Good evening and welcome to bbc world news. In the United States, the number of new Coronavirus Infections recorded each day has doubled in just three weeks. Latest record show 100 50,000 new coronavirus cases. That is a oneday record. With the thanksgiving holiday less than two weeks away now, when more people are expected to travel than at any other time of the year, local leaders are introducing all kinds of restrictions to try and stop the spread of the virus. Chicagos mayor has asked residents to stay home for the next 30 days, beginning from monday. A similar move may be imposed across the state of illinois in the coming days. The governor of michigan has warned that hospitals are running dangerously low on personal protective equipment. She says cases are skyrocketing. And in new york city, the number of positive cases among those tested has hit 2. 6 , closing in on the 3 threshold that would close down all public schools. Neighboring new jersey state announced its highest daily case total since april. Parts of newark now have a 9 00 p. M. Wiki weekday curfew. As we move t the west coast, california has become the second state to reach one million confirmed coronavirus cases after texas. The president elect joe biden has promised fast action on battling the virus and has vowed to be guided by the science. Dr. Celine gallagher is one of 13 experts appointed to the task force. She told the bbc that the Current Situation is deeply concerning. I would say we have a fire raging across the nation and the holidays threatened to be gasoline poured on that fire. I am very concerned by the spikes we are seeing in cases, the increasing hospitalizations, we see hospitals in many parts of the country overwhelmed with cases, and we know the case to tell any rate, the death rate spikes, increases when hospitals are overwhelmed because we sily dont have the staffing and resources to care for patients the way that we would like to. And with the holidays coming up, those will be super spreader events where you have people from multiple generations, family members of different ages coming together, not socially distanced, unlikely to be wearing masks, indoors, sitting around a table to a meal and drinking. Unfortunately, we know those kinds of indoor social gatherings are very high risk for transmission of the coronavirus. That was dr. Gounder speaking earlier. In the next hour, we will be hearing from President Trump, the first time we have heard from him since last week. He is holding a News Conference on operation warp speed. The government plans to deliver a Coronavirus Vaccine by the end of the year. For more on this, lets get to our washington correspondent will grant. Operation warp speed, remind us what this isnt what we expect to hear from President Trump. This is President Trump steen who are trying to President Trumps team who are trying to deal with and overcome the situation that you have laid out so we at this age. We heard just how bad things are across the nation in the United States at the moment. Operation warp speed, e of its objectives is to get that vaccine up and running. Pfizer, who were not a part of that, seem to think they are the closest Major Pharmaceutical Company to reach the point where they may have something operational by early next year, maybe spring of next year. I think we can fully expect President Trump to try to take a large part of the credit for that. During the campaign, he stated that a vaccine was close, even though a lot of people were skeptical about that. I think that is probably the kind of rhetoric that we hear when he addresses the press. Just going back to our president elect officialsthey ws would share security intel and also work in progress on covid19. President trump is speaking in the next hour. Is the biden camp getting this information yet . There will have to be so crossover. According to the biden transition team, they are not getting it at all. Theyay in this pivotal time that it is vital that the president elect biden and his team receive realtime information on Vaccine Development and distribution plans. They are not currently receiving that. There is a growing chorus of voices from within the Republican Party itself urging mr. Trump to rethink on that front and allow mr. Bidens team to start receiving those critical security briefings, covid19 briefings, and so on. If President Trump continues to deny that president elect biden won the race, then one would assume he would also be dragging his heels for a while yet to allow his rival access to that information. Earlier, the White House Press secretary said that President Trump will win the race. Is anybody even listening to her . What is the latest on the election figures . They are very cut and dry now. We have had the final decisions from georgia and north carolina, the former going to joe biden, the latter, donald trump. People expected that. That gives us 306 Electoral College votes for joe biden, 232 for donald trump. That is laying out what we already understood to be the situation by the time we got to this point. It seems the white house are the only ones continuing to deny that, and of course, his suorters. For the time being, he is showing no signs of conceding, at least until his remaining legal challenges run their course. At that stage, he may say, i dont agree with these, but i will not take the legal situation further. That is what the biden camp can hope for. Thank you for the update. To the united kingdom, the british Prime Ministers most Senior AdvisorDominic Cummings has left downing street for good. He walked out very publicly after clearing his desk. Yesterday, he said that he would stay until the end of the year. It comes after downing streets director of communications, lee kane, who was a close ally of mr. Cummings, split stood down this week. There are reports of internal tensions among their team. This comes from our editor and contains flash photography. Leaving for the final time after a power struggle that erupted publicly and left downing street in turmoil. Dominic cummings has been one of the most influential figures in westminster, advising the Prime Minister and making plenty of enemies along the way. Cummings made his name as a formidable campaigner. It was the Eu Referendum that forged his relationship with boris johnson, and he was credited with the winning slogan , take back control. But the move in government throughout different challenges. He was ruthless with those that he did not consider loyal. He was dismissive to the cabinet, civil mps, and parliament was conoversially suspended when it tried to block a new deal brexit. Although he was not a member of the conservative party, he masterminded a huge election victory, appealing to leave voters in england. He didnt take things just because they had been done that way, that they could not be done any other way. It was good to have the challenge, challenge the system, the way things are done. But the covid pandemic left little room for his ambitious reforms, and then there was the infamous tp to barnard castle. While millions follow the rules and stayed at home, mr. Cummings drove hundreds of miles to durham and was later forced to explain his actions. We agreed to see if i could drive safely. There was uproar, but mr. Johnson stopped by him. Today, many tory mps are glad that he is gone. I would like the Prime Minister to see this as an opportunity to get in a team of people that he really needs and deserves behind him. Every day, the people working in that building make important decisions that affect everyone of us, and this week, the Prime Minister has decided he wants a new team to do that. Conservative mps hope that it will mean less division, less aggression. What we dont know is if it will mean a change in policy direction. Only the Prime Minister can decide that. [applause] Boris Johnsons fiance has also played her part. Carrie symonds worked with the conservative party for years and was sent to be unhappy with the team around him. Others will now take the limelight. The aim is a smoother operation. Russian peacekeepers are deploying in the breakaway region of nagornokarabakh following a deal to end six weeks of war between azerbaijan and armenia. Under the agreement, armenia will withdraw from the homes that they have had since 1994. Azerbaijan will retake nagornokarabakh. The area is internationally recognized as a part of azerbaijan, but victory has come at a cost, as our correspondent reports in azerbaijan. Get up and lets go, she begs. A mothers lament at the grave of her only son. [crying] a 25yearold joined the Azerbaijani Army to fight for nagornokarabakh. He was killed last month, buried by his side, his 17yearold cousin. His uncle says that they both took a secret to their graves. [speaking foreign language] we were welcomed to the family home near the front line city. And to a room full of anguish, generations grievingor what may have been. [speaking foreign language] the women to sing lullabies to those who died in battle. And who are revered as martyrs. We dont know how many families are grieving. Azerbaijan has not revealed its military losses. But she hasost her greatest support. She says he chose to put his country first. She is proud of him, and of malik. [speaking foreign language] s name means angel. Relatives say that described her in life. He was quiet, working the land, but he couldnt wait to join up, according to his cousin. [speaking foreign language] he returned a hero to his bleak resting place. Azerbaijan is the winning side in this war. It has reclaimed part of its territory, but they did not live to see it. Stay with us. Still to come, fleeing conflict in ethiopia. Now that you and calls for an investigation into potential war cres after reports of a massacre in the northern Tigray Region. The bombastic establishment outside donald trump has supplied the pollsters to take the keys to the oval office. I genuinely believe he cares about the country. It is keeping the candidates name always in the public eye that counts. Success or failure depends not only on the public display but on the local Campaign Headquarters and the routine work of their women volunteers. Berliners linked hands and danced around their liberated territory. With nobody to stop them, it was not long before the first attempt were made to destroy the structure itself. Yasser arafat, who dominated the palestinian cause for so long, has died. After 17 years of discussion, the result was greeted with an outburst of joy. Welcome back. You are watching bbc news. In the u. S. , reports of another record day of infections as the coronavirus continues its surge across the country. The u. K. Prime ministers most Senior Advisor, Dominic Cummings , leaves his job in downing street. Now to ethiopia where reports of mass killings of civilians in thnorthern Tigray Region have prompted the uns human rights commissioner michelle let to call for a full inquiry into possible war crimes. Human Rights Campaign group and the state International Reported that possibly hundreds have been murdered in the west of the region. Eyewitnesses have blamed forces loyal to tigrays ruling party, but the tigray leaders says the cusations were baseless. You and says those responsible must be held accountable. I am joined by david chin, the former u. S. Ambassador, currently adjunct professor of International Affairs at George Washington university. Thank you for joining us. What do we know about this alleged massacre . Most of what we know comes from amnesty international. It is clear there was a terrible incident in the western part of tigray with probably hundreds dead. One is not known is who was behind it. That is why its imperative there be a formal investigation of that, and in the events leading up to it, there was apparently some fighting between military forces of the Central Government and the Tigray Region prior to that incident. How long is such an investigation likely to take . The fighting may continue and there are reports of hundreds of civilians crossing the border into sudan. We have a very messy situation at the moment, slowly sliding into a civil war. It will be difficult to do any kind of meaningful investigation at this moment. One can only do it when the situation is somewhat calmer. Nevertheless, there must be an investigation and an effort to try and stop the ongoing conflict bween the two sides. That means both sides standing down. What is the source of that conflict, where have the tensions come between tigray and Prime Minister ahmed . There are some long historical reasons behind it, but putting that aside, the most immediate problem is that tigray held its own regional election, even though the Central Government decided it wanted to postpone International National elections. The rest of the country didnt go forward with elections. At that point, the Government Cut off budgetary support to tigray, and also sent some federal troops into the border areas of the Tigray Region, resulting in some fighting. It has escalated from there, one thing after another. It is necessary for both sides to step back. I know you said the reasons go back historically, but it may help the viewers to understand what it is that tigray wants. Tigray, i think, wants greater autonomy within the federal republic of ethiopia. As far as i understand, they are not asking for an independent state, simply for greater internal autonomy. Ethiopia is a federal state, been based on federalism since 1991. The problem is, in their early years of this federalism, the tigrayans were in the strongest position of power in ethiopia, although they are only 6 of the population. Once they were effectively pushed out of power in addison obama addis ababa, now there is some sense of retribution. Ambassador, thank you. Remember the victims of the devastating series of coordinated military attacks in paris five years ago. Shootings and bombings by three groups of islamist extremists left 130 dead and hundreds more wounded. Our paris correspondent reports. Five years on from frances worst terrorist atrocities since world war ii, and it was a somber and lowkey commemoration led by the Prime Minister. The dedicationent from the stadium to the bars and cafes an then to the batter clan concert hall, retracing the events of that evening. [speaking feign language] the attacks carried out by islamist gunmen and coordinated by socalled Islamic State are sharp in the memory today because of the recent resurgence of Jihadist Terrorism in france. The beheading of the teacher and the killing of another was the work of radicalized individuals rather than a group, but fear is at its highest. President macrons loss triggering new levels of hostility and parts of the muslim world. And coming up, a new potential source of tension. The trial of the one alleged participant in the nember 2015 attacks who survived. He escaped from the scene and was captured in belgium four months later. In paris, he faces charges of murder in frances biggest ever terror trial. Here in the u. K. , more than a million sikhs, hindus, and others will be celebrating diwali, but how are the families coping under restriction diwali is one of the most celebrated times of the year for induce, seeks, and others. This year, the coronavirus means things will be quieter, with families making do with festivities from home. For some, they may not even be celebrating at all. Mom was all about family. That is something she knows all too well. The cruel reality of the virus has disproportionately affected families like hers. Her mom died just two weeks ago after contracting the virus in the cond wave. She was only 63 and selfisolating. We didnt expect what happened to my mom. We took all the percussions and it wouldust take an event for people to get together to go rife. We wouldnt wish that on any family. Diwali is obviously special in everyones hearts. We can celebrate, get essed up, have everything lit up, but all within our own homes on the without mixing paving with diwali falling on a weekend this year, extended families would have been expected to come together for large gatherings. Instead, preparations are being made at home. For me, that includes a video call with the mom and kids, instead of seeing her in person. I will miss all the love dcuddles, extra prescience for the grandchildren. Nextear, we are together and we wl be able to celebrate it. As the chancellor welcomed in diwali, the government put out a plea, asking people to respect the strict covid rules. There are thousands of nhs doctors who celebrate diwali every year with their families, but for them this year will be different as well with many staffing boards instead. I cannot celebrate with friends or family. Diwali is all about giving, resilience, all about victory. If i am working on that day and i can help people, that is just as much of a celebration for me. Despite diwali bei celebrated in a different way, this year, perhaps festivals central message of facing adversity is a more central one.
