But then mps slammed on the brakes and rejected the threedate timetable for deba tng the bill. Mps want more time to consider britains divorce from the eu. Noes to the left, 322. Laura mps kicked out the Prime Ministers timetable for speeding his brexit deal through parliament. Plenty of mps dont want to leave, but even those who do, the majority thought it was happening too fast mr. Fa corbyn tonight the house has refused to be bounced into debating a hugely significant piece of legislation in just two days with barely any notice and analysis of the Economic Impact of this bill. The Prime Minister is thee autr of his own misfortune. So i make this offer to him tonight. Work with us work with us, all of us, to agree a reasonable timetable, and i suspect this house will vote to debate, scrutinize, and i hope amend the detail of this bill. Prime min. Johnson i must expose my disappointment that the house has again voted for delay rather than a timetable that would have guaranteed that the u. Would be in a position to leave the eu on october 31st with a deal. We now faced furth uncertainty, and the eu must make up their minds over how to answer parliaments request for a delay. Laura the opposition parties also noted the Prime Ministers pace. This is yet another humiliating defeat for the Prime Minister this evening. How you sought to railroad through this house legislation that requires proper scrutiny. The house has made a wise decision to allow for the time for detailed examination of some of the most important legislation we will ever he to consider. There is no more opportunity to release the Economic Impact assessments, which we shld all have sight on before we make material decisions. Johnson how welcome it is, even joyful, that for the first time, this house has accepted its responsibilities together and come together and a brace the deal embraced a deal. We should not overlook the significance of this moment. I pay particular tribute to those members of the house who were skeptical and had difficulties who decided to place the National Interest ahead of any other consideration. Really what we want is a general election, because what is clear is that the conservative party, we are in government but with a 44 majority we are not in power. Donald tusk has written online tonight that he will recommend the delay the Prime Minister has had to ask for. Many mps who sit down there hope it wont be the case, but delay could mean a decision for all of us at the ballot box and election. Laura t. Laura Kuenssberg reporting. For more, im joined by former state Department Official amanda sloat, who is now at the brookings institution. This is a victory for the Prime Minister, finally Getting Parliament to vote for a brexit deal. Amanda it is in many ways. It is the first time that parliament has supported any brexit deal. Theresa may lost three times on her deal, so the fact that he has found something that can garner some sort of support is a bit of a win. That said, they did not vote on the final deal. All they did was vote on the continued discussion on this deal, so it is possible that they could try and amend it, and some of the people who voted for it today may end up not voting for it in the final passage. Laura britain is supposed to leave the eu in nine days time. Mps were given three days to debate this bill and they voted against that. Where are we . Amanda where we are right now, as the prime and said, is waiting for the eu to respond tn the extension request that he sent through very gritted teeth after parliaments special sitting on saturday. The eu did not want to respond immediately. We will now see how the eu response to the extension request. Laura the eu says they will grant an extension, but diplomatic sources say that the french only want a short extension and not be threemonth extension that was inherent in britains letter. Amanda that is not entirely a surprise coming from the french. If you remember in the spring, Angela Merkel had been suggesting a much longer extension to let domestic politics play out in the u. K. French president macron is keen to move forward with some of the reforms he wants in the europea union, and he managed to get eu leaders to the shorter extension, getting us to where we are at october 31. It is not a surprise that the french would want to keep as much more narrow. On the other hand, the eu will want to stay out of british mestic politics, so the easiest thing for them to do would be to grant the january 1 extension that was in the letter that Boris Johnson sent over the weekend. Laura is the risk for Boris Johnson that as mps get to look at this 110page divorce agreement from the eu, they find more and more holes in it . Amanda certainly, although people have been aware of what the general divorce settlement looked like. The government published this bill yesterday, so there was a lot of details about how to implement all the specifics of this things like workers rights that Boris Johnson had been promising to the labour party, details on how the protocol were work in northern ireland. Given the huge significance of all this, it is not a surprise that mps want to look at it. There have been rumblings about them wanting to add a Customs Union as part of the discussion with the eu about the future relationship, and there are some people who want to push for a second referendum. Certainly the longer this drags on, those that are oppos to brexit will continue to try to do things to ensure it doesnt happen. Laura just briefly, an election . Anda it is possible. The Prime Minister said earlier today that of the second voton the timetable failed, he would move to an election. He has backed off that a bit, but if we have a long extension from the eu, it is possibl laura amanda sloat, thanks for being with us. The temporary ceasefire in northeastern syria has just expired, and today it was the turkish and russian president s who met to agree to the next steps. The leaders decided that troops from both countries will take a joint control over territory formerly held by the kurds. The u. S. Withdrawal triggered a turkish offensive against kurdish forces, and turkey has demanded they pull back from the 20mile zone along the border. There has been widespread criticism of President Trumps decision, and a short time ago i spoke to admiral mike mullen, who served as the chairman of the joint chiefs of staff both under president george w. Bush and barack obama. Admiral mullen, thanks f being with us. Adm. Mullen good to be with you. Laura when you see president putin and president erdogan carving up formerly kurdish territory in Northern Syria after u. S. Troops withdraw, is president putin the big winner from the u. S. Move . Adm. Mullen i think unplugging us from syria has made winners out of really everybody we wouldnt want to win. It is putin, erdogan, rouhani in iran, nasrallah in lebanon, hezbollah, isis certainly they arencluded in that. That being said, throughout the syria crisis there was never any doubt in my mind that putin would get involved at some point. Syria was a state connection and a state friend for a long time, even during the soviet union time. So i expected russia to get involved. I was actually hoping it would be early and diplomatic and not military and later. It turned out to be the latter. Laura you has said that in the military you never leave a body on a battlefield. Did the u. S. Betray our british allies by withdrawing from syri adm. Mullen i think the best word for it is betrayal. I think it is important we remember that this is why secretary mattis resigned last december, because President Trump came out to say he was going to withdraw troops from syria, and fundamental to that, if you looback at what mattis said, it was exactly that, you dont leave your friends in that kind of situation. Ki when you leave them seemingly in the blink of an eye, it is really betrayal. Laura a number of your military colleagues have spoken out about what the president is doing in recent days, and admiral mcraven said the republic is under attack from within and without. Would you share that view . Adm. Mullen certainly there are huge challenges in this country and lots of concerns. As many, im concerned about the institutional breakdown the media, state department, our intel community, the fbi, the institutions that have held us up so well over the last 70 years. I was in nato a long time, so nato is a really Critical Alliance for me. The breakdown is occurring there as well. Im very concerned about that. Im concerned how it ends up. Ive tried ttalk to people about rebuilding institutions, because were going to need to do that when this is done, whenever that is. That is not going to be an easy task, because thase institutions are really critical, and part of that are the people that serve in them and who are extraordinary certainly in america extraordinary americans and patriots that want to do well by the country for what we stand for. We need to pay particular attention to how they are doing. Laura what impact will abandonment of the kurds have on our nato allies . Adm. Mullen to 2011 to 2012, just as the awakening was occurring in egypt in the middle east, syria was starting to come unglued. A friend of mine said that if you think the sectarian violence and complexity was toh in iraq, just stand by for syria. Syria has lived up to that statement fairly well. It is an extraordinarily complex place. It has a lot of different groups who joined in this case this coalition to literally defeat isis and take over about one third of the country. Pretty extraordinary accomplishment. And now we are undoing that. There is no one who doesnt believe that isis wont come back. We will have to face it again. I think the consequences of this are really, really significant laura we learned today that the u. S. Envoy to syria did not even know that the president decided to withdraw u. S. Troops. Is that a pretty chaotic way to make decisions . Adm. Mullen i think we have heard time and time again that essentially an awful lot of people wait for their orders on twitter. It is not like it is something that appears to be, certainly from what i read and hear in the media, it does not appear to be typically a conversation about these kinds of things. That is jim jefferies, who i know exceptionally well, he is an extraordinary american. I guess im not surprised. It is not mine to do. The president is the president and gets to do things the way he wants to do them, with respect to communicating with his people. So it has happened before. I know it happened with secretary mattis on a number of sues, etc. Seemingly we wake up in the morning to look at what was tweeted overnight and find out the action plan of the day. Laura in other news, bolivias election observer will convene a special meeting on wednesday following a disputed president ial vote that sparked angry protests around the country. Violent protests have erupted in at least nine cities amid ongoing confusion about the result. Meanwhile, opposition leaders in chile have refused to meet with the president following rights riots that have left 15 people dead, saying that his government failed to safeguard the human rights of protesters. Bill taylor was ameras top diplomat in ukraine, and his Text Messages said that withdrawing military aid for help with a Political Campaign was crazy. His appearance came as President Trump compared the impeachment inquiry to a lynching, a comment which led to sharp criticism. A brief time ago i spoke with the bbcs anthony zurcher. When you look at bill taylors written testimony, he says thatt when he got to ukraine he found a weird combination of confusing and alarming circumstances. What did he find . Anthony he talked about what was essentially a twotrack kind of proceeding in ukrainian policy. Kr the official track he was involved with, but also this unofficial, irregular channel that involved Donald Trumps personal lawyer rudy giuliani, Energy Secretary rick perry, gordon sondland, the u. S. Ambassador to the eu, and others. He says he found it very disturbing and he also found it diurbing that he heard from the office of management and budget that donald trump directly ordered the military aid to be withheld, and that in conversations he had with gordon sondland, sondland sai everything was contingent on ukraine investigating the 2016 election and conspiracy theories around that, and also burisma, the energy coveney that have the Energy Company that had ties to joe biden. Laura he seems to have confirmed the idea that everything that ukraines military aid was contingt on the investigation of the bidens and the democrats. Whatmpact do you think this will have . Anthony bill taylor is a career foreign service, career diplomat, so he will not be easy to undermine his authority. He does not have a dog in this fight. He was brought in by secretary pompeo to take over as the ukrainian amssador after the previous ambassador yovanovitch was taken out. He is going to have a certain kind of authority in making these allegations. And he corroborates what we have heard already from other people including sondland, kurt volker, the special representative to the ukraine. It will be interesting to see if some day he publicly testifies, because this is written testimony right now. Laura the president says the impeachment inquiry is a lynching. What kind of reaction is that historical comparison getting . Anthony donald trump has called the impeachment investigation a sham, a hoax, witchhunt. Lynching, it is the first time he has used this word as president. It is a very loaded term because lynch mobs, white groups after the civil war persecuting black americans to use that is showing a certain racial insensitivity that people say he has had in the past as well. Ok, this is not how things are normally done. Generally we all wait our turn, but were off to a raring start lyse Party Leaders already talking over each other. Minority governments happen often here, but they mostly dont last longer than two years. A clear warning from his conservative rival. Canadians have passed judgment on Justin Trudeau, on his four years of failures and scandals and mismanagement. Just as we gained across the country, trudeau and the liberals lost. He lost seats in every region, and canadians have put his government on notice. Look at the map, you will see there is an awful lot of colors from one coast lyse canadas map spells it out in full color liberals suppt scattered from coasttocoast. In the west, the deep blue conservative sweep across the oilrichrovinces. Canada is famously difficult to govern and that is because of regions. What is good for one region may not be good for another, and th might be because of climate policy, housing. But it is difficult, and it will be even more difficult in a minority government. The democra have been given a critical role. Lyse on the left, these new democrats lost seats, but say they will work with trudeau on issues that matter to them. Whatever the differences here, the Political Center in canada still holds. A farright populist party surfaced in these elecons but was soundly defeated.
