You know, when you go out to eat, tipping can be a very touchy subject, and weve seen some San Francisco restaurants do away with tipping entirely, replacing them with service charges, automatically tacked on to your bill. And then theres still a lot of debate over whether or not thats even fair. Well, those extra charges that are as high as 20 of your bill are about to be illegal. Yes, i said illegal. But our lauren toms reports some Industry Experts say this might not translate to cheaper dining bills and, in fact, could be bad for both customers and restaurants. Reporter diners in San Francisco often think twice when they see a common line at the bottom of their menu warning of a mandatory service charge. And under a new law, that may be going away. But food experts like this one who writes table hopper says this isnt great news for customers or the restaurants. Just when you thought your pork chop was already really expensive, guess what, we are going to be seeing even higher prices. Because theres nowhere else, you know, restaurants can put these fees and cover wages, especially higher hourly wages now that theyve had to offer in order to retain employees. Reporter a law taking effect in july would ban junk fees commonly seen in ticket sale, but on tuesday, the state attorney general reportedly confirmed that also applies to restaurant fees. Its used to create an equitable model for employees. So typically servers at restaurants make much more money than folks working back of house and your dishwasher. So what it does is it creates a way for those funds to be distributed equitably. Reporter tom has been leading food tours in San Francisco for decades. Hes seen the restaurant price roller coaster and says the change may not be all bad news, shifting attention back to mom and pop restaurants. The restaurants you go into you feel like youre part of that restaurant, at that point, its kind of secondary. So i think as long as restaurants maintain that, knowing their customers, and really being that neighborhood restaurant, i think theyre going to do okay. Reporter some fear the change could make restaurants less equitable for staff. Golden gate Restaurant Association director Laurie Thomas says restaurants will be in a bind for how to keep up their wages while also keeping customers coming. So now do you take their rate down and go to an Old Fashioned tip model and say youve got to tip out the whole house, but that drops everybodys salaries, because youre going back to another model. Or do you raise your prices 20 , 25 . Reporter for her, she says while customers may feel some relief by not seeing the added charges, theyll still feel it in their wallet. If you were to look into your magic ball, how would you see restaurants in this city adapting to this new structure . I see prices raising, you know, easily 5 , 15 . Its going to be tricky. But not all is lost. It could end up things could change. According to the bill, Food Delivery Services like doordash and grubhub are exempt from the law. Across the country, dozens of protesters were arrested at Columbia University in new york city after riot Police Brought in a s. W. A. T. Vehicle to then just retake an occupy building. The nypd pulled out a ladder from that Armored Vehicle right there and at least 50 officers carrying zip ties and riot shields actually climbed through the second story window one by one. Protesters had seized and barricaded that Columbia Administration building the day before. The campus protests were seeing nationwide started at columbia in response to the israeli gaza conflict. Theyve been calling for universities to divest from companies that do business with israel. And then just a few blocks away demonstrators lit off flares in a standoff with police just outside the main gate of city college of new york. Tonight riot police cleared their encampment that first formed last week. And at the university of south florida, Police Used Tear Gas on propalestinian protesters while breaking up their encampment. Protesters started setting up this morning and riot police warned if they didnt leave, they would use tear gas and rubber bullets. Back here in the bay area, police on the peninsula, they released this video, its of officers actually chasing down a retail theft suspect. Thieves were snatching goods from a San Mateo Target store. So san mateo, daly city, and san bruno officer, they teamed up to crack down on retail theft during a sevenmonth ration. They arrested 88 people and recovered over 700 stolen items. So its no secret that californias Legal Cannabis market has been floundering. Legal sales are shrinking while the black market is thriving. But this could be a game changer. The dea is expected to make the most significant change in u. S. Drug policy in more than 50 years. The agency is expected to reclassify marijuana as a lower risk substance. Right now cannabis is classified as a schedule one drug, in the same category as heroin and fentanyl. But the federal proposal would change cannabis to a schedule three substance, like ketamine and steroids. So drugs in this category e considered less dangerous and less addictive. It also means the consequences for using them are less severe. Well tonight we did talk to a former federal prosecutor who now represents the cannabis industry. He told us it could allow dispensaries to deduct business expenses on their federal tax returns, easing their tax burden. If its reclassified to a schedule three, we will be treated like every other business, as we should have been all along. This is, i hope, just the beginning. I hope that the state sees that by reducing its taxes thatll allow the industry to become more competitive with the illicit market and hopefully put it out of business. So the dea still needs to jump through some hoops to reclassify marijuana and that process could take months. It is official, Alameda County voters will decide whether to recall d. A. Pamela price. The recall vote got the green light from the board of supervisors today. And as our Katie Nielsen reports, things got pretty heated today when both sides of the recall effort faced off outside of that meeting. The shelter in place was lifted and deemed no threat to students or the community. Starting tomorrow, commuters can take the ferry again between sausalito and San Francisco. Golden gate Ferry Service was suspended on the 19th after some damage was spotted on one of the four piles of the sausalito pier, but repairs are done and the pier was declaired safe. Today the last day of april, may is just about 45 minutes away, and we are going to be into a warmer than normal weather pattern with dry conditions continuing through the rest of the workweek. It is going to be a little breezy at times as this storm system diving through the Pacific Northwest is close enough to help squeeze the atmosphere over california and produce those gusty offshore winds away from the coast. But the winds are still going to be onshore along the coast so the winds converging over to bay area. Lets track those winds. A wind advisory for Solano County until 5 00 tomorrow. Went into effect at 11 00. The strongest winds occur about midmorning tomorrow. Some 25mileanhour gusts around fairfield. By tomorrow afternoon things already backing down. Temperatures are going to be warming up, though, as we head into the first afternoon of may. The flag is just kind of hanging there, you can barely see it. Temperatures have dipped into the 50s. Were not done dropping. Anywhere from 52 in livermore to 59 in concord. Mostly in the 40s by tomorrow morning, which isnt that cool for the first morning of may. Just one to three degrees below average. The very mildest spots staying in the low 50s. And temperatures are going to warm up quickly. We are going to make it up to around 80 degrees for inland temperature a mix of upper 70s and low 80s but about six or seven degrees above normal for everybody. Low 80s more likely inland in the east bay, should make it into the and mid70s around fremont and redwood city. Where you wont be six or seven degrees above average, half moon bay, but 62 degrees, its at least three degrees above normal. Take what we can get. Temperatures in the upper 60s, close to 70 in the city. Mid70s for oakland and a mix of mid to upper 70s and low 80s inland in the north bay right at 80 degrees in napa and 80 degrees in santa rosa. Farther down the line, were tracking some big changes in the forecast. Lets take a look at our sidebyside forecast models and track the rain chances for this upcoming weekend, the first weekend of may, Cinco De Mayo weekend. Its going to feel like Saint Patricks day weekend, because its much cooler and looking increasingly wet. The two longrange forecast models were still out of range of the higher resolution forecast data. Well get that in tomorrow. But both the long range models paint a good chance of rain moving into the bay area on saturday. So they agree on that now. They were not agreeing on that 24 hours ago. They still have some differences. How much rain are we going to get . How long is it going to last . The american forecast model is wetter, keeping that chance of lingering showers in the forecast into the second half of the weekend. Well keep an eye on those trends for you. Right now i wouldnt cancel anything on sunday but i would be flexible with outdoor plans. And saturday, i would start looking for an indoor alternative to any outdoor plans. Amounts are going to be modest. 0. 1 of an inch to 0. 25 of an inch for most of the bay area. The higher amounts closer to 0. 5 an inch of rain. Likely less than 0. 1 of an inch in the east bay around antioch. Well keep you updated as the weekend gets closer. Lets take a look at the sevenday forecast, and while we are tracking the chillier and wetter conditions for weekend, nice weather in store the next few days. High temperatures around 0 degrees inland. A mix of upper 70s and low 80s. Its going to be a good 10 to 15degree drop across the bay area from friday to saturday. Some places even more than that. Its just going to be kind of raw on saturday. By next week were going to be drying out again, but temperatures are running just a little bit below average by monday and tuesday for the beginning of the first full week of may. But again, the rain should be in the Rearview Mirror by that point and right now it does look like maybe this would be the last significant rain chance that we see during the season as we get a little bit farther into may.
