State Health Officials say will happen in 4 different stages. Our Capitol Bureau reporter Ashley Zavala explains. We believe we do have a framework that we can achieve and we can achieve together under the current stay at home order california is currently in phase. One state Health Officials say california will move into stage 2 in a matter of weeks allowing employees in occupations that low risk of spreading covid19 with physical distancing to go back to work like retail and manufacturers the state will also begin opening up public spaces like beaches and parks along with School Programs and child care facilities childcare is Economic Development childcare is foundational to getting people back to work stage 3 allows those in highrisk jobs to go back to work such as personal care salons and Entertainment Venues in person, religious services and weddings can resume stage for marks the end of california stay at home order allowing for concerts live sporting events and conventions phase 2 is in weeks not months face 3, 4, months, not weeks. So when governor Gavin Newsome says its weeks until we move into that next phase. Hes not going to say whether its one week or 3 weeks he says data will determine that decision not dates. Reporting live in sacramento, Ashley Zavala kron 4 news. Thank you so much ashley now the United States has reached a very grim milestone tonight there are now more than 1 million cases of coronavirus in our country. According to Johns Hopkins university on april 10th. There were 500,000 cases we have double that number in just 18 days. This virus is also killed over 58,000 people across the country here in california there are now more than 46,000 cases and over 1800 people have died. Some states have already begun the process of reopening their economies and that may lead 2 more people dying from covid19 a new model is now projecting that 74,000 americans will lose their lives to the virus. This summer. This projection was by the university of washington and that shows about 74,000 americans will lose their lives to this virus by august. Last week that number was around 67,000 s. President donald trump is expected to sign an executive order to compel Meat Processing plants to remain open amid the coronavirus pandemic Meat Processing plants in several states have either shut down or limited production after some factories turned into coronavirus hot spots. Those closures leaf farmers with no where to send their pigs. Chickens are cattle which could force them to euthanize millions of animals. An executive order however would mean that Meat Processing plants become Critical Infrastructure and the jobs with their full become essential. Treasury secretary Steve Mnuchin says any businesses who received more than 2 million from the Paycheck Protection Program will be subject to an audit. Now this comes after it was revealed. That the Los Angeles Lakers received 4. 6 Million Dollars from the program the team is valued at more than billion. And it has agreed to repay the loan lenny returned to the program by businesses like the lakers and shake shack will be available for future loans. Now lets get to the latest on the coronavirus that is here in the bay area tonight. There are more than 7800 confirmed cases and 277 people have died. Now lets get a break down by county you can see it on your screen. Santa clara county continues to be the hardest hit with more than 2000 cases and over 100 people have died there. You can get a complete list of cases broken down by county and city all of that information is on our website kron 4 dot com. Now majority of the bay area will remain under a stay at home order until june and joining us live now is oakland mayor libby shaft to give us an update on how the city is sir arriving the coronavirus pandemic thank you so much for joining us here on kron 4 news at 5. Well thanks for having me so were supposed to find out later on this week, what these lowrisk activities were going to be able to start to do again thats what those coalition of perry county said yesterday but since i have you here now can you shed some light on what that means what are these lowrisk activities that were going to be able to start to do again. Well that is absolutely up to the Health Office or not the politicians and thats the way it should be. This is about science and not what we all wish were the case and so that is why its our job even though this is so difficult for us to follow the advice of the scientist and the health professionals, even though its hard i know this weekend we saw too many crowds at lake merritt i keep on asking people to please get the lake a break. We have to continue to practice social distancing. But it is im hopeful that some low risk. Economic activities, im hoping construction will be one of them can start up again because a lot of people are out of work. Youre talking about that hashtag you started a give the lake a break. The asking people to wear masks and stay 6 feet away from each other when theyre at lake merritt was packed its beautiful outside we get it people are having cabin fever they want to get outside. But when is in forsman going to start if youre not seeing people following these basic rules. You know if we say flagrant violations and repeat violations we will have to resort to enforcement but right now i dont think giving somebody a ticket when they are an employee is very productive. Heather were arming our Police Officers with masks so that we can actually help people cover up and then we are rolling out some more slow streets this weekend in a very Popular Program so go to the citys website. So you can chime in on which treats you like to see shut off to through traffic again local traffic still ok, but gives us space to spread out to lock by ron with our families in a socially distanced way in every neighborhood so not everybody has to go to the lake. Theyve also created a Racial Disparity task force because as you pointed out here on kron 4 that people of color. Are dying at a much higher rate from coronavirus because so many of them are central workers that puts them on the front lines that on top of that they dont have Health Insurance or the privilege of staying home. So you want to this task force to look at data outreach and then services so how is that outreach portion going we know you are trying to open up a new coronavirus testing site in east oakland next week is that part of this. Absolutely. And the data shows us its not just higher risk because of occupation or exclusion from Health Care Coverage it also has to do with environmental factors that plague, certain neighborhoods as well as what we have well documented that underlying risk conditions like diabetes and heart and lung disease. Show a 2 to 3 times more in for example, the africanamerican and native communities than in other groups and so we know that these groups are going into this pandemic already at higher risk and what were doing we are really trying to get testing to where our most vulnerable are asked us we launched a mobile testing unit with our partners at Roots Community Health Clinics and were starting on a really wonderful way to out means directly to people that might not have as good access to information with the great oakland check and we actually are going to have person to person phone calls starting in some of our most vulnerable communities. So we also want to take this information from your task force and apply it now during the pandemic but how can you use it to make permanent changes in the community. Well that is what is special about this task force its not just a Rapid Response to what is on the ground that this pandemic now it its about taking this moment of awareness that the whole country is experiencing. Seen these shameful disparity in impacts of this disease and pushing legislation to require these kinds of outcomes be just aggregated by race so that we get measured these disparities looking at issues like access to healthy food which drives Different Health outcomes as well as environmental factors peoples access to safe places to exercise healthy parks in their neighborhood this is not just about Health Insurance or health access. Its about the kinds of environments that we create in different parts of our city and though should be much more equitable and those are the kind of policies were going to be pushing at the state and even federal level lets learn from this experience were happening and make some permanent changes. And so many businesses are closed in oakland right now the city is now looking at a major tax shortfall so how is the city preparing for a possible. Drastic service cuts and even layoffs and the Police Department or in city hall. Well i will say it is very painful for mayor to preparing our next budget right now. Youre probably going to see my draft budget not until about may 22nd. But i am really looking at some difficult choices. I will say that oakland is in a stronger financial position than it was when we went into the great recession. We do have a Rainy Day Fund that was established not too long ago. We have certain policies that weve been addressing some of our longterm unfunded liabilities that have put us in a much stronger position this time around i am definitely going to be trying to preserve all the services because people need their government now more than ever. And so that is definitely the value that we will go into this budget process it. And they need their jobs. The city is doing well overall and you can see all things considered. Well, you know oakland is an incredible resilient place we lead with our values and i that our city workers have really just shown up in this moment. I keep challenging us to be the Silver Lining city. The silver with in this otherwise tragic moment for us, does have potential gifts. So for example take the awareness around Racial Disparities in health and use that to make permanent corrections the digital divide, lets not just lend kids laptops chromebooks let us close that gap for ever. So these are the things like the slow streets where some neighborhoods are saying you know what when this house prices goes away. I like my street like this lets keep this right. Yeah, there could be some really positive changes that come out of all of this. And i appreciate you joining us here on kron 4 news at 00 05am tonight thats oakland mayor libby shaft stay well wash your hands. I think it i will. Coming up tonight here on kron 4 news at 5 theres a hair salon in the north bay that is choosing to defy county orders and opened its doors for business. Also John F Shelley drive and mclaren park will also be closed in both of the streets will remain closed until the stay at home order is lifted. The new restrictions will likely be announced pending the renewal of the county shelter in place order later this week that order was scheduled to expire on may 3rd reporting live rob fladeboe kron 4 news thank you so much rob now lets take a live look outside right now here in San Francisco along. The embarcadero blue skies out there and some breeze but it was very warm across much of the bay area. Lets check in now with our chief meteorologist Lawrence Karnow with a look at those temperatures to be break any records. Yeah i havent seen the wreckage applewood on the official numbers so far but certainly it was a warm one across the bay area you can imagine why a lot of folks want to flock to the beach but they might be surprised and what they had when they got there thats because low clouds and fog still hugging the coastline and much cooler temperatures maybe as much as 30 degrees cooler out toward the beaches today, but some of the valleys Something Else look at these numbers right now weve got 57 degrees and cool with that fog in Half Moon Bay bridge get over hill 83 in redwood city, 70 degrees right now in san jose 83 right now in livermore still 86 and warm in concord 89 and fairfield 88 cloverdale 83 in santa rosa and 70 degrees in petaluma so certainly one of the warmest days weve seen so far this season, low clouds and fog still hugging the coastline and well see more thats 9 in fact fog is going to be something we see a whole lot of love in the next few days this was kind of a one hit wonder today as you saw those temperatures shoot up a High Pressure going quickly moved by were already starting to see the effects the sea breeze kicking in 25 Miles Per Hour at sfo 22. And we have another month of a lockdown here in the bay area to look forward to stop next. How experts say that the shelterinplace orders are i honestly what what else do i do. More worried about the guarantee last im going to take if i continue to stay close. Vacaville hair stylist is defying the shelterinplace order today she reopened her salon to existing clients despite not being an essential business kron 4 some to call reports the owners willing to risk a fine or the possibility of her business being shut down. 6 weeks without working is long enough for the rivera she owns herrin dip in the salon in downtown vacaville for businesses considered non essential and has been closed during the shelter in place but rivera says she can no longer afford to keep clients away survival tactic at this point on tuesday rivera welcomed back existing clients only this despite the Solano County Health Officer extending the shelterinplace order through may 17th by reopening rivera could face a stiff fine and possibly jail time when she believes staying closed would be more costly than getting penalize by the county it costs me about 7 green overhead to can to keep the salon going. So i sympathize with them. Every day as we were there and she says she has been successful so far in applying for Small Business loans and unemployment. In vacaville fleet of all kron 4 news. The announcement that the shelterinplace order would be extended another month here in the bay area certainly came in as as a a disappointment i think is an understatement to many people earlier today on a morning show we were joined by doctor reef white to talk a little bit more about how the stay at home orders are impacting our Mental Health. Our routine is is gone and what we have now is a lot of monotony right and not a lot of brain stimulation at the same time is that we have chronic stress were not able to like connect face to face that people are using screens which doesnt allow for a lot of see where the not too were not getting a lot of sun. And its just like you know and then we have great are not just the people that weve lost but just for the loss of our routine in our lives and our activities and i think its getting to Kaiser Family foundation is been tracking people and 40 of people right now have trouble sleeping and that was as of friday theyve been doing it every 2 weeks. 45 of adults report a negative impact on their Mental Health, so yes, its getting to us.
