Sergeant gertler thats where well be remembered as a hero who devoted his life to protecting the community and as a loving husband and father. The governor also said capital flags will be flown at halfstaff in the deputies honor. Another big story this morning. The now former Police Officer accused of Second Degree murder in the death of george floyd is due in court today. Derek sheldon will appear virtually before a judge in the ad this afternoon, the former minneapolis Police Officers accused of kneeling on floyds neck for almost 9 minutes all of it captured on video as you can see here. He faces a Second Degree manslaughter charge along with that murder allegation, 3 x officers who are with him are also accused of aiding and abetting him. The killing of george floyd continues to prop protests across the country. Meantime 9 members of the Minneapolis City Council announced that they intend to defund and dismantle the citys Police Department following George Floyds death. The Council Members made the announcement at a community rally in minneapolis take a listen. It is to do whats necessary to keep every Single Member of our Community Safe to tell the truth a Minneapolis Police are not doing that. Well. Minneapolis Police Department. Policing as we know it. The Councils President says that Police Funding would be shifted to other needs and the council would discuss how to replace the current Police Department. Well calls to defund or abolish police car but have grown in the wake of floyds death but san jose mayor sam liccardo is rejecting the idea of defunding police. This is video from a protest last week in san jose and citing statistics from the u. S. Department of justice. The mayor says the communities of color are disproportionate victims of serious and Violent Crimes and that any cuts in Police Staffing will disproportionately harm the very comaunities that need to see progress. Hes calling for reforms instead last week he called for a ban on the use of rubber bullets into crowds and also called for expanding the authority of san joses civilian independent Police Auditor and a full review, san joses use of force policies. Happening today, Congressional Democrats will unveil new reform legislation aimed at Police Accountability representative karen bass from Southern California who is the chairwoman of the Congressional Black Caucus says the package will be bolder than any Law Enforcement changes of the past decade. We will introduce a bill that covers several areas, one is Police Accountability it was shameful what happened to that man not only did they pushing down, but they walked right past him and then wouldnt even let an officer render aid our bill that were going to be introducing justice and pocing act would cover those so in other words, those officers shouldnt at know when they saw him push the officer det pushed the protester down. They should have rendered a the other officers should have intervened and said that shouldnt happen. Those are the type of practices that we want to see ended and with the legislation with accountability and with the transparency and the emphasis on training we believe that well be able to address those type of situations its time for Police Culture in many departments to change and we believe that the legislation will make a major step forward in that direction. Well in a draft obtained by the associated press, the proposed legislation would also revised the federal criminal Police Misconduct statue to make it easier to prosecute officers who are involved in misconduct knowingly or with reckless disregard. President trump meanwhile might address the nation this week to talk about race and national unity. The last time he made a public appearance in the midst of the george floyd protests, it drew criticism. Government forces you may remember cleared out protesters in front of the white house with force. From police using. Pepper spray type material and then the president as we saw in the wake of all that walk to a nearby church to pose for photos while he held a bible. A move that was not well received by many including the bishop of the very church that he used for that photoop. Republican secretary of state colin powell is calling out republican lawmakers for staying silent about President Trumps response to widespread unrest following the death of george floyd general powell says that he so disturbed with the president that he wont be voting for him in november with theresa stasi, you with more. We have a constitution. We have to follow the constitution and the president is drifting away from it. Former secretary of state a retired 4 star general colin powell, opening up about his personal feelings about President Trump and his professional take on the current condition of the nation. As it reels from the killing of george floyd. We are turning points. I mean the Republican Party the president. I thought they were sort of immune. They can go see anything they wanted and even more troubling the congress would just sit there and not in any way resist what the president s doing. And the one were to have to use with inspectors but hes been doing for the last several years is the word i would never have used before. I never would have used with any of the 4 president s ive worked for he lies. He lies about things. He gets away with it because people will not hold him accountable. And so our washing him we need to watch your congress. I watched the senators heading into the chamber, the other day after all this broke with the reporter say what do you have to say what you have to say they had nothing to say general powell was especially upset about reports earlier this week about the president having protesters. Pepper sprayed so that he could take a picture at a local church in washington d c former secretary of Defense James Mattis along with other is several top military leaders called the steps wrong and that it signaled a constitutional crisis. You have to agree with that. I mean look at what he has done to divide us. Forget immigrants, lets put up a fence mexico forget this lets do this. He is insulting us throughout the world. General powell also added that he will not be voting for the president and well be supporting joe biden in response to the extensive interview that also touched on the uss relationship with china with respect to the coronavirus Mister Powell said that he believes china did try and communicate the severity of the virus. But that the president chose to ignore intelligence reports. President trump fired back in a tweet the president said quote colin powell, a real stiff who was very responsible for getting us into the disastrous middle east wars. Just announce said he wi be voting for another stiff Sleepy Joe Biden didnt pow say that iraq had weapons of mass destruction. They didnt but off we went to war. When asked whether he would campaign for mister biden general powell said probably not but he would be supporting the Presumptive Democratic candidate in other ways. Theresa kron 4 news. Theres no amount of credentials is not to the congressmans theres no amount of money. They can change the fact that we literally all our doors. Coming up next the mayor of saint paul minnesota opens up about his familys experience with racism and he says goes back generations. Heres a live look outside our barca there a camera in San Francisco showing us the bay bridge will have more on the forecast with john trouble here in studio in just a moment. And were back at 4. 45, lets jump over to the Weather Center right now were john trouble is standing by with a look at forecast on this. Monday morning back to work for more and more folks giannas restrictions are being relaxed yeah and back to work for me today to solve one of those cars that you see in back on the some of our bridge cabs this morning you can see outside a nice clear view of San Francisco to kick off this new week a nice view this building right here lit up nicely. That heart right there you can see clearly all across the bay, no fog at the coast nor for bridges or into our inland valleys and will remain clear through the day today and really through the week ahead to is this highpressure ridge builds back in were about to be warming up today the first sign of warmth after a cool and brisk weekend behind us. Temperatures today climbing back to the 80s for some under these clear skies by afternoon today skies remain nice and sunny as will be the case as well on into tomorrow, it will be the middle of the week when we do start to see some cloud cover beginning to push in tuesday remaining clear but by wednesday definitely starting to see the evidence of some cloud cover beginning to settle into the bay. Todays daytime highs, 60s 70s out along the coast, not a huge change from our coastal areas from where we have been its our inland spots that are going to be looking at temperatures really climbing that means a warmer day for areas like burlingame up to 75 degrees today. While further south on the peninsula, even back to the low 80s for a couple of spots like Mountain View right at 80 degrees. In the south bay daytime highs also upper 70s to low 80s with san jose and cupertino swell saratoga at 79 degrees east bay daytime highs 70s to low 80s livermore at 80 degrees warmer than yesterday. But this is actually right on par with seasonal averages. So this is where we should be for this time of year nothing exceptionally warm or cool about the weather were seeing a red flag warning in Solano County today to take note of as we are still breezy this morning, although winds are in the process of coming down. Tuesday and wednesday will be your hottest days ahead tomorrow and the middle of the week on wednesday with highs in the upper 80s to low 90s for warmest temperatures inland after that we begin to cool down on thursday and just like the past couple of weekends by friday and saturday, its back down into the 70s we go with another cool forecast and a brisk one for the weekend too. So it up followed by a down roller coaster of temperatures continuing for the week ahead. Back to you james all right john thank you was jumped outside check a couple bridges. This morning as were looking at the toll plaza camera here at the richmond sandra fell bridge. Look so good so far as you can see headlights moving just fine across the a shot there and on to the span itself so nothing really slowing it down here as you make your way into Marion County for those were in county residents, commuting down into San Francisco across the Golden Gate Bridge this morning, alls well so far as you can see the live camera shot. Its clear and traffic is moving at the limit this morning. Time now for 48 back to the headlines and lets talk about the mayor of saint paul minnesota. Hes speaking out about his familys experience with racism. Melvin carter. The 3rd is the first black mayor of the city which is just across the bridge from minneapolis where george floyd was killed while in police custody. In a bash sat down to talk with the mayor about his familys experiences with racism. My father almost 30 years a lot as a Police Officer right here in saint paul Melvin Carter, the 3rd the first black mayor of saint paul minnesota grew up with the complexities of race in became a Police Officer in the early 70s after a lawsuit. Required to desegregation of the saint paul Police Department and so he was a part of a class of African American officers who came in they have stories that once always complimentary. My father tells me the officers when he was first coming on the Police Department who would tell him that no matter what happened i just want back you up. And but then again because he was black yes thats right i also see all growing up the way he would use that bad eyesore as sort of like a superhero outfit we be in the house at midnight on a friday and someone would call and say my son is holed up in this house and loan you know surrender himself to anyone except Sergeant Carter still he says hes lost count of how many times he was stopped by police because hes black even as a City Council Member i would you know there were times when i get pulled over if you would say like why didnt you tell them who you were. And my response is if i have to be a City Council Member of idea man if i had to be the son of a Police Officer to just be treated with basic Human Dignity and to not be stopped while being all laws but maybe thats the problem in the first place my young daughter told me today. She said see and think anybody should be surprised by whats happened over the past and how old is she 12 years old. That break your heart does. Does like how could it not. And you know way and i asked her you know why why would you say that. And she said because if we see. Ourselves. Being killed over and over and over again in these videos. It seems each one gets worse is that people have to do something the pain runs deep. His grandparents lost their property in the citys largely black Model Community so the government could build a highway or community was literally uprooted. Our community in our Community Members were getting. Pennies on the dollar for their properties their teeth on those properties, those properties were aboard those my father can their family being moved off of old rondo and remember the Fire Department burning down his mothers home as a Training Exercise his grandfather, the first Melvin Carter was a porter on the railroad has a Pullman Porter his name was not been seen on the 3rd. And has a Pullman Porter didnt really matter what you name was or how long would you how much experience you had or what your rank everyone was named george and will the reason i say this is because reflecting today on you know the fact the killing the murder of george floyd i think is so painful for us is so personal because for everybody man in america. Whether youre a architect or an accountant or a mayor. We know that theres no amount of credentials theres no amount of accomplishments. Theres no amount of money they can change the fact that we literally all our doors. Well happening. Today again that was dana bash reporting happening today, joe biden will be traveling to Houston Texas to privately meet with an offer his condolences to the family of George Floyd Biden has delivered speeches calling for the end of systemic racism in the nation after floyds death at the hands of police in the Biden Campaign says the former Vice President will not attend fords Funeral Service but will record a video message for it.
