Tonight, we will speak to a hostage negotiation expert about what is happening behind the scenes. We will also hear from one of the many aid groups still struggling to get supplies into gaza at the crossing as warnings from the um aid agency u. N. Aid agency in gaza that they will run out of fuel tomorrow. In new york, the Security Council has been meeting today. Representative from israel and palestine both had scathing remarks on the u. N. We need to be the same. There is no choice. For palestinians on the west bank, these are violent days. As they waited for the funeral, it was quiet and tense. People are talking about anchor at what the israelis have done and a sense of uncertainty and fear about what might be happening next. Can i just start by asking you about where we are right now with the aid situation getting into gaza . Absolutely no aid got in at all today. I understand the latest convoy of trucks has been stuck at the crossing between egypt and the gaza strip for 10 hours. That is where all the inspections take place, the inspections israel demands to make sure nothing is getting in that could be of use to hamas and that the trucks only carry food, water, and medicine. We dont quite know what the nature of the holdup is, but the other thing that is causing the u. N. Grave concern is the fact that they say they are going to run out of fuel tomorrow. The fuel that they need to transport the 80. The fuel needed for hospitals to run generators, and for what treatment plans to function. The israelis tonight had hit back on that. They posted on social media a satellite image of a dozen fuel tanks just inside the gaza strip close to the crossing. They say those tanks contain 500,000 liters of fuel. The caption that accompanied that photograph was, ask hamas if you can have some. In other words, the implication is that israel believes hamas is holding fuel, that there is fuel there for the u. N. Should they choose to use it, but hamas is keeping it for itself. I cannot tell you the truth of the matter. I asked and have not received any satisfactory answer. But there is clearly an issue about fuel coming to a head tomorrow, and there is no agreement about how the u. N. Can deal with that situation. Thank you very much for that. We return now to the issue of hostages, which of course we heard about in Jeremy Bowens report. We can speak now to scott walker, Hostage Negotiator, former u. N. Advisor, and author of order out of chaos, and rachel, Hostage Negotiator an expert of a security thing take. Thank you for coming on the program. This is a hugely delicate and complicated issue. Rachel, if we can start with you. Two more hostages released. Two last week. So we are up to four. What does that tell you, if anything at all . It tells you things are moving forward. It tells you there have been progress in negotiations, that there is even a slight amount of goodwill emerging between them, and that we have some Forward Momentum here. It is a positive sign of a positive development. Ok, scott, if we can come to you, the idea of hostage negotiations. Just i suppose take us inside the room and pull back the curtain a little. What does that actually mean . What are the conversations and the things talked about here . It is really important at the outset to stipulate that just because you negotiated with somebody, it does not mean you are agreeing or condoning or even giving into their demands. It is opening up a dialogue where you can work through the challenges and build some trust that both sides can have faith and decide to follow through what they said they are going to. It takes time, but as we have seen, the mediators, the negotiators here have had some time over the past few years in building those relationships in the first place. By relationships, do you mean personal, interpersonal relationships between the two sides, whoever is doing the negotiating, as well as things like offers or external pressures, the actual chemistry between the people involved matters . I think, yes, the relationship would have been there for a while, certainly so the qataris say and the hamas leadership. But even if you dont know the other side who you are sitting across from on the other end of the telephone, you have to build that trust. As hard as it is, you have to kind of suspend your judgment of the other side and listen to what their needs and demands are and then once you have done that, you have the right to articulate what it is you want in return. I see. Rachel, if i can put the numbers to you, as i mentioned, we are up to four. But israel believe there are 200 plus here. When you enter that kind of numbers, what challenges does that bring . From the hostage takers perspective, it is quite a practical headache. Holding one person against their will successfully for a prolonged time is difficult enough. Holding that many people as your Previous Report showed, these are terrible conditions on the ground in gaza, getting water and electricity, food, fuel. Very difficult so they can have the practical problems of holding them, keeping them safe, and these mass hostage cases are very tricky. From the other side, there is a real challenge here. We are not just talking about negotiations between the israelis and hamas or third countries such as qatar and egypt, we know are involved in helping bring home the elderly women yesterday. The americans and brits have a view and all of the countries that have nationals held by hamas recently. I differ to scott on that challenge on the negotiations but it is important on our parts to make sure there is even a chance of a singular dialogue going on here and to try to make sure we do not end up splintering off on our side and that our alliance holds together on this. Scott, with the 200 plus still being held, the idea of debriefing hostages that have gotten out, what does that mean . Talk us through that, and how useful can that be . It can be extremely useful. Measly, everybody who goes through a true medic experience like being hosge will respond to it in different ways. Once a medical checkup has been done afterwards and the hostages have been reunited with her family, there will be some kind of a hot debrief where they will immediately try to get any information that is time sensitive and can be used to perhaps help the rescue or the negotiator releasing the hostages, and over the course of the days and weeks, further debriefs will be taking place. Sometimes you may need to take it slower than others to find out exactly what the conditions were like, what were the captors like, and what was morality like. For example, where the guards coherent or arguing among themselves . All of that is helpful in building up the intelligence picture. It is a fascinating, crucial, and usually sensitive issue. Secretarygeneral condemned the hamas attacks and said he was deeply concerned about what he described as clear violations of International Humanitarian law in gaza. He said even war has rules and that the hamas attack on october 7 did not take place in a vacuum. Nothing can justify the deliberate killing, injuring, and kidnapping of civilians or the launching of rockets against civilian targets. Hostages must be between inhumanely and released immediately and without conditions. It is important to recognize the effects by the attacks by hamas did not happen in a vacuum. The Palestinian People have been subjected to 56 years of suffocating occupation. The Israeli Foreign minister was not impressed with the secretarygenerals comments. Take a listen. I think there are two realities. Certainly the reality that from october 7 and what the families of the victims of that horrific terrorist attack and the subsequent kidnapping of 200 israelis that are still being held by hamas, but there is also the reality of the Palestinian People. I think it is accurate and important to highlight what is happening inside of gaza, specifically with the impact of the Ongoing Campaign for preparation for the ground offensive. And as important but not spoken a lot about are the ongoing confrontations that are occurring between the Israeli Security forces in the west bank, the settlers provocations in the west bank, and the violence that has ensued certainly well before october 7, but in earnest now since the october 7 terrorist attack. I want to bring in the role of the u. S. Here. What in your eyes is the role . What it is what is it in practice in relation to its strong allied relationship with israel, and what do you think it ought to be trying to do . Certainly, we know they are the strong gestalt in the region and are given unequivocal support to the Israeli Government and the military including the recent deployment of not only the two carrier strikers but also senior military advisers to share our lessons and the experience in iraq and fallujah and most of mosul with isis. What we are doing to emphasize the importance of a leaving meeting of alleviating the mentoring and suffering going on in gaza and the st bank. Not well, but the u. S. Has historically been the largest single donor to support the Palestinian People from both humanitarian assistance as well as security asstance in the west bank. I think it is important that we continue to emphasize the rules of law as it goes to warfare, but also to do all we can in speaking with israel certainly, but also the broader International Community to alleviate humanitarian suffering that is occurring in gaza specifically. There have been reports u. S. Media that the Biden Administration has been urging israel to delay any ground incursion into gaza. More time for hostage negotiations is the presumption. You think that is happening or ought to be happening . There is certainly dialogue occurring. While there is ongoing discussions and negotiations and we have seen they just reportedly released four hostages, two american and two israeli, ideally there will be more in the coming days. While there is dialogue ongoing, it is important that the ground offensive does not commence. Because once that occurs, i believe any type of dialogue with hamas with the expected release of hostages will cease. I think also what is occurring behind the scenes is the discussion of the strategic objective beyond just eliminating the hamas military capability and political structure of hamas.
