Can you talkabout the thght process leading to that decision, at the local level, and now we have obviously seen the governorjoin statewide. Well, we have certainly t se a of guidance for what is happening, and we see what awful reality it is in italy, and there has become apparent to eryone here incalifornia, who has been engaged in this ongoing conversation that there is really no harm in being too early, and there is a lot of ha being too late, and it makes it pretty imperative for local elected officials who seem to be getting it pretty quickly that we need to do everything that we can now to provide usthe capacity to really catch up to this, and by that, i mean being able to wrapp up testing, g up the number of treatment beds, all the things at we need to deal with what we know will happen as the coronavirus spreads in our community. Which is really not a one, but if. Hou well do feel, like, Santa Clara County residents are complying with this order . Will there be any need for enforcement . We have seen very good compliance, i think most folks get it, they undetand the public safety, Public Health issues, and for the most part we really have not needed erenforcement. Have been obviously some exceptions, that i think a gun shop, open a couple of days ago, and i called the police re chief and they right on it, and everything is shut down and we know there will be situations. Right now it is important for everybody to understands what the ruare because it is not very clear to some folks who we know, it is not easy, either, there are some kinds of construction that are allowed, other kinds that are not, we want to make sure everybody understands rules first before we do any enforcing and disobedience, police will be up there next week enforcing. How do people sort of sort that out . I have spoken to dismiss owners were confused about this order. What if you are omt a cu facing business . You are doing shipment . I have seen coffee shops remain open. Are their resources . What is the kind of guidance were tryingto give especi ly to busineowners and operators . Yeah, we have certainly on the ascounty website, an faq, to ensure folks can work through with the county directive is. And we know that there are still lots of questions so we have creatr an email folks to be able to contact us and i am ashamed to say,i cannot tell you exactly what that email is but i know our team is responding to hundreds of quiries, from individu business owners, to say hey, nt are we esl, are we not, and what can we be doing. For the most part, basic needs around telecommunications, food, infrastructure, all of those businesses are allowed to ntinue to operate, an Supportive Services that support those operations. We saw the governor worn on thursday that if we do nothing more than half of the ates 40 million residents could be infected over the next eight weeks and as you mentioned, the realalsort of of flattening that curve is around this idea of making sure that hospitals can handle it. We know hospitals are already running out equipment to talk to me about what the status is on that side in Santa Clara County, what more do yove needconfident that you are getting the supplies that are coming down the federal and State Government . T im not confidat the federal government is being able to really provide the infrastructure that local communities need. I know there will be a huge demand for thousands of ventilators, for example, and right now, we are scrambling to get more ventilators. T i am at the center of the decisions that our county Health Officials are around what exactly is needed and what is not. But what i do knows everybody is working fiercely to exnd capacity, we are going to local businesses, for example, just to be able to expand space for t patient beds, we know we will need. And so we will use all the resources we have, we e blessed to be ey a vawhere a lot of employers are stepping up in a big way, and we will makes a big t announcement ab that on monday. And we will continue to keep hustling to see how weekends we can supporour local communities here. We are grateful for the governor and pushing the reurces out of the door quickly. Are pushing hard see how we can get, for example, more emergency shelters built, so we n ensure that we can stop the spread of this virus among our holess and encampments and shelrs. There are so many layers to this, im curious, without giving away what youre going to say monday but how much is the private actors stepping up . Especially in Silicon Valley, where you are . Well, we blare very sed to have a community that has a strong heart, in addition to resources. We have launched an effort called Silicon Valley strong, just a couple days ago, and, we had a brief press conference, more than 500 people volunteered, to help us for example distbute food to seniors and others who are food insecure, it will be obviously using their energy and hours and talent along with a t of dollars that people are contributing on that bsite. To sehow we can scour efforts to reach so many people who are struggling rightnow. We know therare a lot of families who are not getting paychecks come and that is where we are most focused. We sasome modeling out of the uk that basically concludes that to keep from overwhelming our systems, we mit need to see these type of extreme measures around school closures, working from home, for as much is 18 montll, potenton and off. What methods do you have to a very anxious public about sort of have to think about this, and about their personal responsibility here . Throughout history, generations have been tested at different times, we think eaabo the depression, and world war ii and the greatest generation, and my message has been really that this our moment. This is a very difficult time, we know, for thousands of our families, and this is our for one another this is our moment to show that amid all of the fear that we all share, that there is, yes, common fear but also uncommon valor that we can show as we wo together, to get through this crisis, and will have to do it one day at a timeow i dont if it was going to be if you wes, or a few months or year to half as one projection suggested. But i do know that we can do this, and this mercy period will end, and th our task will be rebuilding. And ifwe are able to pull together now we will do much better rebuilding a few weeks or months nfr. Ally extraordinary sort of coming together of local governments around the bay area, obviously gov. Gavin newsom is tryi to be proactive. I know there is more that you need, though, can you talk to what you and other mayo are asking the governor for and also the federal government . Certainly, gov. Newsom has been tremendous, his team is working around the clock, and we really appreciate him leing in a big way. We are reasking for help, obviously, we would love to have more dollars to do all that we want to do, t we ar also asking the state to help eliminate some barriers, we think this is a real opportunity for to buila lot of emergency shelter, for exple, both to move homeless out of shelters, and off etthe stbut also, to help us get expansion of patient beds that we criticaled. And for that, we need the elimination of some of th standard barriers, whether it is, or other state permit requirements, so we can move quickly, and the ability to use public land, for example,ilfrom uty districts, or caltrans, to do so. You are in the nations capital, im curious what kind of insight you cagive usto what the conversations are like among members of congress. Doesnt feel like both parties are taking thisd areas . Are there to Work Together on this . There is no urgency, there is an urgency rst to get medical supplies out, our heroes are doctors, nurses, healthcare providers. We need to get them sufficient n masks. D to make sure they have sufficient hospital beds, and that we are mobilizing the army corps of engineers to help build the capacity. We need to make sure they have orin a ventil, im glad the president has finally invoked e production act d we need to adequately fund that, so that we can get these medical supplies. The second thing towe need do is deal with the economic crisis, i mean, im omaring eople in my district, they are being laid off, and in ceain cases they donhave healthcare. For example, airport workers, not just the flight attendants, or the pilots but those who are back in attendance, cabin cleanersthe folks who e wheelchair attendants. When they have been laid off, they need healthcare encouragement, they need some form of steconomic asce, so they can buy food or pay rent. We need to do that so we are working an economic bill. I want to go back to something you mentioned, you mentioned thfense production act. With kind of heard mixed signals on how far he is taking that, if he is actually using tdirect businesses to get those medical supplies to where do you havebecause it seems ts like what the president says in those daily briefings is not always what the situion is on the ground for governors around this nation. You are right, that is kewhy sppelosi and sen. Schumer have been saying it is not enough to just sign a defense production act, what are you doing . In britain, they have told the r rollsroyce fas to start producing ventilators. Who are we directing to produce who are we print directing to do these things . And of course we have the authority to order them to do that but we also have to be compensating them to do ththat. An is something Speaker Pelosi has been pressing the president and the administration on. Lets go back also to the issue of broader medical st supplies, not ventilators. Gloves, masks. What can congress be doing . You spoke about finding soesof issues, tell me sort of what your role is as a congressman, and helping facilitate these huge gaps tha e seeing in our healthcare system. Well, it was 57 of us o go to the president to invoke the defense production act, i wish it on that a month caago, we fund that and make sure that the businesses have the funding to be able to produce these things. Second, we can call and have called for the army corps ofs engine be called up and they can help with putting together temporary hospitals, they dont have to construct these from scratch but they can help at creating beds, and more capacity. Third, a 50 bonus to any Critical Healthcare provider or worker we need tobe rewarding and incentivizing as many people to be on the front lines, dealing with this crisis. Those are the types of Things Congress can do. Two of your colleagues in congress have asked the poteste tive for coronavirus. Im curious about your own health, what kind of steps our legislative leaders are taking protect numbers congress in this critical time we obviously need you want to be able to work. Im doing everything as you can tell remotely, not going into the stud, not going in to the capital, i am practicing social distancing, we are having tn halls in our district, with facebook life, and on conference calls. But noi chose to be flying back h,and foand im doing everything that the cdc recommends. Ow you it is important for people to understand two things. Is disease can hit anyone, it is not just the elderly, he can hit anyone and we all have to be taking precautions for our families and ourselves, and second, it only if everyone literally abides by these recommendations of staying in distancing, that we will be able to get over this faster. Otherwise, we are in for a much longer period. As you know, one of the Biggest Challenges has been the lack of testing availability. But we are seeing people like rive congress and nba players who dont show 10 symptoms be tested. What are you doing to t lp boe availability in york, washingtone we have w had the most cases but in some cases, the least help. We prioritize that, so the cdc director testified in front of congress, i said to them, why are we using these tests . That was the biggest misstep, we ought to have been using those test like r many ot countries were using, in getting them widespread. Now we are putting tremendous pressure on these agencies to say look, we have to stget g to be available, it is important that people get testing not based on their social status, if they are an nba playof or member congress, they get testing based on their need, if they are showing mspotential symp that would make them positive for covid19. That is when you should get tested. What you thinmore tests could be available . You know, i listened to the doctor, he heads up this week, unfortately the testing is improved, it has not been at the scale, i hope within the next 10 days, lobut , the studies are absolutely clear, and south korea, what has allowed him to succeed is testin and testing ina smart way. There was a great article on italy and what th have done by just testing 1 of their population. But testing those who were most likelyhave covid19, and then testing anyone thatey were exposed to, they have done it in a very smart, strategic way and quarantines them. Tell us what the status of that is and what you expect to see over the coming days around that package. Well, my push has en we need to have cash infusion for people who need it. We need to get 1000 right no away, but just one time, we need this for probably, of course, six vemonths. You the Restaurant Business be devastated, literally, layoffs of 25, 50 , some cases 75you had airport workers devastated. U have so muchof the economy almost 2 million Unemployment Insurance claims that we are looking at and people need economic security,so i have been pushing for that, wh we should not be doing is just providing large loans to corporations. I rsan, the shareholand executives are not the ones i am concerned about right now. Im concerned about people who o are out of , who are having a tough time making rent, tough time putting food on the table, and i e think almost vast majority of the trilliondollar stimulation go to them. That is the big debate right now, in ngress emma th senate plan in my view puts way too much of loans, like the bailout did, to industry, we are going to get something done, we are going to pass it but we are not going to roll over and allow for the stimulus, the bailout, to gocot orations, big corporations and not to workers. Is there one particular thing that you think the deral government could right now that would help california . I think what we need to do hois get any ital capacity, we need to have our military ships deployed, if they can the army corpof engineers , and deployed to create more beds, the governor has said we will have a short of almost 20,000 beds and i have been pushing demonstration to get the capacity up. And we are all being asked to distance ourselves from the people, most people in our lives. What tips do r you have coping as adults with what is happening right now . Especially the social deaths distancing and uncertainty. The first of i have is really just to acknowledge that we are going through this, and to really acknowledge the feelings that we are having in our body that it uld be very normal to feel anxious, very normal to feel bad, and that we really want to not fight against that and ourselves, and to be kind to ourselves and we want outo think the ways that we can enhance our emotion ou regulation andcoping. Think about what are we doing to our bodies . How are we moving . We know that whenwe are under stress that our bodies are designed to actually generate chemicals that make us fight or ee. And so if we are in our homes and not moving the chemicals are in our body and they will affect not only our Emotional Health but our physical health and our relationships, so how do we meve it how do we have dance parties, and how do we think about those people who are around us like our kids . Because we want to think about how stress is catching. Talk about that, how should we be talking to our children about this . How should be listening to them . Thats a great question. First we want to make sure alth we acknowledge, i work with very Young Children under the age of six and we often think that they are not listening to us. And its critical think about how they are hearing our words, they are here in our phone conversations and their listening to our sobodies. Stress is kind of catching, so we want to open a conversation with them, to think about what they are hearing, and to really, going back to the acknowledgto say you know right now, money is feeling stressed or a little bit sad because we dont see people. And then to think abt how do you feel . I w really like you said how are we listening to them as well. Because as grownups,that it is critical that we make that i feel like sometimes it is not always failing our kids hear us when we say these things but it soundsand what you are saying is what i think most parentseventually realize is that little ears are picking evup on things if they dont understand at all. Completely. Their little sponges with huge ears and sometimes we relked ly to them like we say what are you hearing, or what you know about thvirus . They might walk away from us. In very oddly at bathtime or bedtime theyre not just stalling but thatis a time when their minds are going in the last eyand will ask you a few questions. It is like a moment has opened up when they can really open up and share their fears with you, and there is nice phrase of what is shareable is bearable. This idea that we dont want to inside, that is really why i started with how we acknowledge people around us how we are one of the challenging things here of course is the fact that many of us are in theh situatioe we are suddenly expected to be at home with our kids, still do our jobs d we want to make sure theyre falling to behind on school or learning. Can you talk about this sort of balance between the structure, and education kids need, wed hocan sort of make sure we are not overloading ourselves as parents. Sure, i think that, we know that Young Childrend children in general feel safe when there is a routine, when things are predictable. We also know wethat if adhere to too rigidly, that can cause challenges as well. So it really a baritones. So what are the atfferent things we need to do and how do we help our children . Help us to set a family schedule. And then within that family schedule, how are we thinkish about relati breaks and, that is being we are working really hard and one of the things we know rkis as g parents is that the many for the minute you are working hard that is when the kids most need you. So we need our work environments to be tolerant of that. I know as an adult professional when m on skypcalls withhe professionals, we are really trying to acknowledge that our children may be coming in and having questions. And how are kind to one another about that . Recognizing that the First Priority is as a society to support children in to support our anxiety. And then we will g done so we are flexing our work rules, becoming more tolerant of the fact that we have families, this may really help us to think about what is a good worklife bance under coronavirus, and longterm. Quickly, i want to ask you, we have been hearing a range of stseies about how ously people are taking these a stay athome orders, in particular i have had a lot of discussions with w parents donot seem to be taking this as seriously or we have heard stories about younger people still going out to party. Talk about this without sort of alienating people . That is a really good question. I think one thing we think about is that society is sort of like protective shield. That we want to be bigger, anwiser, stronger, kindat different points in our history we have had people who have been vulnerable. And that one of our tasks is to come together to protect those who are most vulnerable. Ound this, that it doesnt ve necessarily, that you might not be worried for yourself, but that there are people that you for. That you might be worried and so how do we join together and how do we say, we are worried for our he wthcare workerare worried for our nurses, we are worried for the people at the grocery stores, and we wantto minimizesk to these people so they can continue doing their jobs. We are worried for our elderly arparents, who often actually caring for Young Children. And what would that be like . So we dont want to make arpeop but we also want people to think about social responsibility. I would like to end on a , hopeful no seems to me that despite the trauma and grief here, theres opportunities, and coming together, positive outcomes perhaps in all of this, can you talk about what yosee asa potentials . One thing that this will do is shine a spotlight on the emotional needs ofpeople in our communities. That it will make it okay to talk about feeling sad, feeling angry, feehong anxious.
