Com coronavirus welcome back at least 11 firefighters are recovering from burns this morning after fighting a massive fire and explosion at a warehouse in downtown la yesterday. Jeff when has that story. Cell phone video captured thick smoke and flames shooting high above this building following an explosion near la toya district and little tokyo. Photographer Jessica Christian documented the images during her evening walk like it was a bunch of miniature like just big bangs other witnesses could hear the blast from blocks away all of a sudden. Just a big explosion, it looked like a Mushroom Cloud of smoke. Fire just everywhere and the Fire Department says crews were sent here for a fire at a one Story Building on the 300 block of east. Boyd street as firefighters made their way into the burning structure there was a significant explosion. That caused the made a report due to multiple firefighters potentially being injured investigators say the building housed a business called smoked hoax that. Appears to be a supplier for those that make Butane Honey Oil investigators say it appears to be a Legal Business while Jessica Christian who lives nearby says. There are plenty of these Marijuana Oil operations in the area over there if you even just like go by and walked by then its all cbd and butane highly volatile so it makes sense for that to be what those explosions were. Well that was jeff when reporting for us this morning. And looking at rain right now, but it looks like that will break up a little bit let some sun come out for this afternoon, heres the breakdown for you, but that we some problem areas will take a look im Jo Ann Jenkins with aarp. In these challenging times, we need each other more than ever. We may be apart, but were not alone. Use Aarp Community connections to find or create a Mutual Aid Group near you. Stay connected and help those in need. Good morning welcome back one for newsweek and running you get a check of the weather because take a look at that shot from the Golden Gate Bridge. You can see just how soggy is appointed a onetime soggy didnt mean that i was looking at that i got you use both mayor something the press is like the towers are gone a foot apart, somewhat typical e a. The fog is here with the rain and were all saudi going on for today, so youre out and about a little bit well have little bit of the forecast projected for you. Let you know in some of the breaks are because we do have some breaks but theyre not everywhere all the same time to give you general idea is were heres what shaken right now. There you have it on Storm Tracker 4 were up just a little bit here its been kind of see whats going on here appear to cut across the county and fairfield theres where that some false trail returned there you see the yellows. But they to alter Contra Costa County right there right now the nets look. So its right through it pretty much midday and down to the south bay in the Santa Cruz Mountains thats going continue to be kind of a problem spot throughout the day today. Showing the general flow pattern you can see moving in from the southwest moving up to the district and then theres another where the apparent low is further up to the north so this means well get a break today. But it will be returning again for overnight into tomorrow morning as well so if youre out and about tomorrow when the essential workers or whatnot youll probably be seeing some more wet roads and what conditions a little improvement looks like from Alcatraz Island just the last 10 minutes here finally we can see in the foreground in San Francisco in the background in the bay bridge you can see all covered up there. So there it is the Golden Gate Bridge what the towers kind of ups obscured by all this fog speaking of which how does a fog improved well actually it does it looks like today, however, coastal areas will be problematic and will continue to see quite a bit of cloud cover probably get the coastal areas but a nice chunk of the bay is going to open up to some sun that may pose an issue with some isolated Thunder Showers maybe. Coming back again for tonight to agree to very early tomorrow morning fog, rain and potentially some claps of thunder of there too. All right so future cast for running through watch the clear patch comes in not bad but still to the south and up in the north bay by 8 oclock you can see regeneration of some showers and again an isolated thundershower thrown in there for good measure. And it looks like another patch all the way monday morning as you can see. Right across the base or probably going to repeat this summer performance that youre seeing right now tomorrow morning. Then by the time we get to tuesday, little stray showers possible. But were getting some earnest. Clearing. Lets check out the winds we do have a little up tick on those winds this afternoon that will be a little bit probably by some clearing and some warming inland happening so get those upper teens going on for winds on shore as we are. And again to repeat it looks like into to our monday rather afternoon. And then they subside for the overnight hours. Ok. So look at what weve got going on here morning showers some clearing going on the afternoon they temperatures about 70 ish 70s inland. For tomorrow, very but clouds thunder shower possible. So do the same thing opening up the sky whole bit. Excuse me, im sorry clearing and warming for this week pushing near about 80 by the end of the week and then into the Holiday Weekend and theres some mention towards the end that we might have a little sprinkle trying to work in here but thats getting late the month anyway, so well see if that holds together 66 San Francisco, 69 going on for open 73 meanwhile for san jose. And maybe not in san jose proper but up in the Santa Cruz Mountains again expecting some scattered showers and Thunder Showers potentially to redevelop today. Mid 70s going on for again out to the delta bit east bay shoreline lower 7069 for open down the southern end of the peninsula in the lower 70s again 73 for san jose. I clicked the button again see get a free check at the 7 day forecast why not heres a thunder shower on monday. Got a chance to lingering on tuesday, clearing out for the weekend well see again approach about 80 or so as we get into the following weekend well take a look at those long range forecast models to let you know some of the colder air aloft about that snow. We expect some of the sierra as well marty and robin back to you. All right sounds good. Thank you dave. Well, the leaders of operation warp speed are confident that they will have developed a vaccine and read produced enough of it to deliver hundreds of millions of doses by the end of the year. Yeah, but theres another issue that theyre going to have to deal with and that is will be enough needles and syringes to go around. Drew griffin has that story. If the vaccine for covid19 were to come today. There would be no way for all of us to get it there are just not enough needles and syringes. I dont want to be in a situation where we cant deliver those doses because we dont have syringes and we dont have needles and we dont have the basic supplies. To deliver that many doses of the vaccine sometime Michigan Democratic senator gary peters first sounded the alarm last year the pandemic only heightened his years and last week he sent a letter to Vice President mike pence and hhs secretary alex azar. Urging the federal government to take immediate steps to ensure america is prepared to administer a coronavirus vaccine. Time is not on our side we need to get this done as quickly as possible. Sean powell in charge of Disaster Response for one of the countrys largest medical Logistics Companies says it all adds up 2 enough. Makes it sound like unlike ppe. Were going to be in a much better position. We learned a lot of valuable lessons through covid with ppe and was that we are preparing for the worst or the vaccination in being able to administer the full population should that comes with one big caveat. The unknown. So we have something that is approved by a particular. Supplier manufacturing firms to space can be very challenging for us the to be or or or potential shortages on biles on syringes and needles if estimates are correct if the contracts fulfill. The u. S. Could have the supplies needed to inoculate the population when and if a covid19 vaccine is approved. Drew griffin cnn atlanta. Coming up next on the kron 4 morning news with face coverings becoming the new normal its making it difficult for the hard of hearing to understand when people are talking so well talk about what one woman created its helping coming welcome back everyone and thanks for staying with us with face coverings becoming the new normal its making it difficult for the hard of hearing to understand others. The mass they muffle sounds and prevent the hearing impaired fur really looks so a couple in indiana created a special see through mask for those with hearing loss Caitlin Conant shows us how they work. David case, warm has dealt with during last for 30 years he says when people talk to him while wearing face masks he can understand them. Blocks enough of the continents involves sounds that i dont. Fortunately its not too much of a problem for him at least at the grocery store. Luckily, i know where the beer and the wine is so it makes it very simple. But not every hearing impaired person is having as easy a time as david which is why his wife doctor jill case helped create these communicator masks most cup with hearing loss concentrate on watching someone slips. And when you have a solid mascot obviously are no longer able to do that. The other problem with solid face masks is how much they muffle your voice. Doctor kay storm showed us the difference in decibel level near rivers and us grass is dramatic. Even people with normal hearing the mass brings down their voice to almost half of what it normally is. The case worms are now working with a manufacturer in california to make the masks. Theyre also working to get them in to area Grocery Stores weve work now with some Grocery Stores to have one ill that specifically designated for people with hearing loss. And theyre wearing the communicator mass so now people with hearing loss can see someone slips. Mister case says beyond the communicator mask, theres something simple you can do to help people like him during the pandemic. Speak a little louder and speak. Well that was counting reporting and then a folks there are also selling the mask online its a great idea trips. Well still ahead mcdonalds has a big plan to reopen its restaurants will find out why some Health Experts are very skeptical skeptical about the effectiveness of that plan and well take a live look outside look at those conditions of the Golden Gate Bridge, weve got a storm over the bay area. Theres far has this is one. So is this. And so are these. They all represent something more. The feeling of home. Thats why were here. To help make your home be everything you want it to be. Because home is what unites us. Welcome back the time now 7. 29 good morning and thanks for waking up with us this is a live look outside from wannacry this is near the 24. 6. 80 split. We can see its a little wet out there. We have those dark clouds lingering around the bay. So lets check in with saves far and see how this sunday morning is shaping up dave i had a tough drive to work this morning it was coming down, but now it seems like its fine out there i guess it all depends on where you are. Well, yeah and youre showing there was a creek there good morning robin and were seeing a patch of some moderate rain showers actually marching right through there the east bay. There you can see a nice kind of a shot of the air you can see in Contra Costa County. Nice a moderate rain showers happening. You can see san ramon. The line is just north there of it so its kind of drifting from the southwest moving north east. And drifting a little south with it so its going to probably rain waller creek. Its going to continue probably rain in the same throughout the Morning Hours here a little before starts to break up. Speaking of which heres the source pattern you can see speaking of breaking up that looks like there is some breakup happening upstream a little bit to your left hand side thats yet more upstream for us later on thats more going the more tonight and into tomorrow morning we got another patch thats going to be very similar to this morning live alcatraz in the foreground off to the distance you can see San Francisco lefthand side of the bay bridge little bit of it and make it out lower 60s already off there to the east bay and lower 60s also the east bay shoreline. Pretty mild this morning with a scenario that we have of 50s upper 50s that that up there in the north bay and 58 for example for San Francisco. So for today. This is a little bit more optimistic of this has been programmed to basically Contra Costa County to give you a and vision of what we expect in the inland areas. We expect the breakup of the rain sun coming out a little bit however that kind of the denham told this is when the sun comes out remember the sun is that the same kind of angle. The in july. So we can get some daytime heating that a flare off an isolated shower or thundershower, but it will be very isolated. Well show you some more of those forecast models coming up in just a bit and take a look at the longer range forecast as well marty back to you ok, thanks a lot seen a few minutes. In the east bay, a handful of people showed up to protest tesla employees going back to work. They demonstrated outside tesla headquarters in fremont kron fours gayle ong talk with one test the worker who is not very happy with the companys decision. Even though tesla and Alameda County worked out a deal to allow the company to begin manufacturing. There is concern about worker safety in regards to covid19 among the protesters outside teslas headquarters saturday afternoon a tesla employee i had to say very disappointed in the leadership. Very disappointing in a mosque. Putting profits over the health of his workers Carlos Gabriel is a Production Associate at the fremont plant hes concerned about a covid19 outbreak in the facility that employs 10,000 people who commute as far as a 100 miles away. I worry for my i dont think this is an area where this was ton of the contract out to be contained within this. This factory members of the Workers Solidarity Action Network gathered outside teslas factory to voice their concerns about employees returning to work during shelterinplace orders after tensions between ceo elon musk and Alameda County, the 2 sides worked out a deal to reopen its factory and get the Assembly Line rolling what is going on here today is a travesty. All. Workers at auto plants and essential all places around the country are being contaminated daily steves else or traveled from San Francisco. Were also here to demand that Governor Newsom and have a cal osha inspectors here seltzer says cal osha should visit the site to make sure employees are safe from getting sick a tesla employee tells me off camera workers temperatures are taken before the entered the building. Theyre given mask and Hand Sanitizer is available throughout the factory. But that is not enough for this group there is going to be increased escalation of covid. We reached out to cal osha and tesla about these concerns but have not yet heard back. Gayle ong kron 4 news. The largest fast food chain in the world is making plans to reopen its dining rooms mcdonalds now has a 60 page covid19 playbook to help keep workers and customers safe brian todd reports. Mcdonalds is planning to reopen its restaurants for people to dine and a bold step for americas oldest fast food icon, the mcdonalds experience may never look the same again. Some tables will be closed a table will be sanitized after each customers use the bathrooms cleaned every 30 minutes. And you wont be able to tap your drink from those famous selfserve beverage fountains with the free refills employee report for you. Experts say these days even that simple tap and pour fountain is a risk youre stepping over people youre talking in line thats a problem also. Any. Area where youre going to have multiple people touching something is problematic. The mcdonalds reopening playbook a nearly 60 page document obtained by cnn also says employees have to wash their hands every hour. Touch screen pay kiosks have to be cleaned after each use. Other restaurants, opening for dining in are taking additional creative measures like the federal American Grill in houston disposable menus masks gloves we have different color or lands on our tables so. It. It has a black leading on right now that were not ceding year and then if as a white linen night receding in mcdonalds internal guidelines first reported by the wall street journal dont say that every Mcdonalds Restaurant has to reopen for dining in services right away. Each Franchise Operator gets to make that call as they weigh the reopening guidelines of their local governments. But public Health Experts say all restaurants in america getting ready to throw open their doors have to think about even more stepped up measures like what one expert says restaurants, he went to in hong kong did recently where servers gave how to instructions for customers every time i went into a restaurant i would take my temperature for me. When i sat down they would explain hes the non fork and spoon that used to pick up the food, this is the separate not for can spend is going to use to put the food in your mouth even with all the Safety Measures mcdonalds is taking some Health Experts are not comfortable with the reopenings at this stage of the pandemic we know that transmission is spread through small droplets and so it makes it very difficult to be bringing people into small enclosed spaces like a Mcdonalds Restaurant. And to be able to say to people its ok to eat and take your mask whos going to enforce this and how do you enforce that employees and here to this how do you make sure that they are indeed. Sanitizing table tops bathrooms as often as outlined in this plan. Well we have some sad news to tell you about from the entertainment world, comedian fred willard has died. How long will this wet weather stick around lets check in with dave spahr who has all the answers safe. A good morning robin good morning, everybody and yes were seeing a nice band of rain right now pretty much encroaching across much of the east bay. Now the feeder band is kind of breaking up a little bit upstream, but with daytime heating we may see the flare up of some isolated showers and importantly. Thunder showers but there you see the concentration of the rain right now on radar zooming in little closer here give you an idea what it looks like that again Contra Costa County and then of course a little bit off towards the east a little bit its more scattered about some scattered showers also down the peninsula. So heres a live shot of the bay bridge looks like were not getting intense rain still kind of cloudy though, and i say that meaning that the skies in the this Vantage Point will open up a little bit later on for today. Winter storm meanwhile were talking about rain with cold air aloft its a winter storm warning now midnight tonight through 05 00pm on tuesday cover in the sierra. Heres a more details on all of this here, shes me through monday evening. The chevy snow up to 6500 feet up to 3 to 8 inches possible that little bit of a downgrade from what we had yesterday but theres still a winter storm zone in some areas up in the mountains will also be seeing a a wind advisory coupled with that so thats why the strong winds are couple in there reductions in visibility and such an ear theyre about to open up there. Lakes and such foreboding mideighties going on in the Central Valley 75 for sacramento. Along the Central Coast mid to upper 60s and out of Southern California in the lower to middle 70s. No its going to put this into motion. Opening up a little bit letting the sun coming out again it might see the flare up of an isolated shower thunder shower, but then tonight at any cost will see the rain return. For overnight in the greatest tomorrow morning will freeze again about 06 00am so youre what youre seeing out there now is probably pretty close to what were going to see tomorrow morning for your morning commute and look at the snows up there in the sierra and it continues as late as Tuesday Morning potentially before it really starts to break up a little bit projecting how much rain we hit we have were setting the reset button right now Going Forward, but adding much more to this up to about 10 00pm go overnight now into monday morning there you see the coverage as we get to monday night so it looks like the east bay to pick up a decent amount the peninsula as well. So we have a decent amount of rain coming our way into monday should be noted that will be 2 tonight in through monday day proper so the Wider Perspective of things get your couple days of this rain business then we see things break up an earnest on tuesday. And clearing up better for the end of the week little warming happening. Theres a potential weak system tore north for providing us with a little scattered shower but that does not look very impressive on this particular model run looks pretty pretty quiet as we get into memorial day weekend. Highs today, a little reduce total said the lower 70s to middle 70s at that to the east bay shoreline, 70 for a word 71 for fremont still however were looking for some opening up of those skies a little bit in the afternoon. Heres a look at that 7 day forecast through the 70s we go this week by saturday were talking near about 80 or so as we have the unofficial start to summer coming by the end of this week get back to you. Department of transportation is warning airlines back. Youre watching kron 4 morning news good morning, everyone and thank you for waking up with us on this soggy sunday morning may 17th, im Robin Winston good morning, everybody on mardi gonzalez. Our top story this morning just take a look outside its the weather. Weve got some rain falling in the bay areas we could see in that embarcadero shot that started falling overnight got to tell you some kind of nice on the roof this morning. Lets go ahead get more on the forecast with daves far who is a nice warm and dry at home high day. Marty the poets good morning, good morning, everybody and yes we did have the pleasurable kind of in a way that bitter patter of rain going on overnight and will have a little bit more of that going on for today, although the skies will open up a little bit which will show you but first stormtracker 4 showing the bulk of the activity is in the east bay for right now good chunk up there to Contra Costa County inland over the east bay hills and then another patch down here in the south bay as well no we expect this resurrection if you will of a rain occurring in the Santa Cruz Mountains later on today partially because well get some daytime heating and thats going to flare up potentially a little little maybe cockles of thunder thrown in there for good measure. Heres the flow pattern you can see theres a little bit more upstream to the south or southwest, moving up north east as you can see favoring some clearing for the north bay, but well see some clearing happening today about this Alcatraz Island each time we look at it improves finding can see the bay bridge showing up the span and off to the distance a San Francisco building showing up nicely with a alcatraz in the foreground 67 this hour in the aac 61 for livermore in concord also pretty much the same on the east bay shoreline upper 50s covering the north bay. The breakdown today. This doesnt of the raindrops set up, but we still want to emphasize the point that will be the return of rain in the mid afternoon in some locations. Temperatures in the lower 70s. Coming up a little bit were going to go it give you some of the projections of what were looking at in terms of that rain firing back up again in lingering into your morning commute tomorrow as well back to you. All right, thank you dave. Continuing our coronavirus coverage now here in the bay area not all counties are progressing through the coronavirus pandemic at the same pace and this is leaping some communities frustrated, but by next week nearly all of the bay area counties could move into phase 2 of reopening. Sonoma napa and solano counties are already in face too and starting on monday San Francisco marin and san mateo counties will also move into phase 2 over the east bay Alameda County officials anticipate moving into earlystage to next week contra costa will decide on monday Santa Clara County, the hardest hit local area currently remains in phase. One. Now it has not yet provided a time frame for announcing when it my progress into phase 2. And joining us to see just how phase 2 will look here in San Franciscos kron fours rain. Harvey shes live on union street she has more i see youre staying dry to rain. Marty and try my best to stay dry out here is kind of hard to do that though like you mentioned monday, some of your Favorite Retail shops are going to open up but he cant go inside this is what you have to do you have to actually pull up curbside and pick up their orders from those retail store so were going to view a list of what local businesses have to add here by in order to be able to open their doors up to you take a look at this. They must have clear access to a sidewalk. Street parking lot or an alley to use for pickup. No more than 10 employees on site it wants the storm is not be in an enclosed Shopping Center unless that business has its own exterior door. Also the manufacturers, the warehouses and logistics that support these stores can also resumed, but they cant have more than 50 employees on site at want to now businesses can also request a free temporary loading zone for their business from the San FranciscoMunicipal Transportation Agency. Now city officials out here in San Francisco estimate, this will include more than 90 of retailers out here in San Francisco. But all these businesses before they can open up shop and provide you with the things that you want from their stores here curbside they want you to make sure that youre following the social distancing guidelines and the businesses here marty robin theyre also have to follow all those rules and i just mention for now reporting in San Francisco, reno harvey kron 4 news, you know rain and weve been talking all along with during this pandemic about the new normal. Well now were going to step into yet another new normal tomorrow. Absolutely youre right about that marty and people probably just excited to be able to grab some items that theyve needed for all this time, but theyre still going to have to do those changes for now at least all right dana, thanks left that live report from San Francisco robin. San franciscos north beach neighborhood is considering eliminating parking spots to help out businesses and residents. This comes after owners of tightly packed shops and restaurants on upper grand avenue say they need more space to better serve their customers usually those cars they packed the narrow streets of north beach and Merchants Association president dan mockery me he says that expanding into the parking spots will allow more room for shops like his and also allows customers to move more freely. What happens is people come here, they parked their cars and they dont use the businesses right now lee by taking over those patients we are reasserting the idea that that for support Small Businesses in the neighborhood. There is overwhelming support for the plan, but some are not thrilled with the idea of losing parking spaces. Happening tomorrow county officials in contra costa and alameda counties well be deciding if they will move into phase 2 of reopening Alameda CountyHealth Officer say that unless theres a big spike in cases over the weekend. The likely move into phase 2 early next week but they have not yet set an exact date just yet the same goes for Contra Costa County where Health Officials say they will likely make a decision on monday. With the pandemic causing thousands of flights to get canceled the department of transportation says there are now things that passengers need to keep there has been a 96 drop in the air travel since the pandemic started. And thats left millions of passengers wondering just what ottions they still half and now the u. S. Department of transportation is warning airlines to follow the law when it comes to getting people their money back washington dc correspondent Trevor Shirley reports. Secretary of transportation elaine chao says it hasnt been easy for flyers as the coronavirus is disrupted their travel plans because what weve been finding is that airlines. Have been conducting their refund policies. Differently and so was confusing to the passenger chances, the d ot received more than 25,000 complaints from air travelers in march and april so this week her department issued a second enforcement notice to airlines are rules require that if an airline cancels a flight. The passenger. Its entitled to a prompt refund however that rule does not apply when passengers change their own plans. Even then showers urging airlines to be more understanding to be as flexible as they can. But connecticut senator Richard Blumenthal says airlines have been anything but flexible. They are forgetting the screen. The very taxpayers who provided a bailout to telling them they should take he says a passengers decide its not safe to fly they still ought to get refunds to passengers should not be penalized tonight and tell says by law carriers must be truthful with all passengers and if they are not. They will face the enforcement action of the u. S. Department of transportation but despite d ot guidance each Airline Still has its own refund or voucher policy you can look for it in the fine print on your ticket reporting in washington, im Trevor Shirley. Coming up next on the kron 4 morning news, a special graduation for students at one east bay school. How the class of 2020 was celebrated for their achievements coming up. And for parades and such like that yeah were battling some rain this morning. But it looks like well get some clearing acts happening this afternoon only to return again for tomorromorning. Yeah, im Jo Ann Jenkins with aarp. In these challenging times, we need each other more than ever. We may be apart, but were not alone. Use Aarp Community connections to find or create a Mutual Aid Group near you. Stay connected and help those in need. Good morning. Welcome at kron 4 news we can start off with a soggy sunday around the bay area check out the shot here from sfo. You can see all raindrops on the lands and if youre heading out this morning to the airport it as always call ahead because it likely going to be some delays lets go ahead and check in with dave spahr to find out more about the forecast which bring some snow to the sierra as well dave. Yeah i i but i had that shot there earlier i feel like i have to cut squeegee there and just do my job it its out of the rain drops there which oh by the way windshield wipers going to need im a little bit im not so much this afternoon except that some selective locations but again tomorrow morning, the sky like a well its a dry run almost for tomorrow morning because were going to see the same situation repeat. The bulk of the rain and rain on stormtracker fours in the east bay, extends a little bit out of the south bay as well looks like well start to see some clear patches developing up in the north bay though to but putting it all into motion youll see it looks like the source is breaking up a little bit but the apparent low is still out to sea there so that will be a little bit of tomorrows forecast as well live shot of alcatraz in the foreground San Francisco behind its in the bay bridge in clear shot sweet things around the golden gate look at that some blue skies off to the lefthand side so make sure you have your shades if youre going to be out about today to because what looks like we have some sun coming our way but with cold air aloft we run that risk of maybe a little isolated shower or thundershower about the fog. That will clear out it looks like in the late Morning Hours maybe a problematic situation at the coast as you can see, but this will return again for tonight with rain over the entire district it looks like although it breaks up quite a bit in the east bay by comparison sake. So heres future cast for with all that rain breaks up a little bit although redeveloped a little bit in the south particularly by later tonight in the north bay too. And that will be after we got all the heating of the day as well. So the rain overnight an ice patch right there around dawn as you can see moving on through and then taking this all the way up through monday, another clearing and then his latest to stay some rain showers Tuesday Morning still possible couples are scattered showers that are at work some winds that are also building a little bit this afternoon in the east bay little bit up to the north bay as well clearly all onshore. And we do the same program again for monday afternoon as well again we expect some afternoon clearing too. Still kind of gloomy do me from this shot here of the bay bridge looking off over the east bay hills morning showers some clearing which is already getting started. Bay Area Temperatures around 70 ish 70s inland. Tomorrow, well do variable clouds a thunder shower possible. And then for this week, clearing and warming pushing near about 80 by weeks end and that means by friday as the holiday starts. All chance of maybe a little shower moving here but heres an optimistic skyline korea 66 San Francisco morning showers give way to some afternoon sun. Same deal for oakland at 6973, san jose to be up in the Santa Cruz Mountains there might see the flare up there of a shower or thundershower across the greater region we see middle 70s going on the far east bay in eastern Contra Costa County still kind of chilly in valais ho 68 napa 0. 74 santa rosa. And 73 for san jose marti asked about the mountains wobble a bit more whats going on the sierra coming up in just a bit. They now graduated up to a winter storm warning coupled with some winds and also take a look at the rain out further at our forecast robin back to you all right, thank you dave. A lot of frustration with governor Gavin Newsome sri opening policy one California City is going its own way. The town of add water and were set county is trying to open for business without state or county permission. But s of us come cellos explains. With a strong showing of support city council declared at water a sanctuary city, but it has nothing to do with Immigration Law that is america you have the choice its time for government to stop dictating another month another 3 months, you know 6 months once again in whenever a big threat with todays decision out water says that businesses within its city limits have the right to open but that doesnt mean everyone will exercise that right a significant complication, the protections are only at the city level business is regulated by the state including bars nail and hair salons could lose their licenses for opening so many may choose to wait it out were not taking a position to jeopardize anybodys business thats a license to hold with the state of yourself so we dont want to cause any harm there but use your best judgment clear poll creighton says the move comes in response to mounting frustration surrounding covid 19 the governor a letter. We said the board assume was a letter and it fell on deaf ears so were tired of listening to the rhetoric from california the county of the almost 200 cases and were said county less than 20 are from out water declaring out water a sanctuary city doesnt just limit protections for local businesses local nonprofits like churches are now able to open their doors Victory Baptist Church pastor Richard Miller says Outdoor Services will take place this sunday. He loved his Services Online at the onset of coronavirus that actually helped us in some ways. To become more educated on how we can keep things clean how we can reach people who wont come to the church that education brings modifications like reserve seating taking someones temperature upon arrival and face masks if needed i look at its similar to when you get into the vehicle you put on your seat belt. It doesnt mean you think youre going to get in an accident but youre just taking that precaution. The city says no enforcement will take place at the local level it will be up to Business Owners who use best practices to keep the community safe. Well that was Vanessa Vasconcelos reporting california governor Gavin Newsome announced last week that the state had moved into phase 2 of reopening now that allows for low risk nonessential businesses to resume operations counties that feel that their area is the head of californias curve are required to meet certain guidelines to move further into space to however at waters and were set county which is not one of the counties approved to do so. British researchers are set to begin testing whether trained dogs can detect the corona virus in humans are so smart. So theyre looking at half a dozen dogs called the super 6. Its a mixture of labradors and cocker spaniels theyll be trained to detect coronavirus using older samples. Researchers say that respiratory diseases often change body odor dogs have already been successful in detecting malaria cancer and parkinsons disease. So researchers hope that super 6 will be able to detect covid19 even before symptoms appear that would be pretty cool cierre wood. Well for your money this morning if youre thinking about adopting a pet while you stay at home. The Better Business bureau has a warning for you. It says that theres been a recent spike of quarantine papi a puppy scams where people advertise on websites for animals that dont exist or are never shipped. Still holding on to some rain in the east bay as we can see here from the stormtracker 4 give the idea of the supply chain here coming up to it looks like it breaks up considerably to the south theres more upstream to note. Thats going to be tonight. And its tomorrow morning but dealing with today, it looks like we will clear out a little bit here but we still have the chance of the firing up of an isolated shower or thundershower with colder air aloft. Heres a look of a downtown San Francisco with alcatraz in the foreground improving shot as we see also at the bay bridge too. Bay Area Temperatures were at 6070 antioch 61 conquered also along the east bay shoreline to 58 San Francisco, up to the north bay 60 ish or upper 50s 62. Now this is also coming with some winter like weather to get to the mountains winter storm warning thats in place. This kicks it officially midnight tonight through 05 00pm on tuesday. And even as late as Tuesday Morning we might have some lingering showers still hanging around a little bit before we start to clear out and earn us for the balance of the week. Tracking how much we get out of all of this we zeroed out at this point so we dont pick up much more for this calendar day. As we get into the overnight into tomorrow morning here comes another batch of real measurable rain, everybody picks up at least a dime or so out of all of this for the most part some inland areas, maybe a little bit less, but you can see some pocket change up there in santa rosa. And even half moon bay, almost 3 tenths of an inch of rain. So again we have more traffic upstream is latest tuesday with all of this. That starts to break up considerably Going Forward were into the sun and woman up a little bit well see some 80s as we get to the unofficial start of summer. San Francisco Moran and san mateo counties will also move into phase 2. Now in the east bay Alameda County officials anticipate moving into earlystage to next week Contra Costa County will decide on monday Santa Clara County. The hardest hit local area. Currently remains in phase. One it has not yet provided a time frame for announcing when it my progress into phase 2. Joining us now to see how phase 2 will look like here in San Franciscos kron fours rain. Harvey shes live on union street she has more on that in some big changes for tomorrow rain. Yeah thats right marty they are coming theyre on their way here and they arrive monday morning and look all the shots behind me a close right now the fill the opening you can come and pick up some items but you got to make sure that you pick them up curbside because he wont be allowed inside. Now some of those guidelines that these local businesses are going to be operating by well show you those on your screens of you want a shot your business is going to be following some of these new rules for them to operate. First one must have clear access to a sidewalk Street Parking lot or an alleyway for used to be picked up. Now no more than 10 employees on site at once the store must not be in an enclosed Shopping Center unless that business has its own exterior door. Also those manufacturers in those warehouses that store and make the clothes. The city officials here believe that about 90 of those local small retailers. Well here in the city will be able to operate. And new this morning governor, newsome is addressing the Economic Impact that california stay at home order has had on the economy here. He says despite the difficulties the state made the right decision. 2 issued a stay at home order. Look i deeply understand that the stress and anxiety that people have that entire dreams have been torn asunder. Because of the shutdowns and their savings counts depleted in the Credit Ratings destroyed and so deeply empathetic to that and deeply understanding of where that anxiety next comes from but with all the information we had at the time it wasnt just democrats and republicans. It was universal that people felt we needed to meet the moment head on and do the one thing that non pharmaceutical we can do. And that was physically distance from one another practice, social distancing. Well the governor also said the coronavirus pandemic is directly responsible for californias deficit. Of now more than billion. The coronavirus pandemic could drive homelessness across the country up by 40 by the end of the year thats according to some experts and the situation is forcing cities across the country, including right here in San Francisco to make some very tough decisions. Dan simon has more. As the nation battles one prices about another is getting worse. This is San Francisco directly across the street from city hall, a large homeless encampment. And nearby in the troubled tenderloin a growing despair on these impoverished streets. City Officials Say theres been nearly a 300 rise in the amount of tense since january. The city shelters had to be thinned out to prevent the spread of the virus its biggest shelter had more than a 100 people test positive. The shelters its a petri dish for when theyre when people are so close together when the beds are like 3 feet apart, its not safe in los angeles a series of outbreaks on skid row has led to a frantic effort to test as many Homeless People as possible. At least 234 testing positive Officials Say. And in new york hundreds of homeless have been removed from the subways for nightly cleaning. If Homeless People on trains. Its not even safe for the Homeless People to be on trains. No face masks, homeless advocates say the coronavirus pandemic is forcing cities to make difficult choices. In San Francisco following cdc guidance that it can and should not be cleared. The city is allowing them to sprout, but trying to make them safer. That big camp and now being called a safe sleeping village with the 10 spread out behind a chainlink fence to allow for social distancing and the city like new york and la has secured hotel rooms for the homeless, a 1000 of them. But well below its original goal of 7,000. Things right now are kind of a roller coaster of a roller coaster on fire is somebody whos worked in this industry for a long time, i mean what are things like for you. Its challenging its heartbreaking to see so many people suffering on the streets. And its heartbreaking to see the years of work feel like its going backwards Jeff Kaczynski is tasked with managing the citys covid19 response for the more than 5,000 homeless who sleep on San Francisco streets, were providing food. Theyve set up, you know many new pit stops in the tunnel line weve in washington stations but residents and Business Owners more frustrated than ever with the piles of drug needles. And human waste. Hastings law school is among the plaintiffs to file a federal lawsuit against the city demanding it do more to clean up the streets calling the tenderloin a horror show its unsafe its and sent kerry. In whatever is going on here its inhumane. Be agi showed us the back of his auto repair shop, homeless are occupying the alley and tapping in the city power. Its like you know you come to work and you want to focus on what youre here for. And then you have all this season is going on. Dan simon cnn, San Francisco. Staff and faculty state to seek the community. Each part of california is unique and distinctive eat region eat region of the United States is unique and distinctive in certain conditions will present themselves favorably. Some unfavorably so i think its a its a question that is a difficult one to answer in absolute terms theres new but we are moving forward and hope and expectation that we can start that school year very strategically and methodically. Well the governors comments come just days after the csu announced that most of its classes will be conducted online. For your money this morning if youre thinking about adopting a pet while youre staying at home the Better Business bureau has a warning for you. So when you look for the future you got to paint a picture of those modifications where people are practicing physical distancing or should be where people are putting face coverings on when the otherwise are coming into contact with strangers but the idea of having stadiums filled with 80 plus 1000 people strangers. Coming together across their differences as much as we want to see that happen in the spirit of the pride that comes from people coming together in that respect the Health Consequences could be profound and devastating and set back all the progress weve made so we are moving into that very cautiously working with all the major leagues across the to make sure that were not promoting things or promising things we cant deliver. Lets get more on that from dave spahr hi dave. A good morning. Marty and good morning, everybody clearing up is probably the work for a lot of folks going at this hour now weve got taken care of a lot of the rain but it still lingers in some spots will check it out here in stormtracker 4 pretty covering portions of the east bay as you can see as lines been pretty persistent all this morning weve been talking you extending all the way back down to the east bay shoreline down to fremont there and breaks up a little bit into the Santa Cruz Mountains zooming in a little closer to see its progress looks like san ramon points to the east and up to the delta little bit and then down through dublin as well that was some moderate rain showers and that even as late as now bay bridge shot there you can see the blue skies kicking in here and the wet roads in the wet pavement is being worked on as well. A winter storm this is coming strange enough with Winter Weather as well this goes midnight tonight till 05 00pm on tuesday. Some more details on this here were talking about heavy snows about 6500 feet of 3 to 8 inches possible for this time of year thats thats getting heavy reductions in visibility and strong winds to be looking out for as well. Temperatures in the Central Valley today, mid 80s, 75 for sacramento, upper 60s along the Central Coast and lower to middle 70s along the so cal coast as well, future cast for of may see a stray shower thunder shower fire up later today. Tonight here comes the rain again in particular tomorrow morning for the morning commute. Well probably see some heavier rain showers temporarily. Then well go back to the same kind of program were seeing today but again the flare up of an isolated thundershower not out of the cards into Tuesday Morning looks like some more lingering showers possible. So for future cast rain it doesnt look like were going to pick up much more for today. Again little stray shower before the Witching Hour tonight up to santa rosa. The Santa Cruz Mountains may pick up a little flair of an isolated shower or thundershower with all of that with the cold air aloft. Heres tomorrows performance all day. The bulk of which will be in the Morning Hours and looks like as well. So some traffic to deal with in the morning early part of the week. This will then break up by tuesday. So well get a clear patch working into the remainder of the week. There is something to watch out for the early part of the weekend that me grays past the north bay. But temperatures warming to near about 80 or so and there doesnt seem to be much more upstream after that middle 70s for highs still off to the delta lower 70s along the east bay shoreline looks like mostly 60s up to the north bayrlower 70s down to the south bay as well. Somebody forecast year we have about the 70s through the balance of the week it looks like on to the weekend. Again looks to be fairly dry. Up in the north bay might see a little stray shower at work there and Thunder Showers possible with mondays rain keep that in mind particular some colder air aloft that may actually happen in the afternoon hours to we get some daytime heating work with all of that back to you. All right, thank you dave. The largest fast food chain in the world is making plans to reopen its dining rooms mcdonnells now has a 60 page covid19 playbook to help keep workers and customers safe brian todd reports. It. It has a black waiting on right now that were not ceding year and then if as a white linen night receding in mcdonalds internal guidelines first reported by the wall street journal dont say that every Mcdonalds Restaurant has to reopen for dining in services right away. That was brian todd reporting for us this morning.
