San jose police chief eddie garcia says the drama began when someone here on feller avenue in the alum rock district called called 911 to report that a neighbor, Teresa Haddox, was armed with a shotgun and threatening suicide. Chief eddie garcia. Then there was a call to 911 from the woman herself who threatened that if police come to her residence she would shoot them. She hung up and than a short time later she called 911 again and said that if the officers came to her home she would commit suicide. Chief garcia says most officers have undergone mandatory training in dealing with suicidal or mentally ill individuals but in this case he says there was precious little time for officers toengage the woman, whom garcia says was threatening the lives of the responding officers. She emerged from the residence holding a shotgun, as she emerged from the residence, she raised the gun and pointed it at the officers, at that point one of the officers fired once, hitting the woman and she went to the ground. The chief says the shotgun was not loaded but the officers didnt know that. The woman suffered what are described as non life threatening injuries. The report by the american road and transportation Builders Assocation examined this bridge where 680 goes over monument blvd in costa county calling it structurally deficient meaning one of the key elements is in poor or worse condition. It was back in 2007 when a bridge in minneapolis suddenly collapsed, motorists plunged into the river, 13 people died. Following that accident, more reports came out about bridge safety. Back here locally,heres a look at some of the other bridges found structually deficient you may be familiar with in santa rosa, highway 101 over College Avenue san rafael, highway 101 over irwin creek hayward, interstate 580 over San Lorenzo Creek pleasant hill, 680 over monument redwood city, highway 101 over cordilleras creekand santa clara, insterstae 280 over lawrence expressway. In total, according to the report of the 25, 657 bridges in the state 1,603 or 6. 2 percent are classified as structurally deficient. Bob haus, caltrans spokesperson. What is the takeaway . The problem began at eight oh five in the morning of january 13th deep inside the emergency bunker buried in diamond head. The supervisor of the outgoing night shift initiated a no notice test of the Ballistic Missile defense system. Employee one said he didnt know it was an exercise even though five others that were in the warning point room at that time heard exercise, exercise, exercise, which indicates that it is a drill and informs everybody that it is a drill. Adding to the problem the alert message erroneously contained the language, this is not a drill. Hearing that, employee one sent out the warning to thousands of cell phones.
