Philippa hello, i am philippa thomas. Welcome to outsideource. Anger grows after thexplosion in beirut. Three days of mourning have become begun. 16 port officials have been detained. Frances peter t visit. Was mobbed by crowd frances president was the first rld leader to visit. He was mobbed by crowds at the port. Pleading for him to help. Mr. Trump i think the nra should move to texas and lead a good, Beautiful Life. I have told them that for a long time. Philippa the bank of engla wont be as bad as expected, but it wil last longer. We start the program in beirut, where in jt t last half hour, 16 port officials have be detained over tuesdays explosions. Today, we have seen mounting anger directed atebons political elite, anger witnessed president. E visiting french the blast injured more than 5000, killed at least 170, and le a quarter of a million homeless. The scene is one o utter devastation. You can see machinery being used clear the wreckage. This is what the port looked like, in june and today, after the explosion. Monium nitrate blasted open a crater 140 meters wide. The explosion was sontense, it p capsized asenger ship 500 meters away. When the chemicals exploded, they created the full force of the explosi. This video has been widely shared. The tweetir reads theighters from the Beirut Fire Department g tolost theirives try save us french president Emmanuel Macron is theirst to visit the country since world leader y visit the co since the disaster. Lets hear one of todays exchanges. [shouting] i am not here to help them. I am here to hp you. [applause] philippa comparehat welcome to this one. A journalist in beirut tweeting, people chased out lebanons minister of justice as she went to survey the damage and talk to volunteers helping to clean up the damage. She was confronted by people asking, where is the government . We will hold the corrupt accountable. The lebanese government is accused of widespread corruption. Presentacron has warned that in less reforms are made unless reforms are made, lebanon will continue to suffer and he says aid should be contingent on these changes. I want to meetor very frank discussions. Beyond the explosion, we know the cris here is severe. It belies the historic responsibility irresponsibility of current leaders. This crisis is moral and financial. It demands immediate action. Philippa lebanon is a former french colony and that affects the way this visit is being interpreted. The Financial Times tweeted, increasingly, this feeling that maccallum that macron doesnt want to be held responsible for propping up power in beirut. Immediate reactions to the clips and photos have been fascinating. Some see rarep, leaders empathy, courage. Others see arrogance and colonial mentality. Either way, i cant imagine any other world leader doing this. France had sent search teams, doctors, and medical equipment. It brought medical personnel and supplies. Is is beiruts Saint Georges hospital. Many of the citys hospitals are only partly operational now. Drug supplies are running low. Our correspondent was in a dical center in beirut when the explosion happened. He has not been able to return t has been helping people. He says even bore the explosion, there was a shortage of supplies. We ran out of all materials, sutures, needles, iv injections, all of it. We ran out of them. As the cleanup operation continues, the sfle the damage h become clearer. We are not far fromhe epicenter oft wally is lebanons ground zero. You can get a sense of the enormous force of the tonation. Ammonium nitrate destroyed everything, all of the warehouses, everything has been flattened. Those are thgrain silos of t country. Something like 85 percent of lebanons grain was stored in there. That yellow stuff is all thats left. If you look over there, we can see some ships listing in the water. Ipwe know at least oneas been sunk entirely. Its probably going to take years to salvage that. Yoget a sense of the enormous cost and how much time it will to rebuild all of this because thats the Electricity Board over there. All of those windows gone. This entire area, these are apartments, all gone. Something30 like 0,000 people have now been left homeless. It isnt just a few broken windows. This is severe structural damage and for the people here, its going to be a very long time before they are able to go home. Philippa we showed you pictures of the port earlier where heavy machinery had been brought in. On the surrounding streets, residents have been cleaning up themselves. Lets hear from some of them. I know that everyone invested their effort in thisry cou and now look at what is happening. We have gone back a hundr years. There is nothing to be s about. Our country is this way. Philippa we now know that 16 port officials have been before that, other officials were placed under house arrest. Others are speaking out, sayings thuld not be made scapegoats. The foreign minister is doing thathe for example. Has denied knowledge of the stage of Ammonium Nitrate at ths ports. He same lies with officials, not politicians. This happened in 2014. Soll of the government officials directly involved in this matter shouldun br investigation and held accountable. They lit the spark. The documents are there. No need to go through an investigation. Its already there. Everything is there. And the fact of keepi 2730 tons in a port like this, inha a or city, is unacceptable. Philippa just how tons of explosive chemicals were left to language in a port is yet to be explained. Many tave accused authorities of corruption, neglect, and mismanagement. Think of lebanon, an you might think of its beauty, its beaches, bars in beirut, or you might think of w, destruction, and crisis after crisis. It is a small and complex country. Look at its location. Tend between israel and syria but west of the mediterranean. Christians and muslims divided along dangerous faultlines. For 16 years, lebanon tore itself apart. To escape the carnage of indiscriminate shelling. Beirut becala a byword for essness and fear. After the war, lebanonmerged phoenixlike from the ashes and became a magnet. Lebanons stability has not been helped by hezbollah, which is backed by iran and syria. It is part ofhe government and in constant tension with the west. The economic bubble burst. Street protests broke out. Lebanese currency have been ine freefall. People have become desperate and hungry. There has been power cuts and a la of basic services. On top of that, corona virus. Lebanon was already on its knees before the explosion. People are already blaming the corrupt, incompetent lears. Philippa in new york, the states attorney general is suing to dissolve the National Rifle association for fraud and abuse. Here is how tish james announced the move. Just a few minutes ago, my office filed a lawsuit against the National Rifle association to dissoe the organization in lls entirety for years of that violate new yorksuct Charities Law and undermine its own mission. Philpa this move follows an es month investigation. The lawsuit all the organization diverted millions of dollars for the personal use of topde l, awarded contacts to the finanal gain of Close Associates and family, and failed to comply with federal and state laws. We have come to the conclusion that the nra was seing as personal piggy bank to fr individuals. In this state, we have a set of laws that every individual and entity must beeld accountable to regardless of who you are, regardless of your power, size, influence, wealth, or station in life. One set of laws. And today, we send a strong and loud message. No one is above the not even the nra. Philippa the lawsuit takes aim at four former and current leaders, including Wayne Lapierre. In response to the allegatn, he said this was a baseless attack on the organization and the Second Amendment freedoms it fights to defd. As evidenced by the lawsuit filed today by the attorney roneral, we will not only not shrink this fight, we will prevail. She went into the fact t this complaint has dozens of examples of how executivessed the nras money, millions and millions, for their own purposes. Million dollars was lost to the nonprofit, basically against their own interests. She said chief executive Wayne Lapierre made eight trips to the bahamas with his family riding private jets. Ivals, memberships to excl clubs. They say apart from a lavish lifestyle, they also would give side deals and lucrative contracts to close aociates and former employees in order to buy their silence. So on top of awarding themselves these grossly expensi salaries and bonuses, they created a culture ofde seling, and that is why the new york attorneyeneral feels the organization needso be dissolved at this point. Philippa so, why does this matter so much . The nra has growne into of the most powerful political organizations in the united states. It lobbies heavily ainst gun control and contributive 30 million to donald president ial campaign in 2016. He told the organizations annual convention, you came through for you. Nd i will come after two ma shootings in august, 20 19, mr. Trump said he wanted to see stricter n laws, progress stalled. In reaction to todays announcement, he tweeted, just like the radical left new york, trying to destroy the nra. If bidens president , the Second Amendment doesnt have a chance. Your guns will be taken away immediately. No police, no guns. He also suggests that the nra move its headquarters out of virginia. Mr. Trump its a very terrible thing thatap justned. I think the nra should move tod texas ead a very good and Beautiful Life and i have told him that for a long time. Ish think theld move to texas or another state of their choosing. But i would say texas wld be a great place and an appropriate place for the nra. This has been going on for a long time. They a have beenolutely decimated by the cost of that lawsuit, and its very sad, but i would suggest thatshat they should be doing. Over the years, we a have sen mo more anger at the Mass Shootings and gun violence in this country. They have really come under attack for stopping what many control, more laws to protect americans. So what we see heres, its worth pointing out tst this a civil case. Its not aimedt lobbying efforts for gun rights that the nra is committed to, is rea looking at the personal actions of these four executives and the organization. Clearly, this is going c toe into political focus because of the divisiveness in the country now. What you see is conservatives really trying to painthis as a Political Action by a democratic attorney general, when really shgis say it just shows that no organization is above theha w and the to be held accountable for breaking the law, as shelleges in this suit. Philippa do stay with us. Still to come, the bank of england says the uks economic ump will not be as bad as expected, but it wi last longer. Here in the u. K. , research froms parents with chi withat disabilities are more likely to face redundancy as a the coronavirus. Making their workplace safe, they are worried. They feel they areeing made redundant as a cost of having to shield during a pandemic. Thats not just morally wrong, it is against discrimination law. You cannote discriminatt agaised on disability, and whileosemployers are trying to do the right thing, some are not following the law. Philippa this is outside source, life from the bbc room. French president Emmanuel Macron has said deep change tuesdays devastating explosion in beirut. Some breaking news out of the u. K. Now. The latest figures show 900 50 confirmed new cases of covid19 in the last 24 hours. Can see the average number of new cases each y has been 835. 48 deaths were also recorded in theast 24 hours. This takes the total number of these death in t u. K. To30 46. Masks bought by the u. K. Ace government to protect Health Care Workers will not be used in hospitals because of safetyco erns. They paid 157 million for them. Here is our special correspondent. The masks have earlobes rather than head loops, which raised concerns about tte amount of pion they were giving. The government says they dee not recomm to buy and will be used in hospitals. Its either a pass or a fail and there are more fails. That means what . Tt means it would not necessarily provide the prection required. Its an extraordinary amount of money. Fundamentally, it has taken this extort nary sum of public funds extraordinary sum of public nds and wasted it on ppe which itself says cannot be released because it is not safe. The man in charge t of deal is a government trade advisor. He said it went through a rigorous technical Assurance Program and met all the requirements of technical specifications. He said his position as a trade t visor played no p the award of this contract, which was subjt to the same evaluation is all offers. This was one of more than 100 separate deals the government signed to supply ppe. Philippa we have just seen more breaking news, this from the transport minister. Data shows that we need t remove angola and the bahamas from our list of travel car doors to keep infection down travel corers d corridor s to keep infection down. F the bankgland has said the economic slump caused by the virus wont be as severe as initially thought but will take longer than anticipated. The u. K. Economy will shrink by 14 this year in may, they protected the u. K. Economy will shrink by 14 this year. Th now predicted to be 9 . They do predict the recovery will take until perhaps the end of 2021 to get back to precrisis levels. Todays figures still represenn the biggestl decline in 100 years and it is worth noting that based on ar the based on an assumption of a second wave of coronavirus. We have had a pickup over the last two months or so. I am not surprised. The restrictions were lifted. But the fact that we had a recently rapid pickup to date is clearly, im afraid, a signa that it will b like that going forward. Some believe the forecast is too optimistic, saying t bank will likely have to increase its money printing program. I think the big underlying picture really is peat we can exct further policy stimulus philippa unemployment is alsor. Expected to rise at the end of the year, as the government funded support schemes draw to an end. Economists remain optimistic. 7 unemployment by the end of the year is not great, but not as disastrous as we saw induring thecial crisis in 2008. And we are exing employment to rise next year. Ings are incredibly uncertain. Lots of things could go wrong. Certain sectors can be affected more than most. I main relatively optimistic we can getac by the middle of next year. Philippa for more on the banks assumption that there will be no second wave that is what it is basing its current figures on here is our economic correspondent. He is banking on the idea that we will perhaps only see local restrictions if there is a spike in b cases. Ourgest fear is that we see more widespread infections. That will in fact affect employment and outlook. This is unprecedented territory it has never been triedefore here. It is very risky, and the bankay isg that is why we dont want to go there yet. We all know tools can be useful but y have to treat them prortionately. Philippa a man believed to be aarmed with gun is Holding People hostage in a bank in the north of france. People are urging people in the town to stay clear of the bank in the city center. A Police Spokesperson says the hoage taker is a 34yearold man. He initially took six hostages.
