Europe has been hit by the second wave of the coronavirus. Infections are soaring in france and the u. K. Deaths from covid19 are now at their highest daily rate since may. That has forced authorities to introduce more stringent measures in the spanish capital. Reporter another monday in madrid and another setf restrictions comes into place. Today, limits on movement and social activity that were introduced in many parts of the city a week ago have been extended to eight new areas. In total, around one Million People are now affected. The district is among the latest to join this partial lockdown. My whole family. It is better to have a total lockdown and completely control the pandemic instead of having this situation for years and years. I know a lot of people who have been infected and i have also had coronavirus. Reporter this policy of restricting only those areas with the highest infection rates has drawn an angry response from some. These protesters see the local governments measures as discriminatory and insufficient. The conservative local government in central madrid has been receiving criticism from the leftist national government. In recent days, that disagreement has turned into something of a political storm. The Central Government says the measures now in place are too little, too late, and has called for a change of strategy. The local government has responded by saying that madrid is being singled out for unfair treatment. Thousands of spanish flags were planted in this park on sunday to commemorate those who have died from the virus. The political consensus still appears to be out of reach. Bbc news, madrid. Katty that is the situation in spain. France has also introduced new rules, including closing some restaurants and bars. Officials there are running into resistance as well. Joining me now is a french journalist from marseilles. Thank you for joining me. One of the places that has been shut down is marseilles. What was the reaction there . Reporter the mayor, newly elected by local bar keepers and restaurant owners, who feel this is the last nail in their coffin. They have not worked during the lockdown and they were just beginning, and they said, we wont just closed down forever. Theres also a feeling of paris against the provinces. We know that a large cluster was created at the time of the victory of the marseilles Football Club a couple of weeks back. They won against the paris Football Club. You could see people dancing in the streets and kissing each other. The result was predictable. But they say it is punishment. The professor decided to impose in his hospital in marseilles hydroxychloroquine. Theres really an illustration of them and us in what is going on right now in marseilles. Reporter what do people want the government to do . Katty what do people want the government to do . Reporter the government, by the voice of the is saying, if you open, we will fine you. If you open repeatedly, we will close you down for good. It is probably not the way to tackle things. We are about two weeks from french hospitals being to full to operate again. Few people are being hospitalized, even though it is going up. The question is, will there be the same amount of doctors and nurses to take care of those people . Katty and heading into winter, what is French Public opinion . Do they want any restrictions at all . Do they want no restrictions at all . Where is Public Opinion . Reporter Public Opinion is pretty reasonable. They are mostly wearingasks everywhere in the street, daytime, nighttime. Frankly, im french, and i think weve been very disciplined. Theres a feeling that the government no longer know what they do, and it is a lack of trust more than anythinelse. But people are ready to have restrictions, but they dont want the economy to be terrified. They fear that this is only the beginning. Katty ok, thank you for joining us. They told us that it is essential that people trust their governments and governments are starting to lose the public trust. Lets look american politics. Donald trump is dealing with a wave of challenges over his taxes. The New York Times says it has documents that say the president id just 750 in 2016 and 2017. The revelations, as mr. Trump prepares to take on former Vice President joe biden in the first president ial debate tuesday night. Reporter there is nothing quite like it. The red blue corners. Because the only years that anybodys ever seen were a couple years when he had to turn them over to state authorities when he was trying to get a casino license and they showed he dit pay any federal income tax. How much the average American Worker will pay in taxes is around 12,000, 60 times the president s alleged contribution. The New York Times alleges mr. Trump paid more taxes to other countries than his own government. His contribution to the u. S. Was dwarfed by the 15,000 he paid panama, and the 156,000 he handed over to the philippines. But how is it going to impact the president ial race . Joining me now is anthony circa for the latest on all that. Does this move the needle . Reporter weve had so many big stories this year. We had a massive pandemic. We had massive unrest in cities over police brutality. The jaded thing to say is no. But i think because we are getting close to the election, this hurts donald trump because he changes his focus. He has to answer questions about his taxes instead of going on the attack against joe biden. As much as this burns up another week before the election, i think that is very damaging to him and he would much rather shift the focus somewhere else. Katty American Attitudes to paying taxes are not necessarily the same as they are in sweden, where it is seen as really immoral not to pay your full quota of taxes. Coul there be pple who look at this and agree with what the president said . The president said in 2016 that he is smart not to pay his taxes. Reporter i think his base probably agrees with that. When i talk to donald trump supporters, they say hes a good businessman and that goes with having all these properties and making the most profits and paying the least amount of taxes that you can get away with. But you are seeing the Biden Campaign try to use this as an issue. They were selling buttons that said, i pay more taxes than donald trump. They have a website that can calculate how much more it was then donald trump paid. They seem to think this could be a campaignssue, but i think they are also focusing on the fact that his business hasnt done so well, that perhaps it is built on sand, that hes losing money and deeply in debt, and that debt will come due just within the next four years. They view that as a National Security threat. Katty my daughter is a post grad student in chicago and she is paying more taxes i think than the president did. Looking forward to the debate, does an event like this on the of an important president ial debate change the nature, the calculation, about whether that debate is going to impact the election itself . Reporter i think it will be a topic for the debate, but theres so many bigger issues, most prominently, the economy and coronavirus. If theres one choice to make today, what choice would you like people to make . Dont waste. Dont waste anything. Dont waste electricity. Dont waste food. Dont waste power. Just treat the Natural World as precious, which its, and dont squander those bits of it that we have control. In the face of huge countries like china or brazil or the United States doing something entirely different, it seems irrelevant sometimes. We have to do what is in our power. We cant take that as an excuse for doing nothing. We must do everything all of us can do. China is taking very big steps in many directions. It is a hu country. Seven years ago, jason was diagnosed with motor neural disease, but he decided that would not stop hi from taking on challenges. Since then, he has climbed mountains. This weekend, he set a Guinness World record for driving an electric wheelchair at more than 66 miles an hour. That is more than 100 kilometers an hour. Reporter ellington airfield, yorkshire. Jason is getting ready for a world record attempt, to be the fastest ever in electric wheelchair. Im feeling really excited. I feel a little bit apprehensive, but im certain he can do it. Reporter jason has motor neural disease. He can no longer walk or talk, but has Just Enough Movement in his left hand to rol this wheelchair. The current world record is 62 miles an hour. Jason gets to just over 50. If you said to jason, you cant do something, that is impossible, he would find a way around it. Reporter back at the airfield, the final checks are done and jason is on his way. It was just absolutely amazing. We were jumping up and down and screaming. Reporter the top speed confirmed at 66. 826 miles per hour, a new world record. My goal was to do it for my girls, for them to have a certificate of my achievement, along with the other memories we have created. I thought it was really awesome and cool.
