She has the latest for us sara. Marty im live here in walnut creek at a safeway where people are getting you know some last minute goodies for the 4th of july a little bit different this year though youre not really buying a ton of food to host a big large group well youre not supposed to at least the governor of california and local Health Officials are urging people to not only celebrate at home. Lets celebrate with only people you live with take a look at why its the numbers that they are referring to and why they are urging people to stay at home this 4th of july weekend. Its because were seeing threatening increases of cases of coronavirus and deaths in each county a lot of numbers on your screen out right now, but to name a few Contra Costa County is seeing a 129 increase in cases a 111 increase in deaths from may 31st until just july second yesterday napa county on the other hand saw a 207 increase in cases in a 33 increase in deaths now we put all this data provided by each countys Health Department on our website for you to review, looking at total numbers Alameda County is still leading in the bay area with the most cases of the coronavirus but still a lot of the other counties in trouble as so as i said Health Officials are recommending people to stay home but what are people actually going to do. Well say most people ive talked to say theyre going to follow the rules. Theyre going to stay home not because theyre being told to but because they genuinely are worried for their health. However did see a group of people taking off to shasta just now in the parking lot, but one man i spoke to he says hes got one thing in mind and that revolves around his home. No i dont know by by the the rules set down by the governor and everybody else and stay at home. Thats one of the great things right now about netflix and all the movie channels you can get and catch up. So ive got about 3 projects someone of doing one of them is going to watch tv for half the day, i love to go out like everybody else you go to a parade and be around people but honestly, the risk is not worth the reward. Yeah, he said it is scary and he is definitely putting his health first by the way that guy used to be working for the raiders back in the 90 so pretty but yeah we should all follow in his step foot side is what bay area Health Officials say they want everyone to stay home as ive said traditionally we go see fireworks we have barbecues we go to parades but at this point Health Officers saying should only hang out with the people you live with if you live with your family will then youre lucky she can have some kind of fun let them cook barbecue but stay in the comfort of your own home for now live in walnut creek Sarah Stinson kron 4 news. But theyre doing so in staggered shifts and in some cases, theyre also working alone to allow for social distancing. Were stand somewhere between a 5 to 7 day total turnaround time from requests. We were at a high last week about 8 to 9 days. So it does seem to be trending a little bit better. Well the director also says that in the past 2 weeks call for Service Calls for service of double to more than 100 every day with the response turnaround of about 8 days. The California Senate has voted to expand job protections for more people who take time off to care for their family. Now previously the law allow workers to take up to 12 weeks of leave but only protected the jobs of people who Work Companies with at least 50 workers and now the law expands protections to companies with at least 5 employees republicans and some moderates oppose the bill because they say the law just makes it too difficult for Small Businesses to find shortterm replacements. Well happening tonight, President Trump will be celebrating an early independent stay at Mount Rushmore he will be delivering a Campaign Speech ahead of the Fireworks Show right over Mount Rushmore his speech begins at around 8. 45 and the fireworks will start at 1015. I mean a warning key in washington craft breweries are turning to congress to help them get through this pandemic ill have that story coming up. And before we go a look outside at a cloudy Golden Gate Bridge. Its going to be nice later on this afternoon we are expecting more sunshine and warm temperatures will welcome back referees around america were going gangbusters until the pandemic it and now these Small Businesses are struggling to stay afloat. The Brewers Association predicts that almost half of their craft breweries will be forced to close because of coronavirus lockdowns washington dc correspondent anna werner reports. When businesses abruptly closed in march bob pease with the Brewers Association says beer sales hit a wall they went from 60 miles an hour to 0 like that overnight. He says many of the 8,000 small and independent craft breweries in the u. S. Quickly shifted their Business Models to delivery and to go sales for those businesses has it been devastation will. But its been close on top of that breweries are facing another uncertainty with tax breaks on their production set to expire at the end of the year very difficult operate a small business. If you dont know which tax rate youre going to be we want to make sure they dont have that and that issue. Come in december a texas republican congressman Roger Williams is working to make the lower rates permanent we need to do what we can not burned their bodies. Our excise taxes, the current tax rates were part of the tax cuts and jobs act of 2017. If they expire the taxes breweries pay are set to double something peace as many businesses cant afford. Its a collective 80 million in savings to small and independent brewers to pay those lower rates. Williams says the bill already has bipartisan support. Hes calling for his colleagues to quickly send the bill to the house floor for a vote by the end of july. In washington, im anna warren, a key. The San Francisco becomes the next city that adds those beach parking lot closures to its list the welcome back everyone the time is 8 2829 now haha youve been patiently waiting on friday and here it is happy friday time is flying by at was going to start this half hour by checking out the forecast with a spar heidi a good morning guys, good morning, everybody and enjoy the bay area fog because tomorrow morning were not going to be treated to that as much now this shot coming in from san jose the blue sky as work here and the son doing a nice job here temperatures a bit sluggish though, but the shot from u c berkeley woes still have some work to do to kind of clear this out, although inland weve already seen some clearing happening as we speak now on that note, ok we take care of that fog scott great and then tonight said eventually it tries to come back a little bit and thats really about it and then it clears out. Right around sunrise. Temperatures have a couple yet inland. Theyre pretty much the same as the east bay shoreline. This is probably change in the next hour or so 50s up to the north bay 54 San Francisco, san jose at 59 today, lots of sunshine pretty much wall to wall least and linda will be that way 75 by high noon. 03 00pm at 82. Those are modest temperatures will be looks pouring all that but 80s for highs today. These are in spots that will be replaced by the 90s tomorrow, and maybe even holding on a little bit on sunday also saturday nights the big night for the fireworks and so forth maybe in some areas. Watch out because we are looking for some winds granted its on shore but still some winds potential look out for well investigate that in your 4 zone coming up in just a bit robin. All right. Thank you dave. Well, a big story that were following for you this morning, San Francisco has joined the long list, a bay area cities closing beach parking lots during the 4th of july Holiday Weekend lets check in with kron fours reyna harvey whos joining us live in San Francisco. And it looks like shes at the reyna. Hey and at the beach you would be correct and there are a lot of people out here already and that is one of the reasons why city officials are trying to close parking lot so you can see the beach behind me some people came on here and thats one of the parking lots there is still open as of right now, but it will be over the weekend and thats one of the deterrence see officials are trying to put in place to keep people safe stop the large congregating so were going to show you the list of beaches you might have wanted to go to some of these beaches now the beaches are not going to be closed just the parking lot so if you are a walk or jog or like a lot of the walkers joggers out here that ive seen if youre riding bicycles doing things of that nature you can still come down to the look at your screen we had baker beach china beach crissy field fort funston fort point Golden Gate Bridge lands in marina green ocean beach now weve got a chance to talk to people that were out here we also heard from the mayor. We talked about the importance of staying home. So again lets take a listen and has some of the dots that are being shared this morning. Theres good and bad thing about thats what i like theyre taking more but i think steps like this where there is wide open you know people need to get out of the people who need live their life of the 2, but you take the sets where they can maintain their 60th parents. The robin another decision that went into this whole process was that hospitalization rates out here in San Francisco have also increased so thats another main reason why they want to close the parking lots down again theyre going to be closed through out the Holiday Weekend and if you decide you want to come down make sure that you wear a mask and practice social distancing now reporting here in San Francisco Reyna Harvey Kron 4 news, its tempting its tempting reyna but i think ill stay at home. Thank you for that update. Well, Half Moon Bay is also closing its beaches through sunday, the closures come after Governor Newsom ordered parking lots at all state beaches. Too close for the Holiday Weekend will Half Moon Bays mayor is also actively discouraging visitors to the city. He announced the stretch of the popular coastal trail between seymour bridge and kelly avenue its going to be closed for the next 3 days. To contain the spread Governor Newsom also announced the state is launching a Major Public Service campaign encouraging everyone to wear a mask, but the states efforts are sending out some mixed messages or Capitol Bureau reporter Ashley Zavala has more. As more restrictions are put in place governor Gavin Newsome says hes established a strike team to help enforce californias covid19 rules. The Team Includes a number of californias workplace in business licensing agencies, including cal osha alcohol Beverage Control and the california Highway Patrol but there are still many questions on how these rules will actually be enforced this Holiday Weekend newsoms administration is urging californians to avoid gathering with people they dont live with and large crowds, but we found here at the State Capitol chp one of the agencies in the governors Enforcement Strike team. Approved permits for a 300 person protest to weddings and a 50 person demonstration. All on the 4th of july i specifically asked the governor about this thursday to how you address what some might perceive a mixed messaging here. Yeah i dont have the benefit of the details of the permits newsome then brought the director of the office of emergency are killer duty to the podium chp is evaluating those permits now to see about how that can be done. Taken into account, the. The governors orders and directives that we want for appropriate social distancing and limiting. To come together while still protecting rights assemble for for peaceful protest for now the state is primarily targeting businesses that dont enforce the rules Governor Newsom says more than 350,000 of them have been put on notice. At the State Capitol Ashley Zavala kron 4 news. Well to the south bay now more than 45 School Principals and administrators are in self quarantine because of potential coronavirus exposure. This comes following a meeting held last week by the district superintendent where one School District employee tested positive for coronavirus now that employee who tested positive was just a few days after attending the in person Leadership Meeting as a result the other principal and administrators at that meeting they were told to shelter in place and undergo testing and so far no one else has tested positive. The district says the complexity of developing the plan for reopening schools in the fall is why they chose to hold this meeting in person rather than online. I know there may be some there some the question. Every decision we make. But the reality is there is no road map for this pandemic. Although the School District says they followed all Health Department guidelines, the Santa Clara County Health Department saying in part quote the health order. Currently in place allows governments to conduct essential businesses in person and to decide for themselves, what is essential and this case its not clear why meeting in person was necessary. It is a lesson for other Government Agencies even though they have the authority to hold an in person meeting it does not mean that they should exercise the right to do so unquote. A virus is flip the year 2020 upside down and now experts are saying the pandemic will likely have a Lasting Impact on the countrys labor market for the next decade. A 10 year forecast by the Congressional Budget Office reports a 4. 4 Unemployment Rate at the end of 2030 which is higher than the pre pandemic rates of 3. 5 in february of this year. Jeff belisario executive director of the Bay Area Council Economic Institute says those projections could change and theyre highly dependent on public response policy response and the trajectory of the virus. I do think though that when you look back at previous recessions, there is something that you can learn particularly the last recession. Roughly at the same unemployment thats they were back in the great recession. And in some parts of the country that actually never recovered country overall it to take about a decade to kind of get back to those employing a level so its not out of the realm of possibility. There are of course a lot of unknowns and uncertainties that could change those projections and while the bay areas typically come out of recessions more quickly than the rest of the country because of its tech and Innovation Industries that trend could reverse because a lot of those companies are giving employees permanent options to work remotely from home. Well coming up on the kron 4 morning news parking fees are increasing at 6 bart stations in the east bay, well tell you where and by how much. Im Trevor Shirley in washington where federal officials and lawmakers are trying to do what they can to save kids from dying in hot cars, ive got that story coming up. Well you combine friday light with a Holiday Weekend and this is the traffic again. Loving it come to san mateo bridge will be welcome back as americans travel this weekend and try to get back to their normal routines in general. The u. S. Department of transportation is warning parents not to forget their kids in hot cars, washington dc correspondent Trevor Shirley reports of several efforts to keep kids safe. In 2019 52 kids died after being left in hot cars. Now as july 4th travel ramps up the u. S. Department of transportation hopes a million Public Service effort help save lives. We want to make sure in all of this. That the children are not forgotten. Transportation secretary elaine chao says these days theres an even greater risk for caretakers to forget kids in cars since the pandemic appended our usual routines having children. Locked and forgotten he did cause is such a preventable tragedy and on capitol hill, some lawmakers including illinois representative Jan Schakowsky are trying to pass a bill called the hot cars act it is our duty. To say that when we can protect children from dying in hot cars that we have to do it the hot cars act would require most new cars to come with an alert system to detect a child or animal that gets left in the back seat we want a passive system. Where the parent doesnt have to do anything but there detection of the child in the car and then a notification the dot says it doesnt comment on pending legislation but she koski is optimistic the bill can pass the house but really were running out of time the hot cars act is cosponsored by 55 democrats into republicans reporting in washington, im Trevor Shirley. Now looking for steaming hot temperatures going on for today a lot of 80s there inland, but it will be warming up more so expected into tomorrow, less fog as well well be checking your 4 zone forecast your friday and that extended into the holiday good morning, happy 3rd of july welcome back to kron 4 morning news go ahead get a check of the Weather Forecast, dave looks like we have some clearing by the golden gate, it looks like inch by inch were working on an sfo weve been talking about the fog sure there is some here but no delays happening this morning just the clouds fog is lifting up over the hills. For the background so. Speaking of which this is what it looks like it will clear out nicely in tomorrows effort thats about it a little bit spring in the east bay shoreline that will correct itself very shortly after sunrise so with that in place were just being held behind a little bit today compared to tomorrow east bay shoreline inland looks very much the same not much to couple ling 50s up to the north bay 59 san jose 55 San Francisco. For the state today again a road is going to be warming up tomorrow but only in all say only 95 for president today 88 for sacramento, Central Coast in the mid 60s. 70s down to southern california. The coasts 79 san diego, 70 still for big bear so your 4 zone forecast for this friday now its still subdued 64 San Francisco Mission District about 65 with the coast and lower 60s. But those numbers are moving on up weve got upper 60s here in the bay side and northern end of the peninsula burning about 6 to 9 73 foster city, san carlos 74. Palo alto you probably top off in the 80s tomorrow 77 redwood city 74 for Mountain View and even in the south bay only 80s to be found theyll be replaced in some spots probably with 90s. Morgan hill today, 8683 los gatos 84 san jose and santa clara at 79. Speaking of 70s more of them in the east bay shoreline to the south tri valley, youre looking at lower 80s son old 7879 for dublin. And up to walnut creek 82 same with danville and 84 for concord berkeley at 6668 for richmond up to the north bay vacaville an 87 still some 90 today, 84 for fairfield pittsburgh 80 to 77 for napa and sonoma at 82 with santa rosa 83. And 60s covering the coast. All right our 7 day forecast looks like this. We have this pop that happens tomorrow also in temperatures too by the way we have some winds saturday night to make note of will be onshore, but still winds are winds. 86 going on for your sunday is average and will keep into the 80s through the remainder of next week probably i know you have so much traffic to talk about this holiday go ahead, i know its just overwhelming dave, i dont even know if i can get through it alone i may need your help to cover this nothing not much of the bay bridge toll plaza. The drive into San Francisco. Its been nice. This is how you know its friday, you know its a Holiday Weekend. Even though weve been sheltering in place we do have a lot of traffic between 6, 7, 8, that never happened this morning so just wide open at the bay bridge toll plaza come on in and use 80 its a pretty quick trip. All right over to the richmond sandra fell which is also a nice commute. Its been like this throughout the morning drive, so itll be under 15 minutes here from richmond into the north bay and i believe we have one more yes, we do the golden gate traffic smooth and at the limit come on and its a clear shot through the tolls and even onto city streets, no problems in San Francisco marty. All right robin will happening right now the hayward Police Department is asking for the publics help in finding a missing child 12 yearold korean ross yates was last seen on wednesday afternoon around 5 oclock near main street.
