Reporting from washington, i am laura trevelyan. The Dow Jones Industrial crosses 26,000 for the first time. So what is driving the markets, and is this a boom or a bubble . A horrific discovery in california, where parents are charged with torturing their children. 13 some were found shackled to beds. And gymnast simone biles becomes the latest to accuse the former team doctor of sexual abuse. Now he faces sentencing, with many of her teammates speaking out. Little girls dont stay little forever. They grow into strong women that return to destroy your world. Laura welcome to our viewers on Public Television in america and around the globe. The u. S. Stock market has hit another milestone, with the Dow Jones Industrial breaking the 26,000 mark for the first time. It spent a brief time over the threshold, but it is still part of an incredible climb that has seen the dow go up more than 7000 points since Donald Trumps election. That is a point not lost on the president , who had this to say. President trump the stock market is way up again today, and we are setting a record literally all the time, and im telling you, we have a long way to go. Had the other side gotten in, the market would have gone down 50 from where it was. 50 from where it was. Remember that. Laura to help break this down, i spoke a brief time ago to diane swonk. What do you think is driving this phenomenal rise in the stock market . Diane there is certainly euphoria out there, almost reminiscent of 1999, which makes us wonder about how sustainable it is, but it is a combination of factors, everything from deregulation, stronger economy, low Interest Rates by the fed, and the promise of a tax cut coming true. The tax cut is showing up in dividends already, and we are seeing sectors affected by that, the biggest rally in recent weeks, and that is important as well. It is a oneoff. We want it to be sustained. The problem is, because they are debtfinanced tax cuts, they will be juicing growth in 2018 at the expense of growth down the road again, not unlike 1999, 2000. Remember the y2k glitch we had then. We had invested whole forward, which set the stage or the dotcom bubble in 2000. Laura does the rising stock market mean better wages for regular americans . Diane it hasnt so far. We have had a rising stock market for many years. I think we will cross 4 and go down with a 3 handle and get down to the 1969 low at the Unemployment Rate this year, which is going to start to push wages up. That is not the same Unemployment Rate as it once was. Not many people are actually participating in the labor market as there once were. And the goal of the yellen fed, which is now handing over to the powell fed, has been to elongate the expansion as long as possible. It is one of their few tools. Expansions are like fine wine. They get better with time, and more people get pulled out of the woodwork once wages start to rise. But so far we are holding our breath. I think that will happen this year, but it is something were still forecasting, not a reality yet. Laura what goes up must come down. So we are told. Do you foresee storm clouds on the horizon . There are a lot of storm clouds. The problem is that the markets cannot price in these events end to nafta or partial repeal of nafta. That would be corrosive to growth. It wont be cataclysmic overnight, but it will disrupt supply chains and producers. That is very probable this year. Threats of tariffs on chinese goods, which would immediately boost inflation but erode purchasing power for the lowest income households, because that is where they buy the most chinese products. There are uncertainties about policy that could have the effect of bursting this bubble. Also, the fed will be in combat with fiscal policy as the more we see government spending, which looks like i think we will have a Government Shutdown, but beyond that, the willingness to open up pursestrings and spend regardless of deficit, that will have problems for the fed down the road, because it is inflationary and it could mean more Interest Rate hikes. Interest rates are gravity to the stock market. Lets face it, if we have an asset bubble and adverse and it burst, there is much less in our ability to offset that it monetary and fiscal policy today than there was in 2000, and the recovery out of 2000 was tepid at best. Laura diane swonk, thank you so much for joining us. Diane thank you. Laura today steve bannon was on capitol hill behind closed doors meeting with the house intelligence committee. It is the first of three appearances by highprofile witnesses this week, including former trump advisor Corey Lewandowski and Current Communications director hope hicks. U. S. Media are reporting that mr. Bannon has been ordered to testify before a grand jury as part of Robert Muellers investigation into russian interference. For more come i spoke with our north america reporter anthony zurcher. Steve bannon was subpoenaed by robert mueller, but not the only subpoena he got. Anthony no, it wasnt. He got a subpoena from the congressional hearing from the congressional hearing, the committee, the house judiciary committee, or the intelligence committee, rather, said he needed to answer questions about his time in the white house. Originally he refused to talk about that. They issued a subpoena on the spot saying he had to talk about the transition process and his time as a senior white house adviser. Laura also, hope hicks is due to give evidence on capitol hill. Currently the communications director. She could be key. Anthony she could be, and she has already talked to robert mueller, not under subpoena, but in a sitdown interview with his team, the way that a lot of inner circle members of the white house have met with mueller, like sean spicer and reince preibus. She has been there from the very earliest days of Donald Trumps president ial campaign. She was one of the advanced people, Communications Person from the getgo. Moved to the white house and had a lower Level Communications spot, has been elevated to communications director. She has had a frontrow seat for pretty much the entire rise of donald trump as a politician. Laura big week there, but on a completely different topic, the president s doctor appeared in the White House Briefing room and he said the president has an excellent bill of health, but he did say that the president has taken a cognitive test. What was the result . Anthony it was interesting, because he said donald trump himself asked to be given a cognitive test and originally he was not going to give it because he didnt think it was necessary. He scored 30 out of 30. No reason to believe he had diminished mental capacity, which was the topic of conversation the last week with the fire and fury book that time and time again said he did not have the capacity to be commanderinchief. Laura it was interesting, because the doctor was at pains to say that his patient is in really good health for his age, but he could do with losing a little bit of weight. You know, i think the president he and i talked, and he would like to a reasonable goal over the next year or so is to lose 10 to 15 pounds. We talk about diet and exercise a lot. He is more enthusiastic about the diet part than the exercise part, but we will do both. Laura the president not keen to do more exercise, but that means a little less ice cream and a few fewer starbursts. Anthony 63, 239 pounds, that puts him one pound under the classification of obese. He says donald trump does not like doing exercise, although golf does constitute some exercise. He said his vision was very good, his Blood Pressure was good. He is taking propecia for hair loss, a high Blood Pressure medication. They did not give him a hearing test, which is interesting given that there have been questions about Donald Trumps hearing. He does not seem to pick up on auditory cues in hearings. Laura nonetheless a clean bill of health. Anthony zurcher, thank you for joining us. A horrific discovery has been made in california, where the couple has been charged with portray the 13 children. The brothers and sisters, who ranged in age from two to 29, were severely malnourished. Our correspondent james cook reports from the scene in california. James in public, they looked like a big, happy family, devoutly christian. Renewing their wedding vows in las vegas, david and Louise Turpin played the part of proud parents. But in private, it is believed in private, say police, the turpins had a dark secret. Before dawn on sunday, a 17yearold girl escaped from this house through a window. She had taken a deactivated mobile phone and managed to use it to call the police. Inside, officers found her 12 brothers and sisters dirty and malnourished. Three were shackled to their beds with chains and padlocks. The home dark and foulsmelling. I wish i could come to you with information that would explain why this happened. But we do need to knowledge the need to acknowledge the courage of the young girl who escaped from the residence to bring attention so they could get the help they so needed. James neighbors say the turpins were originally from west virginia. The father was an engineer on good salary, but had twice the declared bankruptcy. Neighbors admit there were signs that something was amiss. I never saw a scooter, i never saw a bike. I saw the infant maybe three times. Maybe. Never saw the infant again. James how did they look when you saw them . They were always pale. Like abnormally pale. James the children do look pale in pictures posted on facebook. Here they are visiting disneyland. Police say the siblings were so small that they were shocked to discover that seven were adults the eldest 29. They are now being treated in hospital. They have gone through a very traumatic ordeal. I can tell you that they are very friendly. They are very cooperative. And i believe that they are hopeful that life will get better for them after this event. James this quiet californian suburb is now under intense scrutiny. Authorities say they had no prior contact with the family, but neighbors are searching their souls, wondering if they could have saved the siblings sooner. As for david and Louise Turpin, they are now under arrest, charged with torture and child endangerment. Laura james cook reporting on the shocking story from california. In other news from around the world, the venezuelan government says Renegade Police officer oscar perez was killed trying to avoid capture on monday. He had been on the run inspiring and government buildings from the stolen helicopter last year, and became the countrys most wanted man. During the standoff with police, he posted a video on social media with blood on his face, saying they were shooting at him with grenades. Serbia has condemned the killing of a prominent kosovo serb politician, describing it as an act of terrorism and an attack on all serbs. He was shot dead outside his office in a part of kosovo where the population is largely ethnic serb. Olympic gymnast simone biles has become the latest to come forward and say she was sexually abused by the teams dr. , larry nassar. Statement, the star of last years rio games said she would not let nassar steal her love and joy. He was sentenced for possessing images of child sexual abuse and appeared in court today to be sentenced for sexually assaulting several other gymnasts, including some of biles teammates. From michigan, Rajini Vaidyanathan reports. Rajini her smile lit up the olympics, but through it all, simone biles hit a dark secret. Simone biles has come forward to say she was also abused by larry nassar. Rajini simone biles is the most high profile of Larry Nassars victims. He is alleged to have abused more than 100 young girls. Is notays she has afraid to speak up now. I will not let one man and the others who enabled him to steal my love and joy. In court today, larry nassar came facetoface with some of the young women he abused the start of a sentencing hearing. As they took their turn, they bravely told the court what he had done to them. Good morning. Rajini Kyle Stephens was first abused by nassar when she was 16 years old. Perhaps you have figured it out by now, that little girls dont stay little forever. They grow into strong women who return to destroy your world. I was 12 years old when i told my parents, when larry rubbed my feet with his penis. No one should ever do that, and if they do, you should tell someone. Well, larry, im here. Not to tell someone, but to tell everyone. Rajini Olivia Callan suffered for years from nassars abuse. Now she is finally rebuilding her life as a mother. I will educate my children about monsters like you and pray to god they will never experience pain like this. There will be a day when i look into my soul and i will still see the scars of this nightmare. And i will note longer feel no longer feel the deepness of their pain. Laura rajini for rajini for the young women who share their stories in court, this is about accountability. How did larry nassar work as the team doctor for usa gymnastics for nearly two decades and continue his abuse . What did top officials know . One of those who wants answers from the u. S. Gymnastics team is simone biles teammate, aly raisman. What did usa gymnastics and larry nassar due to manipulate these goals so much that they are afraid to speak out . Rajini when they performed before millions throughout the world, these young women were hiding the pain and trauma of abuse. After a day if emotional testimony, the world of gymnastics is confronting its own me too moment. Rajini vaidyanathan, bbc news, michigan. Laura short time ago, i spoke to the sports columnist for usa today. P cap usa she joined me from chicago. Why you think dr. Larry nassar was able to get away with abusing the gymnasts in his care for so long before anyone spoke out . That is the question that a lot of people are asking, and that we all have to ask, because some of the women who reported him, almost 20 years before he was actually arrested, charged, and fired by usa gymnastics , michigan people and Michigan State knew about it. It is a failure on so many levels, and i really think we need to take a long, hard look to find out how this did happen and why, because it is inexcusable. Laura simone biles says she asked herself repeatedly, was i too naive, was it my fault. How much pressure is there on top gymnasts to succeed at all costs and not question authority . It is more not just top gymnasts, but they are kids, and when you are told that he is , the bestnt doctor for you, and you are 13, 14, 15 years old, who are you to question that . People like nassar hide in plain sight because they have people saying, oh, he is the best, dont question it, dont speak out. A lot of these girls didnt realize they were abused until people said no no no, this is not normal, what he is doing to you is not right. Laura was there also a culture within u. S. Gymnastics of other adults who, wittingly or not, enabled dr. Nassar . I think so, yes, because here is somebody who is the pinnacle of his profession. He had treated olympians, gold medalists, world champions. And he doesnt look like a monster. But that is the problem with this, that we expect predators, pedophiles to have a certain look to them for be a certain way, and they are usually not. They are ordinary looking people who hide in plain sight, and that is one of the lessons that we have to realize here, that if kids are telling you something, or you are thinking or hearing something that is off, look into it, because in this case, it definitely was. Laura do you think there is a problem within the wider support of u. S. Gymnastics, not just at the top with sexual abuse . Honestly, i think it goes beyond gymnastics. If you look at in the united states, we have had problems with usa swimming, usa tae kwon do, judo. We have had it in the cub scouts. You hear stories about piano teachers. Predators look for opportunities to prey on children, and organizations, sports, especially sports, where you spend a lot of time with your coaches, you put in so much time and so much effort, it is a breeding ground for abuse if people are not careful, if people are not paying attention and looking for the warning signs. Laura thank you very much for joining us. Thanks for having me. Laura you are watching bbc world news america. Still to come on tonights program, here is something you dont see every day on the morning commute. A wallaby takes a hop on the highway. Self driving cars are a big focus for every major automaker around the world. Their development will transform the industry and the way it is regulated by government. Our reporter has been in motor city at the Detroit Auto Show checking out the vehicles that could soon be hitting the roads near you. Reporter this is a selfdriving vehicle tested by ford to deliver pizza. It looks pretty much like a normal car, but there are sensors. I will take you around the car to show you what the car is actually seeing. Look at this here. The little red dot behind the car, that is what the car is seeing, so it can make decisions stop, fern, whether to whether to accelerate. For is not the ford is not the only carmaker doing stuff like this. They are investing money into research edelman. The government plays a key role. Transport secretary of the u. S. Government, elaine chao, saying they dont want to have a commandandcontrol approach. It is incumbent on these hightech manufacturers and companies to share their confidence in this new technology, because unless they do so, the consumers will not accept it and this will not be a success. Reporter but the future of our car with a note has a jerk control could be no passenger control could be a reality soon. This has a screen in front of me. No steering wheels or petals. These shuttle buses are already being used on the streets of detroit, and will soon be used in other states as well. In technology are coming at us faster than we had imagined. The question facing governments and all of us, are we ready to concede control to machines . Laura google, facebook, apple, all tech giants who want us to believe their destruction of the old order is creating an interconnected utopia. What are the dangers of living in a networked age, where does that leave National Governments and International Organizations . That is the subject of a book by the bestselling historian niall ferguson. He has been talking about it with the bbcs katty kay. Katty you talk about networked ages. The first was 1500 with the invention of the printing press, and then we jump forward 500 to years to the Second Network age, as you describe it. What do you mean by that . Niall throughout most of history, hierarchical structures like states have been dominant, and social networks have been relatively weak. The reason i called the book the square and the tower is that mostly the tower of power dominates the square where people meet and converse informally. But there have been these two areas where technology empowered social networks relative to authority. One, as you mentioned, the age of the printing press, which enabled things like the reformation and the enlightenment to happen, and our own age, where technology and emanating largely from silicon valley, has made it possible for giant social networks, facebook for example, to exert in arms us our miss enormo disruptive power relative to governments. Katty you talk about the constant tugofwar in history between hierarchies and networks, or lets call them the masses. In the age of facebook and twitter, how does that actually work . How are the masses taking power away from the hierarchies . Niall well, it is not so much the masses, because that seems like language from another era, the era of class conflict, when the organized workingclass were going to sweep to power. What is characteristic about these giant social networks is the way in which they tend to be polarized. Liberals retweeting liberals and conservatives retweeting conservatives. To speak of the masses is not perhaps quite right. What is striking is the advent of giant social networks has changed the political game in all democracies. We saw that in 2016 not only in the united states, but in the u. K. During the brexit referendum. Katty if the networks can be im not quite sure what the right phraseology would be coopted, or corrupted perhaps is a better word, by individual power groups, are we better off if traditional hierarchies exert influence over those networks . Niall well, that would be a bit too facile. We cannot turn back the clock and make facebook and twitter and google go away katty right, but congress is trying to regulate them. Would that be a form of not making them go away, but controlling them in some way . Niall i think there has to be some greater regulation than there currently is. It is a very anomalous state of affairs for example, facebook is now the biggest publisher of content in history. And yet under u. S. Regulation, it is not treated as a content publisher. It has no liability for anything that appears in the platform, or almost none. In that sense it is in a position of great advantage compared to traditional content publishers. Katty niall ferguson, thank you for joining me. Niall my pleasure. Laura ok, and before we go, here is a sight you dont see every day. A wallaby surprised drivers when it decided to hop across a bridge in sydney. Police monitored the journey closely, and as one motorist put it, never seen anything like it. That is australia for you.
