She also talked about Structural Racism is well this all comes after we seen weeks of protest in the streets of oakland was. On wednesday night where thousands of people actually want to the mayors home they were demanding her to defunthe oakland Police Department so the mayor in that town hall last night talked about what that potentially could look like and what she says is she says we dont have to be fun in order to invest in oakland, she talked about the budget gave us a breakdown. She said that the oakland Police Department makes up about 20 of the citys budget. She also said the current proposed budget for the city. Cuts roughly 5 million out of opd is budget that proposed budget also adds 22 million into like Affordable Housing homelessness job training and also deals with Illegal Dumping in east and west oakland. Other several city leaders joined her on that town hall panel, including representatives from the Police Department and other agencies they talked about non Law Enforcement interventions in some of the work thats being done here at home. Listen ive got 4 things i want to get done immediately and that starts with reform every place police and when i say to replace i mean to start transition. Things that dont require a gun and a badge to communitybased response and oakland is made for this mall. We have already spent the last year designing with community input, something called a macro which is a mobile Response Unit from the community to respond to mental crisis crises that dont require a gun and a bash. We also lifted up last night in the town hall, the work of our department of violence prevention. This is the work that people are demanding a more holistic compassionate response to crises and conflict. But the part of the work, im also excited about is the restore and repair part of the work and that is really taking on the issues of Structural Racism restoring the wealth that has been take it from black and brown and indigenous communities through exclusionary land use policies through the foreclosure crisis that well must be restored and we must repair the institutionalized racism that is embedded in our major institutions in our government itself. That is the work that is being led by what we believe is the countrys only department of race and equity right here in oakland, whats whats a way you would do that how would you restore that wealth has been taken away in practical terms. What were going to have some exciting announcements in the days ahead. But it starts with its top being uncomfortable to talk about race. We need to have targeted programs that invest in black owned businesses we need to recognize that lending are designed to exclude black owned businesses and we must change that or create alternatives and as far as Structural Racism. It is time that we really examine our zoning policies and oakland has already done a for example race Equity Analysis to decide were going to be replacing our roads and lord knows oakland has a lot of roads that need to be replaced. Our race Equity Analysis was what led us to abolish library flights. There are many many ways that we can look at the disproportionate impact of Structural Racism on particularly the black community and change those structures change those policies and reduce those disparities we cannot do that unless we talk about race. It seems as though demonstrators are calling defund the police and yourself youre basically talking about the same thing just using different language because people are calling to define the police are calling for police stations to be shut down and police to be fired there calling for what youre talking about the analysis of how much money is going to a citys budget for police force and maybe redirecting some of that to other programs and other projects that can help lift communities out of this spiral of systemic racism and crime and get people on their feet so the crime goes down in general. Well lets be clear there is a group of people that absolutely want to abolish the police now. So defund the police means Different Things to different people that its far yes showing where our priorities the budget that is in front of the city council which i proposed a few weeks ago, actually does cut 5 million from the oakland Police Department and it at 22 million to Homeless Services Affordable Housing job training addressing Illegal Dumping in east and west oakland and improving appearance and cleanliness of our parks that is i believe reflective of what people are demanding right now and that is all in an atmosphere where i just had to cut a million out of our budget because of the Economic Impact of covid19. People all have also been demanding safety for their kids. So at the same time that youre talking about changing the Police System the way you respond to things how will you handle security with schools. Well, i know that that is a decision that is coming to our school board and i trust those leaders to do what is right for our children. And that includes my children who attend public you know, i grew up in oakland when i went to Skyline High School we did not have School Police we had security guards and we also enjoyed the beginnings of a movement of here lead conflict resolution, im a huge fan of Restorative Justice and so this evolution towards more holistic safety creating the conditions where we dont have conflict to begin with that is our work and certainly oakland is ready to be a partner to the School District in a way that is protective of our children and also honors their voices, one of the big challenges that city leaders face when theyre trying to. Reinvent a police force in committee policing as they get pushed back from the Police Officers association when you have nearly the chef across the bay talking about wanting to demilitarize the police force and tonight one degree im sorry they push back the Officers Association because they think that takes away things to protect them when theyre out there doing their job how do you work with the Police Officers themselves and their association to get some of these things done. You know each association is i want to recognize that the oakland Police Officers association of the media lee condemned the death of george floyd and the tactics that they they immediately condemned the misconduct scandal that we had in oakland a few years ago. They have absolutely supported banning the chokehold fully implementing the 8 cant wait so different organizations are different in different parts of the country. The over all influence blockage that Police Unions cause is absolutely real and that really require statewide farm. We need more statewide standards i was surprised to find out that the state chp have not yet fully implemented bodyworn cameras talk about wanting to get to the truth and being able to hold Police Officers accountable for their actions that is in a critical first step every department should be required to use bodyworn cameras and i encourage every city to also have a citizen Police Commission. Oakland has the strongest most independent commission in the country and they are critical ptners right now in this moment.
