To Novel Coronavirus cases in san francisc also an elderly resident in plaster county died from the virus, the first such death in the state. The man who died had returned from a crews to mexico when he arted experiencing symptoms. There are t w at le60 confirmed cases of coronavirus and california, second only to washington state. Where at least 14 people have died. Joining me now is kqed science repoer leslie mcclurg. Thank you for being with me today. Lets this crew ship, the man who died had just been on a crews that went to mexico came back, disembarked of the passengers and then picked up another 2500 passengers went on to hawaii. And on the way back, arpassenge d complaining of flulike symptoms, things that seem similar to covid19. So the ship is now offshore, and people are being tested on board. Tell me about the testing, and also aut the risk those who were not showing symptoms. Sloter jumpers came in yesterday and help public al offilower off a helicopter and went on a ship, and i some videos of that and it was interestg to see ship that was completely empty, next to the wall, so all those people are in their staterooms right now, unwe have more information about the test results. They are getting come you know,n room servicestaying inside, wahing television, hopefully and staying away from each other. And so, until we have more test results, we wont know how many people were infected, hopefully like you said that person was on a previous voyage, not on this one, but there is a chance that people this voyage could have been infected, because people who are on the previous voyage that went to mexico, some those are on this voyage, so 60 people on their way to mexico are now going to hawaii and came back so the ship is likely that theriois some contaminand we wont know until the test results come back. How many sts are being performed . So last night, the Princess Cruises which is the parent said that 45 people were tested and they were chosen because they demonstrate it flulike symptoms, they were ughing or sneezing, or there we around them who were in close contact i could have been exposed. The crews line, this is the same crews line at had a ship that was off the coast of japan with a lot of cases, we had more than 700 passengers and crew members who tested positive. Within 2000. Within 3000. Six have died from that number. Is there something particular about this crews line, or could this have happened with any ship comny . On any, really. So this disease is transmitted via close contt, most of e people who are getting sick are inside a house number with someone else who is nick, so it is translating via cough, sneezes, teaching the same services. Think about a licrew ship a big house with a bunch of passengers who are in the same buffet line, they are sitting next to each other on the pool, touching t same handrails, etc. , and so a crew ship is kind of like a petri dish for a virus to really go viral, ongst the passengers and potentially affect a lot of people so this could have happened on any large ssel. Gov. Gavin newsom declared a state of emergency for california, and that gives us access to ou more res, and federal funding it also helps to curb price gouging. During a press conference he held up this part of Hand Sanitizer and sait was going for 17, which seems outrageous. One of the things that really s of note to me in a press conference and about the state of emergency is that the term goes all the way to september. Which seems to indicatetea long response. Absolutely, we could be in this for quite a while, so typically a virus spreads as ow cold and flu is generally past in which a time when it is dry and cold outside. Those viruses tend to go away because they dont transmit as well inhot and humid weather and then cold and flu season comes back. That is exactly what could happen with the coronavirus, we could see a pop now, a lot of getting sick right now and another wave in the fall, and then there is the chance of this becomes one the circulating bugs that we see on an annual basis and it is endemic within our lives. So san franciannounce the first two cases of coronavirus here, and San Francisco that are at greater state of emergencbefore having any cases. We dont know how they got sick, we think that they probably gocoin the unity because from what we know right now, they do not travel overseas to a place where there was an outbreak and they were not in oncontact with so else come over traveled overseas in a place where there is an outbreak so this likely denstrates that it is spreading within the San Francisco area. One person is a woman in her 40s who was in fair condition, she is in the hospital in a situation where she is not going to pass it to others, the place to protect her, the other person founately is an older man in his 70s, and he is in a different hospital, he is in seous condition. We hear that it seems to affect older people more, but also people who have suppreteed immune s, or preexisting conditions in some way. So older people are generally getting hit the thhardest, and people pre existing conditions, that is a lot of people in the population that may have a preexisting cond ion like diabetes, hypertension this is an upper respiratory infection and so people who brathing anyways you ly have conditions that will make them more sensitive to th virus. They should be taking the most precautions they can, you know, staying home, maybe avoiding some public places, making sure to wash their hands as often possible, you know you think that will help prevent you from getting sick but most of only, get some sleat well, take care of yourself, so your system is as well as it can be able to defend against this virus. If you feel yourself getting sick, what should you be looking for when you are worried, maybe i have the new coronavirus . It is going to be really difficult to tell if you have the coronavirus. There is no Medical Center that and buys this as nae corus via the cold or the you will feel like you have the flu, no cough, fer, some people get runny nose, very few actually, a sore throat, you will feel tired and sluggish. The best thing to do no matter what is to stay home, dont affect other people, take care of yourself, rest and hydrate, if you hastart ng trouble breathing, that is the time to call your doctor, please call your doctor before you had head immediately to the spitals are having trouble meeting the needs, only had to the hospital if you would have gone to the hospital ior to the coronavirus outbreak, so only do that and in emergency situations. Try to call your doctor first, and get their expertise. Do you see it getting worse before it ts better . I think what we a see is a lot more cases, and so we are ing to see a pop, that will be scary, i think mentally we all need to prepare for a situation that will feel more scarlikely than it , we need to alter that right now the flu is still a more dangerous and more threatening bug that is circulating and has been circling among us. So we kind of need to step back, take a epbreath, if you start to feel anxious, if youre online and was scrolling, and you are noticing that youre starting to feel stressed, stress is one way that our systems become less able to fend off bugs, take a deep breatybe go take a yoga class, meditate, get off line for a little while, and prepare for the situation to change, and feel worse than actually is. Thank you so much for being with us today. You are more than 250 confirmed cases of coronavius in the according tojohns hopkins university. This week a national mississippian announce the results of a survey given to nurses i states. Among the findings come a fewer than one in five and that their employer has a alplan for workers with known suspected exposure to the coronavirus and to protect healthcare yer has workers dealing with a surgeon infections. With me now, thank you both so much for being with me. To you first, dr. How concerned about you are uryou about own personal safety . I think that the reassuring thing for me is thatis coronaviruspread in a similar way to influenza, to the common cold, and we know how to deal with that. So we have supplies of personal ective equipment, the masks, the gowns, the gloves, at this time, to try to help keep us safe, thi think thing that is more concerning is what is going to happen in the future if people, if there is panic, and people star tying up all of those supplies and we as Healthcare Providers cannot get them. Sandy, you have the potential coronavirus case that you were justworking on in your last shift. Tell me about that case, how you took your own precautions, and what happened with the people around this potential individual who had, who may have this virus . Me so i on shift yesterday morning, and was told i was assigned to a patient who was a coronavirus rule out now. Impoant to remember that with many patients that appear in e the emergence room that we need to rule out, dothat is very quickly and easily with a swab, is a test positive for the flu. This particular individual met the criteria, so we instituted all of our procedures and wa protocols, hput into an isolation room within anteroom so that we could mage his care, and keep ourselves safe and keep the rest of the emergency room safe. Do you feel that if there are more patients coming that your hospital is ready to deal with that . So because we are in search h mode at time, already, this is standard, this time of year with the regular flu, we are already capacity, and in terms of being able to supporl the individuals that are coming in, because of the fear that you mentione i am concerned that we will run out of stuff, out of supplies to be able to support not only those individuals that vetentially could coronavirus but our regular patients, the Patient Population that is very sick. Since the resources are limited in the test kits are limited, dr. , as an emergency room doctor, what criteria do you e to determine whether or not someone should be tested . For us what we are doing is we are assessing the patients for all possibilities muscle do have the common cold, how sick are they . What l leof care do we need to give them . We work closely with the because they cado the ealth testing, we have a very limited number of kids, so we are testing only the sickest patients, the ones who are going to be hospitalized, and they have coronavirus to protect others around them, so the healthcare workers involved in their care, there are some, some variability in the department of Public Health testing, as this is a new thing r all of usso we are adjusting and as we get more information, that is i think why it is sometimes hardto get a grasp on what is going on with this because as new information is coming out we syare adapting our ems of work. For people to know is that we are not testing everybody that comes in and is concernd. We dont have a treatment for this, a specific treatment, it is all the things your mom told you, just 20 fluids, take care u ofelf, rest. If you get a good and that that we have to give you Supportive Care in the hospital and that just means we are giving our body the best chance that we can for you to get er the virus, for your bodys i system to take over the virus. So i think it is rtally imt for people to understand that if you feel you are sick enough to go to a hospital y should go tothe hospital. To have difficulty breathing, go to the hospital. But if you feel like youre not feeling well but you are worried about coronavirus and it is very little likelihood that at this point we will be te able to use of the best thing is to stay at home, take care of yourself, call your lpdoctor, call a line, but again, managing that, like we normally would for any, for flu, for cold, any virus. Lets ta about mask because this is a big topic, people are concerned that there are not enough masks for them out in the public, that they are running out of them in stores or online, and also, workers have enough masks. What is your works area . Was wearing a mask, having enough masks. So prior to treating this patient, i worked in triage and when i was in triage, we had many individuals coming up and tryi to grab our supplies and masks, trying to hoard them, so i had to educate them and let em know that utilizin mask, unless systematic, family members are having symptoms, it is not what we want do in terms of protecting ourselves. The triage nurse is, e staff, we are not wearing mas ourselves, though at this point, we are just emphasizing is, just really extensive handwashing, that how we will prevent this right of , this, and of cournot panicking, so in terms of caring for my patient yesterday, what i found inresting is that we did not have sufficient supplies in the room that i was utilizing. To be secure in making sure t that i wagoing to be exposed to this disease or transmitted to other individus. So we had to keep leaving the area to get additional supplies that were being sequestered in the Managers Office survey carefully being monitored at this point. How are hospitals preparing and how can hospitals prepare for a surge in new cases . So we do d up havia surge, we are a small hospital and we dont have the capacity to treat many individuals can n ally have two isolat rooms. So this will be treated a disaster and we are very trained in terms of disaster woresponse so we d set up tents outside, we can even have an icu set up outside of that was necessary. You have concerns about e people using emergency room as the first point of contact for people who thk they ma have the coronavirus . Yeah, i think one of the challenges with any type of outbreak or any disaster like this is that, people are afraid and theyre not sure where goto and i think one of the challenges with this is that it is hard to get information because inrmation is constantly changing. And i dont want todiscount the fear, that is very normal, when i first heard about conavirus i s nervous abou it, to. The way we conduct that is to information. So i think talking to your s, doctalling if you have symptoms or youre concerned about what you should do, enand he cdc website, the department of Public Health website, they all have the fo ation. I think one of the key things with the Emergency Department, if you neto come to the Emergency Department because you feel you are having an emergent the, we wantto be there for you. But if youre concerned or you want to be tested as we talked about fore, that may not happen. And so if you can stay at home, staying home to try to prevent spreading this to other people is good, we are all in this togetheedand we to Work Together to try to manage this. What would you tell people who are woidied or afabout contracting the disease . My daughter asked me that same question. So she is going next week and she said mom, should i be worried . And e is 22 years old, and i said first of all, you are not in the demographic of immunocompromised, the elderly. But the main thing is you dont need a sk, just masure you wash her hands and you will be fine. Thank you both for being with me todayo can sign up for text alerts for coronavirus updates by texting us. Es on y, former vp joe biden won major victories in 10 of the 14 states that cast ballots in president ial primaries. Vermont sen. Bernie sande prevailed in his home state as well as utah and colorado. He is also projected to and heavil41in california where 5 delegates are up fograbs. Also, former mayor Mike Elizabeth warren dropped out of the race. This is the firstime that on super tuesday, moving up ary from june. Voters also decided the fate of local and statewide ballot meosures. Including prion 13, the Largest School bond measure in state history and attacks on vacant storefronts inn francisco. Heres our a senior editor, scott shafer and politics and government corresponding, marissa. Thank you for being here. So hot off of super tuesday, lets tackle the local issues first, so lets talk about prop 13 which is on ack to fail. This is not the same prop 13 to 1978 got property taxes, the city bond measure that woul embrace 50 billion for californias tools including the colleges universities. We passed five mease since 1998, this was appointed by gov. Newsom unlike one in 2016 which jerry brown opposed. So it seems like it was all green ligh all the y, and yet, it is losing right now, there is still like 3 1 2 million or so ballots to count but it is behind 5545 roughly. It is a bit a mystery but if you look at the local school bond measures that the state, about 70 of those lost as well. So there might meve been on fatigue in general, maybe concerns about the economy but as you sa there was this question about where voters were confused by the title, because there has been a lot of lk about prop 13, a measure in november to reform the old prop 13 from 1978, e property tax measure so they might have been confusion and even talk ti ng 13 as a proposition number, just in case that was part of the confusion. But it ju seems that for whatever reason, maybe got overwhelmed by coronavirus and the president are primary, the message never broke throh. But in any case looks like it will fail. Especially since we were not in a recession at the point. So lets turn to the part med ure. This will need a two thirds majority to pass, it seems to have gotten that. This will allow e city totax Property Owners who have their stefronts vacant and itis a measure to fight blight as much is anything else. What will wesee in terms of impact on this proposition . Where will we see . That depends on how they are aggressive. The idea behind this, it had widespread support among both progressive and more moderate fa sort of ions at city hall. You do have of course retail suffering right now but in addition to that you have a lot of who have been allowing the storefronts to sit vacant, talking in neighborhoods near where we are, like north each, talking about commercial quarters of the city and theres a real concern for other merchants of what that does to their best this and the property values. So the idea isthat if a Property Owner essentiallyis given a warning and does not do something to fill that they can tax them and use that money to support small businesses. I think the hope is that you wont actually implement that tax, you wont actually be tting the storefronts filled and i think that there is some idea that maybe some of these Property Owners have been waiting for, you know, a chainstore, sothbody who can pay higher rent and they are saying just a local business and there for the meantime and help sort of juice or dont kick them out which i think is another issue,so this is sort of meant to bea little bit of a. Lets take a look down al southernornia now, los angeles county, where our former District Attorney was running for the das office there. So he was positioning e himself as criminal Justice Reform candidate and was running against incumbent jackie lacey. That positioning of, Justice Reform worked well for him up here. But not so great down there. It looks like jackie lacey is a 50. 2 of the votes, she could avoid a runoff, she could there were two progressive candidates running against her and she said, she was the first woman da down running for a third term, i as believe, and he was really encouraged by, Justice Reform sense that jackielacey was to traditional, tough on crime, she was still seeking the Death Penalty in a lot of cases and so he went to the challenger, left his job here in San Francisco, and it is hard to think, Geneva County theres a bit pe carpetbagging sometimes to it. If you at a both of the votes he got in the votes the pudeic nder who was running also a progressive, they are close to what jackie got. It could be a different situation. Offered you probably will. Her numbers have been declining since the election day. Is also that weird thing that happened with her husband, threatening to shoot black lives matter protesters who me were at his in his defense. As he posions himself, they were protesting him up here as well, and that was one of the women of the Decision Point but i think one of the things that encouraged him and his wife you decide to leave lets international politics. There are two men were standing in tdemocratic process. When it comes to delegate math where do we stand right now and what is comi up . So joe biden, has run 650 delegates as of now and sanders, Bernie Sanders has about 573. That doesnt sound a big difference but a lot of the c stating up do tend to favor joe biden, he did super well with voters of color in south caro na, i think michigan will be th prize and it just seems like at this point it is bidens. To lo is but one was the most recent candidate to drop out and shhad a t going for her, she was in front ready status for a wild, she had a good ground d game, she strong policy ideas, share decent funding but she did not make a good showing anywhere in ese early primary st how much of that would you attribute to her performance and how much to gender bias i realize i am thin ice answer this question and i will let marissa jump in. K i ththeres no question that she faced gender bias. As did some of the other women who are running. You know, there was Hillary Clinton lost in 2016, i think there was a lot of sense that it is really hard in thisme country for reason for women to really win National Elections even though hillary got 4 million morevotes than donald trump. Won the popular vote, boston electoral college. I feel in some ways Elizabeth Warrens best self never came through and i think some of that is because if you are a man running we have to portray yourself in a certain way to look tough enough and she had a stgreat personal y, she was betsy growing up in oklahoma city, her fath, you know, had health problems, almost lost the home, and i felt that when she was talking about that and talk about r brothers being in the military, veterans, i felt like that really resonated she connected with people, t k she that mightve been connected to her gender, two, she did not want to come off ask just a candidate who can only talk about their personal things. I also think if you look at, erd i think gewas a huge part of that, if you look at it president , he has been in politics for longer ive been alive. Bernie sanders has been a senator. They both had a National Base and that base did not seem willing to abandon them for warren and i thk that there were elements of caher aign that could really speak to some of the voters that both of those people see as their d bas e just did not break through. Lets take a look at what is coming up nextweek, there are five states voting including michigan which is the biggest prize. What are the stakes for nders and biden . There huge, i think this is a real opportunity for joe biden to put it away in a sense, i mean, Bernie Sanders 2016 one chigan, going away against hillary clton, if in some way joe biden can beat him in michigan, he will win in other states well, down south, he will do w missouri, washington state, north dakota, so i hesitate to reomace one conventional wi with another because last week it looks like bernie was going to run away with it but i do think that as she said, the matter at this point could favor biden and if he can continue to roll up some wins, especial in michigan, and on the flipside of that i t sanders really needs to win in michigan. Without Bernie Sanders was the nominee, so. Thank you both for being here today, i appreciate it. The latest Election Results of cal and statewide races,go to kqed. Org elections.
