Thank you. This is outside source. Second gang rape leaving another victim dead. Going political with a former leader of indys opposition, arrested after trying to meet the parents of one of the victims. The latest on covid19, including an update om spain which has put parts of madrid back into lockdown. Occurred as an effort to deal with the steep rising cases. Italy, once the center of europes outbreak, things are going better. And we will look indepth to the conflict of the region as the french president warns that syrian fighters are now in all of. Now involved. This is a serious new fact that changes the situation. Lets turn to india where there has been an outpouring of anger and violence against women after a second woman has been died after being gang raped. The family of the latest victim, a 20 twoyearold, told the bbc that she was dragged into a vehicle after applying at a local school. This happened in a district that is 500 kilometers from another district whe a 19yearold woman died on tuesday, a fortnite after being gang rape. That case has sparked a number of ptests. Police have tried to disrupt the protest. Much of the outrages focused on the dispute over police decisions to quickly cremate the victims body. This is the mother. Under law, we cannot show her face. [speaking foreign language] i spent the whole night crying. I do not know what happened. They could have showed us her body and let us conduct the last rites. We do not get closure if this is not done. They beat some people at the funeral ground. They started eating family members and kicking them there. Is this anyway to behave . Reports suggest that the young woman had not been raped, and if you combine that decision, opposition politicians are alleging a coverup. Also relevant, victims were from an unprivileged group in society. Four men of a higher caste have been arrested. This gives us about caste cases about caste. Listen to this particular family because as a girl, she was not supposed to assert her right, not even as an equal citizen but as a human being. This as a political dimension. Siblings in highprofile opposition politicians were arrested when they attempted to walk to the village where the victim and her parents lived. He fell down in the melee after police tried to stop him on grounds that he was violating a covid rule. This state is governed by the bjb, the Principal Party in the state, and governs the center as well. This is being seen as aigger political tussle between two parties. As one party tries to make this into a bitter political issue bigger political issue. The bjb are trying to defend themselves by trying to push opposition on this. The Senior Congress leader actually falling to the ground at one point because of scuffle with the man in unifm. That this is not how government should depress suppress any dissent. Priyanka also spoke to journalists. [speaking foreign language] the government will have to take responsibility with the safety of women. The chief minister will have to take responsibility. The manner in which women are being tortured should be completely stopped and strict action should be taken against the culprits. We heard her speaking of the chief minister and here is what he had to say on twitter. He wrote in hindi, but translated it reads, the respected Prime Minister has spoken on the incident and said strict action should be taken against culprits. But the outrage has continued to grow with highprofile indians speaking out. An actor spoke out and said this is tim he should resign. His policies have created strife, gain wars, and there is a rape epidemic. The cases only one example, she says. The context is there has been a history of attacks. Including this infamous case of a murder of a woman on a bus in delhi in 2012. That led to huge protests and a change in the law. It appears to have become worse. In 2012, there were almost any 5000 reported cases of rape in india. In 2019, over 32,000. That is an average of 88 rapes every day. There was a one in four chance leading to prosecution. Seven years later, that figure has hardly changed. Next, lets hear from an author who specializes in gender issues. In this case, introduced the Death Penalty 2012. The criminal Justice System the manner in which it works is completely broken in this country. It does not solve the needs of the poorest and most marginaled, including women. Why has it been so difficult to bring about change in the system . This case has taken a political turn as you rightly explained. In fact, the ruling also said last year that they have introduced laws to combat violence againstomen. The basis of these traditions, you can actually not see a lot of change on the ground. After the 2012 case, that was actually a lot that introduced the Death Penalty against heinous cres. If you changes have been made, but unless they are met with changes on the ground, these laws will not actually change anything in practice. The have been scathing attacks made on the party by the opposition, also by people. There is this whole power play that happens when you have cases like these. All of these cases are ordered reported, most of them do not see conviction. There are hundreds of dozens of cases that are pending in courts. That is why a lot of these cused never actually make it to prison. It is not only the b. J. Be, but any Political Party that has the bigger challenge of womens security. Three coronavirus updates for you. In a moment, we will talk about the u. K. And italy. Spain currently has the worst outbreak in europe. The new local lockdown in madrid has been announced. This makes the first europea capital to go back into lockdown. It book again in 48 hours time. Residents can only leave the city for certain reasons. Madrids leaders are concerned about the economy. Here are some residents talking to the bbc. It is a bit desperate not knowing what is going to happen tomorrow, but i understand that given how the cases are rising in madrid, the lockdown is the only sution. [speaking foreign language] they should lockdown the city, but i do not think that lockdown is necessary. I have leg issues. How am i going to manage . I can barely walk. This is unfair. Heres more from our reporter in madrid. People are angry about this. People may be blaming the National Governments maybe the regional governments. There is a feeling that politics is getting in the way of resolving this problem here in madrid, which has become very much the hub of spains second wave of coronavirus. We are seeing now more than 40 of new infections in spain are being registered here in the city of madrid or surrounding regions. What everybody can agree on is that madrid is a huge problem at the moment. What they cannot seem to agree on completely is how to handle that problem. That seems to be an issue that will go on and on between the regional and national government. From ain to italy, back in march it was the First Western country to be badly affected by covid19. It was also the first country in the world to impose a national lockdown. Now, its infection rate is considerably lower than any country in europe. Italy has 38 cases per 100,000 people. Compare that to more than 100 in the u. K. , 230 in france, and 300 30 in spain. Our rome correspondentas been looking 330 in spain. Our rome correspondent has been looking at what italy has been doing right. A new initiative by italy to ease the pain of generation covid with drivethrough testing for children. Rapid negative results allow them back to school. A tool by the once global epicenter, n a pneer of covid recovery. Lockdown, we had many problems for the kids,if the family and the children can have a normal life, i am happy. Italy was the First Western country crushed by the virus. Almost 36,000 have died. But now, cases among the europe among europes lowest, with screens and disposable menus, and contact tracing. Now, i feel much safer here. The people around are following more, they were the masks, they care. Why do you think there is more compliance here than in britain . Because we were the first and we had a long quarantine and we really felt it. Italy is enforcing restrictions with Police Checks and finds of up to 3000 euros or breaking them. It has been rightly needed. Mask wearing is scrupulous and national stereotype over rebellious italians has turned on its head i am really proud of italians because they really follow the rules. But, the war is not over yet. We still need to wait and see what is going to happen in the winter. Right now, things are going well. Not fight goes on with mass testing starting at schools. That fight goes on with mass testing starting at schools. The longer lockdown, or that alns are scared into compliance, it is hard to pinpoint why italys spike is currently lower than others. But the fear now is that by reopening schools later than the rest of europe, italy might just be behind the curve. So italy is on alert. But the firstf four hopes to show others how to stay standing. Bbc news, rome. A quick story from the u. K. A member of the National Party has been suspended for attending the house of commons in westminster despite ill with what turned out to be covid19. He experienced mild symptoms on saturday, took a covid test, but rather than self isolate, she took a train to london. The same day she received a positive test and later on took another train back to scotland. She has since apologized and said in a statement that she deeply regretted her actions and notified police. The leadership spoke earlier and made it clear that she had let herself down. If you saw that debate between President Trump his rival joe biden two nights ago and if you managed to hear anything above the interrupting and so on, one issue that they clashed on was this group called proud boys. It is a far right group which President Trump refused to condemn. In fact, he told them t stand by. He also turned his anger toward left wing demonstrators who go out into the streets under the antifa banner. Our correspondent it has become the u. S. Capitol of radicalism. Most American Cities have seen some demonstrations this year, but here they have not stopped. It has become a huge election issue. This is what almost every night has looked like here in Downtown Portland in the four months since the Police Killing of george floyd in minneapolis. Hundreds of protesters on one side, Law Enforcement agents on the other, and there have been many acts of violence. Some feel over aggression by the Law Enforcement has exacerbated issues. Rioting is the voice of the unheard. If you do not want riots, maybe you should listen. It is not antifa in the streets, it is the people in the streets. People who are being pushed around. The people who do not have food. People who cannot pay their rent. What it has led to loss of life. A convoy of Trump Supporters drove past protesters in poland, some firing paintballs at them. On day, a trump supporter from the farright group was shot dead. A leftwing activists expect of killing him died of a police raid at his home. The proud boys early this week decided to hold a rally. They protected they predicted thousands would attend, but in the end it was a few hundred. We are going to bring awareness, national attention. Hopefully donald trump sees this and he has already decreed this and anarchist city, which is great because it is true. In the debate when he was asked to condemn the acts of white supremacists, he could only manage this. Give me a name. Give me a name. White supremacists. Proud boys, stand back and stand by, but i tell you what, mebody has to do something about antifa and last. Proud boys have reveled in his response. I came to portland at the same time as the proud boys gathering and there were two different worlds. The rally they are trying to say that we are trying to destroy american democracy, but they know they are falling behind the rhetoric that human, that dehumanizes us. It is those at this rally who have been taking to the streets. Many americans support their efforts to bring about change, with many others making them all the more determined. Bbc news in portland. In a few minutes on outside source, we will hear Alexey Navalnys first interview. He is pointing his finger at president putin with his poisoning of novel chuck. The European Union has launched proceedings against the u. K. With its plans to the u. K. Says it will respond in due cause. In a way, this announcement today may sound dramatic at headline that the eu is starting legal action against the u. K. , but i think it was inevitable because the frustration on the eu was clear when the british last month said it was prepared to rip up it was agreed by both sides last year. You have set this deadline saying that the u. K. Has to withdraw virtual parts of the new internal market bill by the end of september. That deadline passed overnight, so the not the logical next step with the eu saying the Legal Process begins. However, this is one of a number of legal procedures that takes place within the eu and legal action on this is likely to be extremely slow. This is outside source, our lead story comes from india where there is growing anger over the violence against women with the second gang rape killing another victim. Both deaths occurred this week. Every weekere on outside source, we look io detail at a story that we covered the week. With a fresh day and hostilities in the caucuses, that is what we will focus on because there is an escalating conflict on the edge of europe. Artillery attacks, airstrikes, fighter jets coming down, civilian buildings being damaged and over 100 killed, the historic dispute between azerbaijan and armenia has reignited. The world is asking can fullscale war be avoided . Russia, the u. S. , and friends are calling for an immediate ceasefire, but they know that fundamentally this is being driven by a longstanding dispute that was never resolved. This is why. Here on the map, you can see armenia on the west, azerbaijan on the east. Both were part of the soviet union before it disintegrated in the early 90s. They meet at an enclave. It is part of azerbaijan, but its population is almost entirely ethnic armenian. In the late 80s and 90s, armenia and azerbaijan fought a war over it. By 1994, azerbaijan had lost, it declared independence and became part of armenia all but in name. Why has this escaln happened now . The languages hardened. Here is azerbaijans president. We only have one condition. They must conditionally they must leave our lands. But armenia has no intention of agreeing. What they are shying to do is force armenians out of that land. Even before azerbaijan as a republic existed. In my vocabulary, it is called ethnic cleansing. This can be explained by looking internally and externally. First, domestic politics. In armenia, this has been happening. The aenian Prime Minister has been forced by his own domestic politics to back away from the Framework Agreement that had been negotiated for years between his country and azerbaijan. X and this is the situation in azerbaijan. The social problems, the falling price of oil, the war probably is the best possible outcome to make sure that the public rallies around the leader. As well as that, the booming oil sector has given them added income and influence and if domestic politics is one vital factor, the differing approaches of turkey and prussia is another. Turkey is being the safer is in its support of azerbaijan. The path to lasting peace requires withdrawal of the land they are occupying. It will not save the armenian government. This is part of a broadened path. Turkeys lynn miss turkeys willingness to gas trailing in the middle military in middle mediterranean. Ance is unimpressed, accusing turkey of warlike messages that have removed azerbaijans inhibitions. Azerbaijan has been emboldened by turkeys support, emboldened given russia has a military base in armenia, that would to emboldened azerbaijan. Put all those factors together and whatever the rights or wrongs, you arrive at high risk. There is an argument that there are too many external fingers in this pie and it has the potential to turn into a major gional conflict. There is one other dimension to this. France has confirmed that syria had been located there. This is a very serious new fact which changes the situation. Syria itself provides evidence of the catastrophic evidence of the local conflict coming a far greater battle. France and others are desperate to avoid this. Or all these reasons, this is already becoming about stopping the conflict now and stopping its return. The first part appears likely. If russia, france and the u. S. But that does not resolve the core issue with the world. Armenia controls it, anything good comes from this escalation, it will come if it is given charge and see it needs. There is much more background on that by the bbc news website. Now lets talk about the leading russian opposition activists alexei navalny. He believes president putin was risk possible was responsible for his poisoning. He was treated in berlin after falling ill on a flight to siberia and russia. Germany says he was poisoned by novolchok. [indiscernible] when we were talking, he was pouring himself a glass of water. I asked him if i could help him, i talked to my physical therapist. So you can see a really difficult time. He also looks like he lost weight and visibly has changed, but my main impression was the man i know. The kremlin denies any involvement in this. [indiscernible] an assassination attempt it is difficult to produce novolchok, two or three people have a quick coronavirus updae for you.
