Thank you. Anchor hello, welcome to outside source. Brexit expect sa story. U. K. Is considering a plan that would affect delicate customs. Unfettered access to the market for northern, businesses and the bill has set out how that will be done. Anchor here are the u. K. Go would covid cases. They are going up. It is targeting young people. Do not kill your gram by catching coronavirus and passing on. And you can pass it on before you have any symptoms at all. Ankle in california, wildfires. Anchor in california, wildfires. Explosive. Anchor so the u. K. Government is reportedly playing new legislation that would overwri a part of the Withdrawal Agreement that it signed to leave the European Union. The context here is the talks over the future trading relationship between the u. K. And the eu are reaching the sharp end, and there is no deal. Here is rob watson with his analysis on why the u. K. Government is looking at this. It seems to me there may be three reasons for that tactic. Number one is obvious, to do a deal. Two, it may be about consumption. They may be wanting to sound really tough before eventually giving way as, indeed, happened last year with the Boris JohnsonWithdrawal Agreements, and then the third possibility is that the British Government actually really wants a no deal brexit. The issue was ireland. They share the border with the republic of ireland, in the European Union, and because of the successful peace process, the status of that border is sensitive. Under the agreement, Northern Ireland maintains some of the eu customs rules to assure there are no hard borders between the republic of ireland and Northern Ireland. They would also have to be some checks on goods traveling between Great Britain and Northern Ireland. In other words, it effectively puts a Customs Border in there. Some said that would notappen. Well, this new legislation could see the eu remove the obligation to remove those checks. If that happened, we come back to the same question everyone has been wrestling with for years. How to avoid custom checks on the board with the republic of ireland . That is something everyone says they want to move forward. Here is the trade minister leo varadkar. These have to be honored, and they trump any legislation that may be passed, and that agreement is in place to make sure we do not see the emergence of a hard border between north and south, something we all want to avoid. The. K. Government has downplayed this, saying they are committed to implementing the Withdrawal Agreement. Here is the cabinet minister on bbc radio. These are important butinor , technical details. The principal between the checks on some of those goods entering through Northern Ireland ports is in the Northern Ireland protocol, and we remain committed. At the moment, the u. K. Is in a transition period, having left the union but still following the rules. That transition finishes by the end of the year. Boris johnson says the real deadline is october 15. Here he is, if we do not leave by then, i do not think there would be a free trade between us, and we should accept that and move on. That would be a no deal brexit, which johnson previously said was a million to one issue. Here is the minisagain. It is sensible, in that we all need to know where we stand by the middle of october so we know we are planning for, and if we are planning for the free trade agreement, the type of agreement we think is possible to achieve and which makes sense for both parties, well, lets get thaterstood by the middle of october. If, on the other hand, there is not going to be a further negotiated agreement, and we will be trading on terms, businesses need to know that so they can plan for it. Anchor the minister mentioning training on terms similar to australia, and that means basically wto rules. Australia and they do not have their own role. There is also the difference in scale that we should note. Australia exports about 8 of its goods to the eu, which, of course, is a decent amount, but last year, the u. K. Traded 46 . It is their biggest trading partner. This point was picked up in this tweet, that the u. K. Exports almost as much in cars as australia does in all goods and services. Our political reporter, jessica, on where we go at this point. Jessica as we understand it, they do not have a lot of time, do they, because they have to get t in place by the end of the transition period, and we should see the details on wednesday, and that will be really important because we have had a flavor of what might be an insight, for example, of ministers being able to decide what are goods that went from Great Britain to Northern Ireland that were likely to end up in the European Union, and what is left will be subject to European Union tariffs. So those kinds of details hopefully well get on wednesday. I think some critics of the government suggest that what has happened over the last 24 hours is not only have we had this emerging issue coming forward, but also, Boris Johnson, as you were saying, saying look at what is on the table in october and lets move on if we are not going to get one. Some suggest this is a bit of saber rattling by downing street head of talks tomorrow. Of course, that can be a risky strategy. Anchor on the dynamics, jessica, when we were talking about theresa may, when she was trying to get her deal through, it was all a numbers game, wasnt it, because she did not have the numbers . And Boris Johnson has more freedom to go with what he wants. Jessica yes, had sabalenka been planned during the time of theresa may in terms of legislation current with some contention, one other things who would be discussing tonight is whether theresa may would be able to get that through the house of commons. That would be a big question, but Boris Johnson with 80 strong , the mandate to get brexit done, and of course, the u. K. Has left the eu already since the end of january, during the transition period, but it is not long until that is over. There have been other stories very much in the headlines, but i think as we head towards october, it will be discussed more and more. Anchor the latest round of trade talks start tuesday. The commission says, i trust the government to implement the agreement under national law and prerequisite for any future partnership. Protocol in ireland is essential to protect peace on the island and the integrity of the single market, and here is our bbc reporter with more of the eu reaction. Reporter there has been plenty of fuming behind eu doors, but in public, leaders have been keen to be seen not to be fanning the flames of the political flames in the last 24 hours or so. Why is that . Basically, they have got their eyes on the prize. The euu. K. Trade deal. They do not want to further poison the atmosphere. And so we had just this afternoon, french president Emmanuel Macron said he had a good conversation with the Prime Minister about a number of subjects, including that both men believe there is interest for both of them to get a trade deal done soon as possible. But here, they are not sure that can be done with the u. K. They are saying the u. K. Will have to make some concessions, and it has been said that they want a new deadline in mid october. There is still a belief that a deal is more likely than no deal, but compromise will be needed on both sides, and they will be politically uncomfortable in the eu and the u. K. Anchor much more on our bbc website. The russian Opposition LeaderAlexey Navalny had been poisoned with novel chalk vovicho novichok. They cannot rule out any longterm damage. It is good news. It means he is on the road to recovery. We just do not know how long this will take and whether there will be lasting damage after this of what appears to be poisoning. Certainly, that is what the German Government is saying. Last week, scientists in germany and independent, not just in the hospital, said they had definitive proof that this was a novichock group poison. It is in disputed. It is quite clear, according to the germa government. How russia responded was first about to say that actually, it is not true, that russian doctors had not found any evidence of poison. There have been conflicting signs coming out of russia. The latest is that russia has now accused the German Authorities of not cooperating with an investigation which berlin has rebuked them on that. Anchor the u. K. Government has removed more holiday destinations from safe places that do not require quarantine. We are now in a position to remove greek islands, where holidaymakers are at ri of spreading the infection back home. The greek islands will therefore be removed wednesday. September 9. That will be while maintaining mainland greece. Anchor the westminster policy on the greek islands follows a similar move by wales last week. Scotland has gone further, applying quarantines to people traveling from anywhere in greece. In a tweet from the foreign office, they advised against all butssential travel to several greek islands. The government would no longer apply blanket quarantines but would adopt more flexible approaches, allowing for different islands to be treated differently. There has been reaction to this, and one ceo perhaps summing up the general sense. This is something we have argued for for a long time, that it not be a blanket instrument. It should be based on risk and on a much more targeted approach, but i think now, this is too little and too late. We are seeing that the majority of the Summer Season has just gone by. If this was introduced early, it would allow many more people to go on holiday without quarantine , and it is now a very suffering industry. Anchor our bbc reporter with more on the story. The idea of Regional Travel corridors has been something that the travel industry has wanted since quarantine was first introduced. You may remember when quarantines were first introduced on travel from spain, the industry was saying why the canary islands, which are far from the spanish mainland, being subject to a quarantine when the problem is in northern spain, but the first impact of this change is, in fact, to increase restrictions, because they will be no relaxation from people traveling from the canary islands. He made that very clear in the statement. At we will see is seven greek islands which were not subject to any restrictions becoming subject to restrictions. The pupil shot in a village just outside ipswich this morning. I heard a gunshot, and then i heard a scream. Reporter miles away and hours later, detectives made an arrest on the others have ipswich. There was a heavy Police Presence there all day. We believe this was an nothing to suggest a widerre is threat to the public. Reporter the bbc understands that the 15yearold was hit by single shot from an unmodified firearm. They are reassuring the public there is not currently a wider manhunt for further suspects. Anchor thanks for joining me for the first outside source of the week. Our story about the new legislation that would override the withawal agreement when leaving the European Union. The u. K. Government is calling on belarus to make the return of the protest leader maria colson a cova Maria Kolesnikova in minsk. Witnesses say they saw her being bundled into a van by masked man. She attended an antigovernment demonstration in minsk, one of those challenging president alexanderukashenko in the election when he was declared the winner. There have been more than three weeks of protests since, and after the sunday event, more than 600 people were detained. Well, the police have denied retaining her, but given the long record of human rights abuses in belarus, that does not mean the authorities are not involved. A correspondent spoke to her last month just outside a factory in minsk and asked her how safe she felt. Ria i am not worried. I feel very safe with my people in belarus. What is your message to the community over what is happening here . Maria please, we can change our lives and our countries. Anchor people are calling for her release along with two other senior members who have disappeared. I was in this huge demonstration in minsk yesterday, thousands of people on the streets. Despite the presence of large numbers of riot police blocking roads, trying to prevent this demonstration from taking place. I think it is quite interesting for me just to explain to you that at these demonstrations, you do not see the names of opposition figures like maria. You do not see anything really which hints at politics of the opposition. It is all about getting rid of president lukashenko and the abuses that have taken place there. So, in a way, by detaining these opposition figures, one would imagine and the authorities are hoping to the demonstrations that are taking placebut the problem they are going to have i think moving forward is these Opposition Leaders, though they were coming forward, giving speeches, and trying to motivate people, for the most part, these demonstrations are pretty organic and are organized through social media, and they are not being led by these figures like maria. Anchor lukashenko has been in power since the 1990s and has shown no indication of wanting to hand over power. Some things would have to chan. The army would have to turn against him, and vladimir putin. There is national and international pressure. Those things have not happened, so the oppression to some degree continues. Now, a number of covid updates in the u. K. , but first from india, it has recorded more than 90,000 new cases just in the last 24 hours. That means it has gone past brazil. Only the. S. Has more. 70,000 people have died there. The government says given the size of the indian population, that number is relatively low, though critics would have a different perspective. The country has massively ramped up testing, some more than one million tests have been conducted every single day. I have heard them saying we are doing more tests than anyone else in the world, and that is why we are discovering more cases, the other side of that is even at that rate of more than one million tests a day, that is a really small fraction of the indian population which has been screened so far, so actually, it is possible that there are cases that we have not yet discovered and that the number is actually larger, as well as the counting of density. I think most people agree that the numbers you are seeing out there are underreported. Chor in the u. K. , the daily number of cases were on the rise with over 2000 cases reported in the last 24 hours, the second day in a row where nearly 3000 new positive tests have been confirmed. That means the average number of cases per day reported is up to 1000. The rising numbers are connected to young people failing to social distance. Here is the health secretary. Secretary the rise in cases we have seen today are concerning, but the cases are predominantly among younger people. What we have seen in other countries, across the worldnd in europe, this sort of rise in cases of young people leading to a rise across the population as a whole, and so it is so important that people do not allow the illness to infect their grandpants and to lead to the sort of problems we saw earlier in the year. Anchor our reporter. Reporter the numbers of the u. K. In the last 20 have been the highest sin may 22. There are certain hotspot areas or areas of concern which have a high number of cases. In one area, there have been 333 new coronavirus cases, a rate of 116 per one others high on the list, along with manchester and birmingham experiencing their greatest increase in cases since april and may. Anchor we turn to california because the wildfire season has come early. Fit, the largest. This is the creek fire which has forced evacuations and road closures, and authorities are saying the speed of this fire is catching people off guard. Holiday makers have been trapped in a reservoir near fresno, a popular time of this year. More than 200 people had to be airlifted. More than 20 were hurt, some with burns. One man was in the rescue and filmed this before he got out. I just wanted to show you, if we make it out of this, we are completely trapped. Theres fire on all sides, all around us. All of the roads are burned. Anchor and then this is the cvs correspondent in a small town in the Sierra National forest, also near fresno. He has this update on the creek fire. Jonathan on friday, it spread so quickly that the evacuation orders could not be issued fast enough. We spoke with one gentleman who was camping with his family and was joined by other campers in a campground deep inside this forest. When they saw the flames, by the ti they tried to evacuate, the one road out was blocked by a path of fire. This is a popular area of lakes, so ty probably saved their lives by jumping into a lake and writing out the worst for about 1. 5 hours. They had embers the size of golf balls being thrown at them by the wind, so they were very lucky to survive that, and then it took hours to rescue them. The National Guard took them at about 20 at a time to safety. The fire is still very much active as we are trying to get a sense of what destruction this has caused. We do know of a town near where a handful of buildings were destroyed. Anchor next, lets go near los angeles, the eldorado fire, which they say was stated started by a firework at a gender reveal party. This is a celebration were expecting friends and family gather to figure out the babys nder. While everyone was trying to way to figure out, the firework went off, this was the result. Fire authority say it has only been contained to the degree of 5 . Firefighters say they are battling 23 major fires in california. These are pictures in the last hour or so. This is the valley fire that has burned more than 10,000 acres outside of san diego, so in the south of the state area also, dry conditions not helping. California is in the middle of a record heat wave, and this is how hot. Los angeles just reported its highest temperature. With just how dry conditions are, these fires are burning at explosive rat, growing at rates that you would only typically see when you have significant weather and significant wind. And while we have had some wins, these are not wind driven fires. They are driven by the terrain and the dry conditions. We have already burned a significant amount of land. If you total up all of the acres, it is larger than the state of delaware, a significant amount of land burned, and we are just getting into fire season. We have well over 14,000 firefighters on the front lines, battling these fires. We have brought in firefighters from a faraway as far away as israel.
