He has been touring a ford factory that is making personal protective equipment. The state attorney general warned mr. Trump to wear a mask during the visit to he told reporters he did for a bit but he wasnt when the cam was rolling. For more on mr. Trump in michigan and political news im joined by katty kay. The president is in this key state as 38 million americans have lost jobs during this pandemic. What is he saying about when the jobs could come back . Katty a lot of the talk, perhaps rather depressingly, has been abouthat you just mentioned, whether the president was wearing a mask, which he wasnt. That gets to a sense of role modeling and whether the president should be following the white houses own guidelines. The president is still confident that the jobs will bounce back fast. He talks about a lot of pentup demand and the second half of this year is going to be one of great recovery for t american economy. I spent the day speaking to people here in washington who run Small Businesses and who work in commercial real estate, and they are not convinced. They think this is going to take quite a lot longer. You have news om some economists suggestg 42 of all the jobs that have been lost may never come back. It is hard to see how the economy recovers fast from a blow like that. Laura considering all you said, where is the president on whether to extend those supercharged Unemployment Benefits which run out in july . Katty there is a big debate even in the white house on whether you extend those between the treasury, between the federal reserve, between membs of congress and republicans who are not on board by and large with the president in extending, giving more stimulus to the american economy, more relief to american workers. Interesting, laura, you have a few republicans who are unusually breaking ras with their own party and with the white House Republicans who are in tight seats in novembers election saying that the senate should not leave town before more money has been dispatched to help american workers. Some disquiet among those who are up for reelection in competitive races realizing how important it is that people get more money in their pockets. Laura the president is talking about a transition to greatness. He sees himself as a cheerleader for the american economy. Is it likely to be a very slow recovery . Katty its interesting, because listening to the president in michigan today, he was talking very much about wanting to get this all behind him, wanting to act almost as if we we in normal times. He spoke about wanting to have rallies again very quickly. He said if there is a second spike, we will not shut down the country again. You sense some regret in the president that maybe the ole shutdown thing, which cratered the american economy, perhaps wasnt worth doing in the first place, although all the medical advisers you know and you have spoken to on the program was that that was the only way to get the virus under control. I think the president is very conflicted about that and you heard that during the trip to michigan. He wants the economy open again and he knows it in taxes reelection chances in november. Laura thanks fobeing with us. Michigan along with all the other u. S. States has started reopening. If the United States had begun imposing stayathome orders just one week earlier in march, about 36,000 fewer peoe would have died. That estimate comes from researchers at Columbia University here in new york. President trump calls the study of political pitch up to joining us this dr. Ashish jah of harvards Global Health institute. Those researchers at columbia also estimated that 83 of the deaths in the u. S. Could have been preed at the shutdowns happened on march 1. What do you make of the data . Dr. Jah i think the data are largely right. This is what happens with exponential growth. The doubling time of the disease uncontrolled was five to six days. You get four times the number of cases. If we had shut down 12 day earlier than we did, we would have had a quarter of the cases and a quarter of the deaths we had. That is how this works, which is why it is so important to get a jump early on this virus and not wait until it becomes overwhelming. Laura well, we are where we are, and researchers at Imperial College in london are predicting that the u. S. Death toll, nearly 100,000, could double in two months as the lockdowns are relaxed. That is also a pretty stark dr. Jah prediction. Dr. Jah it is, and im a little more optimistic than that. I believe that the transmission should be a little bit lower as the weather warms up and we have warmer and more humid temperatures, as people are spending more time outdoors. Imopeful all of that will help but hope is not a strategy, and we need to maintain social distancing and be doing testing and tracing and all of those things to make sure we dont hit 200,000 deaths in the next couple months. Laura research from pew shows that americans think that governments in germany and south korea have handled this crisis better than their own government. Why is that, do you think . Dr. Jah bause americans are aware of the data and the facts. The data and the facts are clear that both south korea and rmany have handled this dramatically better than we have. You can see the number of cases, you can see the number of deaths. It is not like those are wealthy countries and we are a poor one. We have all the capacity. It is just that we had a really ineffective federal government response. Laura the president was not wearing a maskn public when he was in michigan today. What kind of a publichealth role model is he, in your view . Dr. Jah wearing a mask is really important as a way to reduce infections and possibly reduce the severity of infections. A key part of leadership is modeling good behavior. If people care about opening up and getting our freedom back, as people like to say, wearing a mask is an important part of that. I dont totally understand why the president continues to refuse to do it when it will help the cause of opening our economy and letting people get back to work safely. Ura dr. Ashish jha, thank you for joining us as always. Dr. Jha thank you. Laura in france, kids are going back to school as the government relaxes lockdown measures. But the Education Minister tells the bbc that poorer children are not returning as much as wealthier families. Parents can choose whether to send kids to class or keep them home. Lucy williamson has more. Lucy not a place with a medical image, this conservative medieval cap is known across france as the place that refused to open any of its state Primary Schools because of three suspected cases of coronavirus. All have since tested negative. The towns rightwing mayor says her decision was very popula here. There is too much pressure on parents, she says, because the government has asked each family to decide if their child should return to school. I think it should be eher obligatory or not, because it creates a sense of guilt for the parents. If they send their child to school and they get sick, they feel guilty. If they dont and the child. Im, y feel guilty. The child falls behind, you feel guilty. Lucy the street was full of parents wondering what to do when schools finally reopened on monday. It is complicated, because we dont know how it is going to work. My son had some Health Concerns and im elected to send him anyway. I feel a bit lost. We havent clearly told you can put your children back to school witho out of dangeru , we would put our son back in school could we were not reassured aat all. Lucy more than 90 said they did not want their children back in class. The government says the decision is voluntary, and many parents say no. Since last week, 20 of Primary School children inrance have returned to class. Frances Education Minister told us that lockdown created a social emergency by increasing inequality, and that reopening schools weekly was kequickly was key. The ildren returning to class are often those from wealthier families. It is true that children of those poor families are coming less than the others. That is why it was important to start in may and not in june, because we know stepbystep were going to have this social action for poor families. Lucy the government has issued 56 pages of detailed instructions to schools on how to keep their mrs. Clean and pupils safe. So much that is compulsory for teachers, when attendance for children is not. Lucy williamson, bbc news. Laura in other news from around the world, Donald Trumps former personal lawyer Michael Cohen has returned to his home in new york city. He will see the remainder of his threeyear jail sentence there after pleading guilty to Campaign Finance fraud and lying to congress. Cohen was released from jail as part of a policy to reduce prisoner numbers of coronavirus spreading. American Actress Lori Loughlin and her husband have agreed to plead guilty to the College Admissions scandal. The star will serve jail time and pay 150,000 fine. She is one of a number of hollywood stars and affluent pants who paid to use backdoor methods to get kids into selective colleges. President trump says he is pulling the United States out of the open skies agreement. The pact was created three decades ago to allow countries to fly over each others territory for nonmilitary purposes. Officials say russia has violated the terms of the agreement. China is planning a new National Security law giving beijing more control over the territory of hong kong. The measures to crack down on dissent and are likely to be met with strong opposition. Last year hong kong was the scene of frequent and sometimes violent demonstrations against beijings control. Robin brent explains how the latest move will be viewed in hong kong. Robin protesters will see this as further evidence that the communistled government in beijing is increasingly eroding the economy that hong kong has, particularly when it comes to its legal system, its education system, and its police. Secondly, it is the manner in which beijing may be able to simply impose these changes without having to seek the approval of hong kong elected officials. It has the ability to do that. It could go ahead and try to do that. If this National Security law were to change come in may have an impact on hong kongs trading relationship particularly with the United States. It has special trading rights, and that may change if this National Security law is imposed. Laura you are watching bbc world news america.
