A dangerous hurricane targeting mexico causing warnings never seen before in california. Where it may hit the state as a Tropical Storm. A historic meeting at camp david as u. S. President joe biden agrees to a new security pact with the leaders of japan and south korea. Ecuador goes to the polls on sunday after a president ial campaign filled with violence. Welcome to world news america. A growing hurricane is prompting some of the first Tropical Storm warnings ever in california. Hurricane hilary is a category four storm expected to make landfall in mexico in baja california, which you see on saturday. It will likely downgrade to a Tropical Storm before striking Southern California with san diego and los angeles directly in its path. Some preparations already underway. Including working to shore up hillsides. Officials are worried about landslides and major flooding. The last Tropical Storm to hit california was back in 1939, over 80 years ago. This map shows the path of the storm that and the center was roughly 400 miles, or 600 43 kilometers south of mexicos southern edge. President biden spoke about preparations underway. My team is closely monitoring hurricane hilary, which has potential to bring significant rain and flooding to Southern California. Fema has people is a and personnel supplies in the region and they are ready to respond as needed. I urge everyone in the path of the storm to take precautions and listen to the guidance of state and local officials. We are tracking multiple wildfires in canada as the country faces what is being called its worst fire season on record. Fires in British Columbia 1200 miles, 2000 kilometers north of the Northwest Territory capital of yellowknife. Some of the more than 1000 active wildfires across canada. 186,000 residents are under a state of emergency after fast burning at unpredictable wildfires forced evacuations on friday. In yellowknife, a wildfire continues to move closer to the city. It sits about nine miles, or 15 kilometers away. Residents are still evacuating. Flights out of yellowknife will be leaving every hour. Lets bring in ali williams, a journalist with cabin radio based in yellowknife who has evacuated to a nearby village. Thank you for being back with us. More evacuations underway. Some taking place by air. What can you tell us about the way the government is trying to get people to safety . It will be the only option if the fire keeps encroaching further toward yellowknife. There is just the one road south. One lane in either direction for about 400 miles, 600 or so kilometers. Virtually no infrastructure to get people out by road. Air is the only other alternative. It means 20 flights today. The military adding flights on top. Scheduled flights are still getting out of the airport. A lineup of people at the school and a bus to the airport. That system is operating as well as it could. Even to the point they were crying out for more people to get into line because some flights were having to wait because they were not full. It is hard to tell if others got bored of 12 hour lines yesterday they decided to leave, or if people managed to get other routes out of the city. It is hard to know who is where and how many people are out. We have seen images of people lining up, bringing their family pets with them. What have you heard from those who have been evacuated in terms of the experience . The record i heard so far is eight pets in one vehicle with one group of people that took 10 budgies along to make sure that their friends got out. That is the kind of thing that has to happen. You have to rely on friends and relatives. People are finding creative ways to get out there. With crates being shipped by aircraft through the week to make sure pet owners have somewhere safe to put animals to get them out. What we hear from the road is that is proceeding well. The smoke was not that bad outside. As far as i can tell, given the scale of the evacuation, things are proceeding relatively well. But it is so hard to know exactly who has left. Not everyone will have left. People may have chosen to stay behind. The city has pleaded with everyone to leave if you can. If People Choose to stay behind, what kind of danger might they be in . Probably in grave danger. The intensity of wildfires in canada cannot be overstated. It is an exceptional season. Not just a record amount of fire, but record amount of extreme fire behavior. While there is no telling what it means for this particular wildfire, it depends on so many variables like wind, humidity, other conditions. There is a real danger the fire will reach the outskirts of yellowknife over the weekend. There will be contingency measures in place for the last people left, First Responders and fire crews to have somewhere to be. There is always a shelterinplace location defended as best as anyone can. The message is if you have means of getting out of the city, do so now. There are so many fires burning, more than 1000. Whether or not the fires are becoming under control, what is the status in terms of the firefighting operations . More broadly speaking, the outlook into the bottom of august and into september, it is for this season to keep on going. When we heard from National Firefighting experts, they said Drought Conditions across a lot of canada and outlook across canada is the conditions to still be favorable for fires, particularly in the northwest territories. We have had a hot and dry summer. It is quite cool where im at. And im away from the danger. Im well away from harm. It is quite cool in yellowknife and here. It comes after weeks of exceptional heat. That is making the difference. Snow might have to fall before the wildfire season ends. We have about 45 seconds left. We have seen the wildfires taking place in maui. Im curious if anyone in canada has been watching on, if parallels are being made in canada and lahaina . There is certainly people who realize the significance of the fire season. Not just canada, but the u. S. , and the significance of heat beyond fires. The heat in so many parts of the world. It is coming with tragic consequences. The hope for yellowknife is this order has been called to avoid that. The cofounder and news editor of cabin radio, thank you so much for that report. Turning our attention to maui. At least 111 people are dead. More than 1000 missing after the wildfires took place last week. The man in charge of mauis Emergency Response announced his resignation thursday after defending his decision not to activate the alarm system. He had no Prior Experience in emergency management, citing no reasons. He feared the sirens would have sent some running inland towards the path of the fastmoving blaze. He sounded the siren that night, they were afraid people would have gone. If that was the case, they would have gone into the fire. That is why our protocol has been to use eas. I should also note there are no sirens mountainside. Where the fire was spreading down. Some residents have told cbs news they believe a stronger Emergency Response could have saved lives. I feel like they should have ran the sirens. Even if it was not a tsunami, people would have been aware something is going on, take a look outside, see the fire come to them. I guess a lot of people could not smell it. The fact they did not do that, i think it caused a lot of unnecessarily lost. There was a lot of children, grandparents, moms, dads. The u. S. Is promising a new era of cooperation with allies. Japan and south korea. It was during a meeting of the nations leaders at the camp david president ial retreat in maryland. Japanese Prime Minister and south korean president are there for the historic trilateral summit with u. S. President joe biden. The nations announced a plan to deepen military economic ties in a show of unity amid chinas growing influence and Nuclear Threats from north korea. The commitments fall short of a formal alliance. A multiyear military exercise plan, deeper coordination, and integration on Ballistic Missile defense, and improved information sharing and crisis communication. The leaders also committed to economic cooperation, including an Early Warning mechanism for supply chain disruptions. Heres more from President Biden after the summit. Critically, we have all committed to swiftly consult with each other in response to threats to anyone of our countries from whatever source has occurred. We will have a hotline to share information and coordinate responses when there is a crisis in the region or affecting any of our countries. Joining us is our state department correspondent. We heard there is a new hotline. Break down some of the other specifics we are finding. There is going to be a new hotline for crises when people can speak to each other. There is a security pledge that they will consult each other if there is a crisis or threat. A duty to consult tying together responses. They will have military exercises every year. There were other times when they had the exercises together. It will be implemented as a regular thing. They will double down as President Biden said on information sharing about north korea missile launches. Realtime information sharing. They will have annual summit meetings. In an attempt to expand and institutionalize this relationship about security and economic cooperation, but particularly, security. There has been plenty of friction between japan and south korea for generations. How far does this agreement go towards bridging that gap between the countries . It was between south korea and japan that made this agreement possible. It was down to the south Korean Leader who decided to deal with those tensions with japan from japans treatment of south korea citizens when it occupied the peninsula in the early part of the 20th century. The effort allowed them to come together on shared security concerns about north korea and china. That was exactly what the u. S. Wanted. It has mutual defense treaties with each country separately. It sees them as very crucial to its Security Posture in the indo pacific. It had been trying to get them to cooperate more together, it had in fact been taking every opportunity to get the leaders together in different venues. It means they can regularize that and have a trilateral security cooperation. In terms of venues, camp david very symbolic location. Very much. The place where you have had president s holding peace summits and negotiations. Where the egypt and israel peace treaty was discussed in the 1970s. Winston churchill meeting Franklin Roosevelt during the second world war. A lot of diplomatic residents. If President Biden had not held the president ial summit. He chose it deliberately to show how important he felt this event was. All three leaders were talking about the historic summit, they talked about the new era in partnership. They really played up how significant it is. Our state department correspondent. Thank you very much. To the u. K. Now. A nurse has been found guilty of murdering seven babies and attempting to kill six others when they were in her care in a hospital in the northwest of england. It means shes the uks biggest killer of babies in modern times. In a statement, the families of her victim said justice could not reduce their extreme hurt, anger, and distress they experienced, adding that they were heartbroken. She was acquitted of two counts of murder and the jury was undecided on six charges of attempted murder. She will be sentenced monday. The government ordered an inquiry into the circumstances around those murders. I spoke to anna foster in Manchester Crown court about the case. I asked how lucy carried out these crimes. Extraordinary and shocking trial. One that we are following closely. This is a nurse that was working on the neonatal unit. She was dealing with premature babies. Some of the sickest and most Vulnerable Children you can imagine. At a time she was supposed to care for them, nurture them, and ensure their survival. She was instead actively trying to murder them. In some cases, she was succeeding. She used in oculus methods. It was described by the prosecution as her favorite method of trying to kill children. That was injecting air into their bloodstream. She injected overdoses of insulin into their small bodies. At times she would overfeed them with milk, liquids, and it took a while for the pattern to be recognized. Occasions where the babies who seem to be doing quite well were suddenly and inexplicably go into a collapse in medical staff for a time could not work out why it was happening. Why more babies were losing their lives until the pattern was put together and the nurse who was always present when the incidents happened. The case drew interest from around the world. I asked with the jury was told about lucy as a person. They were painting two very different pictures by the prosecution and defense. The defense talked about a very ordinary woman in her 20s at the time when the crimes were carried out. The jury saw her text messages, heard about the nights out and the holiday she had been on. On the outside, a seemingly normal and caring woman. The prosecution case was different. In stark contrast. They used all of those things as a cloak of normality, a way to hide what she was doing. They produced as part of their evidence notes where lucy had scrawled in dark writing and words things like help. She wrote on one note, im evil, i did this. And after babies died, she searched for the parents on facebook. Even one point sent a sympathy card to the parents of a child she killed. The jury heard all of this evidence, calling more than 110 hours of deliberation. In the verdict they delivered, what they chose was the prosecution version of a woman who was cold, calculating, and a serial killer. There were concerned raise by the staff where this took place about the number of babies dying while she was working. We got some insight into what we know about the concerns. That is being revealed today in the conclusion of the trial of the people working alongside lucy b, who began to have suspicions and realize she was the common factor. She was always present when the babies were dying or having these acute medical episodes. When they tried raising concerns with hospital staff, they were often not taken seriously. In some cases told they need to stop making complaints, or complaints would be made about them. They were being told to write a letter of apology for suggesting that lucy was not doing her job properly. That is one reason why the families of this case want to see more than just this trial and guilty verdicts. They want to see an investigation. The u. K. Government announced not long after the conclusion of the trial an independent inquiry would be carried out into her offending to see if it was an isolated time, or if it would cover her nursing career. And also to look at how this could happen, and look at hospitals up and down the u. K. , whether they are safe enough to stop Something Like this from happening again. Anna foster reporting.
