Yeah well marty this is a historic move by the council here this shes Traffic Enforcement entirely this takes it from an armed Police Officer to an an armed city worker, the main question a lot of people have this morning is how they plan on implementing this if someone is an armed and forcing traffic stops. Well again the Council Cites many Different Reasons why they want to put this change in place theyre citing that theyre trying to stop Racial Disparities also racial profiling when people are stopped by the police well again Berkeley City Council approve this proposal overnight. This will create a new arm of the department of transportation that would handle traffic incidents such as broken tail light along with Parking Enforcement now city leaders behind the change say they are trying to prevent minor traffic violations from escalating into more serious encounters however, reveals a wont change things right away. Instead its going to call on city managers to convene a Community Engagement process to pursue the creation of a separate berkeley Transportation Department to handle transportation projects as well as enforcement of parking in traffic. The owner of one hair salon in los gatos tells us that she worries that this new order will force the industry to break the law. They have no choice but to go underground and into the backyard and into peoples homes hair to survive because literally theres no assistance coming their way. Well Santa Clara County is among the 7 bay area counties, currently on the states covid19 watch list. It was added to the list on sunday along with Alameda County. Contra costa moran napa solano and sonoma counties have been on the watch list for more than 3 consecutive days. Now under governor newsoms new restrictions they have to close gyms places of worship and offices in noncritical sectors hair and nail salons and indoor malls. In these basin valley mall in concord is now offering Curbside Service for customers shopping with certain stores. The mall is forced to close again because of the governors latest announcement. The malls website explains the process for Curbside Pickup which stores are taking part in the program and where you can pick up your items. Families are struggling to pay rent in Contra Costa County will not have to worry about evictions or rent increases through the end of september. The county board of supervisors voted to extend moratoriums on evictions and rent increases due to the pandemic the ban on late fees and grace period to pay past due rent. Now to a developing story that weve been following for you this morning, its the reopening of schools here in San Francisco, the San Francisco Unified School District now recommending beginning the school year with Distance Learning. During the district zoom meeting on to say superintendent Vincent Matthews recommended schools begin on august 17th with Distance Learning then eventually moving toward a phased in return starting in mid october at the earliest concerns about the plan centered around consistency and instructions for students who learn at a different pace other big challenges include Online Access for all students. The earliest it would be a bit out so i dont want people to give a taser turn starts 2 weeks history. We said we that we think we should limited in person. School for small groups and we will want to 28. And heres a breakdown of the cases and deaths caused by covid19 in the bay area there are over 35,000 cases and over 650 people have died from the virus were seeing the most cases in Alameda County with over 8300 infections. The 70 page report outlines 45 recommendations for the department which include a stricter use of body cameras, creating a family liaison for victims families during officer involved shootings and releasing Video Evidence as quickly as possible. The study found many of the departments problems trace back to the layers bankruptcy in 2008. The findings come on the heels of the deadly shooting of Sean Monterrosa in june. Commissioning people to investigate force. And so how how youve been doing the last couple months. I know look the oakland zoo theyve been struggling financially how have you been doing. We have been close friends, you know since midmarch the cost 30,000 a day to operate whether open or closed. So thanks to our members are Board Members are donors or community. We have managed to stay financially solvent and thats really thanks the community. But now were open to the public and very happy about that because 70 of our revenue comes from a gate emissions so todays a big day for us financially as well. So thats a big day finally youre selling tickets again and people be coming in i think a lot of families are anxious to go the house with the kids and do something thats fun. But also safe thats the number one priority, speaking of safe, what are you guys doing to keep everyone. We have spent the past 3 months thinking through every possible safety protocol. The Alameda County board of supervisors voted in favor of a variance for the zoo that once approved by the state would grant has a special permission to reopen the kron fours michelle kingston reports. We have no intention or anybody does it get sick with the oakland zoo could be back open to the public in less than 2 weeks on tuesday, the Alameda County board of supervisors voted in support of the variants at a station that will be submitted to the state if the state approves it can welcome visitors again for the First Time Since march now on radar. When we are open and we dont get any support from the federal government county government or city government. All we have are reserves for sunday with built up an emergency reserves that is kind of kept us alive, but thats whats running now zoo Officials Say it costs about one 0. 2 Million Dollars a month to operate the zoo and theyre down to their last 3 Million Dollars in reserve funds theyve also received donations from the public like the more than 180,000 raised by 6 yearold and hes a large to help keep the zoo open we rolled in with you know with restrictions, no indoor exhibits will be open at the zoo masks will be required and there will be hand sanitizing stations throughout the park, the zoo expects to hear from the state within the next 2 weeks theyre optimistic they will be able to reopen by the end of the month in oakland, michelle kingston kron 4 news. Hospitalizations and icu admissions continue to rise as the spread of covid19 continues to surge at Ucsf Medical Center they have 29 covid19 patients and thats the highest number since the pandemic began 15 patients are in the icu 8 of them are on ventilators at zuckerberg general hospitalizations are also increasing with just over a quarter of icu and acute care beds available now in the east bay John Muir Health is also seen an uptick in covid hospitalizations but they still have capacity for incoming patients.
