Citizen born in kuwait, who one described as popular and funny. Officials say he spent much of last year in the middle east and it appears he acted alone. The threat is real and it comes from the internet. This is a new generation of terrorists. This is not been london bin laden and careers anymore. This is what the new threat of terrorism looks like. Reporter what happened here is precisely what Officials Say they were most worried about, an attacker who in spite of all the surveillance didnt race his visions and stayed under the radar until suddenly appearing didnt raise suspicions and stayed under the radar until suddenly appearing and taking lives. There are no easy solutions when it comes to trying to stop this happening again. Jane a short time ago i spoke to juan zarate about the investigation could he was a counterterrorism advisor to president george w. Bush and is now with the center for strategic and international studies. Given what we know, details are emerging, could anyone have seen this coming . Juan based on what we know, not really. That is the danger and the fear that counterterrorism officials have had for some time, then you can have an individual who is not on the radar screen, is in tripping traditional wires isnt connected to a known Foreign Terrorist Organization or network, and decides to be radicalized and mobilized and kill fellow citizens. That really has become the new potential threat and certainly a concern for counterterrorism officials not just in the united states, but around the world. Jane can we expect to see more of this type of attack . Juan unfortunately yes. In some ways this is part of a strategic design by the remnants of al qaeda and Islamic State. They have been trying to not only mobilize and incentivize individual to attack, but they have been trying to send a message that individuals can attack in their home countries and can do so in strategic ways that are important, talking military sites, Charlie Hebdo in paris. These have strategic importance to the movement and you dont have to travel to syria and iraq to execute it. Jane is Islamic State that organized in the u. S. . When someone he says this person may have been inspired by Islamic State, what does that mean . Juan this is the danger they dont necessarily have to be so organized. The challenge of the Islamic State and al qaeda knows that the environment is so pervasive in terms of the narrative and the radicalization that is occurring that al qaeda and the Islamic State are taking advantage of these pockets and opportunities of radicalization. Yes, the Islamic State is incredibly well organized in terms of messaging, broadly indirectly using social media but they dont necessarily have to have a recruiter on the ground to get somebody to wake up one day and say i am going to go to a military recruitment site and shoot my fellow citizens. Jane in terms of counterterrorism, where should the focus be right now . Juan you have to do three things well. One is to continue the Counter Intelligence work. Most of the time you have some connection to a problem. We will see in this case the travel to jordan and kuwait may have had some connection to known radicals or networks. We will have to see. The intelligence work has to continue. You have to obviously embed with local communities, understand better what is happening in these pockets of communities and families where there may be trouble individuals who are subscribing to the ideology. Finally, you have to counter the ideology. This is an Ideological Movement not a movement of the disadvantaged necessarily. This is a wellintegrated middleclass family in the united states. We have to grapple with the fact that this ideology, this narrative, has a lower and purchase not just in the middle east, but in the heart of america. Jane real leap into the unknown. We have mario draghi of the European Central bank and more liquidity going to greece, and finance ministers with a bridge loan to greece. The drive the announcement was significant for two reasons. One is practical. It will help ordinary greeks. We have seen greek banks be closed for almost three weeks. Based on these decisions, the greek government is expected to reopen banks on monday so there will still be capital controls. Secondly, it was important because mario draghi making the announcement said he was making the decision based on an assumption that greece is now staying in the eurozone. That was a larger bit of reassurance certainly for the greek public as well. Jane but the wildcard is whether or not the greeks can deliver on the austerity and the reform that the rest of europe says they have to do in order to get this other bailout. Given the past several years, do you think that is likely . You are absolutely right to remind us that this is a process that has gone on for five years now. The first bailout package was in 2010, the second in 2012, totaling 250 billion. The third package looks like it will be 94 billion. A lot of assistance has already gone to greece, and there is real pressure on the tsipras government now to put in place and implement the structural reforms. No one thinks it is the end of the story, but what we see is that there is solidarity among these countries to try to help greece onto a path that will jane baby steps, perhaps.
