Nancy tough nancy is deputy District Attorney in alameda county. And suzy loftus a former president of the San FranciscoPolice Commission. So here are the rules for the debate each candidate will have 60 seconds to answer a question and if a candidate invokes another candidate that person will be given 30 seconds to respond. The candidates will be given 30 seconds and our first time tonight a dealing with San Franciscos homeless and mentally ill. And i have a view of the first question. Everyone starting with police. Woman sexually assaulted by a man. And its going to arrange behavior outside the San Francisco museum of modern art on her way to work, ive been shocked by a number of emails ive received with similar stories of people just walking in San Francisco and being punched attack. By people who appear to be had on drugs or had untreated Mental Illness. Selected the city do to ensure that Public Safety in light of city halls clear inability to get a handle on its judge and Mental Health crisis. I see this crisis every single day working in the tender one, the Attorney Generals Office is right there at the corner of marketing golden gate. So i see it every single day people in crisis people need who need help thats why i have been the only candidate from the very beginning of my campaign has been laserfocused on homelessness and Mental Health. Our idea is to take the Juvenile Hall which the city has voted to shut down in the next year and a half and turn it into a 150 bed Mental HealthJustice Center because the reality is there are not enough Mental Health beds or staffing in this city to address the scope of the problem. I dont see nearly enough urgency coming out of city hall which is why i think we need a leader who while has immense up inside support has enough independence s an outsider to be able to run and shake up the status quo if we could build another 150 beds for folks battling serious Mental Illness and then use the laws that we have on the books things like Mental Health conservatorship which i strongly support and we can finally start to get our hands wrapped around this problem, everyone blames Ronald Reagan for shutting down the state hospitals 40 years ago, its time for us to step up and offer real leadership and solutions and take thank you for this question in such a critical issue for all of us here in San Francisco weve come to a point where the county jail is the number one provider a Mental Health services that is inhumane effective and its making us less safe we need to treat Mental Illness before someone is victimized before a crime is committed. And ive laid out a detailed plan that has won with the support of the National Union of healthcare workers and many others who are on the front lines dealing with these issues day to day. It starts with universal access to Mental Health care and drug treatment and San Francisco. Its easier to get high and it is to get help and has to change if you want to keep our community safe. Then what people do get arrested if people get arrested when they get arrested we need to treat every arrest as an opportunity for intervention in transforming lives away from crime, otherwise were going to have this revolving door where people get arrested dont get the Treatment Services they need get dumped back on the street are going to my someone else all over again we can do better. This issue is about 2 things one prevention and second accountability, we know we have to do a better job of getting people the help they need before they compensate we know an issue where the woman we all watched on video struggled to get into her home. Being told by someone that he was seeing rob robots and he was going to save her that. There were multiple calls ahead of that violent act where there was no intervention so we need to expand crisis intervention. We need to arm. Members of Law Enforcement to better deal with Mental Health on the front end. But we have to be clear there will be accountability for violent acts. The story you wrote today about the woman who was attacked with a knife and the Police Officers say theres nothing we can do about it that will change on day 1 one and District Attorney i ll not tolerate violent acts in particular against the most Vulnerable People in our community that is not what it what we have to do to live in a progressive city and i will change it went on the district of advocacy by the District Attorneys office to advocate within the city to say we need to have treatment on demand we need to have better crisis intervention response from the Police Department we need to have more mental heal beds and drug counselors on the street to try to intervene an earlier point. I think the District Attorneys office should really step in is when we cross over into the line of criminal conduct and at that point we also need to take Public Safety consideration, we need to make sure that the attorneys in the office of who are suffering greatly under. Weighty weighty case loads are adequately trained and adequately supported to be an advocate for the people to protect Public Safety. But then also work with our people across the aisle and Public Defenders Office and the defense bar and also the judges in collaborative courts to address Mental Health issues and Behavioral Health court and drug issues and drug court. So that they are able to get it and at outcome a criminal justice intervention. The starting with nancy. The geisha center for Homeless People on the block where you live what would your reaction be you have 30 seconds. For everybody in the city to partner in addressing our car homelessness crisis. And im like many people who are concerned on the embarcadero theyre concerned about an increase in crime and so i would want to make sure that the residents are heard, including myself. And also that we have Inadequate Police response to take care of any kind of lingering concerns of the community. Anderson said i live in the west side. We know that Navigation Centers are not being laid out equally across the city and certain neighborhoods are disproportionately impacted. There are people struggling with homelessness and issues in my neighborhood and what we know from the statistics says its actually less likely that crime is going to follow where Navigation Center. Calm so i want to be a meaningful partner in making sure my neighbors feel heard and understand why its a part of what we need to do to address this crisis thats facing our city and jason. You know Drug Treatment Center down the street from me. And with problems with People Living there and we do have Homeless People living on my block and on the beach near where i live being homeless is not a crime. Course not a crime and we know that people who are on house are more likely themselves to be victimized by criminals. Its essential that we treat everybody with dignity humanity. And we know as soon he said that Navigation Centers are not correlated with increased crime we can do a better job than were doing right now, thanks and we. This is a citywide crisis and we need a Citywide Solutions i would welcome a Navigation Center my neighborhood. Also the District Attorney is not going to able to solve this crisis alone. Weve got to be able to work with our First Responders and Public Safety officials which is why im proud to have the endorsement of the San Francisco firefighters. The deputy sheriffs and of the Peace Officers Research Association california. Those are the critical partners the District Attorney needs to solve this problem and i got them on my side. Another question this is for everybody were going to begin with suzanne, according to the fbi as you know San Francisco has one of the highest property crime rate in the nation incling. Including the 10s of thousands of annual car break ins. But we do keep hearing about plans to release nonviolent offenders from prison or divert them from prosecution, susie how can we expect to reduce property crime if we dont punish the criminals and would you take those crimes more seriously than the current d a. Crime is the thing thats most likely to happen some happen to someone so whether we call it a misdemeanor or felony when it happens to you. Youre expecting an appropriate response. And what we know is the failure in San Francisco to deal with property crime shot us up to the top of the fbis property crime rate per capita but in other counties in california like san joaquin where the police and the District Attorney worked with adult probation to target repeat offenders. Property crime went down. So my plan is to work collaboratively with the Police Department with merchants with individuals in the community to target the people who are committing the most crime and have a rip appropriate response. Its affecting businesses in chinatown its affecting my neighbors who are concerned about packages at their home again this is not the cost of living in San Francisco. We can have a more Effective Response thats what i also have the support of the firefighters the San Francisco womens Political Committee and so many other leaders who are looking for someone to turn this around. But were also number one in the state for number reports filed per capita and thats shocking to me. Its also on the other hand not shocking because of the added to the current District Attorney and that will change when im the District Attorney we will take these crimes seriously will be working in concert. With the local Law EnforcementSan FranciscoPolice Department and regionally with other Law Enforcement agencies to really crack down on these organized groups that are. For perpetrating most of the auto break the retail theft rings and also open air drug dealing in the tenderloin these are issues that affect many people terms of quality of life in the city and as they affect most people in the city we should be addressing them as well. Thank you lee just to put some numbers on it in 2017 there were 31,000 reported car break ins in San Francisco. Thats just the reported number but out of the 31,500 arrests of the 500 cases that were sent to the District Attorneys office. This das office only took one case to trial in the entire year. And they lost it. So if youre one of these organized gangs that time nancy mentioned, and 70 of the car break ins are these organized rings largely coming in from outside of San Francisco to break into cars, you know you have about a one 0. 6 chance of getting arrested and he 0 chance of facing meaningful successful prosecution after trial. And thats why ive been calling for the creation of an auto burglary taskforce instead of one prosecutor 5 prosecutors working together with the police with the Sheriffs Department to put a dent in these auto burglary things. Well the numbers that leave just gave us a really important to how we develop policy to respond to this crisis, San Franciscos facing. Lets take a step back and recognize that this wasnt always the case in San Francisco. The property crimes that were dealing with today skyrocketed at precisely the time when suzy was the chair of the Police Commission was her job to make sure we had a more Effective Response to this growing crisis. Now what we need to do today. Respond to the situation were facing by detecting and deterring property crimes if police are only making arrests in less than 2 of the cases we cannot possibly punish our way out of this problem we need to work with police regionally not just to San Francisco to do a more effective job of arresting the time in detecting not just the people who break the windows but the rings that are fencing stolen goods all across the bay area and beyond susan would you like to respond. So you know to some voters deserve a the truth in this matter. And my time on the Police Commission we prioritize a number of things which was improving the Police Response tar break ins and also improving the response of of not falling for the blame game. Thats what san franciscans are looking for right now for too long, its been a fight between the Police Department and the District Attorneys office fighting each other and no one is getting results my leadership on the Police Commission was about getting bodyworn cameras improving our response to property crime and making sure that were holding Police Officers accountable, im proud of my record on the Police Commission. But he starting with nancy. The tender line has the highest number of children per capita and he San Francisco neighborhood. Dealing occurs there every day even near schools and playgrounds. Police make usually quickly released. What would you like to do what would you about the city squares of dealing. Nancy. So i think number one we need to acknowledge that the tenor line is a very special place in the city. Not only does it have the highest concentration of children also has a hot second highest concentration of elders in the city and so what we have done as the city has been woefully inadequate to protect these vulnerable communities. The number one thing that i would do is start to work with the Police Department when repair the relationship between the District Attorneys office and the Police Department because that has also been. Under a lot of stress. I suppose is willing to say over the last several years. And i think by working together to figure out how to break some of these criminal rings that are coming in from across the bridge to deal. Drugs and tenderloin that we can start to make a dent and also that also means partnering with the federal prosecution efforts in of cleaning up the tenor line as well. You drug dealing in neighborhoods that are particularly impacted by violence and have the largest percentage of kids is not okay and the District Attorney is a boundary center and i will set that boundary that we have an obligation to protect our kids and keep them safe and drug dealing doesnt happen in all neighborhoods that tends to happen in the neighborhood to where people are struggling and are already dealing with a number of issues so under my watch will work with the community to draw those lines prosecute drug dealers need to be prosecuted. And also divert people who need to be diverted. What we know about drug use is a separate issue is that we have a real problem with addiction in this cotry and i do support safe injection sites. I support treatment on demand and i support a much more collaborative approach with neighbors and the police to problem solve people who are not taking advantage of those options and are using drugs in our streets in a way that is making other people feel less safe in creating Public Health issues. The war on drugs was a colossal failure in San Francisco and across the country. I refuse to double down on that failed approach San Francisco today were spending approximately 20,000. Her drug arrest and one of the benefits were seeing the tenderloin is a disaster we need to do a much more. A factory job, a smarter job and more humane job of dealing with this crisis and lets be clear. This is not about responsible adult fe drug use this is about the kinds of things we see on the street open air injections in front of children and for the families of dangerous drugs like fentanyl and and heroin cause and overdoses we need to approach this problem with a Public Health perspective Harm Reduction safe injection site and attacking both the supply and the demand for drugs, im proud of work in our t an i know that far more effective than a felony conviction and months or years behind bars, his treatment for those who are addicted and getting at the root causes of crime. I see this crisvery single day working in the timeline you know to block walk from my bus to my office. I walked past 4 or 5 hand and drug transactions and were talking about fentanyl heroin meth drugs that are killing people and destroying communities. Therwere 259 fatal drug overdoses in San Francisco last year thats 4 times the number of homicides and traffic deaths combined. So weve got to do something weve got we need a comprehensive drug reform package here that has intervention and services and counseling for users and a much firmer approach when it comes to the dealers. We need to target the transnational criminal organizations, they are really behind most of this ive done that work at the Attorney Generals Office, a draft legislation have testified in front of the state assembly in the state senate have done that work as a prosecutor do that work as a d a. We have a followup on the same topic for everybody will start with a leaf. Leaf and as weve indicated if you walked on the street if you take public transportation. It is fairly common to see people injecting drugs in public often leaving behind syringe is endangering others so leave specifically should people who use drugs on the street be punished. Well, i thats part of the reason i support safe injection sites. People should be given an opportunity to come in off the streets into a place where we can offer them treatment and a place where theyre not going to suffer a fatal drug overdose. But i also support the expansion of conservatorship to apply to people who are severely drug addicted in addition, the mentally ill are or alcoholics. And we need to utilize all of those tools to make sure people who are using dangerous drugs are not doing it on the street and used as strong arm of the law to get them into the treatment that they need. Drug addiction is a disease and in this country and certainly in San Francisco. We dont punish people for having the disease spreading illness. We take a Public Health approach. Harm reduction approach but when the consequences of that disease spillover effect all of us need to have a more Effective Response. I want to partner with folks weve been at the front lines of doing Harm Reduction work street outreach folks like live moral church and felt in place were out there every day in the tenderloin in the Mission Working with people suffering from addiction and helping them find ways to kick their habit. Nancy. When we do take a Public Health approach to drug addiction and people who are addicted. That we we treat people compassionately but it does change when there are people who are injecting on the streets in front of children and creating a a climate on the sidewalk koenig communities where people dont feel safe anymore. I think that we can have. Some tools that we dont use already in terms of taking people off the street and putting them and Sobering Centers we do that with people who are chronically brands and we should be doing that with people who are injecting on the street. Susie, too often we talk drug use on the streets we forget to talk about the impacts of people live in the neighborhood and the person that i think of is the mother whos trying to walk her daughter to bar to take her to kindergarten has to walk through for people shooting up on the street. So while i dont think Law Enforcement is the First Response we do have to take a Public Health approach to getting that person to treatment i support safe injection sites. I support treatment on demand. We do have to use the levers that we have in the in the criminal Justice System to incentivize some people who otherwise are going to take action to get the treatment they need sometimes we have too much care and not announce tax cut. Well the sea for they da to try and making our streets safer for pedestrians and bicyclists. The sole endorsement of the Bicycle Coalition because i have a plan to make sure the District Attorney is taking a leadership role in keeping our streets safe. Many people who are watching might not know. Theyre right now traffic fatalities are outpacing homicides in our city. Our streets are more dangerous than ever and the District Attorney is the chief elect a Law Enforcement officer and ive laid out a plan to work with Community Members makto sure that every traffic fatality, the happens in our city is not treated. Casually like an accident but its investigated with the same level of seriousness as any other fatality, what we know is that our children and our seniors of the most vulnerable on our streets and we have an obligation to keep them safe as the District Attorney will be my priority to make sure that we handle those cases appropriately partner with the city folks on how we need to change the engineering of our streets do everything that we can to educate but reality is we have lost too many people in those deaths are preventable it will be my priority is District Attorney. We need to also make sure that the enforcement aspect of what happens on our streets is really. Adequately addressed so i would lobby full capacity of the Traffic Division so that theyre fully staffed and can start issuing citations as a deterrent for people who are driving down the street recklessly running red Lights Industry and in danger and pedestrians and cyclists another motorist. The District Attorneys role in prosecution and not only being a partner with the Police Department investigating traffic fatalities but also on the way that we prosecute drunk driving on our streets. Has mentioned in our prior debates that she would take a different approach in terms of drunk driving. And i think that our laws are strong in california for a reason we have seen lower rates of drunk driving homicides, accidents because of the strong laws that under my administration we will continue to prosecute driving in that same way. They just arent ready responding now for timely. Thank you so i think john travers of critical issue in the city and its a critical issue in how we approach admiistration of justice in our courts. I want to have an approach that hold every Single Person drives drunk and the city council thats not what happened today, people are going to trial in overwhelming numbers and about half the time in this cases. The da is not securing a conviction. Im the only candidate whos really approach thats going increase accountability for people who drive drunk. Well simultaneously freeing up resources to go after the serious Violent Crimes take so much harm to victims. If San Francisco is going to reach its vision 0 target of 0 traffic deaths by 20 20 for the District Attorney asked to be a critical critical component and they have not been. So in addition to just to investigating these cases with these the same level of seriousness as any other fatalities, San Francisco. We put out a proposal that is a National Best practice, its been adopted by District Attorneys offices around the country. It says were going to have on call prosecutors who will respond to the scene of every traffic fatality in San Francisco going to serve 2 purposes, one having an experienced prosecutor who knows what to look for who knows the law is going to be able to you know supervising advised the police to make sure the case is investigated properly and by having that prosecutor there at the scene theyre going to able to paint a vivid picture for the jury in that case goes to trial. And the a much more effective advocate in court and win more of those cases we do those 2 things i believe the District Attorney can get to that vision 0 target with the city by 2024. And by thousands of miles in San Francisco, a daily commute from anderson said to the whole justice and one thing ive learned is that prevention is far more effective and punishment of course we need consequences when people commit crimes that harm others but the best thing for all of us, especially the victims were being harmed every day by traffic collisions is to prevent those collisions from happening in the first place, im proud to have the support a supervisor matt haney whos taking the lead on making sure the tenderloin one of the neighborhoods with the highest incidence of traffic collisions and injuries has safer laws and lower speed limits and longer pedestrian crosswalks to prevent accidents from happening in the first place the problem. The proposals weve heard from other candidates is motion time the police dont even notify the District Attorney after theres been a collision until the scene has been cleaned up we need to prevent the accident and if there is negligence if theres recklessness will prosecute those crimes with the same severity as we prosecute any case where someone is injured.
