Caitriona Kevin Mccarthy becomes the first speaker in u. S. History to be voted out of his position following a forced motion from the hardline members of his party. Ukraines western allies say they are running out of ammunition to give the country as it prepares for its second winter at war. At least 20 people including two children are dead after a bus falls off a bridge in venice. You are very welcome to world news america. We start with breaking news. The u. S. House of representatives voted to oust speaker of the house Kevin Mccarthy. This is the first time this has happened in u. S. History. Eight republicans joined democrats to vote to remove him from his position. This boat comes one day after Florida Republican congressman matt gaetz introduced the motion to vacate. He has made no secret to his intentions to try to oust mr. Mccarthy. He just became speaker of the house in january after 15 rounds of voting and many concessions granted to his fellow republicans. Representative Patrick Mchenry will now serve as speaker pro tem until an election can be held. His first act was to put the house into recess so the parties could figure out whats next. Joining us now is the coauthor of the Washington Post 202 newsletter and coanchor of Washington Post live. This is a historic moment. Just before 5 00 p. M. Eastern, the house voted to remove the speaker. How significant is what happened today . My gosh, it is so significant that its never happened before. It has been 113 years since theres ever been a vote like this for. So, never have we gone through this. If we are really in unprecedented territory, and i know that word gets thrown out a lot, but in fact, it is the case that people who are steeped in rules and regulation and policy of the house of representatives have nothing to refer to. This is a really critical moment for the house of representatives, and also for House Republicans to determine what path they will choose moving forward and how they try to unite their party, perhaps around some sort of new consensus speaker or perhaps maybe they try to reelect Kevin Mccarthy again. We are not really sure whats going to happen next. Caitriona is there any sense of a timeline of whats going to happen next . Obviously, very important business has to be done in the house. We saw over the weekend the deal to buy themselves more time to agree to fund the government which is ultimately what has cost the speaker his position. Thats right. That is not any legislating can be done in the house of representatives without a speaker of the house. So, that will need to be the first order of business, to elect a new speaker so, what happens immediately after the house just finished this vote, they were all called into their separate conference rooms. Conference meetings to discuss a way forward. We will see when they return, when they resume. It could be hours, it could be a couple days before they figure it out. It is just very unclear now about what happens next, how long this is going to take. Im sure behind the closed doors, republicans, it will be a very tense conversation. Our reporting earlier in the day before the vote took place was they would just try to renominate Kevin Mccarthy again. And so, we will see if that is the path they continue to try to take. Caitriona could he get the votes . We saw in january, it took 15 rounds of voting for him to get there in the first place. That is absolutely the question. You are right. It could be a repeat of january where it is 15 votes, maybe it is 25 rounds of voting and he never gets it at all. It is just so unclear. Usually, i can predict whats going to happen. Sometimes i am wrong in my predictions, but this time, republicans are in a bit of shock and there is no clear path about how to respond to this. There are some candidates who were thrown around to potentially be a replacement speaker, but theres no consensus candidate. They need a majority of the house of representatives, and that is a very high bar when theres only a fourset majority margin that the House Republicans have. Caitriona do you expect that perhaps congressman matt gaetz my put himself for it . He was the one that led the charge. I actually dont think he will. He has not indicated he wants to be speaker. In fact, there is lots of chatter about him running for governor of florida. So, he potentially could be looking to leave the house of representatives. After 2024. So excuse me, 2026. So, it does not seem like matt gaetz is doing this because he wanted the job. Hes doing this because he didnt want Kevin Mccarthy to have the job. Caitriona was there any expectation this would actually come to pass . Congressman gaetz threatened this, as that other hardliner members of the republican party. They threatened the speaker if you did a deal with democrats, this is what would happen. It seems that nobody had the sense it would come to pass. Its funny, when Kevin Mccarthy was elected speaker of the house after the 15 rounds, we knew the opposition that he had within the party. We all expected we expected this vote to happen at some point. People have been warning about it, threatening it, and Kevin Mccarthy has been governing under the threat of this vote. That is why on so many issues, he has tried to placate the far right faction of the party. And so, here it is. It happened because matt gaetz says because he worked with democrats again to past the spending bill. We also have reporting last week that matt gaetz was going to introduce that if the government shut down and use that as a reason. They were looking for any excuse to eject Kevin Mccarthy from the job. What i was not expecting until a couple days ago, we all assumed perhaps democrats were not wanting to get involved in this and not wanting to play the role of tanking Kevin Mccarthy. Perhaps it would help them voting present so their vote would not count, so it would just be a republican issue. What ended up happening is democrats talked and after too many slights and too many bad feelings between democrats and Kevin Mccarthy, that democrats could not do it. They stayed united and voted in a bloc to defeat Kevin Mccarthy. They played a role here, too. And Kevin Mccarthy did not try to reach out to them, did not try to offer them any sort of concessions. So, this is the fate that Kevin Mccarthy kind of sealed when he was over the last several months of how he governed. Caitriona i just want to bring in our own correspondent, barbara, as well. It is eight minutes past 5 00 on the east coast of the u. S. This has just happened in the past 20, 30 minutes. What is the early reaction you have been gathering . We have really literally just finished the vote, so the reaction i can speak about is from the republicans in the house. Some of them looked a bit shellshocked. A bit of silence settled over the house after the vote was called. Some of them went up and shook Kevin Mccarthys hand, gave him a hug. Everyones basically wondering what to do now. One republican lawmaker was quoted as saying that, what now . This is an unprecedented situation. It did strike me that although the republican rebels, the small group of hardline republicans was able to remove mr. Mccarthy, again because the democrats did not vote to help him survive, really, it was very clear they were outliers because when lawmakers got up to speak on either side, republicans both, it was only matt gaetz, the ringleader here, and two others who spoke against mr. Mccarthy. Everyone else spoke for him and mr. Gaetz stood up again and again to plug his points. It was very much that this is a fractured party, but it is a small group of rebels who were able to carry this out. On the other, it is clear that the republican majority was quite fed up with the whole process. Sometimes when mr. Gaetz was speaking, there were a number of groans. When one of mr. Mccarthys allies said he was proud of him the way he was able to stop the shutdown, he got a standing ovation. There were some strong emotions this afternoon. Caitriona on that small group of rebels, this hardline element in the party, where does that leave them now . Their influence and their power for the next speaker, whoever that is . They clearly have a lot of control. They have control because the majority is so narrow. So, they can obviously create sort of chaos or make big moves. It really depends on who the next speaker is going to be. There was some suggestion from mr. Mccarthy himself and other republicans that they felt there was a personal element involved. That matt gaetz, the republican who was right out front pushing this move, had had it in for mr. Mccarthy since the beginning and there was a personal element involved. He denied that. He also denied suggestions from republicans that this was political grandstanding aimed at getting traction for his own political ambitions. He insisted it was about his view that radical spending cuts were needed and mr. Mccarthy did not keep promises to do so. But if there is a personal element involved, then perhaps the radical right will be more amenable to discussions. We are not able to make that call right now. Caitriona leanne caldwell, the speaker of the house is third inline of succession with no speaker in position, what does that mean for the line of succession . Thats a great question. Of course, the Vice President s first in line of succession. Then, there is the speaker of the house, and the person after that is the senate pro tem, the president pro tem of the senate. So, it means that person is missing. Of course, kamala harris, Vice President , she would be first in line. But this is a constitutional position which is an excellent point. This is not a ceremonial position. It is one that is written in the constitution so it does have an outsized amount of weight in our system of government. Caitriona barbara, how is this likely to play around the world . We heard a lot of concerns about members of the house and Senate Last Week about the ability to fund the government and how that would look internationally. Is this damaging to the u. S. Abroad . Yeah, i think it probably is. I would say two points. One, generally, it shows dysfunction and chaos in the ability of the house of representatives to govern. And that is something that will concern, especially americas allies. More specifically, as we have been reporting, the democrats and a large number of republicans wanted to keep funding the ukrainian funding ukraine to fight the war against russia and the United States has been very much the stalwart in that, keeping the funding going, keeping the continued support. And in the fight over the funding of the government that nearly led to a shutdown over the weekend, the compromise was to pass a shortterm spending bill to hold out the ukrainian funding. That is up in the air now, whether there will be a separate bill on that were not. There was opposition from some of the rightwing republicans against funding ukraine. That sort of Division Within the u. S. Government about keeping up the fight with ukraine is out there now. It could very well be there will be a compromise found and there will be a separate bill to get that funding going, but it is a very clear, dramatic moment where you can see there is not unanimity about that. Caitriona talking about compromise, leanne, some of the things that were leveled against speak mccarthy is that he done this deal with the democrats. Surely, that is the whole point of the system, to cross the aisle and compromise. That is absolutely right. He has done that twice now throughout his short nine month tenure as speaker of the house. Both on government funding bills. One to keep the government funded and running, which he did over the weekend. And one was earlier this spring, end of may, early june, to lift the debt limit. Both of those instances are kind of extreme instances that have to happen. Congress basic responsibility is to fund the government, and for better or worse, it is also to lift the debt limit which people want to take out of the hands of congress because its so toxic. Such a toxic situation. Still, those are its jobs. Kevin mccarthy did reach out to democrats in order to do both of those things, which did get him ire from the members on the far right. But also, it was not enough for democrats to come to save him, to help him keep his position. Because while he did reach out to democrats those two times, democrats are furious with mccarthy for a long list of things, starting with january 6, the attack on the capitol. Caitriona there is a long list. Sorry for interrupting you. We dont have time to go through all those reasons at this moment, but i like to thank you both. Leanne and barbara. I spoke to bob gates before the vote about what happened and we discussed how this would impact the u. S. Image abroad amid the confusion on capitol hill. Thank you very much for joining us. When you look at what some would call the chaos we are seeing in Congress Today and over the past weekend, what impacts does that have on the perception of u. S. Leadership abroad . I think it has a very negative impact. Basically calls into question the constancy of american commitments, whether we are prepared to support ukraine for the long haul, but more broadly, can the government govern . Can we do something as simple as get a budget . Clearly, that is being called into question. Caitriona you have been writing in Foreign Affairs about how this sort of dysfunction renders the u. S. On capable of delivering a strong and coherent response to threats. When we look at the situation in ukraine regarding russia, we look at china as well, and then we see the only way for congress to be able to keep the government open is to remove that funding from ukraine from the temporary bill, how is that received . Fmr. Sec. Gates i think it does send a signal that it is going to be very difficult to get additional assistance for ukraine and again, the whole question of whether the United States can be counted on to fulfill its commitments. The president says we will be in support of ukraine as long as it takes, but that requires more appropriations by congress. I think you will see in effort, a significant effort to include money for ukraine in whatever next appropriations or continuing resolution actions are taken by the congress. But, i have heard some republican senators saying there is probably only support for one more large commitment of assistance to ukraine. That they dont want to do this, even those that are supportive of ukraine, dont want to go through this legislative battle every quarter. I think the likelihood of another big package is very real and i think the likelihood of it being passed is quite strong, but the question then is what happens next year . Caitriona critics of supporting this ukraine funding would say they question why we send 24 billion to ukraine when so much needs to be fixed domestically. How do congress, politicians, the president better sell that idea to americans . Fmr. Sec. Gates to use an old american expression, we need to be able to show we can walk and chew gum at the same time. That we can meet our International Commitments that protect our security and our interests, at the same time we deal with domestic issues, whether it is the border or the budget or anything else. Frankly, i think the notion i have heard all my life people making the argument, well, why should we invest in the space program, defense and when we have so many problems at home . The reality is a country as big and wealthy and as engaged in so many areas as the United States has to be able to do both. I think the argument is that if you back away from ukraine and demonstrate that the United States will not fulfill its commitments, that has profound consequences for our security and probably for our prosperity moving forward. Caitriona on that note, what is your view of ukraines chances of victories against russia . Fmr. Sec. Gates the counteroffensive has clearly gone slower than the ukrainians expected. The russian defenses have been more sophisticated and deeper, i think, than had been expected. I think they are making slow progress. The question is and they say they will continue to fight through the winter, although that makes the use of heavy equipment much more difficult because of mud and so on. I think the objective of the counteroffensive, at least initially, should be breaking through the russian defenses and getting to the town. It would break the russian land bridge to crimea and give the ukrainians access to the sea. That might be the opportunity for some kind of negotiation at that point, but i think that is still going to be a heavy lift for the counteroffensive because that is probably another 50 miles beyond where they are now. And it has been very tough going, but they have been making some progress. Caitriona if we move on then to talk about china, you are very concerned about the power, the might of china. As you see it, what should the u. S. Be doing to counterbalance that . Fmr. Sec. Gates i think we are taking significant measures to try to counter their military buildup. We have new programs underway in all of our services. Modernization programs. New capabilities and so on. I think where we are seeing china really have open field running is in their nonmilitary instruments of power. The economic relationships, the development assistance, health and road, and so on. There are lots of problems with belt and road, but the fact is the chinese are adapting it, adapting the program to address some of those concerns. But theyve also used insinuate themselves all over the world. It is not just the development assistance. The chinese are the primary trading partner of over 120 countries. They either manage, own, or invest in Something Like 100 ports in over 60 countries. And they have invested as well in a Global Strategic Communications network at a cost of billions of dollars at a time when we have cut back our capabilities in this area dramatically. I think the one area in which the United States has not competed effectively with the chinese is in Strategic Communications and development assistance, in trading relationship with these countries. The global south matters. And when you have big countries like india, brazil, indonesia, t he implications of that for trade, for exports and imports, i think it is quite considerable looking to the future. And we have not gotten ourselves organized to compete in those areas very well. Caitriona plenty more to talk about, but we are out of time for today. Thank you for joining us. Fmr. Sec. A city spokesperson said two children are among the dead. In the darkness, emergency crews are battling to rescue the injured and recover the dead. The bus upturned and crushed by the force of the fall. From up on the bridge, you can see the drop. Eyewitnesses say the bus then caught fire when it hit the ground. It happened on the mainland across the water from venices tourist center. In a statement of social media, the citys mayor set the scene of the crash site was apocalyptic and italys Prime Minister expressed her deepest condolences. On the bridge, you can see where the bus went through the barriers. Investigators are now trying to work out why. Officials are warning the number of People Killed is likely to rise.
