johnson confessed to the crime. Johnson also wrote an apology to the firefighter Officials Say the case struck a nerve in the community. That case really resonated with me. Because here we had somebody who came from completely out of the area left their family left there their normal a life to come here to Santa Cruz County to help our Community Get through the most catastrophic fire that weve seen in our history. And then somebody has the audacity to steal from this man. And so i was upset about it in that. Thats not who we are here in Santa Cruz County. Well the firefighter received notes from all over the country with people just offered to pay back what was stolen. His bank account his bank reverse the charges and the firefighters says that hes grateful for all the kindness. Still ahead this morning get ready for november. Well have highlights from the final night of the Republican National convention. As the president seeks a second term. And a black Business Owner in the north bay says he was harassed and profiled by police. The incident was caught on camera we have the video and the details when we come back. And lets take a live look outside at very friday light traffic on the approach th try my 4 mini munchies with marinara or ranch. Back at jack in the box. Okay bay Area Temperatures for highs today. Marty were looking at the middle 90s approaching antioch elsewhere up in the north they pretty much a tease. Well take a look at your 4 zone forecast and that extended all coming up next kron well take a look at walnut creek behind me you can see the fog and smoke still have rain over parts of the east bay daves far has more on the weather and the air quality heidi im marty we got here to sfo as you can see basically almost like small going on weve got fog and smoke on this mixture here waiting for this to kind of mix out for us. You know one of the things that tells us little bit about the moisture that we see but the bush that we cant see well still be around a little bit later on today when this all makes is out we still have numbers that are decent going on. Thank goodness were looking at much the way of winds the winds we do get will be coming on shore. So we dont need offshore winds with all this going on so 1540s pretty much in the east far east bay at that its flood back again by the marine layer and then tomorrow afternoon dropping off to 40s in some 30s. When we approach into early next week this is going to be dropping off even more so it looks like in. We dont see any winds coming from any direction again thats kind of good. But that also means we just cant clear out the air all temperatures for us right now weve got lower to middle 60s, a 68 off the antioch 50s up to the north bay that hasnt moved at all the north bay theres lower 60s line of the east bay shoreline with 58. For san jose. So we get past this weekend and temperatures kind of warm and look what happens here. The big High Pressure is playing this keep away game another little system sneaks up to the top of it. Coming from the gulf of alaska but not going help us out at all going up and around us. The high starts to slowly weaken by the middle of next week, one of the nice thing too is repels 2 tropical systems down the south keeps all that moisture down here thats the kind of started all is probably begin with 104 fresno 96 for sacramento, 99 bakersfield, the central coast, 66 at least San Francisco monterey getting up to about 7384. For san diego so checking out things in the 4 zone forecast 66 San Francisco, mid 60s to the coast bayside pretty much 70s for the most part 76 millbrae 70 ce 8 coming in for burlingame but we get some 80s heading down south 80s and carlos 84 for sao palo alto out to do with 79 south bay is pretty much middle 80s. So most uniformly in the santa clara valley, 91. Coming in from morgan hill 88 los gatos and for tri valley lower 90s now again thats expected to climb kind of with stop a little bit this weekend but really jump early next week 88 going on for dublin. 81 also hayward moving north here 68 for berkeley 73 open still 81 for Castro Valley with danville at about 9091 for concord and then up to the north bay solano counties will take the cake for the 90s for the most part 89 pittsburgh, 79 delay ho 79 also napa with 88 for sonoma, 86 for santa rosa, but again these numbers will move a bit early next week mid 80s line up one o one down south. Theres a big spike that happens as we get into early next week we may even cross into 100 potentially but that should break down for most of the bay by wednesday with some inland spots still hanging on a little bit checking bay area traffic you get a hot spot there robin was going on i do indeed its an overturn and richmond that still quite active. This is 5. 80 eastbound. Its right after marina bay parkway. This is where the driver of a truck flipped over that truck still on its side. The 2 left lanes are still closed traffic backed up about a half a mile or so behind the scenes, so its not a terrible back up. But theyve issued a special Traffic Alert and we do not have an estimated time of clearing so if you come to retrain or come from the richmond sandra fell bridge eastbound when you get up to marina there youre going to be stuck in traffic due to that overturned crash westbound is the commute direction as you can see its fine 7 minutes right on time here from the pay gates off to one oh one and a quick peek at one oh one in the south bay just a little sluggish northbound approaching the 80 split a little bit of commute traffic there. But only 30 minutes total from san jose to menlo park morning all right robin well, President Trump closed out the Republican National convention by making his case for a second term.
