Welcome to our viewers on Public Television in america and around the globe will stop tonight there are two big stories, both revolving around deals, one made and one waiting to be struck. We will get to development on the iran talks in a minute, but we start with greece, which has come to an agreement with its International Creditors to tackle the countrys debt crisis. We start coverage in brussels. Reporter it was a long, long night, billed as the last chance for a deal on greece. Eu hacks are used to latenight deals, not one stretching through till breakfast time. Talks nearly collapsed altogether. Eurozone leaders were on a knife edge. Dont be fooled by this smile the greek Prime Minister has very few friends here. Trust in his government is at an alltime low following months of backtracking and insults. After 15 hours of arguments, he and the hardline german chancellor reached an impasse. The two leaders threatened to walk out. Pulled back from the brink, a weary looking chancellor merkel said shes on board with the greek deal. Chancellor merkel the situation is tense. Its in everyones interest to make the next steps work. If the Greek Parliament does its bed, trust can be regained. Reporter but the conditions are harsh the premised are promised an end to creditor invoked humiliation and noted he would struggle to sell this deal at home. Prime minister tsipras we have avoided collapse of the financial system. We far we fought as hard as we could. Reporter so what next . To rebuild trust degree government is expected to pass Pension Reforms this week. Eurozone finance ministers are working on an interim agreement to keep greek banks afloat. Worth an estimated 80 billion euros company a allowed will be spread over three years starting late summer, if all those involved can agree. There are a lot of ifs involved. This was no glorious victory for greece or its eurozone partners. They arrived blearyeyed with their message, but dont forget todays deal is about sitting down at a later date to hammer out the details. After months of speculation, talk of greece falling out of the single currency has gone for now. Laura a mixed reaction to the deal reached many are angry with the agreement after they voted against the bailout deal in a referendum. As our chief correspondent explains, the proposal seems to be a lifeline. Reporter and athens neighborhood that supported Alexis Tsipras and his stand against austerity. They waited for a deal that kept greece in the euro, but here there was more bewilderment and celebration. The country cannot bear these measures. Its going to become even more difficult. Reporter they had supported the radical left party, believing it would say no to further cuts. I believed in it. I voted for them. I think they betrayed its friends and ideas. They did a 180 degree turn. Reporter elsewhere in the capital, the mood is different. Greece has secured its future in europe. Im happy because this will bring stability to the country. We want to be in the euro and now, we are 100 sure we are with the europeans. Reporter but the deal is controversial. The government has to identify 50 billion euros of valuable publicly owned assets and transfer them to a special fund to be privatized. It will be managed by greece but supervised by outsiders. Peoples lives here will change. Early retirement will and. Sunday trading will be allowed in trade unions weakened. Even some cabinet ministers are struggling to accept this. Thats the agreement and [indiscernible] reporter did greece surrender . We survived. Reporter the minister said austerity had one. The Prime Minister has arrived back in athens and his next challenge is to get parliament to agree to the new measures by wednesday and unlock negotiations toward a third bailout. Almost certainly the raft of new measures, tax increases and Pension Reforms will be approved by the parliament. But the Prime Minister will have to rely on the support of other parties, raising questions as to whether in the longterm, these measures would be fully implemented. At least we will have the potential for confidence to return, but this will take time. Of course, a lot will depend on the Banking Sector and how quickly banks will reopen. Reporter even though there is widespread relief greece is staying in the euro, many here say too much sovereignty has been surrendered. Laura for more on the deal being struck, i spoke with the director of the Hutchins Center at the brookings institution. Many greeks feel they haveis this deal going to solve their problem . Guest i think thats an open question. The greeks were forced into this. Clearly, they decided they would rather have austerity and make these Structural Reforms than succumb to the german attempts to kick them out of the euro. A lot depends on whether these reforms actually managed to create a situation where greece can grow. Greece will never prosper unless it can change its economy, and some of these structural things are solutions to problems that have plagued greece for decades will stop i dont really know if this is going to work. I sure hope so. The greek people have suffered a depression already and its hard to accept they might have to take more belttightening, but that appears to be the price of staying in the euro. Laura there is no relief on greece cost that on this deal. Without that, what would stop there from being a fourth bailout down the line . Guest greece is not spending much on debt repayments. They spend less on interest than most other countries do. In the long run, greece cannot pay back the money it has borrowed. European creditors have to recognize that and there is a whisper that if greece does its part that some future deal will spread out the debt payment so they effectively relieve the debt without doing that thing the germans find them possibly politically, which is to write down the debt. Laura from the american perspective, is it better to have greece and the eurozone or does it not matter . Guest i think it matters. Greece is a very small economy. Less than 2 of the eurozone. The u. S. Did not have a lot riding on greece but the u. S. Does have a lot riding on the stability of the eurozone and the risk of greece being tossed out would have set forth a tidal wave of financial disturbances and thats when the u. S. And the Obama Administration did not want to take. Avoiding a crisis in europe is good for the u. S. Something to get the economy growing faster would be utter for the u. S. , but i dont see that in this deal. Laura thank you for joining us. From one deal tentatively on the books to another still in the works after 17 long days of negotiation, all eyes are on vienna where it ran and world powers have been meeting to strike a deal where it ron and world powers have been meeting to strike a deal over its nuclear program. For more on the negotiations, i spoke with the former Senior Adviser at the state apartment who is the dean at the Johns Hopkins school for advanced international studies. Do you think it is now a question of when there is a deal rather than if there is a deal . Guest i think so. The two sides have gone too far in the negotiation process and have resolved too many obstacles and big issues and they have spent a lot of medical capital. I think they are too far in to just walk away. Even if there is a glitch and they cannot resolve this in the short run, they are going to go back to this and pick up where they left off. Laura the final question seems to be the lifting of the arms embargo. I remember eating at the u. N. In 2006 for stop how did they get around that . Guest its part of the discussion about lifting sanctions. If the iranians feel given how the saudis are using their weapons and how the middle east is going, they probably want to have more wiggle room on purchase of weapons. The chinese and especially the russians would like to sell a lot of arms to iran and this is it. They have to get as much as they can now because once the deal is signed, theres no more room for renegotiation. They are putting the most difficult issues on the table now. Laura earlier today, the iranian president tweeted that there is a deal and then deleted it will stop how important is it to get a deal . Guest this president has always been quick on twitter to define a narrative. Even with the phone call with president obama he is keen to quickly tell the iranian people this is a good deal and this is a victory. Its a victory for him and for the foreign minister and to define the daraa to before others do it before him. Laura in america, any deal would be a tough sell. Republicans in congress are already saying they dont like what they see. Guest the technicalities of the deal are easy to resolve all stop what keeps the deal from being done is politics at home. What holds the hands at the negotiation table is they are worried about how a particular item would be construed back home. It is a tough sell in iran, not necessarily with the public, but with parliament and the establishment. Both sides are trying to go home with a deal they can sell. Laura any deal will be pored over by both sides. Well be watertight or will it be vague . Laura it will be watertight. Theres no reason to go through this negotiation for the deal to fall apart in six months or a year. This has to be a deal that even the naysayers would have a difficult time in doing. Laura how about four iran . The whole question of sanctions lifted. How key is it being lifted quickly . Guest i think its important to the iranian president and Foreign Ministers and those iranians who want to give momentum to political change in iran. Its important this change comes quickly and its seen as a victory, that engaging with america pays dividends quickly. Otherwise the naysayer will say its futile to negotiate and youre not going to get anything out of the united eights by negotiating and we have given way too much and havent got enough in return. It comes 30 years after the Live Aid Charity Concert drew attention to the nation. We have a look at the countrys economic rebound. Reporter we are in northern ethiopia, an area at the heart of the 1984 famine. Hundreds of thousands of people died here, and yet today, this whole region has been transformed. That is due, particularly in the last decade, to a sophisticated aid campaign led by the Ethiopian Government and foreign donors.
