This program was made possible by the corporation for ugly broadcasting and by contributions to your pbs station from viewers like you. Thank you. Good evening and welcome. The u. S. Economy added 187,000 jobs last month, slightly fewer than expected. The Unemployment Rate dipped to 3. 5 . This follows several encouraging reports in the last weeks on gdp and inflation. We are joined by our special correspondent. Thank you for being with us. Great to join you. What are the Key Takeaways from this report . I think this was a solid report. It was a slower pace of growth but a more sustainable pace of growth. Frankly, not even that slow. That is exactly equal to the average pace of job growth we had in the decade preceding the pandemic. In many ways this was a relatively strong report. Probably what the Federal Reserve was looking for and hopefully a sign that we might be able to avoid a recession. The economy seems to be pulling out against a recession that many people thought were holding closing in. There are concerns that the fed chairman might be overdoing it. Some people think she is. They have anticipated just one more Interest Rate hike this year. Markets dont seem to think that will actually come. I think what happens in the months ahead in terms of fed policy is still very much a live issue. We dont know what they will do and i think we will be monitoring the data to make sure they avoid a recession. Womens Labor Force Participation rates are at an alltime high area do you make of that . I think it is remarkable. Viewers may remember that three years ago there were lots of articles about a recession. The idea being that women were disproportionally heard by the pandemic because of the occupations they were in. And they were disproportionally heard by childcare production. There were fears that working won would be set back a generation. Instead, the reverse has happened. Women have come back stronger than ever. I dont know what to attribute that to. It could very well be the fact that there is more remote work available. It could be the fact that more women are collegeeducated today than in the past. That has contributed to the greater likelihood to be in the workforce. It is a good problem to have. Lets talk about wages. The fed does not want them to rise too fast. Workers want to make more money. Where does that stand right now . The numbers for wage growth were a little bit stronger than the fed might want to see. I dont necessarily know that that means we should expect the Federal Reserve to raise rates more aggressively than we thought they wouldve done a few days ago. This may be a bit of a lag. Workers could be catching up to the price growth that we have already seen elsewhere in the labor market. They are demanding higher pay to compensate for the fact that the things they are buying are getting more expensive. I dont think it will be because for concern. It is one month of data. We will have to see what happens in the months ahead. Other indicators have been more comforting for the Federal Reserve. Thank you so much for that insight and analysis. We appreciated. This is the newshour, from our studios in washington and in the west from the Walter Cronkite school of journalism at Arizona State university. Back in march, we revealed allegations that a machine giant sold millions of dollars of technology to the russian arms industry. They denied the story and said it had halted sales to russia. But according to new research, they may still be supplying the russian arms industry indirectly. This is the instrument Building Plant in russia. It manufactures highend optics used by the Russian Military. They do not want you to know where they get their hightech equipment. They missed a spot. Zoom in here and you can see the distinctive red h above the control panel. They are not alone in being partial to these Machine Tools. They are used throughout the Russian MilitaryIndustrial Complex because they can be programmed to shave metal into almost any shape necessary. For years they sold Machine Tools in russia. Even though sanctions have been in place against the Russian Defense industry formals a decade. Only after the fullscale invasion of ukraine last year did they officially sever their relationship and made no direct or indirect shipments to russia ends march 3 of last year area but the organization that originally exposed their dealings in russia says even that might not be true. He told us spare parts needed to maintain the machines already being used in russia continue to flow into the country by a Mysterious Group in china. They dont seem to have a website or a phone number. It was set up just two weeks after they pulled out of russia. This Chinese Company conducted around 200 shipments of parts. All of those shipments are worth about 600,000. Records show that they were being shipped to russia as recently as april of this year. More than a year after the company said it halted shipments to the company country. Many of them appear to be made specifically for a machine tool. One of which is owned by this plant. Further procurement records show the plant is one of their clients. It is possible the spare parts sold by china were special order to maintain this machine. They have been subject to u. S. Sanctions since 2015. They did not always obscure the logos on their witness. In this promotional video from seven years ago, several machines are featured to highlight how modern the factory is. In 20, they announced that they needed a replacement engine. Illustrating how reliant the russian arms industry was on sales support. Today, they use those machines to shape the casings for their various sites and scopes. They are collected in this wooden box before being painted, finished, and itd fitted. They are supplied to the russian army. And exported. The applications are endless. So is the lens of Russian Defense firms that use this equipment. They make Flight Control for attack helicopters. They make electronic Surveillance Systems for the army and navy. They make Communication Systems for the Russian Military. The list goes on. That is why ukrainians have been pushing u. S. Enforcement agencies to act more aggressively against American Companies is products continue to flow to the russian arms industry. They have very top powerful tools at their disposal. He told us russia has managed to ramp up production despite the unprecedented sanctions. We were quite disappointed about our recent findings. The rate of production has doubled. I think this is quite obvious now. Much more needs to be done. They say they have acted forcefully to restrict russian access. Like setting sanctions on Russian Companies and export controls on american form firms. They were violating those rules. They would not say if they were investigating the company. We reached out to the company to inform them that there equipment continues to be shipped to russia. They did not agree to an interview, but they said they had no record of sales to the entity or to russia. They were being made by third parties in contravention of their policy. If they are selling those parts, they did not acquire them from us. We have not conducted any of those parts. They told us they voluntarily stopped doing business with russia during the fullscale invasion of ukraine. Sanctions have been in place since 2014. I dont need any of this. They own the only formula one racing team. Which was prominently teacher and a popular netflix series. The deal meant putting the russian flag on the racecars. It very strange. They only cancel the sponsorship after the fullscale invasion. Officials at the department of commerce and treasury have yet to give any sign that they plan to go after american manufacturers who may have violated the sanctions. Nor is there any sign that they will add them to the list of officially sanctioned entities. Major studios and producers are sitting down today for the first time in three months with the writers tilde of america. The first sign of any progress and possibly the first steps on the road to a deal. We have the latest on the standoff and the talks. The strike by tv and film writers again before this summer. Last month, the Union Representing actors joined in their own strike. They have upended the industry, halting promotion of new movies and shows and shutting down most production. Jane fonda has been out on the picket lines. These unions coming together in solidarity is historically important. Union solidarity forever. The new talks will have to solve some major divides over streaming and the role of a. Thank you for joining us. It is worth noting that even before they sit down today, there was new mudslinging. What brought the writers and producers back the table . I think the pain that has been inflicted on both sides over the past three months is really driving this. We are getting too missioncritical right now. Some of these movies that are slated to come out next summer are in peril. The Fall Television season is basically on life support this point. These writers are also getting pretty desperate. They are feeling the pinch of no work for three months. I think it is the overall collective pain of this strike that is coming home to roost. They said lets at least see if there is Common Ground to work on a settlement. It is interesting that theyre starting with the writers first. Nothing but the actors. Where does that stand . The studio side has gone one by one with these guilds. They could not make a deal with the writers so they went on strike. The directors did make a deal and did not strike. And they went to the actors and the actors decided to strike. The length of the term here is a factor. The rhetoric on the actors side, especially from the president of the union, has really ratcheted up. The studios but they had a good chance going to the writers first. What about the studios and producers . These are different kinds of media companies. Traditional studios as well as streamers. Do they all come with the same issues . The same top things they are after . That is a fascinating issue. Something overly distinguishes this strike from other labor impasses in modern history. The Major Players on the studio side are Companies Like disney and warner bros. But also Companies Like amazon and apple and net that are Tech Companies that are very different than his interests. The others have all these other businesses like media and television. The latenight shows are shut down. They have theme parks or they will not have new product. This studio side has not entirely coalesced. They are trying to put on the best days. There is a lot of debate amongst members. There is one interesting side activity where there are some independent studios are getting waivers. Explain that. These out waivers. It is a agreement. It is an agreement to share 2 of your revenue. Whether the talent involved in those movies is willing to do so is a separate issue. We saw one actress back out because she didnt feel it was appropriate to be working. There are others, almost 100 now , that have gotten these interim agreements. In recent days we have seen big name actors come together to help build a very large bond. Does that point to a level of solidarity that we expected . The potential for a long strike . The level of solidarity in this strike has been pretty extraordinary. Both on the writers side and the actors the writers were able to go to the picket lines and say, you are not going to shoot the show. This is new ground. Especially the social media era. It is not a surprise to me that you are seeing of solidarity. Will keep watching. The state department this week launched a new effort to respond to Global Health ics from Lessons Learned during the covid pandemic. It is aimed at better preventing, detecting, and responding to existing and Church Health threats. I spoke earlier this week about this. In creating this new bureau, the state Department Hopes to elevate the issue of Global Health and u. S. International policy. How will this new bureau empower Public Health experts and diplomats to work more efficiently and effectively . The new bureau was launched today by secretary blinken. We all learned from the pandemic that a threat anywhere in the world is a threat everywhere in the world. So countries can Work Together in a coordinated, collaborative fashion to address any disease threats. Second is to elevate security. In three short years, this disease killed 20 Million People. It disrupted economies and cost trillions and trillions of dollars. This can be tremendous. Drawing on your experience, you confronted the early days of the ebola crisis, that aids prices, the covid crisis. What lessons did you learn in that experience that you hope to apply to your new one . The one lesson i learned was that International Cooperation matters. When diseases emerge, they move very quickly. When covid19 was first recognized in wuhan, 66 countries were affected within days. It took only three years for 20 Million People die from that pandemic. Our role was to work at a political level with the head of state. Work on technicalities. Fa couries the erate d collaborate. The launch of this new bureau comes at a time when funding could be imperiled for another critical u. S. Health imperative. They say it is a vehicle for promoting abortion access. This program has been caught up in the culture wars. How do you respond . I always like to look at where we have come from. We saw many countries in africa that were thriving. They were full of people. We stepped in and it a defining moment. We changed the ugly face of a. 5 million lives have been saved. This is very feasible. This is not the time for us to renege on leadership. This reflects our values. They are very fragile. We will continue to be reauthorized. What is the key to sustaining those gains and convincing Political Leadership at the fight is not over . And that the u. S. And the world need to be prepared for the next outbreak . We have to recognize that about 20 Million People in africa are currently receiving lifesaving treatment. They have to receive those treatments every day. If you do not, the virus comes back. It becomes a threat to the community. The infrastructure that we put in place helping us and protecting us because each time a disease outbreak is out there, the infrastructure we have put in place is used frequently and often and immediately. So it does not become a threat here in the u. S. I think it is a critical moment that we vanish the fight. It is great to have you here. Few people have done as much to confront Global Health crises as you have. Thank you. The republican president ial Campaign Season is in full swing. Candidates are stomping on a host of key issues. New polling shows that Republican Voters do not see a warming planet as a concern. Neither do the republican candidates. A major heatwave will likely hit 100 degrees today. This summer, smoke from canadian wildfires casted dystopian yellow haze over u. S. Cities. The drought stricken Colorado River forest southwestern states to consider drastic water thats. A blistering heat wave honest millions of americans. The disparate impacts of our warming world were impossible to miss. But not on the campaign trail. Republican candidates are talking about everything but Climate Change. We will end the woke agenda. And open border is not a border. Republican silence on Climate Change is echoed in recent polling that shows Republican Voters also do not see it as a concern. 56 of americans think Climate Change is a major threat. But only 28 of republicans do. A third of republicans say it is a minor threat area some say it is not a threat at all. To talk about Climate Change remains difficult for a number of conservative lawmakers who feel that their constituents are apathetic. She covers climate and environment the new york times. She says this trend comes as some Republican Leaders have shifted to acknowledge the Scientific Consensus on what is driving planet Climate Change. They say it is happening. It is driven by fossil fuels area the deep division is over what to do with it. Clearly the climate is changing. Not as dramatically as the radical agenda would like you to believe. They want to shift away from bernal burning fossil fuels. Fossil fuels are a requirement for human prosperity. Many republicans said able to roll back the Biden Administrations climate initiatives. It directs billions of dollars in subsidies to deploy those technologies. What you hear often from conservatives is we can address Climate Change and the emissions from fossil fuels without reducing fossil fuels themselves. That is not the way that scientists see it. They have said over and over again that we need to reduce the burning of fossil fuels. The loop leading republican in the race is the most ardent denier of the reality of Climate Change. Environmentalists talk about all of this nonsense. Donald trump is a climate denier. He has consistently cast doubt on climate science. He says it is a hoax. She researches energy and policy. There was a massive getting of environmental agencies. Rolling back hundreds of environmental regulations. Other leading republicans have also dismissed the issue as an exaggerated left wing talking point. I have always rejected the politicization of the weather. Florida suffers from disasters that are made worse by Climate Change. Since 2020, 16 major storms have caused over 100 billion of damage. Sending insurance rates through the roof. And some Insurance Companies outofstate. He has implemented programs to address these disasters. He has taken steps to protect florida. What you are seeing is common among many republicans in areas deeply threatened by Climate Change. A resistance to push on fossil fuels but very much of an openness and willingness to address what we call adaptation. Protecting areas against the consequences of this. Critics argue main reason republicans resist any limits on fossil fuels is campaign money. According to a money tracking group, the top 20 donors gave out over 80 million in Campaign Contributions in the last two years. That money went almost exclusively to republicans and conservative groups. The fossil fuel industry has increasingly paid for these politicians. The Heritage Foundation has drafted a detailed pilot and energy plan called project 2025 for the next republican president. They would cut nearly all of the federal governments current climate work. And cut current regulations on the fossil fuel industry. She was formerly chief of staff at the environment a Protection Agency during the trump administration. She helped write the section. Climate change is a serious issue that needs to be addressed. Through balanced regulation. And solutions that will actually make a difference. It should not be used to expand the federal government. It would be like being in a Global Pandemic and deciding the thing you needed to do was fire all the doctors and nurses. That is what their plan is. This july was the hottest month on record. Another indicator of the increasingly harsh reality of presentday Climate Change. But the schism in america over what to do about it can use. For analysis on Climate Policy and the latest indictment of former President Trump, we turn to our guests. Good to see you both. I want to revisit that report. A number really stuck out to me. When americans are asked about whether Climate Change is a major threat, about 56 say yes. But when you break it down on partisan lines, only 28 of republicans think that. 33 dont believe it is a threat at all. There is a little bit of chicken and egg argument here. People dont think it is a threat. If they talked about it more, with people think it is a threat . I think so. John mccain supported a big Climate Change deal. Everything is more polarized. Republicans are more manufactured than they used to be. It has become a sign of political machismo that if polite opinion says a, then we say z. As a way to offend the elites. Three quarters of americans support global Climate Change treaties. 60 spent 66 prefer subsidies for wind and solar. They are going against large majorities. This is grounded in science and data. One might responses that it is better to be effective and to be right. Can anyone find an effective way to convey that message . I dont know. They are so worried about looking like that that they wont do things that are affecting their own constituents. We have seen spectacular stories the ocean off of florida is above 100 degrees. The wildfires that are turning cities orange because of the smoke. Not to mention the wildfires morning burning in europe. Their own constituents are living through it right now. We know the legal issues are a big issue. He was indicted again on federal charges. I think that was a turning point. He has gotten stronger and stronger. He is stronger right now against joe biden and he was at any point. His numbers have risen. This current indictment goes to the core threat. Donald trump does a lot of bad stuff. But the threat to democracy is the core. This rises organically from all the other indictments that have been brought against the other january 6 people. It is the same sort of charges. Very conventional. I agree. This indictment is one that is easy to understand. The American People watched all these things happen in real time. Read the stories. They have seen the news accounts. They will be able to follow this. In terms of how it plays in the republican field, there is only a minority of candidates who are saying you should not be running. Many say this is a political witchhunt. His biggest your said he will not give him any more money. Where is this guy been . He is doing that thing. He has chosen his strategy. It is not working. These indictments fit into a story. Is that a message that helps his rivals in the primaries . No. Ron desantis is not going to beat donald trump. You cannot think youre going to get the nomination. They find what he has done in florida to be objectionable. We talk about the impact on the election. But also the impact of the language. Americans were asked about their overall confidence in the fbi. It is now at an alltime low. For democrats it has gone up. Among republicans, it has tanked 24 points. When you look at that, does that number were you . The most important statistic in my life covering this has been this loss of trust in government. It is phenomenally low. Imagine Walking Around washington and looking at these glorious and inspiring buildings and thinking they are full of monsters. It is all a fraud. I cannot imagine that mindset. But it is one that many people have. Because of things that have happened over the last decades. It probably is justified. It is also the result of people who know better not acting better and thus better. Knowing full well that what is being said about the fbi and government and innocent people is wrong. And not standing up to it and saying that it is not true. You should not do that. Standing up as leaders in the Republican Party and leaders of this country and saying, this is not right. This is not who we are. If someone with the moral courage to do that had done that, i think we would be in a much stronger position. I know some people in the fbi. They are not left wing pointyheaded intellectuals. They are tough, smart americans. Do you see that happening . No. Always good to see you guys. Thank you so much.
