Life well planned. The freeman foundation. By judy and Peter Blum Kovler foundation; pursuing solutions for americas neglected needs. And by contributions to this pbs station from viewers like you. Thank you. Ros hello. Im ros atkins. Welcome to outside source. Donald trump is a. In public for the First Time Since last week. He leader wreath in arlington marking veterans day. He continues to make claims of fraud without offering proof. Joe biden has been at an event in pennsylvania as he continues to lay the groundwork for his transition into the white house. Also, the state of georgia announced its first ever vote recount, with a joe biden leading by only 14,000 out of the 5 million votes cast, and at the county will be done by hand. This will help to build confidence. It will be a recount and a recanvas all at once. It will be a heavy lift. Ros we have the very latest on the coronavirus developers around the world. The u. K. Has become the first country in europe to pass 50,000 deaths from covid19. Italy has passed one million virus cases after huge spike, 32,000 infections recorded in the last 24 hours. We will also talk about these extraordinary pictures from poland, where thousands take part in a farright demonstration. We will talk to our correspondent in warsaw. Ros in warm welme to our viewers on pbs in america and everybody else around the world on bbc world news. Present trip is appeared in public for the First Time Since last week. He attended a ceremony at the armor 10 military arlington military cemetery, but did not speak to the media. The president elect also attended an event in philadelphia, he will meet with advisors today. On tuesday come he said the transition was underway, in spite of president trumps refusal to concede. The president elect added this. I thi it is an embarrassment, quite frankly. The only thing that how can i say this tactfully i think it will n help the president s legacy. I think that, i know from my discussions with foreign leaders thus far that they are hopef of the united statess democrat institutions are viewed once again as a strong. Ros it has been four days since his defeat and he is refusing to concede, claiming to have won without providing evidence to show that and refusing to help with the transition to joe biden. Many americans support it, lets look at how. They have advising your leaders not to work with joe bidens team. Money has not been released and there is no immediate prospect of joe biden being given customary access to classified information. Mitch mcconnell had this message for people who might be concerned. I think that we should quit all the handwringing and not act like this is extraordinary. We will get through this and swear in the winter on january 20, 2020 one, just like we have every four years since 1793. Ros except this is extraordinary, the defeated candidates in u. S. Elections almost always concede immediately, once the winner is projected. And if a new president is taking over, the Outgoing Administration cooperates. Donald trump knows this because barack obama met with him to discuss the handover, that happened weeks before l of the votes were certified. That is not happening this time. It is the opposite, according to mike pompeo. Therell be a smoother transition to a Second Trump Administration there will be a smooth transition to a second try by mensuration. The world is watching. We will count all the votes. There is a process, the constitution lays it out clearly. Ros he is not alone, 49 out of 53 senators have yet to congratulate joe biden. All of this, the lack of congratulations or cooperation, it is all rooted in Donald Trumps claim that the election has been stolen. Here is Mitch Mcconnell again. If any major irregularities occurred this time, of a magnitude that would affect the outcome, then every single american should want to them to be brought to light. And if a democrat if the democrats feel confident they have not occurred, they should have no reason to fear any extra scrutiny. We have the tools and institutions we need to address any concerns. The president has every right to look allegations and request recounts under the law. Ros notes language, he does not repeat the allegations, but asserts the right for the president to make his case. But for how long must they wait for any evidence to be offered . It has been a week and nothing. There is a desire from some republicans to present this as completely normal. Steve scalise tweeted, the election is not over until all votes are counted, there are still serious challenges be made and until that is resolved at the election is not final. The American People deserve transparent process. While it is not technically over, it is effectively over with the results certified in december, but the vast majority of votes have been counted and its hard to see how things will change. In pennsylvania, joe biden leads by 47,000 votes. For that to be wrong, we are witnessing either the greatest error in history or the greatest product. And if either is the case, they are keeping evidence to themselves. Certainly the people running the election have not got any. The New York Times says it called officials in every state and there is no evidence of voter fraud. Or there is the former new jersey governor, who told abc that friendshipso not mean that you are blind. It was so important early on to say to the president ,i f your basis for not conceding is voter fraud, show us, because if you cannot show us, we cannot back you blindly without evidence. Some republicans appear to differ. This is a calculation, the republicans know that mr. Trump won over millions of votes and they know that he regularly turns on people that he works with and is capable of falling out with political parties, too, so stakes are high for the republicans. And we are seeing different approaches. Some saye should go. , the montana secretary of state says, we have supported you, but that time is over. Tip your hat and congratulate joe biden. Others, like mitt romney, are being more diplomatic. I think it is fine to pursue every legal avenue one has, but i think one has to be careful in a choice of words. When you say it was corrupt or the election was rigged or stolen, that is rhetoric that gets picked up by authoritarians around the world. And it also discourages confidence in our democrat process. Ros some light senator ted cruz are all in, telling fox news im angry into the mic and people are angry. They are setting the stage to steal the election, not just from the president trump, but from people around the country he offered no evidence. And while there is a range of approaches, few republicans are turning to him to stop this. Mark sanford is unimpressed, saying that the president is the proverbial elephant in the room. He is a bully and people have seen what has happened to those who go against him. So those who are usually Clear Thinking toss that to the side for one simple reason, political preservation. This is the former republican senator jeff flake talking to the bbc. He still commands a lot of support and dedication on behalf of t base. You can see that by how many are sticking with him. People who know better. Lindsey graham knows better. Ted cruz, he knows better. They look at the bas he controls and they do not want to run afoul of that base. Ros that is a former senator and former governor. This week, the Washington Post published an article with one senior official quoted as saying, what is the downside to humoring him. Nobody thinks the results will change. He went golfing this weekend. He is not plotting. He is tweeting about filing lawsuits. They will fail. He will tweet more about how the election was stolen. Then he will leave. this is the calculation, how to handle a president who has not accepted he will lost when the evidence has shown he has. The longer this goes on. Another fact that the republicans will be considering. Here is our correspondent who covers the federal government for the Washington Post. There is a runoff in georgia, a run off for two senate seats. If they are won by the democrats, that would tip the power in the u. S. Senate, so there is some thinking that republicans are trying to stoke the base of conservatives in georgia who they wt to come out for this special election, especially when donald trump is not going to be on the ballot. Ros do we have any insight into what americans make of the point that your country has reached . Are they as tolerant as these republicans we are hearing from, saying, just let the process play out . I do not hav i am hearing in washington, but i think that what you are seeing in the aftermath of the election is very much a reflection of what we saw in the voting, which is that people here across the country depending on whether you are in red corners of the country or the blue corners of the country, are completely divided. Every time i write a story about the problems with the transition, and we can talk about that, what is happening in the government, i get hate mail from Trump Supporters who say i am not acknowledging in my stories that joe biden has won the election. I think the country is divided. And there are groups cropping up, you know, here, that are actually raising money for recounts. That dont seem, to be able to go anywhere or change in the results. It also comes from the top down. The president has not conceded. And his supporters see that and that becomes their review also. Their view also. Ros let me bring you an update on covid19. Starting in the u. K. , were almost 23,000 new cases have been reported today. The total number of deaths now beyond 50,000. Those numbers are start in their own right, but in the context of what the governments chief scientific advisor said at the start of the pandemic in march. If we can get this down to numbers 20000 and below, that is a good outcome in terms of where we would hope to get to with the outbreak, but it is still horrible. Ros in april, we learned what was considered the worst case scenario, reuters telling us that the toll is 50,000 dead and the u. K. Not on course for that, but now they are pst that figure today. Here is the editor reacting to that. The figure of just over 50,000 is those who have died within 28 days of having a positive test. There is a broader definition covering those who did not have a test, but where covid is listed on their death certificate. That figure is above 61,000 now. What is the International Comparison relative to the population . The u. K. Is pretty high amongst the leading economies. Belgium, spain and brazil have a higher death toll to population, but the u. K. Is ahead of the u. S. And france and well ahead of germany. Each country does measure these things in slightly different ways, so we will have to wait longer for excess deaths, everything above the longterm average. The case numbers and hospital admissions, if you look at them, they appear to be flattening a little bit with deaths a lagging indicator, reflecting those picked up a couple weeksgo. Officials say that the death figure could arise for a couple more wks. Ros now to italy, reporting almost 33,000 new cases today, taking the cases total past one million. There is now a curfew. These pictures are from other regions, designated as orange zones, where the bars and restaurants are closed. People are free to move within their towns, but not allowed to leave them. From italy to the u. S. , more than one million cases recorded there in the past 10 days and another record for the number of cases in a single day. This graph shows the cases over the past week, the latest 24 hours a saw more than 136,000 new cases recorded. Our correspondent puts that in context, saying that is 25,000 more cases than japan recorded in 2020. Hospitalizations at their highest level since the start of the pandemic. Lets hear more on this from anthony on how the u. S. Tries to calibrate its response to covid19 with one president finishing his term and the president elect waiting to come in. It is a challenge, but the responsibility has always been under this administration, and it has fallen on the shoulders of state governors rather than the president and his administration itself. What you see is state governors, light larry hogan in maryland, and cuomo, starting to impose new restrictions on the size of gatherings, on how late and how crowded the indoor restaurants and bars can be. In north dakota, because healthcare workers are in such short supply, they will allow them to return to the job, even if they have tested positive for coronavirus, as long as they are asymptomatic. Each governor is doing something a little differently and they are all striking their own paths, which we discussed in the past is a challenge when it is not only just a national crisis, but a global crisis. Ros if the president elect is more assertive when it comes to the pandemic, and there are signs he would like to become a can he insist that those governors not introducing as many resurgence as others need to change what they are doing . Not directly. The present does not have a lot of direct authority to say, there is a nationwide requirement, but what the president can do is require masks on interstate commerce, when there are times when there are relations between the states, the federal government has more power. There is also indirect pressure. The federal government can put that on states because there is a significant amount of federal funding that goes to states in a wide variety of areas. If you threaten that funding, there is potential that they will snap to attention. So, joe biden has talked about aggressive steps, buyou will have a challenge of to bring these to the governors. Ros that is the u. S. The next highest case number comes from brazil, which has recorded more than 5. 5 million infections and more than 160,000 deaths, but there president continues to say that the virus cannot dominate their lives. Have a listen. Everything is now about the pandemic. We have to put a stop to that. Im sorry for those who have died. Im sorry that all of us will die one day. Everybody is going to die. You are going to die, there is no escaping from that. No escaping from reality. Weave to stop being a country of sissies. Ros you can get more on the pandemic at bbc. Com news. We will turn to this story in a few minutes. [shouting] ros prodemocracy lawmakers in hong kong who have resigned after colleagues were expelled from the chinese parliament. Ros a bomb in saudi arabia has struck a ceremony attended by western diplomats, injuring several people. Lets get more on this from our security correspondent. Correspondent there are graphic photographs of bloodstains on the pavement. The foreign embassies have called on the authorities to conduct an investigation, they are usually swift about that. This comes 12 days after an atta outside the french consulate in the same city, where a Security Guard was attacked and stabbed. This is not the capital, but the difference between the city and to the capital is this is an open seaport with scattered locations, whereas in rihad, the diplomats are concentrated in the dq, the diplomatic quarter, and it is far harder to carry out an attack there. That excludes why both of these have happened in the port city rather than inihad. Ros thank you for joining me for outside source. President trump has appeared in public for the First Time Since his press conference at the end of last week. He attended a ceremony near washington but did not speak to the media. We must turn to a really important moment in hong kong, because for the First Time Since it was handed back to china in 1997, the legislature has almost no dissenting voices. This is why. [shouting] ros these are all of the prodemocracy lawmakers resigning. They did this after the removal of four of their colleagues, coming right after the authorities had been given the power to remove lawmaker deemed a threat to national security. Thats seen as more evidence of chinas desire to restrict freedoms. Beijing denies that. This is carrie lam defending the dismissals. We have doubts about their ability to perform their duties. If they are unable to uphold the basic law and to support the hong kong region, they are not qualified to be legislators. If we allow such persons to be legislators, it is a blatant deviance from article 104. Ros next, we will hear from one of the lawmakers who was dismissed. He spoke to the bbc. I was sacked, because three months ago when we were told by the government that there would be delay for one year, we were invited to connue to serve for one more year. But a few months later, without any convincing reasons, we were told that we need to leave. Remember, we were actually elected by the people of hong kong with a popular election. And there was a basis of any democracy. And there was actually, under the guidance of the basic law, as well as the joint declaration. Ros let me show you this from the press conference where they chairman explained all the lawmakers were resigning together. The government seems to say that all of the separation of power will be taken away, and all the power will be centralized in the chief executive. Of course, the chief executive is the puppet of the central government, so as a result that is why we say that today is the end of the one country, two systems. Ros we also spoke to a lawmaker who has resigned. What has been happening is not just the ousting of four lawmakers in hong kong, or democrats, they are forcin us to quit. They make it clear that this is political crackdown. Why . Without our four colleagues, we simply have lost our minimum number to block any voting by the probeijing type to oust us, eventually, one by one. Effect, beijing probably thinks that they will finally take down the entire hong kong prodemocracy movement or fight, because from now on anyone who has been found not to be politically correct, not to be patriotic you are not allowed to run. Ros that is what has happened in tords of several people integral to the story. Next, the analysis of what has happened from stephen in beijing. Correspondent they have been criticized by some who have said, what can you do outside of the legislature, why didnt you stay and attempt to change from within . They would argue that it is not possible anymore. Already, it is a rigged a body that they can never take control of, because of the way that people are sort of votedn and some are appointed. Once these four have been removed they are below a threshold and it becomes a joke of a body. So, from now until at least september of next year, part from roughly two independent members, there will be a Mini Parliament full of pro beijing politicians. It will be interesting to see what debates they have amongst themselves. Ros i want to show you incredible pictures from poland. Thousands of farright supporters marched to mark independence day. This was banned this year by the mayor because of the risk of spreadthe coronavirus. Not everybody was listening. They clashed with police, police said they had to act because the march was blocking the delivery of equipment to a temporary hospital at the citys main stadium. Lets get more on this from warsaw. This is an annual march to commemorate the country gaining independence in 1918. It was organized by three farright groups. Usually its attracted tens of thousands of people. It is the main event that takes place on november 11 every year. And quite a lot of those people normally are ordinary, patriotic polish families that do not identify as farright. This year, what happened, as you mentioned, the organizers decided it would be a motorized rally where people would attend in cars or on motorbikes. Several thousand people decided to actually walk the route, and during the route they had clashes with the mergers, mostly young men marchers, mostly young men, who attacked police according to the footage, by throwing stones and red flares at the police. Police retaliated with pepper spray. This happened on more than one occasion. And it has bn allowed to be organized by fringe groups, by far right nationalist groups not represented in parliament, which clearly have given the supporters of those groups a sense of backing, a sense of that they can do what they want in this march, whether it be attacking police, violence in terms of throwing flares.
